Opening Ode We who are sisters in heart and spirit, Give thanks for the star and its message. May Purity, Justice, Faith, Truth, and Love make glad and holy the secret places of our hearts.

Objects and Aims
The objects and aims of this Sisterhood shall be general improvement which shall comprehend more especially the following points:
To seek growth in charity toward all with whom we associ-ate, and a just comprehension of, and adherence to the qualities of Faith, Love, Purity, Justice, and Truth.
To seek growth in knowledge and in culture, and to obtain all possible wisdom from nature, art, books, study, and society, and to radiate all light possible by conversation, by writing, and by the right exercise of any talent we possess. To aim at self-control, equipoise and symmetry of character, and temperance in opinions, speech and habits
It shall be the chief duty of each member to consider thoughtfully the full import of P.E.O. This will include a sincere regard for our influence in the community, a careful consideration of feeling when speaking, and a determina-tion to do all we can at all times and under all circumstanc-es to ex-press a loving concern for each sister.

P.E.O Educational Loan Fund (ELF)
P.E.O EDUCATIONAL LOAN FUND (ELF), established in 1908, makes loans available to qualified women who desire higher education and are in need of financial assistance. Students must be recommended by a local chapter of the P.E.O. Sisterhood and within two years of completing her course of study.

P.E.O .Scholar Awards
P.E.O. SCHOLAR AWARDS (PSA) were established in 1991 to provide substantial awards to women to the United States and Canada who were pursuing a gradu-ate degree, terminal degree master's or are engaged in graduate research at an accredited institution.

P.E.O. STAR SCHOLARSHIP The Star Scholarship provides a $2,500.00 award to High School senior women who wish to pursue post-secondary education.

P.E.O. INTERNATIONAL PEACE SCHOLARSHIP FUND (IPS) was established in 1949 to provide scholarships for in-ternational women students to pursue graduate study in the United States and Canada.

P.E.O. PROGRAM FOR CONTINUING EDUCA-TION (PCE) was established in 1973 to provide need based grants to women in the United States and Canada whose education has been interrupted and who find it necessary to return to school to support themselves and/or their families.

COTTEY COLLEGE is a fully accredited lib-eral arts college for women in Nevada, Missouri, owned and operated by the P.E.O. Sisterhood since 1927.

Texas Cottey College Scholarship
Texas Cottey College Scholarship Fund (TCCSF) was estab-lished in 1940 by the Texas State Chapter for the purpose of awarding merit-based scholarships to academically qualified Texas women attending Cottey College.

CHAPTER BX BYLAWS (As amended February 25, 2019) ARTICLE I – MEETINGS
Section 1. The regular business meetings of Chapter BX shall be held once a month on the fourth Monday, except for May and December when the meeting shall be held on the second Monday. In January there will be two meetings, on the second and fourth Mondays. Thirteen of these shall be business meetings. Two social meetings shall be designated during the course of the year as decided by the President, the Program Chairman, or by consent of the chapter, who have discretion to make changes to the schedule if necessary.
Section 2. The meetings shall be held in the homes of members unless otherwise arranged by the Program Committee.
Section 3. If the date of the regular meeting falls on a holiday, the meeting may be held on
the following Thursday at the discretion of the Program Committee and be so scheduled in the yearbook.
ARTICLE II – DUES
Section 1. The annual dues shall be fifty-five dollars ($55.00) payable in February, and delinquent on March 1st. This shall include International Chapter dues of twenty-six dollars ($26.00), which shall include six dollars ($6.00) for Cottey College, state chapter dues of ten dollars ($10.00) and local chapter dues of nineteen dollars ($19.00).
Section 2. Annual Council dues shall be paid by October 1st. The counsel dues are thirty-five dollars ($35.00).
ARTICLE III - COMMITTEES
Section 1. This chapter shall have the following standing committees, appointed by the president during the summer before the first regular meeting in September: Program, Courtesy-Love Fund, Educational Projects, Finance & Budget, Membership, Pre-Acceptance & Post-Initiation, Social, Technology, Texas State Chapter Projects, and Yearbook. The number of members, duties and chairmanship of each committee shall be as assigned by the president of the chapter unless otherwise specified in ARTICLE III, Section 2. Section 2. The duties of the Committees shall be as follows:
a. The Program Committee shall see that the programs are followed as listed in the yearbook and select homes for the meeting places. The Vice President shall serve as chairmanof the Program Committee.
b. The Courtesy-Love Fund Committee shall visit sick members and send get-well cards and try to keep in touch with members who do not regularly attend meetings. The Courtesy-Love Fund Committee shall collect donations to the Love Fund.
The Educational Programs Committee shall direct all matters pertaining to P.E.O. International Projects. This will include P.E.O. Educational Loan Fund (ELF), P.E.O. International Peace Scholarship Fund (IPS), P.E.O. Program for Continuing Education

b. The Finance & Budget Committee shall prepare a budget each year in March and recommend ways to increase funds through Ways & Means. The Treasurer shall serve as chairman of the Finance & Budget Committee.
c. The Membership Committee shall recommend ways to increase and maintain membership. The Membership Committee shall be responsible for telephone distribution of information to members who do not have or use e-mail. The Unaffiliated Chairman shall serve on the Membership Committee.
d. A Pre-Acceptance & Post-Initiation Committee of one or more members will be appointed immediately following a favorable ballot for membership. The committee will meet with a prospective member to council her before she accepts the invitation and following her initiation to inform her of PE.O. Procedures.
e. The Social Committee shall be responsible for refreshments and entertainment at all social affairs of the chapter. This committee will be composed of members who regularly attend meetings.
f. The Technology Committee shall distribute information to chapter members via e-mail and will perform other duties as specified by the Chapter. The Technology Committee Chairman shall be the e-sister for communications from Texas State Chapter and shall maintain an e-mail list of chapter members.
g. The Texas State Chapter Projects Committee shall direct all matters pertaining to the Texas State Projects. This will include the Texas Cottey College Scholarship Fund (TCCSF), Texas Star Oaks Fund, Inc. (TSOFI), and the Texas State Chapter (TSC) Special Funds: Time of Remembrance, TSC Cottey College Travel Fund, and TSC Archival Fund. (Two projects and three special funds.)
The Yearbook Committee shall prepare the yearbook. The Vice President shall serve as chairman of the Yearbook Committee.
h. The President shall appoint special committees as needed.
Section 3. The President shall also appoint a P.E.O. Council Representative, Unaffiliated Chairman, and an Historian.
Section 4. In February, the President shall appoint an Audit Committee of two members to audit the treasurer’s books after March 1st. This committee shall report at a regular meeting in March.
ARTICLE IV – NOMINATION AND ELECTION
Section 1. Nomination of officers, and delegate(s) and alternate(s) to convention(s) shall be by nominating committee.
Section 2. At the first meeting in January, the President shall appoint a Nominating Committee of three members. The member first named shall be the chairman. At the second regular meeting in February, the committee shall present names of one or more members for each office and delegates and alternates to convention.
Section 3. Election shall be at the second regular business meeting in February. After the Nominating Committee has reported, opportunity will be given for further nominations from the floor for each office preceding the ballot for that office.
Section 4. If the committee has made but one nomination for an office and there are no further nominations from the floor for each office called in sequence, by general consent the ballot may be dispensed with and a voice vote taken for the ticket.
Section 5. Installation of officers shall be at the first regular business meeting in March.
ARTICLE V – AMENDMENTS
These bylaws may be amended at any regular business meeting of the chapter by a two-thirds vote, provided the amendment has been submitted in writing at the previous regular business meeting and all absent resident members notified that a vote will be taken at the next regular business meeting.
CHAPTER BX STANDING RULES
1. The regular business meetings of Chapter BX shall be held at 10:30 a.m. with a coffee and social period at 9:30 a.m. unless otherwise specified.
2. No member shall be elected to serve more than two consecutive years in the same office.
3. During the presentation of a name or balloting on a name, as well as during the official visit, only members of the chapter may be present.
4. The Sadie Burrows’ gavel guard shall be loaned to the President during her first term in office until she gets her own guard.
The Sadie Burrows gavel guard is the property of Chapter BX and shall be kept in the President’s box.
5. Twenty-five dollars ($25.00) will be donated for memorial gifts.
6. These standing rules may be amended by a two-thirds vote without previous notice, or by a majority vote with notice. A standing rule shall be adopted or suspended by majority vote. A vote to suspend applies only to the meeting at which vote is taken taken.vote to suspend applies the meeting at which vote is taken.
