The angels are divided into several command levels to carry out various functions:

Seraph (Isaiah, 6: 2)

God has established order in which there must be leaders and servants, teachers and disciples.

A rabbi in Jesus’ time chose his disciples from the most outstanding students in the schools of the synagogues. Then, he could only continue with the most prominent. Those who finally joined the "school" of the rabbi were the best educated.
