1. Executive Summary 1.1 Project Overview and Influences of Land Acquisition and Resettlement The total investment of Wucheng Water Environment (Wuwei Section of Xihe River) Comprehensive
Treatment Project in Wuwei County is 122,597,800 yuan, of which, we plan to apply for USD 10
million loans from Asian Development Bank (exchange rate: 1 USD = 6.3 RMB), and the rest will be
self-raised by the enterprises.
This project is composed of: (1) one 25,000 m3/d urban sewage treatment plant; (2) 41.561km of
d400—d1500 supporting pipe network outside the plant.
Asian Development Bank Loan Project Working Group of the People's Government of Wuwei County
has planned for the Resettlement of this project. Due to the plant site change of the construction project,
this project will affect Yuanyou and Chenwan natural villages of Shibei administrative village, Fudu
Town, Wuwei County in Wuhu City. The project will occupy 68.4 Mu lands permanently, which are all
collectively-owned land. The temporary land occupation for construction is 60.5Mu (roads are basically
built along the pipe network, so that the construction does not need land acquisition or demolition). The
land acquisition will affect 27 households, 102 people; no house acquisition influence, and this
resettlement plan is an update version.
1.2 Principles and Rights of Resettlement This resettlement plan is established according to the Land Management Law of the People's Republic
of China (2004), Notice on Strengthening Reform to Strict Land Management Promulgated by the State
Council (No. GF[2004]28), relevant policies of Anhui Province, and the Involuntary Resettlement and
the related social security policies of Asian Development Bank.
On the basis of consulting the local government and the affected people, the enforcement body took a
series of resettlement principles and rights tables. The compensation for land acquisition will be given
to the affected people.
The land requisition compensation includes land compensation, settlement subsidy, young crops grants,
and ground attachment compensation fees. The land requisition compensation standards shall be enacted
according to the district price, and the district price shall be based on the relevant regulations of Anhui
Provincial Government.
Compensations for young crops, trees and the other facilities will be directly issued to the affected
people. The income loss caused by production reduction and sales reduction will be compensated in the
form of cash in the compensation assessment.
Temporary land occupation: temporary land occupation generated for the sewage pipe network
construction; these occupied lands are all current land for roads, no land requisition and demolition
involved; the road surface recovering fees are listed in the construction budget.
1.3 Public Participation and Complaint Public consultation is an important content during the preparatory phase of Resettlement plan. From
June of 2013 to May of 2014, a series of consulting activities have been done aiming at the affected
people, resettlement organization, project design unit and the other project benefit related parties. The
affected people participated in the preparation of the Resettlement plan’s update through measurement
and social economic investigation, and the future consultation work will be carried out during the

implementation process of the resettlement plan. Establish dissatisfaction complaining mechanism for
the affected people to dispose the complaints generated in the land acquisition and resettlement affairs;
there are mainly 4 channels:(1) resettlement organization or local resettlement office; (2) project
executing unit; (3) Wuwei County Urban Construction Investment Co., Ltd.; (4) lawsuit of the people's
court.
1.4 Settlement and Livelihood Recovery In order to reduce the influence of resettlement on the affected people and recover their production and
living standards, the update version of resettlement plan has specifically arranged the settlement
measures. Based on the social economic investigation, analysis to the affected people, and the
resettlement experience of the similar local projects, the resettlement measures and income recovery
have been prepared. These measures include monetized subsidy, giving living subsidy to the affected
people, and security funds provided by the local security system; people who are eligible can obtain the
guarantees. Launch skill training for the affected people (including pig farming, fish farming, increasing
the land output of unit area, and obtaining employment on non-agricultural posts, etc.; project
employment and non-monetary support, etc.). Give monetary compensation for the 68.4 Mu of
collectively-owned land according to the lost land type. 60.5 Mu of lands will be temporarily occupied
during the project construction process, such lands are all built road, on which the sewage pipe lines
will be laid as part of the pipe network; they will not generate any living loss.
1.5 Organizations Wuwei County Urban Construction Investment Co., Ltd. will undertake the general responsibility for
land acquisition and the resettlement plan’s update and implementation, including planning,
implementing, capital arrangement, and the report of land acquisition and resettlement plan. In order to
guarantee the successful implementation of this project, governors in charge of land acquisition and
resettlement will participate in the training on resettlement implementation organized by Asian
Development Bank Loan Project Working Group Office of the People's Government of Anhui Province.
Prepare the resettlement implementing schedule according to the preparatory work and construction
schedule. The resettlement plan will be updated according to the final designing and measuring
investigation, and shall be submitted to Asian Development Bank for examination and approval before
signing the civil engineering contract.
1.6 Cost and Schedule The total cost budgeting for land acquisition and resettlement is 5,723,400 yuan, which occupies 4.67%
of the total project investment, 122,597,800 yuan. The land acquisition had been started in August of
2013, and finished at the end of May, 2014.
1.7 Monitoring and Evaluation The resettlement plan includes a detailed internal and external monitoring and evaluation plan. Wuwei
County Urban Construction Investment Co., Ltd. will provide an internal monitoring report to Asian
Development Bank semiannually; Wuwei County Urban Construction Investment Co., Ltd. will employ
an external Resettlement monitoring organization or company as the independent external monitoring
organization to publish just, independent and unprejudiced monitoring report. A comprehensive
investigation shall be accomplished before implementing land acquisition and resettlement; and the first
monitoring report shall be submitted in December of 2014. Thereafter until the end of this project,
submit a monitoring report to Asian Development Bank semiannually for examination.

2. Project Overview 2.1 Project Context Chaohu Lake has been playing a very important role in flood adjustment and storage, urban and rural
water supply, maintaining ecological balance, and promoting regional development for a long time.
However, with the rapid economic and social development of this basin, the contradictions between the
rapid economic growth of Chaohu Lake basin and the year-by-year increase of Chaohu Lake’s
environment stress, the rapid increase of various kinds of pollutants’ emission quantities and the lag of
urban environment infrastructure construction, and the disharmony between accelerating the
comprehensive treatment of Chaohu Lake’s pollution and the current management system become
prominent increasingly; therefore, it is inevitable to implement the water environment comprehensive
treatment of Chaohu Lake basin, contain the deterioration trend of Chaohu Lake’s water quality,
improve the water environment quality, and gradually recover the natural landscape of elegant lake and
beautiful water in Chaohu Lake basin. According to the “12th Five-Year” planning for the water
pollution control in Chaohu Lake basin, the main thoughts of pollution control in Chaohu are: “serving
diverting clean water into the lake as the basis, building lakeside zone through renovating the collapsed
shoreline, reducing the interior sources through desilting bottom mud, increasing the capacity through
guiding the water of Yangtze River into Chaohu Lake, improving the ecological system through
ecological remediation of this lake region, and comprehensively controlling the outbreak of
cyanobacteria bloom”. Xihe River and Yuxi River which flow through Wuwei County are exactly the
main channels for guiding the water of Yangtze River into Chaohu Lake.
The area of Yuxi River basin is 3808 km2, and the overall length is 76km; it is the boundary river of
Hanshan County, Hexian County and Wuwei County, and the river reach flows through Wuwei County
is 57.35km. The maximum flow rate of river mouth is 1.5m/s over the years. This river is the only way
for the flood discharge of Xihe River in Wuwei County. Xihe River Wuwei section is a tributary of Yuxi
River with a total area of 1.67 km2 and an overall bank line length of 8.12km; it surrounds Wuwei
County from west to east. This river has not been desilted for many years, so that the watercourse is
badly deposited, and the water area reduces a lot; the sewages of the old town and rainwater mix and
flowing Xihe River Wuwei section, making the water quality deteriorate. In addition, some buildings, as
well as reeds and other aquatic plants also badly block the water flow, when rainy season comes, the
river water cannot drain smoothly, and the water level rises, which directly affect the rainwater
discharge capacity, and cause serious pollution; in particular, when Yangtze River is at its highest water
level while Chaohu Lake is at a lower level, the water in Xihe River and Yuxi River may flow backward
to Chaohu Lake, causing significant influence on the water quality of Chaohu Lake; in the meantime,
Yuxi River is also one of the channels for guiding the water of Yangtze River into Chaohu Lake.
In order to renovate the main rainwater outfalls and watercourse desilting, improve the river system
environment quality in Chaohu Lake basin, guarantee the environmental improvement and ecological
security in Chaohu Lake basin, and promote the synchronous increases of economic benefit, social
benefit and environmental benefit in the project area, Wuwei People's Government decided to launch
the Comprehensive Treatment Project Construction of Wucheng Water Environment in Wuwei County
(Wuwei Section of Xihe River) according to the requirements of General Scheme of Water Environment
Comprehensive Treatment in Chaohu Lake Basin, the Twelfth Five-Year Planning Outline of National
Economy and Social Development of Wuwei County and the Urban Comprehensive Planning of Wuwei

County.
2.2 Project Description This project will be committed to the construction of urban infrastructure, i.e. newly build a sewage
treatment plant with a treatment scale of 25,000m³/d and its supporting ancillary facilities. In order to
exert the overall efficiency of the sewage system, at the same time of constructing the sewage treatment
plant, the urban sewage pipe network construction shall also be completed synchronously or
appropriately ahead of schedule; the total length of newly built sewage collection pipe network is about
41.561km.
2.2.1 Sewage Treatment Plant Project 1. Scale of sewage treatment plant: 25,000m³/d
2. Address of sewage treatment plant:
The address of the sewage treatment plant planned to be built is north of intersection of the planned
North Huancheng Road and Jingsi Road, Wuwei County; the current status is farmland, and its ground
elevation is 5.16~6.17m. This plant site mainly has the following advantages:
(1) This position locates in the downstream of the drainage system, which is beneficial to the
sewage collection;
(2) It is consistent with the urban comprehensive planning, and will not affect the use of the other
land plots;
(3) It is far distant from the central downtown, so that the operation of sewage treatment plant has
smaller influence on the city;
(4) Xihe River, the receiving water, has a large water volume, strong assimilative capacity and
large environmental capacity; it is absolutely sufficient to collect the tail water generated after the
secondary treatment of this project according to the environmental assessment report, and the water
quality also satisfies the requirement of Level III surface water;
(5) No demolition quantity, low land acquisition cost, and short land acquisition period;
(6) Few neighboring residents, small environmental influence;
(7) The current situation of this place is farmland and vegetable plot, etc., which has flat and
expansive terrain, and good engineering geological conditions, and is beneficial to the future
development;
(8) This plant is located on the west of the planned Jingsi Road, and a concrete pavement road
exists at present on the north, the road condition is good, so that the transportation conditions are
convenient.
3. Environmental benefit of this project
After being constructed and put into operation, this project will increase the urban sewage processing
rate of Wuwei County, greatly reduce and even eliminate the direct discharge of sewage into Xihe River,
thus improving the water quality of Xihe River.
After being constructed and put into operation, this sewage plant will reduce a mass of pollutants which
may be discharged into Xihe River every year, thus playing an important role in protecting Chaohu
Lake basin.

2.2.2 Supporting Pipe Network Project outside the Plant (1) Pipe Network Service Zone
Based on the project feasibility study report and Wuwei County drainage project specialized planning,
the service scope of Chengdong Sewage Treatment Plant includes: south region of eastern city, north
region of eastern city, north region of Fudu, and south region of Fudu; the total service area is about
32.08 km2. Moreover, according to the 2015 construction land scope recently delimited by the
comprehensive planning of Wuwei County, the greater part of south region of eastern city and the
southern part of north region of Fudu constitute the service scope of the first-stage project, and the area
is about 14.25 km2.
2. Laying of supporting pipe network of sewage
Arrange the main sewage pipes of the two water collecting subregions within this service scope
respectively along the Changjiang Road, Dongmenwai Street, Fubei Road and Tongjiang Road; after
being collected by branch pipes, the sewage of each subregion will finally enter into the sewage
treatment plant through two main pipes under Fubei Road and Tongjiang Road. The south region of
eastern city has flat terrain and needs to span over the Xihe River, so that a sewage midway lifting pump
station shall be set; and the station address is located 320m south to the intersection of Dongmenwai
Street and Changjiang Road (already built, not within the scope of this project). In the future, sewage of
the north region of Fudu and south region of Fudu will be respectively collected by two main sewage
pipes under Fubei Road and Tongjiang Road, and then enter into the sewage treatment plant for
centralized processing through Jingsi Road by means of gravitational flow.
3. Quantities of pipe network
The network layout of this project is arranged to the greatest extent along the already built Changjiang

2.4 Social and Economic Benefits of This Project At present, environmental protection has become a basic state policy; various kinds of problems caused
by water pollution have attracted the attentions of the whole society, which even make significant
influences on the social stability, and the continuous and stable development of the national economy.

Therefore, the implementation of this project has profound significance and influence on the urban
development strategy of Wuwei County.
The anticipated social benefits of sewage collection and treatment are to decrease the morbidity of local
population, reduce the adverse impacts on the atmospheric environment, and improve the surface water
quality of sewage treatment region.
In addition, the implementation of this project will make Wuwei County establish a better image, and
the improvement of urban environment conditions will also make people enjoy a better living and
working environments; these all play important roles in promoting the social stability and unity, and the
social and economic development and progress of Wuwei County.
2.5 Project Investment and Implementation Plan The preliminary estimate of this project is 122,597,800 yuan, of which, we plan to apply for USD 10
million loans from Asian Development Bank, and the loan period is 25 years (including 3 years of
construction period and 2 years of grace period); the rest will be own funds of the enterprises.
2.6 Measures to Reduce the Influences on Land Acquisition and Immigration Based on the site selection principles of engineering construction project and the policy requirements of
Asian Development Bank on involuntary resettlement, Wuwei County Urban Construction Investment
Co., Ltd. and the feasibility study organization unit carried out earnest site selection work, so as to
reduce the land acquisition quantity to the greatest extent, as well as enact various kinds of
compensation measures for the affected people who are inevitably affected by land acquisition, and
decrease the project’s negative influences to the lowest limit. The pipelines are all constructed along the
built roads, and reasonable construction schemes will be adopted during the construction process to
reduce the influence on citizens' activities. Reasonably arrange the construction period and construction
time, and reduce the influence on the surrounding people; the pipeline construction does not involve
land acquisition and demolition. Make the land occupied by this project reach a minimum level through
the above measures. See Table 2-4 for the measures to mitigate the influences, and the results. Optimize
and reduce 1.6 Mu of land acquisition; reduce 30.7 Mu of temporary land occupation.

2.7 Objectives of Migration Plan The compensation and resettlement policies on the affected people are formed on the basis of combining
Chinese laws and regulations and the policies and requirements of Asian Development Bank. The main

objectives of the resettlement plan are to recover the income and living standard of the affected people
after land acquisition, make the immigrants obtain reasonable compensation, and make their production
and living standards not lower than the standards before land acquisition. Pay special attention to the
needs of the resettled exceptionally poor population and vulnerable groups. The primary goal of the
settlement plan is to mitigate the adverse consequences caused by this project, and offer help to the
settlement, income and livelihood recovery of the affected people. Reasonably compensate the losses of
the affected people through compiling the resettlement plan, and the main modes are as follows: (1) in
order to realize the objectives of the migration plan, from June to July of 2013, Wuwei County Urban
Construction Investment Co., Ltd. organized a investigation for the influences on the collected lands,
and based on this investigation, it compiled the update version of the Resettlement plan. (3) On April 9,
2014, Wuwei County Urban Construction Investment Co., Ltd. organized a public investigation meeting
on the resettlement of this project, and the participants were mainly the affected villagers; at this
meeting, the organizer issued public participation investigation form, the design organization introduced
the project contents, and the compiling unit of the update version of resettlement plan highlighted the
influences of this project and the control measures adopted; villagers who were not affected by this
project opposed to the project construction and resettlement.

3. Scope of Land Acquisition and Settlement 3.1 Collectively-Owned Land Acquisition by This Project 3.1.1 Acquisition of Collective Land The acquisition of collective land in this project is 68.4 Mu, of which, rural cultivated land 47.7 Mu, unused land 10.09 Mu, wasteland 10.61 Mu. The land acquisition affects 27 households, 102 persons. See Table 3-1 for the permanent acquisition conditions of collective lands.

The affected households possess 165.67 Mu of cultivated land before land acquisition, and the cultivated land collected is 47.7 Mu. The land acquisition proportions of this project (taking natural village as the unit) in Yuanyou and Chenwan natural villages reach 27.11% and 29.76% respectively, and the average land acquisition proportion is 28.79%. See Table 3-2 for the conditions of rural collective land affected by this project.

For the affected households with an average cultivated land of 1.62 to 1.631Mu, totally 2 households in Yuanyou and Chenwan natural villages lose less than 10% of their lands, while the other 25 households’ proportions are between 10% to 30%; personally, the per capita cultivated land decreases from 1.624Mu (before land acquisition) to 1.152Mu. See details in Table 3-5. The per capita income affected by land acquisition is about 7,000-7,100 yuan; the field investigation shows that this project area is located in the suburb area of Wuwei County, with the acceleration of urbanization progress, the real estate enterprises continuously enter this region, lands of every village are continuously collected, so that the villagers have got used to the land acquisition; the villagers are mainly occupied in construction industry, transportation business and service industry, the agricultural income proportion is 20%, so that the income loss proportion is 5.42% to 5.95%, and the average income loss proportion is 5.76%, which shows that the agricultural income is not the main income of the affected people. See Table 3-6 for the impact analysis to land acquisition. From Table 3-6, it is observed that after the implementation of this project, the average income loss proportion of Yuanyou and Chenwan natural villages in Shibei administrative village is only 5.76% after land acquisition.

4. Social-Economic Information and Overview 4.1 Situations of Towns Affected by This Project Wuwei County locates in the middle part of Anhui Province, it is close to some rivers and lakes, and connects the east and west neighboring towns and cities; it governs 21 villages and towns and 2 province-level development zones at present; the total area of this county is 2,206km², and the total population is 1,308,000. The urban per capita disposable income in 2012 is 18,200 yuan, and the per capita nonproductive expenditure is 11,527 yuan; the per capita net income of rural residents in 2012 is 7,285 yuan, and per capita living expenditure is 5,340.64 yuan. The gross production value achieved of the full year is 30.54 billion yuan, which increases by 14.5% compared with the last year in comparable price. Of which, the added value of the primary industry is 5.19 billion yuan with the growth rate of 6.5%; the added value of the secondary industry is 17.87 billion yuan with the growth rate of 19.0%; the added value of the tertiary industry is 7.48 billion yuan with the growth rate of 9.2%. The per capita gross production value is 21,507 yuan, the total annual retail sales of consumer goods is 8.49 billion yuan, and the fiscal revenue is 2.43 billion yuan with the growth rate of 19.7%. This project involves Fudu Town of Wuwei County. See Table 4-1 for the social-economic conditions of the area affected by this project.

Fudu Town 72 4.2 13.41 0.313 7594 15414 4.2 Investigation and Analysis of the Affected Villages Yuanyou and Chenwan natural villages of Shibei Village, which belong to Fudu Town, Wuwei County, have no national minorities. The per capita income is 7,050 yuan, and the agricultural income only occupies 20% of the total income. People who are eligible for the minimum living standard all enjoy such welfare, which is 270 yuan/person · month; in the households affected by this project, there are no households enjoying the minimum living guarantee, or any other vulnerable groups. The vast majority of the villagers support the project construction. For the other affected households, their contracted lands are continuously collected during the urbanization process, but they still have the large proportion of their lands, so that they can grow vegetables and grain for their own consumption. After the land acquisition, some affected people will make up their losses through other incomes, such as working in the neighboring construction market and other provinces, etc. The location of this project is only 2km apart from Wuwei County, during the urbanization progress, lands of the villagers are continuously collected, so that the affected people have got used to the land acquisition. On account of the collective ownership nature of the land, the compensation fees for the collected lands will be uniformly distributed by the villagers committee according to the previous land acquisition traditions, combining with the decisions of the villagers representatives conference’s discussion, which shall serve resident population as the criterion in principle. See Table 4-2 for the social-economic conditions of the affected natural villages in Shibei administrative village.

4.3 Sampling Survey 4.3.1 Sampling Proportion The sampling survey villages for the impact of this project are Yuanyou and Chenwan natural villages of Shibei Administrative Village, 27 households in these two natural villages are affected, and 9 households are sampled, the sampling proportion is 33.3%. 4.3.2 Population of Sampling Households The total population of sample households is 35, including labor force of 23, agricultural labor force of 6, which accounts for 26.09%; 17 migrant workers, which account for 73.91% of the total labor force. See Table 4-3 for the population conditions of sample households. In affected population, the preschoolers account for 8.57%, young people with age of 6-17 account for 11.34%, people in 18-35 age group account for 34.29%, people in 36-60 age group account for 28.57%, and people with age of over 60 account for 17.14%. See Table 4-4 for the affected age structure. In affected population, people who cannot read occupy 8.57%, primary school graduate occupy 34.29%, middle school graduate occupy 54.29% and university graduate occupy 2.85%. See Table 4-5 for the education background of sample household population.

0.92 refrigerator, 2 electric fans, 1 washing machine, 0.89 air conditioner, 2.45 fixed line telephones and mobile phones, 1.01 motorcycles, and 0.33 set of tractor. From the above, the living standards of the affected households are at the medium level. 4.3.4 Income and Expenditure of Sample Household The per capita income of the sample households in this survey is 7,100 yuan/person (annual income), of which, the agricultural income is about 1,400 yuan/person, and the rest is the income coming from working temporarily outside, which is about 30,000 yuan/person; these sample households also have some avocations, operational income and other incomes; the farmers’ income mainly comes from the agriculture plantation and temporary work outside, etc., conforming to local industry structure, attaching equal importance to agriculture and industry. Women are engaged in farming and handicraft while men are normally working in the factory or serving as migrant workers. The total average annual household expenditure is 5,340 yuan/person; for the expenditure pattern, there are 40.5% of food, 8.21% of clothing, 18.75% of housing and productive fixed assets purchasing, 8.10 % of traffic communication, 9.33% of education and cultural leisure time and 15.11% of other merchandise services (for instance, healthcare, etc.). 4.3.5 Immigration Intention Investigation At the same time of carrying out socio-economic survey, the investigation team also investigated the immigration intention, and the results are as follows: 95% of the public agreed with the construction of this project, 5% showed no concern, and no one voiced opposition; 20% of the investigated households thought that the construction of this project had no adverse impact; 15% of the investigated households thought that the project construction would affect the traffic; 15% of the investigated households thought that the project construction would improve the environment; and 20% of the investigated households thought that the land acquisition would affect the economic income. 100% of the investigated households claimed cash compensation for the land acquisition loss, and the villagers would not deploy lands within their group. 4.4 Gender Analysis In female population, the preschoolers (0-6 year-old) account for 11.11%, young people with age of 6-17 account for 11.11%, people in 18-35 age group account for 27.78%, people in 36-60 age group account for 27.78%, and people with age of over 60 account for 22.22%. See Table 4-6 for the age structure of sample household female population. In affected female population, people who cannot read occupy 11.11%, primary school graduate occupy 38.89%, middle school graduate occupy 50.00% and university graduate occupy 0%. See Table 4-7 for the education background of sample household female population.

5.2 Summary of ADB Policies Two key basic elements of ADB involuntary resettlement policy: (i) Replacement of property loss, livelihood and income compensation; (ii) Assistance of recovery to the minimum living standards prior to the resettlement. Part or all the elements will be put forward in respect of involuntary resettlement. As for any project involving involuntary resettlement to be operated by the ADB, the resettlement plan will the main part of project design and should be dealt with at the early stage. Furthermore, the following principles should also be taken into account: (i) Start the arrangement of project influence as early as possible, and identify the history and status of involuntary resettlement and prospective influence and risk. Based on investigation and/or census of the affected population, the scope of the resettlement plan should be determined, including gender analysis, particularly the analysis related to resettlement influence and risk. (ii) Establish appeal system and be acquainted with problems drawing the attention of the affected people and research the solutions. (iii) Improve or restore the living standards of all the APs based on the following measures: (1)If the APs live on land, the land-based resettlement strategy should be adopted; if land loss doesn’t necessarily change the way in which living is made, cash or other means of compensation can be taken into consideration; (2) The unrecoverable assets should be compensated timely and adequately according to the replacement price; (3) If possible, extra income and services should be provided by means of gain sharing of the project. (iv) Provide necessary support for the affected population, and provide living facilities and community services as needed. (v) If land is obtained through negotiation, relevant procedures should be formulated according to transparency, consensus and fairness to make the negotiation participants maintain the original level in the case of income and life, or even higher. (vi) Formulate detailed resettlement plan, elaborate the corresponding rights, income recovery, life strategy, relevant system arrangement, monitoring and report arrangement, budget and explicit schedule. (vii) With the understandable language and method, the draft of resettlement plan (including the representation of negotiation process) should be announced to the affected households and other interest-related parties timely at the appropriate place prior to the approval of the project, and the final resettlement plan and the updated version should also be announced. (viii) Involuntary resettlement should be regarded as part of project development or planning. All the expenses of the resettlement plan should be included during the calculation of project cost and revenue. (ix) Monitor and evaluate resettlement results, inspect the influence to the living standards of the affected population, inspect whether the resettlement plan has achieved the expected results based on the base research and monitoring results, issue the monitoring report. 5.3 Chinese laws and regulations and relevant policies and articles In the project, the Land Administration Law of the People’s Republic of China is the main legal basis. Meanwhile, the Ministry of Land and Resources of the People’s Republic of China and Anhui authorities have also issued some similar policies and regulations; see Table 5-1 for the main immigration clauses thereinto. The Decision of the State Council on Deeping the Reform and Rigidly Enforcing Land Administration (No.GF [2004]28) enacted in October 2004 defined the land acquisition compensation and resettlement compensation principle and compensation standards, land acquisition procedure and monitoring system. The similar document is Guidelines on Perfecting the Resettlement System of Land Acquisition Compensation (No.GTZF [2004]238). Article 12 Measures for imperfection of land compensation
Above county-level governments shall take measures to make farmer's living standards be no lower than the pre-expropriation level. In accordance with the law, it shall be ensured adequately and timely in the compensation of land, resettlement subsidy, ground attachment and young crop. Land compensation and resettlement subsidy shall be granted in accordance with the current law. In case the original living standard cannot be ensured and compensation cannot be granted adequately, which leads to no social security of landless farmers, the government of the province, autonomous region or municipality shall approve the increase of resettlement subsidy; in case that the total amount of land compensation and resettlement subsidy reaches legal limit and cannot make farmers maintain the original living standard, the local government shall provide subsidy by compensation use of state-owned land. Article 13 Proper resettlement of landless farmers
Above county-level governments shall formulate specific measures to ensure the long-term likelihood of landless farmers. As for projects with stable revenue, farmers may buy shares based on the construction land-use right to be approved in accordance with the law. In the urban planning area, the local governments shall admit landless farmers to the urban employment system and establish corresponding social security system; beyond the urban planning area, the local governments shall reserve essential farmland or arrange corresponding working posts for landless farmers when acquiring farmers’ collective land; as for landless farmers without basic living conditions, trans-regional resettlement shall be arranged. 5.3 Main Distinctions between Asian Development Bank Policy and Chinese Law 5.3.1 Land Resettlement Compensation 1. Distinction: the ADB policy requires that the compensation shall be enough to offset any loss of
income, and recover the long-term incoming-producing potential. China's standard is based on the
average annual output value, but may be unrelated to the costs of revenue recovery.
2. Solution: Early solution is generally providing replaced land, which has little possibility at present.
Cash compensation is the first choice for most affected people though they cannot guarantee a
reasonable use of the compensation. Therefore, the Asian Development Bank needs further technical
support, and monitors the income of the seriously affected family, especially the income of the
vulnerable groups; meanwhile, local government shall offer help to those in need.
5.3.2 Negotiation and Publication 1. Distinction: the ADB policy requires the affected people to have comprehensive knowledge of the
situation and negotiate with them as soon as possible. China’s provisions have improved the
transparency of notice and compensation. However, the affected people play a weak role in project
decision and the publication deadline is usually short.
2. Solution: negotiation has already started in early time (before the technical assistance and during the
technical assistance period). The project office agrees to publish the update version of resettlement plan
according to the requirements of Asian Development Bank.
5.3.3 Lack of Legal Rights 1. Distinction: the ADB policy requires that all appropriated land shall be compensated according to the
same standard whether they are legal or not. While according to Chinese law, the appropriated land of
illegal owner won’t be compensated.
2. Solution: for the loan project of Asian Development Bank, all legal or illegal affected people will be
protected whether they have the ownership or the right to use.
5.3.4 Monitoring, Evaluation and Report of Resettlement 1. Distinction: the Asian Development Bank requires the external and internal monitoring of
resettlement; while Chinese law has no such requirement but for the reservoir project.
2. Solution: all the loan projects of Asian Development Bank have been equipped with external and
internal resettlement monitoring system, which are recorded in the resettlement plan. The external and
internal report requires specific provisions in the resettlement plan.
5.4 Compensation Principles of This Project The compensation and rights and interests principles of this project are made according to the laws,
regulations and policies of the Chinese government and Asian Development Bank. The purpose is to
ensure the affected people have sufficient compensation and assistance measures and at least ensure that
the local production and living standard is recovered to the same as that before the project starts. For the
details of project resident resettlement, refer to Table 5-3

5.5 Cut-off date of Compensation The cut-off date of compensation eligibility criteria is proposed to be December 30, 2013. Before this
date, Wuwei County Urban Construction and Investment Co., Ltd. had granted the land acquisition
compensation to Shibei village committee. All land acquisition compensation has been issued to farmers
by May 30, 2014.
5.6 Determination of Compensation Standard for Resettlement Impacts of the Project 5.6.1 Collective Land Acquisition According to the Land Administration Law of the People’s Republic of China, the Guidelines about
Improving Land Acquisition Relocation System and the policies and regulations relevant to the Land
Administration Law of the People’s Republic of China implemented in Anhui Province, the
compensation fee of the appropriated cultivated land include land compensation fees, resettlement fees
and green crops compensation fees. The collective land compensation in this project is implemented
according to the Comprehensive Land Price Standard of Anhui Province for Land Acquisition Area (No.
WZ [2012] 67). For the details of collective land acquisition compensation standards of this project,
refer to Table 5-4.

The young crops compensation standards of the cultivated land acquisition are different according to the
use of land.
5.6.2 Temporary Land Compensation According to related national and Anhui provincial regulations of temporary land compensation, and the
principle of “compensating according to the influence degree”, the standard is performed according to
annual land production value.
The project temporary land compensation includes young crops/ground attachments compensation fee,
land rehabilitation deposit, etc. The occupied agricultural land shall be compensated by 1000 Yuan/Mu
each year; at the same time of temporary land acquisition, the owner unit shall pay land rehabilitation
caution money of 8,400 Yuan/Mu, and the construction unit shall undertake the land rehabilitation after
the temporary land acquisition. In order to reduce the influence on young crops, the project is generally
carried out according to the actual situation after the harvest or before planting new corps. According to
the construction design, the occupation for the project temporary land acquisition is one year. For the
details of temporary land acquisition compensation standards, refer to Table 5-5.

5.6.5 Vulnerable Groups None
5.6.6 Policies to Support Women Besides the land expropriation compensation policies, the women also enjoy special supportive policies:
(1) The priority to get employment opportunities means that 30% of the women can have chances to do
unskilled work;
(2) The priority to get technical training, this project will conduct many times technical training and the
probability for women taking the technical training shall no less than 50%;
(3) The affected women can gain the relevant information during the process of resettlement, and take
part in the impartial advice and the resettlement. In the implementation of resettlement, hold special
women's symposium that introducing relevant immigration policies to improve the consciousness of

women.
(4) The compensation agreements must be signed by the both of the couple.
5.7 Compensation Fund Appropriation and Time Arrangement Land acquisition and resettlement compensation expenses generated by this project shall be paid by
project implementation agencies. The cut-off date of compensation eligibility criteria is proposed to be
December 30, 2013. According to the No. 52 enforcement regulation of Land Administration Law of the
People’s Republic of China, each land acquisition expense shall be fully paid within 3 months from the
approval date of land acquisition compensation and resettlement plan. The fund appropriation of this
project shall be executed according to the agreement signed by the construction party and the affected
party.

6. Rights and Interests, Support, Profit and Revenue Recovery 6.1 Compensation Right Qualifications All affected people will get property compensation according to replacement value of the property.
Compensation (qualification) right matrix table 6-1 is established according to compensation principles
and compensation qualification.
6.2 Support Offer employment skills training to the affected people, such as cotton and rape cultivating skills
training to improve the output of unit area. Offer the affected people with training in “Rural Home Inns”
business model, skill of managing shops and the skill of raising pigs and fish. The affected people grasp
the employability skills and resume production and living standard as soon as possible through
obtaining employment.
6.3 Profit Give priority to the affected people with employment opportunities in this project to gain labor income
and help the affected people to gain the profits of this project through effective measure. Technical
worker participated in labor services will gain 100 yuan per day. It is expected to be about 50 jobs in the
construction period with a daily wage of 100 yuan and about 5 jobs in the operational period with
monthly salary of 2000-2500 yuan.

6.4 Endowment Insurance of the Land-Lost Farmers The provision for the aged shall be carried out according to Basic Old-Age Insurance Interim
Procedures for Land-losing Farmers in Wuwei County (No. WZ [2006] 137).
Land-losing farmers who are at the age of 16 and upwards when land acquisition is executed and that
are not covered by urban basic endowment insurance shall be brought into the endowment insurance
range of land-losing farmers. The endowment insurance fund for land-losing farmers is composed of
financial pooling and individual account capital. The financial pooling includes the government
contribution part and village (groups) collective investment. The government contribution part can be
drawn from land transfer income and other paid use income of state-owned land. And the charge
standard is: 10 yuan/m2 for the allotted land and 25 yuan/m2 for the transferred land.
Village (groups) collective investment can be drawn from land compensation fees, operating income of
collective economic organization and other village (groups) collective income.
Individual account is composed of the fund paid by the land-losing farmers voluntarily and its interests.
Individual payment standard is divided into two levels: one is 3600 yuan, the second is 6600 yuan. The
land-losing farmers can choose one of the two levels voluntarily and no change is allowed once
selected.
The endowment insurance for the land-losing farmers is composed of basic endowment insurance and
individual account capital. The basic endowment insurance is drawn from financial pooling, while the
individual account capital is paid by the individual account. After the payment of the individual account
capital, the insurance is paid by financial pooling. And the specific distribution standard is:
(I) If the individual payment is 3600 yuan, each person will be distributed 115 yuan per month, of
which 85 yuan is for the basic endowment insurance and 30 yuan is for the individual account capital.
(II) If the individual payment is 6600 yuan, each person will be distributed 150 yuan per month, of
which 95 yuan is for the basic endowment insurance and 55 yuan is for the individual account capital.
(III) After implementation of this method, the pension can be got from the next month from the 60th
birthday of the men and the 55th birthday of the women land-losing farmers.
6.5 Restoration Measure for the Permanent Land Acquisition of the Effected Village The impact of this project is mainly for the impact of permanent land acquisition. The permanent
acquisition of collective land in this project involves Yuanyou and Chenwan villages of Shibei
administrative village, Fudu Town, Wuwei County. And the total permanent acquisition of collective
land is 68.4Mu, of which 47.7Mu farmland, 10.09Mu unutilized land, 10.61 Mu desolated beach, and
there are 27 directly affected households with 102 persons.
According to the sampling survey of the resettlement intention from 9 households, all the affected
households require cash compensation for the land acquisition. The affected people will invest in the
third industry investment, transportation industry and breeding industry when they get the cash
compensation.
In field survey, all the affected farmers have a favourable attitude toward the project; the affected
farmers think the implementation of this project can improve the local water environment and
surrounding environmental sanitary condition and bring convenience to villagers’ production and life.
All the affected households require cash compensation for the land acquisition, which is simply and
easily to operate, and the affected households can make discretionary use of the compensation for
recovery of production and living.
The recovery plan for the project construction land acquisition is made according to influence degree,

availability of the remaining land resources and intentions of the affected people. Different economic
recovery plans are formed through negotiation with village committee and transmigrant families when
making socio-economic surveys. As previously mentioned, most affected people are less affected and
still possess a certain amount of arable land, so they demand the direct cash compensation.
In our field survey, almost all the affected farmers have a favourable attitude toward project; the
affected farmers think the implementation of this project can improve their living condition and bring
convenience to production and life. All the affected households require cash compensation for the land
acquisition, which is simply and easily to operate, and the affected households can make discretionary
use of the compensation for recovery of production and living.
This project mainly includes the following five livelihood recovery measures for the permanent land
acquisition:
1. Direct monetary compensation. Land acquisition compensation standard and the number of lost
cultivated land will be determined strictly according to relevant state and local policies and the
compensation shall be directly paid to the affected people in time. The affected people can use the
compensation to plant some economic crop, develop family breeding industry and other
non-agricultural activities.
2. Improving agricultural production conditions. Village collective will raise fund to improve
agricultural production conditions, increase the yield of crops, increase farmers' income indirectly and
improve farmers' living standards. Such as: improving the pumping well, pumping station and pipeline
and other irrigation facilities; reconstructing the drinking water facilities to solve the difficulties in
domestic water; building the roads of the village and subsidizing the elderly people living alone, etc.
3. Adjusting the structure of agricultural production. Each village shall take advantage of its geographic
position and market conditions, adjust the structure of planting and breeding and improve the
agricultural income. For example, provide training to improve the unit output of economic crops, such
as oilseed rape and cotton.
4. Labor force transfer. The government can adopt some matched measures to support the development
of some individual enterprises, such as agricultural machinery manufacturing industries, processing and
manufacturing industries and other labor intensive enterprises, and create more employment
opportunities.
5. Old-age security for the land-lost farmers. Land-losing farmers who meet the conditions of the
Interim Procedures on Basic Endowment Insurance for Land-losing Farmers in Wuwei County (No.WZ
[2006] 137) can join the endowment security for the land-losing farmers voluntarily.
By the end of September 2012, the land-losing farmers in Wuwei County basically achieved the
“covering insurance before the land acquisition, covering all the qualified persons”. The coverage of the
old-age insurance for the land-lost farmers is 98% and the delivering rate of the pension is 100%.
In the meantime, the resettlement implementing agency will take some measures to help and support the
affected people during the project construction process, including:
(a) During the project construction, the resettlement implementing agency shall give priority to
arranging the labor service, which will bring cash income to the affected people.
(b) Wherever there are labor export project within the affected county range, the resettlement
implementing agency shall give priority to arranging the affected people.
(c) In the whole process of the production recovery, the resettlement implementing agency can organize
technical training to the affected people, such as the training in economic crops planting and animal

breeding. Invite relevant technicians of agricultural sector and labor security department to the
resettlement area to offer related training in terms of agriculture and farming, and make sure that each
affected peasant household will take at least once training in agricultural production technique and
non-agricultural production technique. These measures can improve the quality and yield of crops,
increase the economic income of the affected people and recover their livelihood.
6.6 Restoration Measure for the Temporary Land Acquisition The temporary land acquisition in this project mainly refers to the construction layout area of sewage
pipe network and temporary soil piling area, of which partial region is lakeshore wasteland and the
other part is land reclaimed by the farmers. The implementation process of borrowing shall strictly
according to the scheme requirement for conservation of water and soil, strip topsoil and make land
rehabilitation in suitable place to increase plantable land for farmers.
6.7 Skills Training for the Affected People The project unit will combine with the agricultural sector and labor security department to provide
training to the affected villagers, especially to the directly affected workforce, so that to increase their
income-producing ability. Training allowance will be drawn from the training budget. It mainly includes:
employment pre-post training and vocational skill training, new variety skill in planting and the skills in
raising fish and pig, etc. Training aims: according to actual needs, different characteristics of the natural
environment and training influence degree, they will help the affected people with life recovery and
labor skills improvement. These kinds of training can relief the influence of land acquisition and
improve the living standards of the affected people to a certain level, or at least recover to its original
level. Training objective: these affected farmers who are in needs of recovering normal life. In possible
conditions, at least two members (a man and a woman) of each affected family can be arranged to attend
the training.
The training requirements are determined by the resettlement and recovery methods which the affected
people intend. This is to ensure the affected people change the traditional employment concept, establish
correct professional awareness and grasp necessary labor technology and skills.
In the project affected area, the agricultural production income only account for about 20% of the total
incomes, so the non-agricultural technology training for the land losing farmers to improve their
employment skills and employment abilities is also the important measure and method to improve the
employment rate. The labor security offices of the Fudu Town Wuwei County will undertake the
technical training and re-employment implementation of the land losing farmers, formulate the training
planning, and scientifically set up the training lessons. The training will conduct semi-annual reporting
system and adjust the training planning according to the labor demand timely. The main contents of the
training include agricultural technology training, employment pre-post training and vocational skill
training. The main contents of the agricultural technology training are the growing of the vegetables and
flowers and plants, the main contents of the employment pre-post training concern about the national
employment situation, employment policies, labor rights protection and professional ethics training;
vocational skill training will be held irregularly according to the position requirements, which mainly is
non-agricultural technology training, such as garment processing, etc. Refer to Table 6-2 and Table 6-3
for the training plan details.

6.8 Women Rights and Interests Protection In the stage of preparation of resettlement planning (updated version), the investigation team organizes
the women to actively take part in the investigation of the project influences and solicits their ideas of

income recovery planning. The women have a favourable attitude toward project construction and think
that the construction of the project is in favour of the usage of the water resource, avoids the pollution of
the water resource, reduces the diseases infection rate, protects the good health of the people, reduces
the payment of the hospitalization costs. After the women are liberated from the land by the land
acquisition, they can get the cash compensation and the opportunities of the project labour and training
of the cultivation of the crop and fruit growing, garment technology, and catering, etc.
Based on women’s willing, 30% of the women shall be ensured to get the opportunity of unskilled
labour in the process of project construction. In addition, if their works are same, the female and male
will get the same remuneration. But it forbids child labour. The technical training shall arrange the
influenced women labour in priority to ensure their economic status and economic income will not be
damaged. The people of the resettlement training are 800 persons (including agriculture and
non-agriculture technology training), in which, the women labour force shall not be less than 400
persons (50%). The women involved can gain the relevant information during the process of
resettlement, and take part in the impartial advice and the resettlement. The compensation agreement
shall be both signed by the husband and wife. In the implementation of resettlement, it will convene the
special women formal symposia to introduce the related resettlement policies and improve the
awareness of the women.
6.9 Assistance Measures for Vulnerable Groups According to the investigation, vulnerable groups are not involved in this project.
6.10 Restoration Plan for the Infrastructure The recovery and reconstruction of the influenced special facilities and ground fixtures will be carried
out by the property unit after the project unit pays the compensation.
The influenced municipal public facilities shall be removed according to the construction plan of the
project by the project construction unit on the principle that does not affect engineering construction and
try the best to reduce resettlement. The removing of the influenced pipeline conducts first reconstruction
(or resettlement) then removing on the premise that does not influence the normal lives of the residents
along the line.
In addition, the design unit had made a lot of investigations on the possible influence on the local
resident in the stage of project investigation and design for the construction of production and living
facilities which will be influenced. And it adopts the form of forum and questionnaires to solicit the
opinions of local government at all levels, related departments, social groups and local residents. Most
of these opinions have been shown in the project design. The recovery of the telephone pole will be
conducted by the construction team or the cash will be paid to the village and repaired by the villagers.
The investments of the projects all have been listed in the general estimates of the engineering and the
estimate of the report will not list again.

7. Information Disclosures, Consultation and Participation In order to put the ADB-financed Comprehensive Treatment Project of Wucheng Water Environment in
Wuwei County (Wuwei Section of Xihe River) on a practical and reliable basis, safeguard the legitimate
interests of the affected people, and reduce discontent and controversy, the project pays much attention
to the participation and consultation of the migrants, and the updated resettlement plan is prepared on
the basis of full consultation of the affected people and public information. Therefore, in the planning,
designing and implementation decision-making processes of this project, Wuwei County Urban
Construction Investment Co., Ltd., Project Resettlement Office (engineering construction leadership
group of Wuwei County Wucehng Chengdong Sewage Treatment Plant), Hohai University Consulting
Company and the preparation unit of the updated immigration report make use of socio-economic
surveys, social impact assessment survey and other opportunities to publicize basic information of the
project in various ways and seek for opinions of all kinds of affected people, and consult with each
consulting agency about questions of common interest. Public participation and consultation results
provide the basis for perfecting the resettlement plan.
7.1 Public Participation and Consultation Activities Launched till Now For the major issues involved in the resettlement planning stage, the project resettlement office will
organize the design unit, consulting agencies, environment assessment institution, local resettlement
department and the affected people to release information publicly in a variety of ways and make
consultation. See Table 7-1 for the main public and consultation activities developed till now.
After August of 2011, the delegation of Asian Development Bank identified the contents of this project.
The migrants report preparation unit and Wuwei County Urban Construction Investment Co., Ltd.
interviewed the affected people. The following conclusions are drawn from many interviews:
Firstly, the interviewees have positive evaluation on the project construction and also have higher
expectations for all kinds of positive influences brought by the project. For example, 95% of the
interviewees agree with the construction of the project. Most think that the project will create more
employment opportunities, improve the local environment quality, promote local economic
development, improve the local investment environment, benefit the local women and make their family
life better and better. In the meantime, they think the government shall promote the construction of the
project.
Secondly, as found in the interviews, the affected people are very concerned about compensation and
resettlement, especially about the compensation standard and resettlement policies.
According to these situations and during the project preparation and implementation process, Wuwei
County Urban Construction Investment Co., Ltd. and other related organizations distribute resettlement
information handbook, post a notice to publish the land acquisition compensation policies and hold the
villagers representative conference, etc. to introduce the project conditions, publicize national land
expropriation policy and the concrete measures that Wuhu City and Wuwei County take to carry out the
national policies, disclosure the relevant information of the project, and put the policies of the updated
resettlement into practice.

7.2 Feedback to the Public Participation and Consultation Opinion From September 2013 to December 2013, Hefei Design Research Institute for Coal Industry, the
preparation units of the updated resettlement plan, and Wuwei County Urban Construction Investment
Co., Ltd. made socio-economic surveys among the affected people, concluded and summarized their
opinions and suggestions, timey reported back to engineering design unit, and took full consideration of
these opinions and suggestions when formulating the updated resettlement plan. Table 7-2 reflects the

affected people. According to the work arrangement of Wuwei County Urban Construction Investment
Co. Ltd, the town, administrative village, natural village and hold the mass meeting irregularly to
discuss the issues that need to be negotiated, and reflect the situation to the Wuwei County Urban
Construction Investment Co. Ltd in the form of report. In addition to participate in the negotiation
activity organized by Wuwei County Urban Construction Investment Co. Ltd, the supervision
department should independently negotiate with the affected people and collect their complaints and
suggestions on other supervised issues, and provide supervision information to the Expropriation and
Demolition Department at all levels.

7.4 The Modes of the Affected People Participating in the Negotiation During Implementation
(1) Direct Mode
○1 Symposium of the affected people
Concentrate on the central issues that the affected people relatively concern and collect their
suggestions through discussing with the representatives or cadres of the affected people in the

symposium, and seek advices of the local government and resettlement department on these issues.
○2 Land acquisition consultation conference
The land acquisition consultation conference is jointly organized by the Resettlement Office and
held in different areas. It shall introduce the compensation method and selections to the affected people
in details and seek their suggestions, which shall be specifically reflected in Resettlement Plan (update
version). After the land acquisition consultation conference is finished, the staff shall visit the affected
people to enter into “Land Acquisition Compensation and Resettlement Agreement” after full
negotiation.
(2) Indirect Mode
The masses reflect the complaints, comments and suggestions to the village committee and
supervision department; the Resettlement Office shall feedback the handling suggestion in accordance
with the handling process.
7.5 Policy Publicity and Resettlement Information Handbook
In order to let all the affected people timely and fully know the project’s resettlement policy and
implementing rules and truly make the resettlement work open, fair and transparent, the Project
Resettlement Institutions at all levels should take the following measures to ensure the openness of the
resettlement policy.
(1) Release the project resettlement policy and standards to the public on Wuhu Daily or other local
Medias in Wuwei before December 30, 2012;
(2) Each affected village shall open its affected condition, compensation standards, resettlement
measures, complaints appealing channel and other information at the place of village cadres or other
public places.
(3)Place the project’s Resettlement Plan at Wuwei County Urban Construction Investment Co., Ltd
or other public places, so that all the affected people can check at any time.
(4)Hand out Resettlement Information Handbook to every affected family. The Resettlement
Information Handbook shall list the resettlement policy and compensation standards that are applicable
for the project, project implementation process, affected people’s complaints and the procedure of
solving the complaints and other contents in details. The Resettlement Information Handbook shall be
delivered to the affected people after the resettlement plan gets the approval of Asian Development

Bank and people’s government of Wuhu city. Besides, it shall be released on the website of Asian
Development Bank.

8. Appealing Mechanism
Resettlement is a complex work. Since land acquisition and resettlement work involve many areas
and concern resettled people’s interests, it is inevitable that the affected people have some opinions on
the resettlement, compensation, etc. and generate dissatisfaction and complaints of one sort or another.
In order to ensure that the complaints issues of the affected people can be quickly and successfully
solved, Wuwei County Urban Construction Investment Co., Ltd shall establish a set of highly
transparent and simple dissatisfaction and complaint collecting and processing procedure, so as to
handle people’s complaint issues with objectivity, fairness and high efficiency and ensure that the
resettlement work can proceed smoothly.
8.1 The Methods of Collecting the Dissatisfaction and Complaint
(1) Through the report of local resettlement office, including the masses’ complaint, progress,
work measures and the existing issues.
(2) The daily construction record that the construction unit reports to the development unit (owner)
every day; mainly through the condition of the masses affecting the construction reflected by the
construction unit.
(3) Relevant information reflected by the external supervision institution.
(4) Letters and visit of the affected people.
(5) Condition reflected by the workstation which is the resident agency of the owner’s unit.
(6) Relevant special issues reflected from the work examination of audit, discipline check and
other departments.
(7) Payment condition of expropriation and demolition expenses collected from the fund
appropriation list of the bank of deposit.
(8) Special investigation of the internal supervision.
8.2 Complaint and Appeal Procedure
Stage 1:
The affected people raise the complaint in oral or written form to the village committee or local
resettlement office. If it is oral complaint, the village committee and the local resettlement office must
make the written record and make a clear answer within 2 weeks. In the event that it involves larger
problem and needs to ask for instructions of the superior resettlement office, they must strive for the

reply and suggestion of the superior resettlement office.
Stage 2:
In the event that the reply and suggestion on stage 1 cannot satisfy the complainers, the
complainers can appeal to the project resettlement office within one month after receiving the
determination of the stage 1, and the project resettlement office shall make the decision on handling the
appeal within 3 weeks.
Stage 3:
In the event that the affected people still are not satisfied with the reply of the project resettlement
office, they can appeal to the management office of Wuwei County Urban Construction Investment Co.,
Ltd within one after receiving the reply and suggestion of stage 2, and the company shall reply and give
suggestion within 4 weeks.
Stage 4:
In the event that the affected people are still not satisfied with the reply and suggestion of stage 3,
they can appeal to the Civil Court within 15 days after receiving the reply.
8.3 The Principle of Handling Complaints
The resettlement offices at all levels must investigate and research on the spots for the complaint
issues raised by the masses, fully ask for their suggestions, negotiate patiently and repeatedly, and put
forward handling opinions with objectivity and fairness in accordance with the national laws and
regulations, as well as various principles and standards regulated by the Resettlement Action Plan.
In the event that the deciding institution of the former stage does not make reply to the appealing
issue within the stipulated time, the claimants have the right to lodge an appeal.
In the process of resettlement, women may have their own special complaints and appeal.
Therefore the project office plans to hire at least one female staff for each resettlement group to handle
women’s appeal. The local government and the non-governmental organizations like Civil Affairs
Bureau and Women’s Federation will also supervise the resettlement activity and guarantee the rights
and interests of the affected people, especially the women.
8.4 The Reply Contents and Methods to the Complaints 8.4.1 The Reply Contents to the Complaints
(1) Brief description of the complainants’ dissatisfaction.
(2) Investigate the actual results.

(3) Relevant national regulations, principles and standards of the Resettlement Action Plan.
(4) Handling suggestion and specific evidence.
(5) The complainants have the right to appeal to the resettlement department at upper level and
submit a case to the Civil Court. The legal fare shall be paid by the project unit.
8.4.2 The Reply Methods to the Complaints
(1) If the complaint issue is for individual phenomenon, the reply shall apply the method of send
the written materials directly to the complainant.
(2) If the complaint issue has been reflected for many times, it is needed to notify the villages and
towns where the issue occurred through holding the Villagers Meeting or sending documents to them.
No matter which reply method is adopted, it is necessary to send the reply materials to the resettlement
department where the complainants belong to.
8.5 Recording, Tracing and Feedback of Complaints and Appeals
During the execution period of Resettlement Action Plan, the Expropriation and Demolition
Department shall be responsible for the registration and management of materials relevant to complaints
and treatment results, as well as monthly report to the Resettlement Department of Wuwei County
Urban Construction Investment Co., Ltd. in the form of written documents. The Resettlement
Department of Wuwei County Urban Construction Investment Co., Ltd. shall periodically check the
registration and treatment of complaints. In order to completely record the treatment of complaints and
relevant issues of affected people, the Resettlement Department of Wuwei County Urban Construction
Investment Co., Ltd. has prepared the Registration Form of Affected People’s Complaints and Appeals
Treatment. See Table 8-1 for the sample of the form.

9 Resettlement Organizations 9.1 Institution Setting
In order to well accomplish the resettlement work involved in Wuwei County Wucheng Water
Environment (the section of West River in Wuwei) Comprehensive Treatment Engineering,
governments of Wuwei County at all levels firstly guarantee the smooth implementation of project
preparation and resettlement through organization establishment and reinforcing capabilities. Since
August 2011, various related institutions have been successively established to resolve the
resettlement work regarding to Wuwei County Wucheng Water Environment (the section of West River
in Wuwei) Comprehensive Treatment Engineering as well as duties for each institute have been also
defined. Major institutions related to resettlement of the project include:

9.2.8 External Supervision Institution
During the process of Resettlement Plan and implementation, the organization bears the
responsibility for external supervision on the resettlement work; provide resettlement progress reports
and supervision reports to Project Resettlement Office and Asian Development Bank. The duties of the
organization are detailed in the section of external Supervision.
9.3 People and equipments of resettlement agencies at all levels
Project resettlement office currently has a staff of 5, who have strong organizational coordination
abilities and working experiences in the resettlement. Project resettlement agencies consist of high
quality and experienced staff, who can be competent the work of resettlement requirements. People

cameras, offices and etc.
9.4 Strengthen the measures of capacities of agencies
To work better the implementation of "the updated edition of resettlement plan ", ensure people
benefit from the project, and satisfy the project progress of overall planning of the project, the leading

group of ADB Loan Project of people's government of Wuwei County will take the following measures
to strengthen the capacity of the organization to improve the efficiency.
(1) The leadership responsibility system: implement leaderships taking a lead of the county
government in charge of the leadership to take the lead, the relevant government department leaders.
Strong leader are collected.
(2) Staffed high-quality person: with requirements of strong overall viewpoint, policy level, professional
ability, especially the working experiences among the masses.
(3) Clearly define responsibilities: according to the requirement of ADB and relevant laws, regulations
of the country, clearly define responsibilities of resettlement agencies at all levels.
(4) Personnel training arrangement: unscheduled personnel training resettlement policy and
information management to personnel resettlement, according to the requirement of resettlement work.
(5) Give a full play to the monitor roles of masses and the public opinion supervision: all the
resettlement information to the masses and the public, and accept the supervision of the masses and the
public opinion at all times.
(6) Unscheduled resettlement meetings are held to issue the briefing to township.
(7) The project office equip the necessary means of transport for all levels of placement agencies and
the relevant office facilities to meet the needs of the job
9.5 Agencies training plan
In order to ensure the resettlement work start smoothly, we must conduct training for immigration and
immigrant workers, making training plan, the training program by the Anhui provincial ADB and
Wuwei County Urban construction investment Co., Ltd. unified organization.
Establish the training and human resourcing development system of the city, county, township (town)
and village resettlement agencies at all levels. Training plans to take the expert lectures, each unit set up
technical training courses, to visit other immigrant project on-site training and learning technology and
management personnel and other forms. Please see detail training plan in chart 9- 2. The training
contents include:
--The immigration policies and principles of ADB
--ADB policy and differences of Chinese policy.
--The design of resettlement planning and implementation of management
--The resettlement problems should pay attention in the implementation process

In addition, the project has adopted the following measures to improve the ability of resettlement
agencies:
(1) Clearly define responsibilities and scope of official of resettlement agencies at all levels, and
strengthen the supervision and management.
(2)Strengthen the power of resettlement agencies, especially the professional technical force, different
type of staffs must have certain professional level and manager characters, and strengthen its technical
equipments such as computers, monitoring equipments, transportation etc.
(3) Strict the process of selection of staff, strengthen the business and technical training, train the
management staff and technical staff to improve to improve the service abilities and management levels.
(4) Staffed appropriate women cadres, to play role of women in the implementation process of
resettlement.
(5) Establish a database and strengthen the information feedback, to make it fully communicated from
top to bottom, from bottom to top. Major problems are settled by the resettlement leading group.
(6) Strengthen the reporting system and internal monitoring, find and solve the problems in time;
(7) Establish the external monitoring and assessment mechanism early warning system.

10. Resettlement budget 10.1 The constitution of resettlement funds
Resettlement allowance consists of six parts and they are the land compensation fees, the special
restoration reconstruction compensation costs, administrative expenses, other related expenses and
budget allowance.
10.1.1 Land compensation fee
It is calculated according to Anhui province the unified annual output value of expropriation and
compensation standards.
10.1.2 The special restoration reconstruction compensation costs
Things immovably attached to the Collective land, compensation of public facilities, calculate according
to the actual quantities and compensation standards.
10.1.3 Administrative Expenses
Administrative Expenses calculated in accordance with special facilities relocation compensation fee,
accounting for 2%. The funds is mainly used for land acquisition for the project implementation
organization awards, information collection and dissemination, preparation, purchase of office spaces,
temporary office space to rent , staff wages and social security benefits , the purchase and use of
vehicles , vehicle maintenance , communications, office and daily management and other costs.
10.1.4 Resettlement and other related expenses
The expenses costs incurred during the preparation of the resettlement and process of
implementation. Including survey design scientific research fees, monitoring and evaluation costs,
technical training fees, reclamation costs, new construction land use fee, new vegetable land
development Fund, tax on occupation of cultivated land, the management of land acquisition costs.
10.1.5 Budget allowance
Budget allowance calculated according to 10% of the basic cost.
10.2 Resettlement fund budget
Total expense of the resettlement project is 5.7234 million yuan. In the total expense of the resettlement,
rural collective land expropriation cost 2.1063 million yuan, accounting for 36.80% of the total costs;
temporary land compensation cost 568,700 yuan, accounting for 9.95 % of the total costs; infrastructure
and ground attachments compensation costs 66,000 yuan, accounting for 0.1% of the total cost; various
taxes and fees and management fees total costs 3.0418 million yuan, accounting for 53.15 % of the total

10.3 Appropriation of resettlement funds, management and monitoring 10.3.1 Appropriation of resettlement funds
The appropriation of resettlement funds of the project should obey the follow principles:
All costs associated with land acquisition are included in the total project budget. Wuwei County
Urban Construction and Investment Co., Ltd. appropriate the funds according to the compensation
standards. Wuwei County Urban Construction and Investment Co., Ltd. reimburse the funds directly to

the government department in responsible region, such as the town governments, village committees.
Insufficient section should be sum up by the district government. Various types of compensation fees
are paid to affected families through special account. Land compensation fees are paid before the
expropriation.
10.3.2 Resettlement funds management and monitoring Resettlement fund expenditures must be strictly in accordance with national land acquisition regulation
and “the updated version of the resettlement plan "to implement the policies, not less than the range of
compensation standards identified in the resettlement plan. Resettlement implementation Office submit
monthly construction schedule to Wuwei County Urban Construction Investment Co., Ltd. Responsible
for payment statements audited and signed by the key responsible person of the project resettlement
implementation agencies and submitted the material to Wuwei County Urban Construction Investment
Limited for the disbursement of funds. Land compensation fees, attachment compensation fees
appendages executive approved by the resettlement implementation agency. Wuwei County Urban
Construction Investment Co., Ltd. hire specialized consulting agencies conduct internal resettlement
agency regularly to verify the use of funds for resettlement. Municipal finance, audit departments have
the right to monitor and audit the special funds. Resettlement external monitoring agency track and
monitor the compensation of the affected families and payment status in the process of external
monitoring.

11. Project Implementation Progress
The civil engineering of the project is scheduled to start in August 2014, in order to make sure the
affected population and the units are properly placed, land requisition and resettlement has been
completed before the start in civil engineering.

11. Monitoring and Evaluation
11.1 Internal monitoring
11.1.1 Objective and purpose of internal monitoring
Internal monitoring, is continuous internal monitoring carried by the proprietor and
immigration enforcement agencies based on top-down management system on the implementation
of the resettlement plan, aimed at grasping the migration progress comprehensively, timely and
accurately, discovering and solving problems and guaranteeing the smooth implementation of
resettlement work.
The purpose of internal monitoring is to standardize and guide agencies related to migration
such as the Asian Development Bank loan project owners, immigration enforcement agencies,
which ensures strict implementation of land acquisition and resettlement work according to the
update plan, ensures that the resettlement monitoring and evaluation develops orderly, normatively,
efficiently so that relevant parties can learn about the implementation situation, discover and
correct the existing problems.
Internal monitoring principles include: to update the resettlement plan dynamically, to
establish resettlement database and update it timely, to ensure the accuracy of monitoring results;
to evaluate the implementation of the resettlement plan scientifically, objectively, impartially; to
report to the project owners and the Asian Development Bank so that they can understand the
progress of the project timely and make decision scientifically.
Internal monitoring functions: the internal monitoring is an important part of project
management and its aim is to grasp the resettlement implementation situation, to collect, analysis
and share the schedule, funding and the quality of the data and information through the
establishment and use of resettlement information management system, to discover existing or
potential problems, analyze the causes, and put forward suggestions to solve the problem that the
internal monitoring is carried out by the project owners and immigration enforcement agencies,
and internal monitoring reports is submitted regularly to the Asian Development Bank by the
owners..
11.1.2 Internal Monitoring Procedures
Internal monitoring work can be divided into two stages, namely preparation stage and
implementation stage. Preparation stage begins with the identification of the project of the Asian

Development Bank loan project cycle, from the project preparation, project pre-evaluation, project
evaluation stage, to the end of project approval stage. The implementation stage is from the
beginning of resettlement implementation to the resettlement target realization.
(1)Internal monitoring preparation stage
Project owners and the local government should set up immigration service agencies at early
stage of the project preparation. The project owner should set up a special agency responsible for
immigration service in its interior with professional immigration service staff, to provide complete,
objective information and data to guarantee but also contribute to other industry involvement. In
project preparation period, internal monitoring and evaluation work should be arranged.
Project owner preparation includes:
--To make training for the project owners and staff of immigration enforcement agencies on
the Asian Development Bank immigration policy and experience, national immigration system,
the implementation of resettlement, resettlement monitoring and evaluation and other aspects;
--To hire professional bodies and professional planners, resettlement plan personnel to assist
the resettlement planning as soon as possible; to organize social economic survey; with the
assistance of specialized agencies and professional personnel, to prepare a migrant resettlement
plan;
--With the help of professional institutions and professionals, to establish immigrants management
information system;
Immigration enforcement preparation includes:
--To establish or prefect immigration enforcement agencies, and provide necessary staff;
--To organize training for the staff at all levels of immigration enforcement agencies; to
make social economic survey and do resettlement planning with the owners and professional
institutions commissioned by them;
--Establish of resettlement management information system.
(2)Internal monitoring implementation stage
Project Resettlement Office in the implementation stage should provide the implementation
information of monitoring mechanism on the sample households and the sample units and current
activities record for the resettlement department, in order to ensure the tracking and monitoring on
the resettlement and the resettlement Department shall regularly check the resettlement activities

in the town (street) and village (community), verify the information reported on progress.
The project owners in the internal monitoring of the implementation phase
should:
--In accordance with the resettlement plan, to be responsible for immigration;
--To provide a detailed internal monitoring report to the Asian Development bank every six
months;
--To update statistics of resettlement and improve the resettlement management information
system.
11.1.3 Internal monitoring content
Internal monitoring will cover the following contents:
(1) Organization: migration implementation and settings and division of labor of related
organizations, immigration authorities in staffing, capacity of building migration mechanism;
(2) Immigration policy and the standard of compensation: the establishment and
implementation of immigration policy; the implementation of all kinds of loss (permanent land
requisition, temporary occupied land etc.) compensation standards. Need to specify whether carry
out in accordance with the resettlement plan. if there are changes, explain reasons;
(3) Land acquisition and resettlement implementation progress: the total progress plan and
the annual plan, immigration agency and staffing schedule, project progress in the implementation
of land requisition, housing demolition, relocation progress, public facilities construction, special
facilities rebuilt schedule, other immigration activity schedule.

table 11-1;

11.1.4 Internal monitoring method
Internal monitoring which monitors top-down resettlement implementation process within
the system, requires to establish regulatory, fully and top-down information management system
for implementation of settlement between related project owners and all levels of resettlement
implementation mechanism, tracking and reflecting the progress of settlement implementation in
each region. Resettlement department based on bottom-up report on the implementation of
schedule, funding, results provided by information management system, process and analyze.
The project will adopt the following several ways to implement internal monitoring based on
the implementation of the project:
(1) Standardized statistical report system
The project owners should formulate a unified statement based on the need of resettlement
work. The report should reflect the progress of resettlement fund appropriation and the relocation
of physical quantity. Statement is reported every month, generally from bottom to top at the end of
the month to master work schedule according to appropriations table.
(2) Reflecting situation regularly or irregularly
Among all levels of placement agencies and external monitoring mechanism, to take a
variety of forms, exchange the resettlement problems in implementing and related information,
and put forward opinions.
(3) Regular meeting
At the beginning of every month, the leading group office of ADB Loan project will convene
resettlement coordination meeting and project resettlement office staff will attend the meeting.
Situation will be reported to reflect the progress and problems in the implementation of the project,
or they exchange work experience and study the measures to solve these problems.
(4) Inspection
The leading group office of the ADB loan project will develop the routine and non-routine
inspection to the subordinate resettlement agencies with in-depth field investigation, dealing with
resettlement problems, to verify the implementation schedule and resettlement policy.
(5) To exchange information with external monitoring mechanism

The project owners, local implementation mechanism should maintain regular contact and
exchange of information with the external monitoring mechanism, considering the external
monitoring and assessment mechanism’s discovery and evaluation opinions as internal monitoring
reference.
(6) Research on resettlement information management system
Leading group of ADB loan project office according to land acquisition resettlement information
establishes migration information management system, and updates and improves it according to
the actual situation of the implementation process to ensure dynamic supervision of the
implementation of resettlement. The project owners by using the method of questionnaire and
interview in combination with household survey and check the implementation of resettlement
work. Surveying households is in sampling method with extraction of a certain amount of family
or a collective unit, investigating resettlement implementation in report form to reflect their
compensation implementation, and to check whether the resettlement is conducted strictly
according to resettlement implementation plan. The first survey of the leading group of ADB loan
project office will be implemented after the first payment of compensation offered to affected
objects. In the implementation of the first investigation, the leading group office of ADB loan
project will adopt some improvement measures based on the results of the investigation and
problems reflected by complaining, and implement tracking survey on the implementation of
improvement measures. Tracking survey through non-regular questionnaire, tracks labor
allocation, land adjustment and work results, and collect the observations and recommendations of
public consultation and housing selection.
11.1.5 Internal Monitoring Institutions and Personnel Arrangement
Refer to Table 11-3 for mechanism personnel concerning monitoring implementation.

11.1.6 Responsibilities of Internal Monitoring Institutions
(1) Set up resettlement offices, train working personnel and investigate project-affecting
areas.
(2) Assign external monitoring institutions.
(3) Guide the investigation with the investigation institutions preliminarily.

(4) Train the working personnel of project resettlement offices.
(5) Monitor and inspect the conformity of sub-project resettlement policies and project
resettlement action plans.
(6) Monitor information from affected objects and prepare resettlement brochures.
As for the issues detected through internal monitoring and inspecting, Resettlement Agency
should timely develop improvement measures.
11.1.7 Cycles and Reports of Internal Monitoring
Internal monitoring is a continuous process, with overall monitoring at least once a quarter
of a year.
During the project preparation, Internal Monitoring Institution will check and develop
internal working reports with ADB, regularly or periodically, with different forms for different
projects during different phases according to ADB. When the implementation begins, projects
with huge influence need brief weekly reports and monthly reports together with detailed quarterly
reports, semi-annual reports and annual reports. Projects with little influence need only brief
quarterly reports together with detailed semi-annual reports and annual reports according to the
needs of the projects. Carry out special reports according to the needs of project managements.
After the project, make a summary report. Internal monitoring reports are submitted by
resettlement implementing agencies of all levels to the government at the same level, superior
resettlement implementing agencies and owners. Project owners submit an internal monitoring
report to ADB half a year.
11.2 External Monitoring
11.2.1 Purposes
External monitoring and evaluation (M & E) is the assessment conducted by agencies
independent of government organizations, personnel of which inspect the implementation of the
resettlement action plans from an extensive and enduring point of view, monitor and evaluate the
possibility of land acquisition and resettlement, take remedial measures and tracking actions, to
ensure the implementation of resettlement. External Monitoring Institutions will follow up land
acquisition and resettlement to monitor whether it:
(1)Follow the relevant national laws and regulations for resettlement;
(2) Follow the relevant policies of ADB concerning involuntary resettlement;

(3) Ensure that the living standards of affected population exceed or at least be restored to
the previous standards.
11.2.2 External Monitoring Institutions and Monitoring Personnel
ADB Project Leadership Office of Wuwei County People ' s Government will select an
experienced resettlement monitoring agency for the independent monitoring of this project, which
should bear the following qualities:
(1) Have participated in such work, possess rich social and economic investigation
experience, understand ADB policies and requirements concerning involuntary resettlement and
acquire national and regional laws and regulations concerning resettlement.
(2) Possess independent capability in social investigation and research, good communication
skills, and can bear hardships and stand hard work.
(3) There are a certain proportion of women personnel.
11.2.3 Responsibilities
External Monitoring Institutions should be responsible for the following activities:
(1) Before the resettlement, conduct investigation of living standards and acquire the basic
situations of affected population’s production and life;
(2) During the resettlement, follow up the implementation; collect the complaints and
comments of the affected population to timely feedback to Foreign Ministry of Resettlement and
Local Resettlement Office; submit monitoring reports to Foreign Ministry of Resettlement and
ADB;
(3) Follow up and research the changes of affected population’s production and life and
assess the resettlement and relevant measures;
(4) On the basis of investigation and research as well as full coordination with the affected
population, propose constructive suggestions to Resettlement Office and Local Resettlement
Office to ensure the smooth undergoing of resettlement and the fast resumption of affected
population’s production and living standards.
11.2.4 Methods and Procedures
External Monitoring Institutions will conduct resettlement monitoring in the following ways:
(1) On the basis of resettlement investigation, create a database of the affected population’s
situation and conduct home interviews frequently. Taking full advantage of social and economic
investigation materials and the resettlement information management system created by the

project office, External Monitoring Institutions will conduct dynamic management of affected
population of land acquisition and acquire the details of resettlement at any time. With the
information of the database, conduct face-to-face interviews with the affected households,
understanding the progress of the work, listening to their complaints and advice and publicizing
relevant national laws and relevant requirements and project construction information of ADB.
Household interviews are independently carried out by External Monitoring Institutions, who
get name lists and relevant information from basic organizations, after which accompany of local
resettlement agencies or local administrative management is not needed. When External
Monitoring Institutions carry out household interviews, the interviews are fixed, which means the
same interviews visit the same affected areas. In this case, it will be beneficial to create
inter-confidence between interviewers and affected population, and furthermore be beneficial for
the work.
(2) Organize discussions among the affected population irregularly in the areas where
affected population is relatively concentrated. External Monitoring Institutions will listen to the
views expressed by the affected population as for major issues affecting the project. The
discussions can be formal or informal, with local resettlement personnel invited or not invited,
depending on the specific circumstances.
(3) On-the-spot investigation. Personnel of External Monitoring Institutions will visit
resettlement sites irregularly or periodically and carry out on-the-spot investigation.
(4) Individual investigation. Focus on the analysis of individual cases that may occur during
the resettlement. Analyze the root cause, come up with a solution and propose reference views.
(5) Questionnaire. Carry out sample surveys for the production and living resumption
together with the suggestions concerning the resettlement and timely analyze the outcomes.
Resolve the existing issues to provide reference for the next resettlement.
11.2.5 Main Contents
(1) Monitor land acquisition
According to the features of this project’s land acquisition, the monitoring work of
resettlement resulted from the land acquisition of External Monitoring Institutions is mainly
focused on the following:
Whether the standards of the land acquisition compensation is in accordance with relevant

national laws and regulations;
Whether the sweeping procedures of the land compensation can assure that the affected
villages get the funds they deserve;
Whether the number of land acquisition, compensation standards and compensation amount
is public in the villages within the range and in what way;
Whether there are specific and workable plans for the concentrative use of the
compensation;
Whether the development of the compensation using plan has sought the views of
stakeholder villagers and how the plan is finally confirmed;
How to allocate the compensation and how to ensure the actual economic interest of affected
labor;
(2) Monitor the operation of resettlement agencies
A capable, professional and efficiently operational resettlement agency is a reliable
assurance for the smooth undergoing of the resettlement.
Monitoring the operation of the resettlement agencies is an important part of the work of
External Monitoring Institutions, which is carried out through on-the-spot visits of the agencies
and inspects of their working materials and records, mainly including:
Whether personnel of resettlement agencies at all levels can meet the needs of the
resettlement work;
Whether resettlement agencies at all levels possess necessary working conditions;
Whether the qualities of personnel of resettlement agencies at all levels can meet the needs
of the resettlement work;
The training of personnel of resettlement agencies;
The internal material management of resettlement agencies.
(3) Investigate the affected population’s living standards
Before the resettlement, External Monitoring Institutions will create resettlement standard data of
ADB loaning for water environment overall management project of Wuwei, Wuhu, Anhui by
sample survey, which will be carried out in a way of structural questionnaire. Take all the affected
households involved in the social and economic investigation during the project preparation. The
sample proportion of the living standard investigation is 10-20%. The investigation includes:

household population, production operation, floor space, annual income, employment structure,
annual spending, transportation condition, water supply, electricity supply, living environment and
evaluation of production and living condition etc.
(4) Monitor and evaluate the effect of resettlement
When the resettlement begins, External Monitoring Institutions will carry out incessant monitoring
of the implementation effects of the resettlement. As for the affected households, External
Monitoring Institutions will carry out tracking research in half a year after the resettlement, which
is similar with the standard investigation, carried out in the way of sample survey. Through
structural questionnaire, the influence of resettlement to the investigated objects’ living and
production will be reflected to assess the effects of the resettlement. The selection of tracking
objects is theoretically the same with that of living standards, and tries to track the objects of the
living standard investigation. After the living standard investigation, create a database of all the
objects as the sample reference for the tracking research. As for the objects that are unable to be
tracked out of various factors, take the materials of the previous social and economic research as
the clue, and replace them with the similarly affected households in the same neighborhood.
The contents of the tracking research should be contextual with the living standard investigation
so that the analysis of the affected population’s production and living before and after the
resettlement can be carried out. Meanwhile, seek evaluation from the affected population of the
resettlement as the reference for the evaluation of the effects of the resettlement.
11.2.6 Report Mechanism
External Monitoring Institutions develop monitoring reports on the basis of the materials of
the observation and research with two purposes: 1. To reflect the progress and existing issues of
the resettlement to ADB and owners; 2. Evaluate the social and economic effects of the
resettlement, propose constructive suggestions and improve the resettlement.
The cycle that External Monitoring Institutions should submit reports to ADB and owners
should be:
Carry out the living standard investigation at the beginning of the project and submit the
research reports. Submit external monitoring reports every half a year.
After the resettlement, submit an overall pro-resettlement evaluation report.

A regular monitoring report should at least includes: (1) the objects of the monitoring report;
(2) the progress of the resettlement; (3) the main findings of the monitoring institutions; (4) the
existing issues; (5) the basic evaluation and suggestions of the external monitoring.
The report of External Monitoring Institutions should be submitted to ADB resettlement
experts in both English and Chinese. Before the formal submission, notify the relevant personnel
of the Resettlement Office, seek their suggestions and communicate over the contents and the
forms of the reports.
