1. IBZ SCHLOSS GIMBORN | 45 YEARS OF EDUCATION - MEETINGS - FRIENDSHIP
The Informations- und Bildungszentrum Schloss Gimborn (IBZ) is an international advanced
education facility and meeting place, especially for police officers of all categories and
functional divisions, which is well known beyond Germany's borders.
The IBZ was founded in 1969 by the International Police Association with the aim of
promoting international understanding, cross-border cooperation and civic education and is
currently supported by an association with over 560 members from Europe and overseas.
This includes both individual members and divisions of the International Police Association
(IPA). The IPA is the largest international professional association of police officers. It has
approximately 400,000 members in 66 countries and since it was formed in 1950 it has been
pursuing the goals of promoting international understanding and maintaining personal
contacts regardless of gender, rank, nationality and religious or political beliefs.
The traditional Gimborn environment puts a particular stamp on all events of the IBZ. The
old buildings of the castle that are privately owned by Baron von Fürstenberg, the idyllic
ensemble of the church, school, farm, country house hotel and castle of Gimborn, a hamlet
with 25 inhabitants, and the scenic location in the heavily-forested Bergisches Land region
practice their irresistible charms on every visitor.
The seminars of IBZ primarily tackle topical social and political issues relating to the police,
but also deal with communications, health management and professional development. In
addition to the many German-language seminars, regular international seminars are also
held in a number of different languages.
The IBZ should not be regarded as a school for adults or a company that provides academic
seminars. Aside from providing very high-quality seminars, it is more about exchanging
professional and personal opinions and experiences. IBZ Schloss Gimborn is unique as a
further education institution with its range of transnational and above all international
seminars, further education and training for police officers as well as human encounters in a
unique environment. Many police forces have gladly taken advantage of the opportunity to
send police officers on a secondment to take part in seminars held by IBZ over the last few
years.

Supporting_Association
The IBZ is currently supported by an association with over 560 members from Europe and
overseas. These members are both natural and legal persons and for the most part sections
of the International Police Association.
The following IPA sections supported the IBZ in 2014 as a member:

Ireland, Iceland, Italy, Canada, Latvia, Luxembourg, Monaco, New Zealand, Netherlands,
Norway, Austria, Poland, Romania, San Marino, Sweden, Slovakia, Spain, Czech Republic,
United States of America and Cyprus
48 IPA Regions from Denmark, Germany, Finland, France, Italy, Norway,
Austria, Sweden, Switzerland, Spain and the USA.
172 Local IPA Branches from Denmark, Germany, Finland, France, Italy,
Netherlands, Norway, Austria, Sweden, Switzerland, Czech Republic and Spain.
The association's headquarters has been in Marienheide-Gimborn, Oberbergischer Kreis
(Oberberg district) since it was founded. The association exclusively and directly pursues
charitable purposes in accordance with the "Tax-deductible purposes" section of German tax
law, in order to promote an international mindset, tolerance and an international
understanding, especially through
− civic information conferences,
− international information conferences,
− international youth exchanges, youth seminars
− an exchange of professional experience
− learning communities for investigating current social and police-related issues
− and cultural events and study trips both domestically and abroad
The IBZ Schloss Gimborn e.V. is recognised as a non-profit organisation, most recently by the
notice of exemption of the tax office of Gummersbach dated January 29, 2015.

Funding bodies
As an education institution of the International Police Association, the IBZ receives annual financial
support from the International Executive Board (IEB), the IPA Deutsche Sektion e.V. (IPA
Germany Section) and the IPA Landesgruppe NRW e.V. (IPA NRW national committee).
The Informations- und Bildungszentrum Schloss Gimborn is a further education institution that is
recognised under the NRW further education law and therefore has a legal entitlement to funds from
the state of North-Rhine Westphalia.
IBZ Schloss Gimborn also receives financial contributions for implementing projects in the field of
political adult education from the "NRW State Agency for Civic Education" and the "Federal Agency
for Civic Education“.

Quality management
The IBZ Schloss Gimborn has been a certified further education institution since February 9,
2010. It applies quality assurance management in accordance with the DIN EN 9001:2008
standard.
The academy most recently underwent a successful re-certification audit on February 18,
2013 and a surveillance audit on February 7, 2014 and January 13, 2015.

− The number of seminar participants continued to decrease in 2014.
− Especially remarkable was the significant decline in the number of German
participants.
− 10 of the 39 seminars originally planned were cancelled due to insufficient
participant numbers.
− Considering the significant negative developments between 2011 and 2014, the
new Director conducted a situation analysis together with the employees
immediately after taking up his duties and implemented a number of measures at
short notice to improve attendance figures.
− The trend towards declining attendance figures that has sustained since 2011
may come to an end in 2015. As things stand (June 20, 2015), attendance figures
will increase by more than 30% compared to the previous year.
− As part of a two-day workshop, the management and the Executive Board
discussed various ideas for improving participation and decided to promptly
implement a number of different measures.
