WEST ADAMS STREET BASCULE BRIDGE AND VIADUCT:CANAL STREET TO EAST BANK CHICAGO RIVER

For which bids will be opened in the office of the Department of Procurement Services,Room 103, Chicago, Illinois, 60602 on May 13, 2015 at 11:00 a.m. Central Time
NOTICE OF ADDENDUM OF CONTRACT DOCUMENTS
The following changes are hereby made in the Contract Documents.
CONTRACTOR QUESTIONS:
Question 1:
To assist us in submitting our bid please provide the excel file for the SCHEDULE OF PRICES shown inbook 2 pages 17 through 36.
Response 1:
The Excel file for the schedule of prices is provided for convenience only. Bidders must submit ahardcopy of their bids pursuant to all requirements in the bid specifications. The Bidder must not alterany of the descriptions or quantities and is responsible for all mathematical formulas in Excel. Pleasesee attached.
Question 2:
Spec book 2 page 12, Milestone 3 states that the substantial completion of all the work is 395 Cal daysafter NTP. Page 11 states that Adams Street is to be opened by June 30, 2016. If the project bids 5/13and the award is 60 – 90 days (book 2 page 40) the calendar days and the June 30th date to not match.Please clarify which is correct.
Response 2:
The duration of the project is 395 calendar days after Notice to Proceed.
Question 3:
Bid item 191 Non – Special Waste Disposal. Per the IDOT standards the owner will be the generator ofthis waste material and sign the transportation manifest. Please confirm that CDOT will be theresponsible generator of this material and sign the transportation manifest.
Response 3:
CDOT will sign the transportation manifests.

Question 4:
Does MS 2 (Completion of Viaduct Structure and intersection to open all lanes and sidewalks on Canal)include the completion of the entire viaduct structure, Spans 1 through 6 or is it just Span 1 of the viaductstructure? Enough to complete the intersection work and get it back open to traffic. Meaning that onspan 2 thorugh span 6 of the viaduct structure you have until June 30, 2016 to be completed.
Response 4:
The milestone reads "Completion of the viaduct structure and intersection improvements within the Canaland Adams intersection including the latex concrete overlay to open all lanes and sidewalks of CanalStreet no more than 122 days after the partial closure of the Canal Street and Adams Streetintersection."
Question 5:
L.I. 5 (Handling Existing Utilities) applies to all utilities that are in conflict on the viaduct structures only.We feel at bid time it is impossible to determine who the owner of each of these utilities are and what willbe their requirement for temporarily relocating, supporting or protecting their facilities during construction,while all these utilities remain in service. A lot of this work will have to be done by the utility owner. Wehave no way of determining what fees they will charge for this work. We feel that the only fair way ofdoing this work is to have this item set up as an Allowance with an amount common to all Bidders.
Response 5:
The basis of payment will not be changed. The line item will be paid for at the contract unit price perlineal foot.
Question 6:
Please confirm that barges or other measures must be implemented to prevent any debris (paint, rivets,torch slag, dust, etc.) from falling into the river during all construction activities over the river.
Response 6:
The contractor is responsible for implementing a containment system (barge or other measure) toprevent any debris from falling into the Chicago River in accordance with all federal, state and local laws,including the Clean Water Act and the U.S. Army Corps of Engineer regulations. Any containmentsystem is to be coordinated / approved by the Coast Guard and City of Chicago. This system will be partof the Coast Guard Construction permit and coordination that is required of the contractor.
Question 7:
The electrical drawing sheet E6 of E36 under the “notes” column, item B1 states “install 1-1” PVCschedule 40 attached to structure. The schedule of prices in Book 2, does not list this item. Starting withitems 101 through 106, this item is not noted. Please verify if this item is required.
Response 7:
Note B1 on E6 has been changed to read "Install 1-1 inch PVC Coated Galvanized Steel Conduitattached to structure." This is Pay Item 102. See the attached revised sheet E6, dated 4/29/2015.
Question 8:

The electrical drawing E6 of E36, notes “K” call for 3” PVC schedule 40 conduit from an existing manholenear the northwest corner of Canal and Adams. The electrical drawing E7 of E36 in the same area,references note “4” in which the conduit is described as 3” PVC schedule 80. Which is correct?
Response 8:
Note 4 on E7 has been changed to read "Schedule 40". See the attached revised E7, dated 4/29/2015.
Question 9:
The electrical drawing E6 of E36 shows a new conduit labeled as “K” (1-3” PVC schedule 40) from theexisting COMED manhole at the northwest corner. It then transitions to a conduit tagged as “C1” which isa 4” PVC schedule 40. From that point, the conduit continues onto drawing EB13, which reverts theconduit back to a 3”PVC schedule 80. Likewise, the electrical drawing E7 of E36 calls for the cable sizefrom the existing COMED manhole to be (4) 1/C 250 KCMIL and (1) 1/C #2/0 ground. Note 11 on thesame drawing refers the reader to drawing EB3.3 for continuation where the when you reference thecable schedule on drawing EB31 (#13), the conduit size called out is 4” GRC PVC coated and not 4”schedule 40. The cable size is called out to be (4) 1/C 250 KCMIL and (1) 1/C #2/0 ground whichconflicts with the cable size listed on EB13 where the cable is called out to be (4) 1/C 4/0.
Response 9:
The conduit for the ComEd service is 3” PVC Schedule 40 encased in concrete from the existingmanhole to the Bridge House. The conduit transitions inside the Bridge House to 4” PVC coated GRS asshown on the drawings. The attached drawing revisions are summarized below:
Drawing E6: In the “STREET LIGHTING FOUNDATION AND CONDUIT PLAN”, the ComEd feederrouted from the existing manhole to the bridge house on drawing EB13, revise “K-40’ ” to read “ C1-40’ ”.
Drawing EB3.3:i. Added the following note. “15. CONDUIT TO BE PVC SCHEDULE 40 ENCASED INCONCRETE UP TO 5 FEET FROM COMED METER. CONTINUE WITH GRC PVCCONDUIT UP TO METER AS SHOWN.” A revised drawing EB3.3 is attached.ii. Revised NOTE 13 to read, “NEW SERVICE FROM COMED (NOTES 13, 15)”
Drawing EB13: Revise the second line in note 8 to read “4-1/C#250KCMIL, 1-1/C#2/0 AWG(G) IN 4”PVC CONDUIT (SCHEDULE 40)”. A revised drawing EB13 is attached.
Drawing EB31 #13 is correct as shown on this drawing.
Question 10:
General Note 1. On Sheet, S4 states that all work must be completed between the hrs of 10pm to4am. If a protective shield is in place will day work be allowed?
Response 10:
Day time work window requests will need to be coordinated with the City, Amtrak and Union Station afterproject award. Work at street level may be performed outside of the 10pm to 4pm window as detailed inthe contract documents.

How will the protection of the adjacent buildings be paid?
Response 11:
Refer to Note 7 on contract drawing G4. "The contractor shall exercise caution during all repairoperations to prevent any damage to adjacent buildings, structures, utilities, trains, vehicular traffic andstructural components not within the scope of these outlined repairs. Building members, structures,utilities and structural components not within the scope of these repairs and improvements that aredamaged during the repair operations shall be repaired or replaced at the expense of the contractor tothe satisfaction of the Commissioner."
Question 12:
Will the contractor be required to enter into Access Agreements with the adjacent buildings to allowpedestrian access? If so what pay item will cover these costs?
Response 12:
Coordination with adjacent property owners to maintain access is the responsibility of the contractor. Nocosts for this coordination will be considered for payment.
Question 13:
What is the condition of the West Adams Bascule Bridge Pit? Will the pit require cleaning? What payitem will cover these costs?
Response 13:
A site walkthrough was performed on April 28, 2015. Any cleaning that is necessary to perform thecontract work is considered incidental to the work.
Question 14:
The Adams St bridge submarine cables were replaced in 2012, is it necessary to replace the newlyinstalled bridge submarine cables?
Response 14:
Refer to Sheets EB36 and EB37 and the Special Provision for Pay Item 156 detailing the submarinecables to be furnished and installed.
Question 15:
Will the contractor have access to store rail equipment on rail during the construction of the viaductsubstructure?
Response 15:
Refer to the Railroad Coordination sections of Book 3 'Detailed Specifications' of the contract documents.
Question 16:

Note #2 on Sheet #9 states that the contractor is to remove ComEd and CTA cables under the Removalof Existing Structures (Viaduct) pay item, Note #9 states that the cables in the ComEd duct package willbe relocated by other, please clarify.
Response 16:
Note 9 on Sheet #9 is in reference to Utility No. 28 on sheet 8. Note 2 on Sheet #9 is in reference toelectrical different services.
Question 17:
Will the illuminated advertisement signs that are attached to the viaduct structure column at the Metraplatform level be removed and reinstalled by others? If they are to be removed and reinstalled by thecontractor, please specify under which pay item the costs will be covered.
Response 17:
Refer to the Special Provision for Pay Item 5.
Question 18:
General Note #4 on Sheet S6 states the protective shield shall provide existing minimum vertical trackclearance as shown. Does this include the 2 tracks which are shut down as well? Is this constraintnecessary if the tracks are shut down? If minimum vertical clearance is required please clarify the note isreferring to the existing clearances with regard to protective shield.
Response 18:
The minimum vertical track clearance provided must be maintained at all times.
Question 19:
See the attached specs and dwgs. Note 4 on spec sheet 70-1 specifies a painting system. The note ondwg sheet 212 specifies the special provisions. The special provisions specify that the standard IDOTspec 506 will be used and that paint system is different. Please clarify the paint system that is to be usedfor the dolphin shield plates. In addition, the spec states that the shield plate will be painted but the noteon dwg sheet 212 states that the shield plate, angles & exposed pipe are to be painted. Please clarify thelocation/scope of the paint system.
Response 19:
The painting system to be used for the dolphins is detailed in Pay Item 79. Refer to the first paragraph ofthe detailed specification for Pay Item 79.
Question 20:
Given the scope of the work and new information obtained from the April 28 walkthrough, we would liketo request a bid postponement of at least two weeks so that we may submit our most accurate andcompetitive bid.
Response 20:
The bid opening date is to remain May 13, 2015.

Question 21:
Referencing Book 2, page 11, bottom paragraph “the contractor may be granted nightly track outagesfrom 10:00 PM to 5:00 AM, for up to four tracks at one time” and Book 3, page 5, Suggested TrackClosure Schedule/Project Timeline, note 2 “Weekend track closures shall begin at 10 PM Friday night,work must be complete with tracks and the platforms clean and clear prior to 5 AM Monday”. Thiscontradicts time on contract drawings, sheets 101 & 102, Note 1, “All work to be performed duringnighttime hours from 10:00 PM to 4:00 AM. Select weekend closures shall be allowed from Friday night,beginning at 10:00 AM with work concluding at 4:00 AM on Monday morning. What is the nightly andweekend track closure period?
Response 21:
Contract drawing sheets 101 and 102 should detail nighttime hours from 10:00 PM to 5:00 AM andweekend closures from 10:00 PM on Friday night concluding at 5:00 AM on Monday morning. See theattached revised sheets 101 and 102.
Question 22:
Drawings, sheet 28 titled Stage V Construction, indicates a note just over the bascule bridge “Work onbascule bridge to be completed prior to beginning this stage” and no slanted lines are shown on theeither leaf inferring that all work is completed. Drawings, sheets 32 & 33 for pedestrian detours are titled“Stage V Construction Day or Night Operations” detail slanted lines on East Leaf indicating work onbascule in Stage V. These two drawings contradict previous sheet 28. Please advise. Shouldn’t sheets32 & 33 be Stage IV Construction?
Response 22:
See the attached revised Sheet 32 (removing the hatching on the east leaf of the bascule and replacingthe note “WORK ON BASCULE BRIDGE TO BE COORDINATED WITH VIADUCT RELACEMENTWORK, SEE SB4” with “WORK ON BASCULE BRIDGE TO BE COMPLETED PRIOR TO BEGINNINGTHIS STAGE – SEE SHEET SB4”) and Sheet 33 (removing the hatching on the east leaf of the basculeand replacing the note “WORK ON THE BASCULE BRIDGE TO BE COORDINATED WITH VIADUCTREPLACEMENT WORK, SEE SB4” with “WORK ON THE BASCULE BRIDGE TO BE COMPLETEDPRIOR TO BEGINNING THIS STAGE – SEE SHEET SB4”.
Question 23:
The “Temporary Permit to Enter Upon Property” specification, located in #6 on page 34 of Book 3, statesthat Amtrak will provide flag service at the sole cost and expense of the Permittee. Typically the flaggingcosts are not reimbursed by the General Contractor for projects of this type. Please clarify who will payfor any flagging costs associated with this project.
Response 23:
The contractor is not responsible for flagging costs.
Question 24:
Also in the “Temporary Permit to Enter Property” specification, located in #14 on page 34, it states thatthe Permittee is required to reimburse the Railroad for all costs incurred by the Railroad in connectionwith the review of any plans, drawings or submissions. Please provide a schedule of what items willneed to be reviewed by the Railroad along with what the associated review costs the Railroad will chargefor their review process.

Response 24:
The contractor is not responsible for costs incurred by the Railroad in connection with the review of anyplans, drawings or submissions. A schedule of what items need to be reviewed by the Railroad will bedetermined at a preliminary meeting with the City, Amtrak and Union Station after project award.
Question 25:
Can the staging of the viaduct work be reversed? The previous work performed at the viaduct atJackson had to be restaged in order to utilize a crane on top of the existing viaduct. A crane could notbe positioned over the bascule, so the demo had to be done from east to west to work away from thebascule bridge. If restaging is allowed, can the Milestone date for the Canal Intersection be revised orchanged to a limited number of calendar days that the intersection is impacted?
Response 25:
Milestone 2 will not be revised. Any requests to changes the sequencing may be submitted for reviewafter project award.
