Dear ALAC Member:
It is with gratitude to Sally Silva and Sondra Rogers that the membership handbook is a
reality. I hope that the handbook, containing all the forms and dates necessary for you to
be an infotR61, participating ALAC member will help you to beccme more active in ALAC.
further hope that the handbook will eliminate the repetitious printing of these forms in
the BuLLEITN and will give Sally more as for additional educational articles and
pertinent information.
I set same goals for improving ALAC when I was elected president, one of which was better
communication. Scue ups and downs have been experienced but I believe this handbook is a
step closer to reaching that goal.
It pleases me so such to have the BULLETIN up to date. Sally Silva has worked hard to
catch up as when she took over the editor's position the BULLETIN was over a season behind.
It is a real pleasure to now be receiving it during the season that is printed on the front
cover.
When I took office the ALAC was almost without funds in the treasury. I am pleased to
announce that the treasurer's report at the February board meeting indicated that we are
indeed solvent at this time and that is quite a relief. This solvency is due in part to
the 1986 and 1987 National Specialties making several thousands of dollars profit. Much
work went into making these specialties profitable and I am grateful to all who did their
part - from the hubt club members to the participants in donating the raffle and game
prizes - from the advertising and trophy supporters to those who olayed the games.
Two new committees which I had planned for several years became a reality with the 1987
Specialty - namely the National Specialty Trophy and the. National Specialty Catalog
Advertising. The trophy committee solicits the money nationally to cover the cost of the
beautiful trophies and thus is lightening the work load of solicitation for the local host
clubs. Don't forget to send your contributions to Don Hanson. The catalog advertising
ocuraittee sold over $4000 in advertising for the 1987 Specialty. This made it possible for
a profit to be shown on the specialty.
Another profit maker for ALAC and one of the first after I took office was the Logo
Committee. Marie Allman conducted a contest to find our lovely logo and then ccumenced to
come up with saleable items such as our 25th anniversary commemorative pin, bumper
stickers, decals and the latest is a jacket patch.
After sore difficulty our Membership Ccumittee is on time and acknowledging our most
important oamcddty - new members. I am so grateful to Joyce Johanson for taking over that
committee and making it work for ALAC by not only acknowledging new members but supplying
them with an informative packet of things that introduce them to ALAC and its activities.

I am very pleased that ALAC was able to complete Phase I of the AKC's judges ed...xsation
plan. Thanks to Steve Campbell and Joan Kendall who sr..rheaded the writing of the slide
show script so that when the AKC changed to video ALAC was right in line to partici:Late in
the video pram. This committee worked very hard to complete this project and I am
grateful that they did because we have a video available from the AKC that can help educate
those interested in learning About our breed.
Because reports of ALAC board meetings have preempted the official minutes several times
recently, it has been suggested to me that I explain that the minutes are the only official
report of the meetings and further explain the process that is followed before this
official report can be made available to the membership. This process is as follows,
1. The Secretary must take the notes and/or tapes from these meetings (sometimes
lasting several hours) home and transcribe than.
2. The transcribed minutes are then mailed to the board of directors for their
approval at which time any corrections or changes are sent to the secretary.
3. The secretary makes any changes or corrections to the minutes and sends the
corrected minutes once again to the board for their approval. This goes on until
the minutes are approved.
4 When the minutes are approved by the board the secretary must then have the
minutes printed.
5. After the minutes have been printed they are sent to the general membership. TO
save postage and envelopes most of the secretaries have attempted to include these
minutes with other general membership mailings such as ballots, nomination
requests, BULLETIN, etc. I would prefer that the minutes not be held up for this
reason more than a week.
A goal of mine for sometime has been to have the minutes to the membership within eight
weeks of the meeting. This has not happened but I am not going to stop trying to make it a
reality. I firmly believe that all of you who are interested in the business corxducted at
the board meetings should have the official reports as soon as possible.
Additional accomplishments in the last few years are a new membership pamphlet which
contains pertinent information about ALAC, the official AKC breed standard E.7.4 the
membership application; the Program Resou,ce Cade is now available to help lmm.1 clubs
plan programs; the Officers Guidebooks have been in service since 1986 and the standard
committee is in the process of developing a pamphlet that will amplify the standard.
I have a few yet unfulfilled goals; not the least of which is a local Club Liaison
Committee that will follow through on the many activities planned by past committee chairs.
This will be a real challenge because the clubs are not as responsive as we would like.
Partly because we do not have the most recent officers and partly because we are not of as
much service and support to than as I would like us to be. I have many plans that I think
would make a liaison profitable for both the parent club and the local club but the liaison
officer will have to be tenacious and devoted for a prolonged amount of time to make this
liaison a reality. At the 1987 National Specialty the board adopted a new policy whereby
each local club will elect a representative to form a council of local clubs which will
represent these clubs at the board meetings of ALAC. All local clubs should send name of
their representative to me so that these representatives may be identified at the meetings.
The ALAC I,e.A1 Club Liaison officer will coordinate this council.
Another goal I have and hope will be a reality in the next year is to have a pamphlet or a
series of pamphlets on the grooming, breeding, puppy care, general care, etc. of the Lhasa
Apso that can be given to those inquiring of ALAC about such matters. These should also be
appropriate to give to new puppy owners by ALAC members.
Cne of the newest committees that was appointed is the ALAC Video Committee. The purpose
of this oommittee is to develop several videos on care, grooming, Show training, etc. I
hope that these will be available for sale to the membership and other fanciers.

Another goal that I have is that we catch up to date on the ALAC Yearbooks. This has
always been a problem and I am hoping that we will catch up to date in the next year. The
ultimate goal being that after we are up to date on the yearbooks we can publish the
historical yearbook which will contain as many as possible of the champions from the 1930s
to 1975.

In this issue is a copy of a letter from Robert
Squires, Director of Obedience of the American
Kennel Club to Mr. Sledzik, ALAC's AKC Delegate
regarding ongoing efforts ALAC has made on behalf
of the Lhasa Apso in obedience. This letter reflects
the current status of allowing dogs' hair to be tied
back and lowering jump heights. Please note that
changes are not in effect yet.

Futurity "Amateur Substitute" Status
Should the following sentence be kept as part of the
Futurity Rules. "All dogs MUST be handled by the
Breeder, Owner, a member of his household or an
Amateur Substitute."

Grand Victor/Grand Victrix Titles
These titles were approved by the ALAC Board of
Directors in 1979 to be effective in 1981. They were
apparently forgotten until the Board was reminded in
1986. The titles are awarded to the male (Grand
Victor) and female (Grand Victrix) that win Best of
Breed or Best of Opposite Sex at the ALAC National
Specialty.Should the titles Grand Victor/Grand Victrix be
continued.

Select AwardApproved by the ALAC Board of Directors on July 3,1986 to be effective with the 1987 ALAC NationalSpecialty.Purpose: To award recognition of exceptional qualityat the ALAC National Specialty immediately followingBest of Breed competition. The award will be up tothe discretion of the Best of Breed Judge andpresented to up to ten of each sex of the Best ofBreed Class (includes Winners Dog, Winners Bitch,Veteran Dog and Veteran Bitch). The judge shouldaward SELECT only to those animals deemed idealfor the breed; unplaced, up to but not exceeding 10animals of each sex. The SELECT Award will bemade after Best of Breed, Best of Winners and Bestof Opposite Sex have been chosen and each selectwinner is to receive a ribbon. A plaque in theirhonor will be presented at the following years'Annual Meeting and announced with the other awardsoffered by ALAC. The dogs and bitches awardedSelect titles at the 1987 National Specialty willreceive Select Award Plaques at the 1988 AwardsBanquet and can advertise their dogs as "Select1987."

The purpose of this letter is to thank you for yourinterest, advice and recommendations relative to theObedience Advisory Committee and to provide a written answerto two of the subjects that were of prime interest to youand the club that you represent.
The Committee recommended that the jump heights, for allbreeds that presently jump 1 and 1\2 their height, belowered to 1 and 1\4 their height. Those that presentlyjump one times their height will remain the same. Yourinput on the recommendation allowing dogs' hair to be tiedback out of their eyes was particularly appreciated.The committee recommended that handlers be allowed to tiethe hair back for any breed where this is a problem. Theexact wording has not been determined, but specific breedswill not be addressed. The wording will probably includethe use of a neutral colored rubber band and may include asmall barrette. Again, the wording is not firm, but therecommendation to allow the hair to be tied back has beenmade.
As we discussed at the Delegates meeting theserecommendations will probably be published May and be actedon by the Board of Directors in the early fall with atentative implementation date of January 1, 1989.

By now most of you are aware of the passing of Ricki Andrews, a very
devoted Lhasa fancier and a wonderful human being. We will all missher.
Looks like good news on the Obedience front. Ray Sledzik, our AKC
delegate has really done a job for us and our dogs. See the letteron page 9 for details.
By the time you read this, the Handbook will be in the mail. Sondra
Rogers has done an incredible job. She has put together over 70
pages of information to help all members to be completely informed
about the workings of ALAC. I think you will all be very impressedwith the result of her many, many hours of work. We had hoped tohave the Handbook out before this issue of the Bulletin, but we
could not get a copy of the currently paid members for a correct
roster. We have chosen to publish it without any further delay so
we may be including some members who are not actually paid up. We
will not leave off anyone.
Hope to see you all in Denver. With all of the meetings, shows, and
events that are planned it should be a very exciting and busy week.
