Primary activities of the department of Planning and Economic development JIlciude research, pfllgram development and projects for the Board of Commissioners as well as providing planning, graphic arts, and audio-visual assistance to other ~ounty departments. Protecting the County's environment is the function of the Public Works Commission Office, headed by Anthony V. Marrocco.
This office's primary function is directing the construction and maintenance of storm water drains, sanitary sewers and water supply systems, as well as soil erosion control, review of subdivision plats, operation of county flood control and anti-pollution facilities.
Improving the quality of the water in the Clinton River is another function of the Public Works Office. A sewage system serving 12 communities has been constructed to help attain this goal.
Two large retention basins have also been constructed for the purpose of storing excess water flows during heavy storms. This will reduce sewage backups and keep untreated sewage out of Lake SI. Clair.

Macomb County Community Services Agency (MCCSA) is the community action agency for Macomb. The purpose of the agency is to promote economic and social opportunities through which the low-income, disabled. and elderly can achieve greater independence and self-sufficiency.

This Department provides several services including: Professional Counseling Services, family and group in-center or elsewhere, Pre-Retirement Counseling, Legal Assistance, Outreach Services, local coordination for World Medical Relief, Focus Hope Food for Seniors (MEPPS), Senior Courtesy Card Program, Specialized Information and Referral, Guardi,mship and Conservatorship services, Community Education, Speakers llvllilable to groups, Title V employment opportunities, Shelter Advisor, Home Share Coordination, Chore Service Referrals, Senior Citizen IID Discount Card, Adult' 'Enrichment and Respite Day Care Program", Loan Closet, Telephone Reassurance.
There is no fee for most services, although a nominal fee may be charged
for Adult Day Care. Donations are accepted.

Community Mental Health Service~
The Community Mental Health Services Board is responsible for providing mental health, substance abuse. and development disabilities serviees in the county through both directly operated and contract agencies.
There are a number of service programs offered by the agency, including a 24-hoUf telephone crisis and referral center; 24-hour psychiatric emergency services; mental health out-patient services for children, families and adults; mental health day treatment centers for adults; substance abuse treatment and prevention programs; rehabilitation workshop/day programs for developmentally disabled persons; limited residential services: counseling and diagnostic services; client services; managcment services; rape crisis and community emergency responsc services~ vocational services: substance abuse services for persons in the county jail; recreational drop in centers; respite services for adults and children; OBRA nursing home screening and monitoring services; and infant/toddler Part H serviees.
Macomb County Lihrary
The Macomb County Library is a study and reference center serving all of Macomb County. Spccialized services include a large reference collection, circulating non-fiction in both books and vidco-cassettes, a Career Information Center. law and business collections, literary criticism, government documents, out of town newspapers and telephone books, and more than 800 periodicals.
The library administers and houses the Macomb Library for the Blind and Physical]y Handicapped and provides other services for the physically challenged residents of Macomb County.
Macomb County Animal Shelter
The Animal Shelter provides a holding facilitiy for stray animals for al] of Macomb County. Healthy animals are available for adoption. Animal Control Laws are enforced and citizens questions answered.

Land File Department
The Land File Department manages approximately 270,000 individual real estate parcels, including such information as legal descriptions, taxpayer name and address, current tax and assessment information, delinquent tax information, etc.
A drafting section is in charge of updating and maintaining the accuracy of all property line drawings by plotting new subdivisions, acreage divisions and the consolidation of all lots and acreage as requested by local units, thus giving an accurate pictoral view of all tax parcels in Macomb County.
Macomb/St. Clair Private Industry Council, Incorporated
Macomb County recieves federal funds under the Job Training Partnership Act to operate an employment :md training program which leads to unsubsidized employment for unskilled adults and youth.
To qualified residents of Macomb/SI. Clair County, all services are free. A variety of activities include Classroom and On-the-Job Training, as well as special programs for in school youth and a summer jobs program for youn~
people 14 to 21 years of age. The Macomb/St. Clair Private Industry Councl] also administers special retraining programs targeted at dislocated workers and individuals who are 55 years of age or older and interested in job placement.
The Council also provides incentives to business to hire JPTA participants by providing wage reimbursement of up to 50% during the training period.
Macomb Intermediate Board of Education
The Board of Education provides a variety of services for local school districts including business and instructional computer support, instructional and non instructional consulting, instructional media support, and consulting/clinic services for handicapped children and their parents.

Veterans AlTairs Probate Court
The court has exclusive jurisdiction for: the administration of deceased persons' estates; inter-vivos and tesllImentary trusts; appointment of guardians and conservators for minors and legally incapacited adults; determination and administ.ration of disa~pearedpersons' estates; name changes: secret marriages and wa~ver of cerlam requirements to obtain a marriage license; civil proceedmgs regarding the mentally ill and developmentally disabled persons,
The Juvemle DIvIsion of Probate Court has original jurisdiction in cases involving )uvenile delinquents, neglected and dependent children, adoptions and cases lllvolving juvenile delinquents under 17 years of age and concurrent jurisdiction with Circuit Court for those 17 years of age.
Radio Department
The Radio Department provides radio communications services to all of the county wide Departments of Public Safety, including EMS consultation. engineering and licensing services; trouble shoots and tracks down interference: ~rites specifications, evaluates equipment and bids, and works directly with different vendor:-; to asssure optimum working systems. The Department also services,audio-video security and other electronic systems. Macomb is the only county 10 the state offering this service for the benefit of the public and on a county wide basis.
Traffic Safety Association of Macomb County
Stat.e l~w allows each county to establish county wide traffic safety orgaDlz~tJon~ .. Progra.ms included are school safety, crossing guard training and seDlor cltlzen safety, which are presented at no cost.
The Alcohol Highway Safety Program is administered by the Association, The program is an educational approach to the problem of drinking and driving. Judges and Secretary of Stale personnel refer participants to the program.
This department provides assistance to Veterans' andlor their dependents filling out the necessary fanTIs to file claims for Federal benefits with the United States Department of Veteran Affairs on a large cross section of human resources. Some of the claims that are filed are Disability Compensation, Veterans and Widows Pension, Home Loans, Dependency and Indemnity Compensation, Vocational Rehabilitation Training~ Federal, State and County Burials, Military Affairs, Government Life Insurance, Educational Claims, VA Medical Treatment, Appeals on Veterans' claims, Career Development Counseling, Discharge Upgrades and Review of Military Records.
Also included, is the Michigan Veterans' Trust Fund, County Soldiers and Sailors Relief program, WWI Veterans Hospital program, as well as guidance and counseling on many problems affecting the Veterans' and/or their dependents,

MAJOR PARKS IN MACOMB COUNTY
Macomb County is often noted for its recreational opportunities, particularly its access to both inland lake facilities and Lake 51. Clair. There are five major public parks in the County where persons can enjoy a vast array afyear-round, recreational activities. These five parks complements the many municipal parks located in each of the twenty-seven communities in Macomb County. County residents are never far from leisure facilities.
The five major parks in Macomb County include:
Freedom Hill County Park:
Located in the City of Sterling Heights on Metropolitan Parkway, this 100 acre park is easily accessible from all pans of the County. Opened in 1974, the County Park has evolved into a special events park known mainly for its festivals and shows. Major facilities at the park include the multi-use Independence Building, festival grounds with shelters, open-air amphitheater, tot lot and games area. The park is used by families and groups for picnicking and related activities. The air-conditioned Independence Building, complete with caterer, can be rented for social gatherings.
William Tuckar County Park:
This 28 acre park nestled along the Clinton River Spillway in Harrison Township currently provides pic-nic facilities, a comfort station, and bank fishing access. Open from late spring through early fall, the park offers a quiet spot for family recreation activities, fishing, and relaxing.
Metrobeach Metropark
At 770 acres, Metrobeach offers one and one quarter miles of Lake St. Clair frontage. The park has been designed for use by a variety of age groups, and includes a large beach area, swimming pool, tot lot and play areas, shelters, a paved bike/hike trail, nature trails, three marinas, and a boat launch ramp. An open air pavilion offers both day and evening programs during the summer months. In the winter, the park users can enjoy ice skating and cross country skiing, weather permitting.

Stony Creek Metropark Built around the 497 acre Stony Creek Lake in Macomb County's
northwestern rolling terrain, this metropark utilizes its 4,461 acres for a variety of recreational activities. Nine large picnic areas accommodate summer visitors. Ten miles of pave roads and over six miles of hiking and biking trails provide scenic tours. An 18-hole cbampionship golf course is also available for public use. In addition to these amenities, the park includes swimming, beach, play areas, boat launch, and canoe rentals. Winter visitors can enjoy cross country skiing, sledding, and ice skating.
Wolcott Mill Metropark Open May through October, this largely undeveloped metropark highlights
a historic grist mill on the North Branch of the Clinton River in Ray Township. Situated in a pristine, natural setting, the park offers educational tours of the mill and support facilities. Park visitors also enjoy the tranquil surroundings and scenic views, especially at the change of seasons. Future development of the park will focus On the mill area and on nature appreciation.
