Requires a 2-step process to create any economic benefit in

the constitution

Step 1 Voters must specifically approve the economic

benefit language by itself

Step 2 Voters must approve the entire proposed

constitutional amendment

creates a monopoly, oligopoly or cartel for the sale, distribution or use of
