The overall context
Sharing and spread of territorial information, available at Public Administration bodies, assume an important role in Geographic Information field.
New web services and digital media make geodata widely available: geographic contents can be easily shared, used and reused across the geospatial domain.

The overall context
Piedmont Region, thanks to the experience in legal interoperability, started with the realization of the “Discipline of use” for the Spatial Data Infrastructure SITAD, has continued on this way with a new analysis, supported by a specific CSI research scholarship.

Goals of the research “Development and reuse of geodata”: regulate use, reuse and dissemination of
geodata available at Public Administration bodies;
define a new way of sharing, using and reusing geodata, away from an “all rights reserved” approach towards a “some rights reserved” approach.

Phase I:understand the legal context related to the use, dissemination and reuse of geospatial resources (data and software):
International activities of managing use rights of geodata: OGC, ISO TC 211, RELs;
European and Italian legal context about use, diffusion ad reuse of digital information;
Rights Management (RM) and the application in the geospatial marketplace (GeoRM).

Phase I
The INSPIRE Directive recognises the importance of public authorities intellectual property rights, by using GeoRM.
Geo Rights Management: is “an instrument which allow public
authorities to electronically specify distribution’s policies”;
“supports the automated transfer of legal rights to final users” using licences.

Standard geolicence
Geolicence: defines terms and conditions for the licensee (end
user), who acquires a set of rights (permitted uses, display, download, format, distribution);
it could be useful to express geolicenses using two forms:
• “legal code”, a legally expression of terms and conditions of the license;
• “user friendly”, a simplified readable version for the web, expressing key terms and conditions.
