Background Program started in January 1999.

Result of a $51 million authorization for “pharmaceutical and vaccine stockpiling” in the fiscal year 1999 omnibus appropriation (P.L. 105-277).

Known as the National Pharmaceutical Stockpile until renamed to Strategic National Stockpile in 2003.

Background (cont.) Initially based on providing countermeasures

against the category A threat agents.

Grown to include radiological and chemical agents.

Now includes countermeasures for pandemic influenza.

Current inventory valued at $3.5 billion.

Delivering Materiel to States

Utilize commercial partnerships to deliver countermeasures to state Receive, Stage Store (RSS) sites.

States assume responsibility for distribution and dispensing supplies past RSS location.

Federal government provides technical assistance to state officials to aid distribution and dispensing efforts.

State Antiviral Drug Subsidy Program

Federal goal is 81 million regimens. States asked to stockpile 31 million regimens. Program uses federal contracts for cost

savings. Federal government subsidizes 25 percent of

the cost. States are at 71.7 percent of 31 million

regimen target.
