Over the course of 20 years a multitude of studies were undertak-en for this north end of Portland’s downtown. The connections, uses, density, and focus for activity may have shifted from time to time in response to the current market, strategic direction of those shaping the vision or ownership of properties. However, if one carefully examined the intentions for some common themes, they weren’t hard to find.
