Limited 10-25% Some injuries; Complete shutdown of critical facilities for more than 1 week.

Negligible Less than 10%

Minor injuries; Minimal quality of life impacted; Shutdown of critical facilities and services for 24 hours or less; Less than 10% of property is severely damaged.
