The HistoryThe Teachers Organization of the Philippine Public Sector (TOPPS) is a federation of a government teachers organized on December 10, 1998 and was registered to Securities and Exchange Commission on July 19, 1999.

On April 4, 2004, the Federation was accepted as accepted as an affiliate member of Education International (EI), based in Brussels Belgium, the global union federation representing 30 million teachers, professors and education workers from pre-school to university in more than 172 counties around the globe

On December 15, 2005 to December 30, 2006, Lararforbundet (Swedish Teachers Union) through EI Supported the programs and activities of the federation, and by the year 2007 a project cooperation agreement was signed by the federation, Lararforbundet and EI.

VISIONThe Organization is committed in the development of Public school teachers who shall be efficient and productive, aware of their rights and responsibilities in cognizant of their roles in the formation of wholistic society

MISSIONThe Organization shall foster dignity and self-worth among Philippine public school teachers who are committed to the promotion

OBJECTIVESThe Federation shall have the following

aims and objectives:

To promote quality education through efficiency and productivity in the government service and support national and international campaign on poverty alliviation;

To provide professional and skills trainings, seminars, workshops and other related activities that will help the members grow professionally;

To engage in such activities, projects, and programs that shall add to the benefits of its affiliate members including promotion of their social, political and economic well being;

To establish harmonious relationship with school administrator for mutual professional development in the work place making beneficial to the clienteles;

To work for the adoption of legislation and government policies that will promote strong, democratic and free public sector unionism in the Philippines;

To support and campaign for gender equality, women’s rights, health protection, literacy program for cultural minorities, child protection, and other national and international campaigns.

QUALIFIICATION OF MEMEBERSHIPUnion of Teachers and Non-Teaching personnel which are duly registered under the laws governing public sector unionism;

Public school teachers, non teaching personnel's associations which are seeking registration;

Individual public school teachers, non teaching and retirees who are not otherwise disqualified by laws and who in the opinion of the membership committee and the National Executive Board have the capacity to serve and promote public sector unionism;

Honorary Members. Those who have been promoted to administrative plantilla positions and have lost the right to belong to a union as per EO 180, and students who taking up education courses
