I literally cannot believe that it has been 5 years since I was asked to climb the ladder to Atlantic coast presidency. Be-ing secretary, 1st VP, 2nd VP, attending all the meetings, go-ing to house of delegate meetings in Tampa and Or-lando each year, FNDC, to say nothing of driving to all the affiliate meetings from Treasure Coast to Broward and everywhere in between, it all went by so fast. I thank all of you for affording me this opportunity and en-trusting me with all the re-sponsibility. I assure you, I did not take it for granted. I did my best, and tried my best at every event and all the hours put in between events. So what did I accomplish? Good question. I am not sure that I have an answer. I can honestly say that I (alone) did not accomplish anything, that is to say that "we" accom-plished a lot. We had a very successful two days of Town Hall Meetings with 11 legisla-tor’s, we produced a network television commercial that was shown on TNT, CNN,
ABC Family and Lifetime. We also had one of ACDDA's most attended Annual Winter Meetings which broke new ground with Rita Zamora from Boulder, CO and attorney Mi-chael Ragan from Miami - do-ing an instrumental program on Marketing Your Dental Practice Through Facebook and Social Media. We had a balanced budget once again with NO DUES INCREASE for our members. We installed the FDA Speaker of The House (Dr. Ethan Pansick) from ACDDA. We instituted the first ever ACDDA Explorer completely digital newsletter. We fought for the non covered services bill, we fought to keep fluoridation in Welling-ton, the list goes on and on. Did we win, did we loose? I am not sure that we can measure it on a battle by bat-tle or year by year basis. It is a process, a long one and it takes baby steps to get there. For me the whole process has been going on for 34 years, and will continue. We all get the credit for supporting organized dentistry, and
therefore all of our common causes. We will keep fighting for you, our members, as long as you allow us to. I want to thank each and everyone of you for allowing me to lead us this year. Lastly, I want to offer a special thanks to our Executive Direc-tor, Mike Dvorak for his end-less support and help in put-ting and keeping our associa-tion in tip top shape. Working closely with him this over this past year has shown me how he goes above and beyond all expectations, thus making our jobs easier and our profession better. Thank you. -AA .

continues to be the premier
meeting here in South Florida.
This year we also had our first
ever series of “Atlantic Coast
District Dental Association
Town Hall Meetings.” One was
held in Ft. Lauderdale and one
was held in West Palm Beach.
The meetings were open fo-
rums for members, non-
members and students and
were attended by 12 of our lo-
cal legislators; including state
senators and representatives
from the ACDDA district.

ber social at the Botega Wine
Bar in Coconut Creek and the
South Palm Beach County Den-
tal Society will be having its

August in Delray Beach.

New Dental Employment Agreement Resources Now Available Online
The Center for Professional Success, the ADA's members-only interactive web re-source, recently published a document for members con-templating contracts of em-ployment or associateship po-sitions. "Dentist Employment Agreements: A Guide to Key Legal Provisions," was devel-oped as part of a response to a 2012 House of Delegates resolution to establish an edu-cational program for all ADA members, with specific refer-ence to senior dental students and postgraduate student/resident members who are contemplating employment contracts.

2015 CDT Code Decisions Posted on ADA.org Member dentists and others in the dental community who submitted CDT Code action
requests learned on April 4 whether or not their submis-sions were accepted for inclu-sion in CDT 2015. These de-cisions were made by the Council on Dental Benefit Pro-grams' Code Maintenance Committee (CMC) comprised of five members from the ADA and representatives from each of the nine recognized dental specialty organizations, the Academy of General Den-tistry, various third-party payer organizations and the Ameri-can Dental Education Asso-ciation. The CMC's action re-ports on all substantive and editorial submissions are available here, along with in-formation on the CDT Code maintenance process.
Dentists Report Identity Theft Some member dentists are among the many taxpayers reporting they are victims of tax return identity theft. The Internal Revenue Service said in this filing session that it has started more than 200 new investigations into identity theft and refund fraud schemes. The total number of IRS ID theft investigations in
2014 exceeds 1,800, accord-ing to IRS.gov.
Several state dental societies say some member dentists submitting federal income tax returns were told that their re-turns had already been filed, most likely by an identity thief. An April 14 ADA e-mail alert and an earlier Michigan Den-tal Association alert stated some member dentists sus-pect tax return identity theft. Read ADA News for more in-formation on this story, includ-ing how you can protect your-self if you learn your identity has been used to file a tax re-turn.

SOVEREIGN IMMUNITY PASSES
LAST SENATE COMMITTEE
On Tuesday, April 22, the Senate Appropriations Com-
mittee unanimously passed CS/SB 142 by Sen. Alan
Hays (R-Umatilla) with three amendments. The bill will
allow patients to voluntarily contribute towards their
dental lab costs without jeopardizing the dentists’ sover-
eign immunity. A technical amendment was adopted
onto the bill to make it identical to the House bill,
HB 97 by Rep. MaryLynn Magar (R-Hobe Sound),
which is waiting to be heard in Senate messages.
Another amendment added to the bill would extend sov-
ereign immunity protections for health care providers
who continue to provide services during a 30-day transi-
tion period after a patient has been determined to be
ineligible for a health care provider’s volunteer services.
The third amendment adopted onto the bill would ex-
tend the repeal date for the health access dental license,
which is set to expire on January 1, 2015. The health
access dental license, which became law in 2008 and
was supported by the FDA, would allow out-of-state
licensed dentists to practice only in health access set-
tings after meeting specific criteria outlined in law. The
new repeal date for the health access dental license is
January 1, 2020. CS/SB 142 will now head to the Sen-
ate floor for consideration.
PRESCRIPTION DRUG MONITORING
PROGRAM BILLS
This week, the Senate passed CS/ SB 862 by Sen. Aaron Bean (RFernandina Beach) off
the floor. The bill includes language to allow for up to
$500,000 from the Board of Pharmacy to be used to pay
for the administration of the Prescription Drug Monitor-
ing Program (PDMP), which is currently not funded by
the state. CS/SB 862 now heads to the House for con-
sideration. CS/CS/HB 7113 by the House Health
Innovation Subcommittee, an omnibus health care bill,
includes a provision to require all health care practitio-
ners, who are able to prescribe controlled substances, to
review the PDMP database before writing a prescription
for an initial visit of a patient. Failing to do so would
result in grounds for discipline by the respective boards.
This mandatory provision is not supported by the
FDA and many other health care provider groups.
The Senate
bill does not contain this mandatory provision. Ad-
ditionally, CS/CS/HB 7113 includes language to
provide $500,000 in nonrecurring funds for the ad-
ministration of the PDMP. There are several other
PDMP-related bills that are moving through the
process that will specifically address preventing the
breach of personal information for people who are
listed in the PDMP database. CS/SB 866 by Senate
Health Policy Committee and HB 7177 by House
State Affairs Committee will serve as the vehicles to
address the confidentiality of personal information
and new standards for accessing the PDMP data-
base.
MEDICAL TOURISM BILL PASSES FULL SENATE
Under CS/CS/SB 1150 by Sen. Bean, the state
would spend $5 million to encourage people to
come to Florida to treat their medical issues. The
bill passed the full Senate on Thursday, April 24.
The bill would require Enterprise Florida and Visit
Florida to promote Florida as a destination
for medical treatment. While some news articles
have mentioned dentistry in relation to this bill, the
scope of these bills currently focuses on hospitals
and not individual providers. The FDA will continue
to monitor this issue closely. HB 1223 by Rep.
Rooney (R-Palm Beach Gardens),
which is identical to CS/CS/SB 1150, was amended
onto a large health care bill, HB 7113 by the House
Health Innovation Subcommittee. HB 7113 passed
the full House on Friday, April 25.

of Boulder, CO delivered wonderful lectures
for us on Marketing your practice through
Social Media. The meeting was held on Fri-
day, February 28th, 2014 at the Embassy
Suites Hotel in West Palm Beach and was ex-
tremely well attended. The Winter Meeting
has well become the “premier” meeting here
in South Florida and word is still spreading.
There were over 350 people in attendance at
the meeting which included 33 vendors of-
fering their specials and services to ACDDA
members. Florida Board of Dentistry Chair-
man, (and ACDDA member) Dr. Joseph Tho-
mas reminded attendees to renew their li-
censes at the end of the Biennium. The An-
nual ACDDA Business Meeting for the gen-
eral membership was held prior to lunch in
which the new slate of officers were voted
in and the 2014-2015 balanced budget was
approved with NO DUES INCREASE once
again. Several of our new members were in-
troduced including Dr. Linda Niessen, new
Dental School Dean at Nova Southeastern.

tiatives for ALS (Lou Gehrig’s disease) research in memory of his wife
Carola who recently passed away from the illness last year. ALS is a

According to Florida State Law, Chapter 64B5-17 Dental Practice and Principles, 64B5-17.015 Office Safety Requirement: As part of the minimum standard of care, every dental office location shall be required to have an automatic external defibrillator (AED) by February 28, 2006.
