Standards in the Education Sector

• Content Standards

• Performance Standards

• Data Standards

• Interoperability Standards

Content Standards

• Definition of the knowledge, skills, and abilities students are expected to develop

• State specific

• Common Core

Performance Standards

• Level at which students are expected to develop mastery of content standards

• State-developed summative assessments are one tool used to measure achievement of performance standards

• Consortia developed assessment programs will be used to measure achievement of Common Core standards

Data Standards

• Data Standards are documented agreements on representations, formats, and definitions of common data. Data standards improve the quality and share-ability of data by:– Increasing data compatibility – Improving the consistency and efficiency of data

collection – Reducing data redundancy

Data Standards

• Variable Names

• Expected values/content type

• Example:– Topic: Gender– Variable Name: Gen– Value: 0 = Female, 1=Male

Data Standard Applied – Topic: Gender

• Database 1:– Variable Name: Gender– Value: M = Male, F = Female

• Database 2:– Variable Name: Sex– Value: 1=Male, 2=Female

• Export Conversion– DB 1: Gender = Gen, M=0, F=1– DB 2: Sex = Gen, 1=0, 2=1

• Import Conversion– DB 1: Gen = Gender, 0=M, 1=F– DB 2: Gen = Sex, 0=1, 1=2

Commonly Used Educational Data Standards

Interoperability Standards

• Interoperability is the ability of a system or a product to work with other systems or products without special effort on the part of the customer.

Interoperable Assessments

• Require Commonly Understood:– File format for item content– Codes/tags for item content– Representation of and interactions with content – Scoring rules

Available Assessment and Accessibility Interoperability Standards

Interoperability & Data Standards for Assessment

• Interoperability standards required for:– Item content file format, presentation of that content,

interactions with the content, and scoring of responses

• Data Standards required for:– Information about items (e.g., what they measure,

parameters)– Information about students (e.g., identification,

demographics, access needs)– Recording results

Status of APIP

• Final Technical Documents Released March 2011

• APIP passed to IMS for maintenance and implementation support

• IMS APIP Work Group– ETS, Pearson, CTB, Measured Progress– SBAC and PARCC invited and strongly encouraged to join

• ATP APIP Study Group

• State RFPs reference or require APIP

• Implementation launched by MN and test industry

Next Steps

• Establish touch points between APIP and SIF Student Data Standards

• Incorporate APIP PNP in Common Education Data Standards

• Develop business rules and best practices for applying APIP accessibility tags

• Modify or develop APIP compliant item authoring systems and test delivery systems

Next Steps

• Continue Educating leaders and educators about APIP and Accessibility Profiles

• Develop tools to assist in creating sound Personal Needs Profiles

• Adopt APIP prior to development of RttTA item content
