Construction

General Style – Voice & Mood

Use active voice and imperative mood for instructions to the Contractor.

ExampleOld:

Concrete shall be thoroughly consolidated against the faces of all forms and joints, including concrete in a previously constructed lane of pavement, by means of vibrators inserted in the concrete.

New:

Consolidate concrete against all form faces, joints, and previously constructed pavement using insertion type vibrators.

General Style – Voice & Mood

The Department will inspect the forms.

General Style – Scope of Work

109.02 – The Department will make payment for the elements of work described under the “Construction” or “Procedure” subsection under the corresponding Item in the “Measurement and Payment” Subsection.

The Department will not make additional or separate payment for work or portion of work unless specifically provided for in the “Method and Measurement” Subsection.

Section 101.03 Terms

If the term is capitalized, it is capitalized in the Specifications• Contract – includes permits, boring logs, pavement core records• day – definition unchanged, but use of business day or calendar

day has been deleted from the specifications, except where required by State statute.

• Utility vs. utility – Utility is a company, which provides services/ utility is a facility owned by the Utility.

• Work vs. work – Work is the entire project/ work is any portion of the Work.

• RE – term RE replaces Resident Engineer, with few exceptions other representatives with the Department are simply referred to as the Department rather than by unit or division.

Section 104.03.03 Changes

Quantity Increases/Decreases – bid prices hold only for increases and decreases that are within 25% of proposal quantity. Outside that, prices may be renegotiated.

“Proposal quantity” does not include quantities designated on the Plans as “if and where directed.”

IF AND WHERE DIRECTED quantities should almost never be used. It can be used with the SME’s concurrence, where we specifically want to insulate the Department from risk.

Section 105.05 Working Drawings

Table is provided for which drawings are certified and which are submitted for approval

Ensure that the revised working drawings are submitted to the RE within 30 days of receipt of the conditional certification… The Department will require 45 days for review and approval or rejection and return of working drawings

Special Provisions should revise the required # of days to review drawings if the project will have a # of drawings that the designer may not be able to handle.

Section 105.07 Utilities

Contractor required to send all Utilities within the project limits an initial notice when beginning construction operations.

Contractor required to provide protection of Utility facilities as required by Utility (Designer’s should identify support requirements identified by Utility in design)

Work by Utilities – the contractor is responsible for providing the Utility with advance notice as required in Special Provisions. (Must show durations for utility stages)

Section 105.08 Environmental Protection

Do not use treated timber products in shellfish areas and other environmentally sensitive areas.

Use non-polluting materials such as fiberglass composites in these areas. Before using treated timber products in areas other than those specified in the Contract, obtain the Department's approval

Section 106.09 Proprietary Items

If material or equipment is specified using a proprietary item or the name of a particular supplier, the Contractor may propose a substitute except when the Special Provisions state that no substitution is permitted

Designers must document the criteria for evaluating a proprietary item

Section 108.01 Subcontracting

Requirement for subcontractor prequalification with NJDOT procurement eliminated.

Technical qualifications can still be identified with the Special Provisions (under the item of work). e.g. segmental bridge, drilled shafts, blasting.

Section 108.02 Commencement of Work

When a Request for Authorization Form for the New Jersey Pollutant Discharge Elimination System 5G3 – Construction Activity Stormwater General Permit (NJG0088323) is specified, the Contractor must not perform land disturbance activities until 35 days after the submission of the Request for Authorization Form to the Department (this should be identified on the designer’s construction schedule)

Section 108.09 Maintenance within Project Limits

Project Limits (area) defined in 101.03 Contractor’s maintenance responsibilities for Project Limits:

– Picking up and disposing of trash and debris– Keeping the roadway clear of dust, soil– Maintaining a safe and unobstructed passageway through the

construction area including escape ramps at the edges of pavement.

– Maintaining surface drainage – Removal of ice and snow from bridge sidewalks open to

pedestrian access. – discuss with operations other sidewalk areas for which the DOT has ice snow removal requirement.

Must be amended in the Special Provisions, when the project does not involve a fixed area (Operations Service Contracts).

Section 108.11 Modifications toContract Time

If excusable noncompensable delays exceed 180 days, the time in excess of 180 days will be excusable, compensable. – Consider amend this to 90 days or less for projects with durations of less than 1 year

Extreme Weather - Time extensions for weather only granted if controlling activity on critical path is delayed due to weather and the cumulative delay due to weather exceeds the number of days specified in Table 108.11.01-1 for any month (Designer’s Progress schedule should be based on normal # days workable for a given month. If an aggressive schedule is being provided – the table may need to be tailored for the project.)

Section 108.14 Default

Fails to begin construction operations within 40 days of execution of the Contract. (Designer should amend this if start of work is restricted)

Section 109.01 Measurement and Payment

Measurement of Quantities Measured Items vs. Proposal Items. The Department will

designate Items as Measured Items or as Proposal Items by having a suffix of P or M in the Item number.

The Department will not measure quantities for Proposal Items, except quantities designated on the Plans as “if and where directed,” for payment. The Department will measure quantities for Proposal Items that are designated on the plans as “if and where directed” for payment when the RE directs work using the “if and where directed” quantity.

New standard specification based on the BSOG/ASOG specifications that have been used on project specific basis for the past 20+ years.

May be used under asphalt or concrete pavements for new construction and total pavement rehabilitation.

NSOG no longer recommended for drainage layers.

Section 304 Concrete Base Course

Follows the requirements for Concrete Surface Course except for ride quality.

Used for replacement of or addition to concrete roadway prior to overlay.

Section 305 Rubblizing ConcretePavement

New standard specification for rubblization which has been used on a project specific basis for the past few years.

Base is formed by rubblizing the concrete and leaving in place.

Rubblized concrete is overlaid with a substantial HMA overlay.

Division 400

Superpave only is specified in 2007 specifications but called simply “HMA” since there are no Marshall mix designs

Section 401.03.01 Preparing Existing Pavement

Following items of work are collected here as they are most often used in preparation of pavement for overlay:– Milling of HMA

Reduction of number of standard milling items to 3.

– Milling of ConcreteAs written, limited to 1” milling.

– Sealing of Cracks in HMA Surface– Repairing of HMA Pavement

Section 401.03.02 Tack Coat and Prime Coat

Tack Coat 64 added as a new item. This is PG 64-22 used as a tack coat. It has been used with OGFC to improve adhesion of the OGFC with the underlying course.

Section 401.03.03 HMA Courses

Requires use of MTV unless waived by designer. Instructions in SI on when to waive use of MTV.

Ride quality specification uses IRI. Six sets of equations to be considered. Designer to spell out on project which equations to be used in which areas. Instructions in SI selection of equations.

Section 401.03.03 HMA Courses (continued)

Polymerized Joint Adhesive required for cold longitudinal joints on surface course. Designer should include the item. The quantity should be estimated to be 100% of the surface course joint length.

Section 401.03.04 Sawcutting and Sealing of Joints

No major changes. Recommended for first generation concrete pavement overlays.

Section 401.03.05 Core Samples

No major changes in specification. Item for coring is needed on all projects with

HMA paving. Estimate 5 cores for each day of paving.

Section 402 HMA Friction Course

Dense Graded Friction Course eliminated due to shortage of appropriate aggregates.

Open Graded Friction Course expanded to include Modified Open Graded Friction Course Mixes.

Section 403 Ultra-Thin Friction Course

New standard specification for the old “Novachip” type of friction course. This is a generic version of a specification which has been used on a project specific basis for the past 10 years.

Section 404 Stone Matrix Asphalt (SMA)

New standard specification for SMA which has been used on a project specific basis for the past 10 years.

Section 405 Concrete Surface Course

Major changes have been made in the specifications and details for concrete surface course.– Elimination of expansion joints.– Shorter spacing of contraction joints.– Allowance for slipform paving.– Elimination of steel reinforcement.– Requirement to Diamond Grind Surface.– Ride quality determined using IRI.

Division 450

451 – Concrete Slab Stabilization 452 – Partial Depth Concrete Pavement Repair 453 – Full Depth Concrete Pavement Repair 454 – Retrofit Dowel Bars 455 – Diamond Grinding Existing Concrete

New Division for CPR techniques that have been used on project specific basis for 10+ years.

May be used for concrete pavement that is to be overlaid or for concrete pavement that is to be repaired and left as concrete.

Section 451 Concrete Slab Stabilization

Items for pozzolan and polyurethane grouts. Deflection testing required to ensure that

grouting has been successful. Designer must include item for deflection testing.

Section 452 Partial Depth Concrete Pavement Repair

Repair requires sawcutting, removal of deteriorated concrete, and placing of Type 1A or 1B Quick Setting Patch

Section 453 Full Depth ConcretePavement Repair

Sawcut and lift out full depth of concrete pavement.

Items for repairs depending on type of material used for the repair.– Concrete Class V, E, or B.– HMA Note: HMA is not the preferred material for full depth repairs.

Section 454 Retrofit Dowel Bars

For load transfer, for transverse joints or cracks.

Section 455 Diamond Grinding Existing Concrete Pavement

To improve the ride, friction, and noise qualities of concrete pavement that is not going to be overlaid.

Slightly different specification than the requirements for diamond grinding new pavements because larger deviations are expected in the existing concrete.

Section 456 Sealing Existing Joints in Concrete Pavement

Requires the cleaning and resealing of joints.

If, during the concrete placement or within the 24 hours preceding the scheduled concrete placement, the National Weather Service http://www.nws.noaa.gov/ locally forecasts the ambient temperature to be below 40 °F or above 75 °F during the scheduled concrete placement or curing period, follow the appropriate temperature condition procedure. Do not place concrete when the ambient temperature is below 20 °F or above 100 °F.

Removal of Forms and Falsework. The Department may require concrete strength tests as specified in the Special Provisions for removal of forms and falsework. Remove forms without damaging the surface. The Contractor may remove forms 24 hours after placing concrete, except for the following:

When using protective measures for cold weather concreting, as specified in 504.03.02.C.1, do not remove the forms until the protective measures are removed regardless of concrete cylinder strength .

Section 507 Bridge Deck and Approaches

Joint Assemblies Deck, Parapet, Sidewalk Bridge Approach Limitations of Placing Concrete. Comply with the limitations

of placing specified in 504.03.02.C, except do not place concrete when the ambient temperature is above 85 °F. If within the 12 hours before the concrete placement the National Weather Service http://www.nws.noaa.gov/ locally forecasts a 40 percent chance or greater of precipitation during the scheduled concrete placement, postpone the placement of bridge decks and pavement.

QPL = Qualified Products List For materials which have a long approval

process. In Division 900, those materials which are

required to be on QPL prior to use are clearly specified.

Section 902 Asphalt

Reorganized to put all the requirements for asphalt products in one section.

No major changes to the Bituminous Materials (Asphalt Binder, Emulsions, and Cutbacks) requirements except that Inverted Emulsions have been eliminated.

HMA is Superpave only. Marshall mixes have been eliminated.

Section 903 Pavement Repair Mixes

Class V – formerly known as VES or VHE. Attains 350 psi flexural strength in 6.5 hours.

Class E – early strength concrete that attains 3000 psi in 72 hours.

Intended for pavement repairs caution should be used in using these mixes for other applications.

Section 903.05 High Performance Concrete

HPC-1 – For use in bridge decks, parapets, and bridge sidewalks.

HPC-2 – For use in pier protection.

Project specific specification is needed for any other use of HPC.

Do not specify HPC if integrally colored concrete is needed or if project has compressed schedule.

Section 903.06 Self-Consolidating Concrete

903.06.01 – SCC for Drilled Shafts 903.06.02 – SCC for Precast Concrete

Project specific specification is needed for any other use of SCC.

NJDOT Test Methods

After Division 1000 are the NJDOT test methods that used to be in 990. They are referred to in the specification by their designation. e.g. “NJDOT A-1”

The last item in this section is “NJDOT ST” which are the statistical tables which used to be in 914 but have been moved to the back as they are used in many of the statistical calculations.
