1. About the state
Rajasthan, the largest (area-wise) state in India, is located in the
north-western part of the subcontinent. It is surrounded on the
north and north-east by Punjab, Haryana and Uttar Pradesh, on
the east and south-east by Uttar Pradesh and Madhya Pradesh
and on the south-west by Gujarat.
Rajasthan offers tremendous opportunities in the areas of
organic and contract farming as well as in infrastructure
developments related to agriculture. Rajasthan is a leading
producer of limestone, silver, gold, copper, marble, sandstone,
rock phosphate, and lignite. The state is the largest producer of
cement in India. It has 21 major cement plants, having a total
capacity of 55 million Te per annum (MTPA). During year
2017, the number of tourists visited in Rajasthan was 475.27
lakh (459.17 lakh domestic and 16.10 lakh foreign). Historic
palaces, especially those in Jaipur and Udaipur, offer
opportunities to expand the luxury tourism segment, with
increasing number of tourists visiting wild life sanctuaries and
desert locations.
The policy environment has been favorable for the
establishment of industrial units. Rajasthan stands sixth among
Indian states in rankings based on ease of doing business and
reforms implementation, according to a study by the World
Bank and KPMG.

Important Mineral
Rajasthan is the richest state in terms of availability and variety of minerals in the Country. It
has deposits of 81 different types of minerals. Out of these, 57 Minerals are being currently
mined. Rajasthan is the sole producer of lead and zinc ores and concentrate, Selenite and
Wollastonite. Almost entire production of Silver, Calcite and Gypsum in the country comes
from Rajasthan. Rajasthan is also the leading producer of Ball Clay, Phosphorite, Ochre,
Steatite, Felspar and Fire Clay in the Country. It also has prominent position in the Country in
the production of dimensional and decorative stones, such as Marble, Sandstone, and Granite
etc. The State is leading producer of Cement Grade & Steel Grade Limestone in India.
There are 193 mining leases for major minerals and 15,257 mining leases for minor minerals
and 17,912 quarry licenses exist in the state. During the current year 2017-18, a target of
`5,200 crore was assigned against which `3,098.31 crore has been achieved upto December,
2017.

ACTIVITIES PERFORMED
The Micro, Small and Medium Enterprises (MSME)-Development Institute, Jaipur, is the
field Office of Ministry of MSME, under O/o DC (MSME), in the state of Rajasthan for
promotion and development of Micro, Small & Medium Enterprises by extending various
policy promotion measures, programmes and schemes formulated by the Ministry.
MSME-DI, Jaipur is providing techno-managerial assistance to existing as well as new
prospective enterprises in the State of Rajasthan. The Institute creates an environment
conducive for industrial growth by motivating the prospective entrepreneurs and assisting the
existing entrepreneurs through its multidimensional set-up of trade specific Divisions viz.
Mechanical/ Mettalurgy/Chemical/Electrical Div., etc., Industrial Management Training Div.
and Economic Investigation Div. equipped with technical officers providing techno-economic
& managerial solutions. At MSME- DI Jaipur, there is a Workshop and Testing Station. Some
of the important services rendered by the workshop in the field of skill development are: CAD
Training, i.e. AutoCAD, CATIA, PTC Creo, CAM Trainings, Intallastion and Maintenance of
Solar Plant & Equipments, Basics of Embedded system and Robotics, etc. MSME testing
station provides testing facilities for Cement/TMT Steel Bar/C.C. Cube/ Paper/Building
material/Bricks, etc.and many more related jobs to construction work.

2.1 Training Programmes
2.1.1 Industrial Motivation Campaigns (IMCs)
Industrial Motivation Campaigns are organized to identify and motivate traditional/non-
traditional Entrepreneurs having potential for setting up MSEs so as and to lead them towards
self-employment. The Institute conducted 26 such Motivation Campaigns at different
industrially backward and rural places in the State, in which 1702 persons participated.

2.1.2 Entrepreneurship Development Programmes (EDP):
Entrepreneurship Development Programmes are being organized to nurture the talent of youth
by enlightening them on various aspects of industrial activity required for setting up MSEs.
These EDPs are generally conducted in ITIs, Polytechnics and other technical institutions,
where skill is available to motivate them towards self-employment. The course contents of
such Entrepreneurship Development Programmes are designed to provide useful information
on product/process design, manufacturing practices involved, testing and quality control,
selection and usage of appropriate machinery and equipments, project profile preparation,
marketing avenues/techniques, product/service pricing, export opportunities, infrastructure
facilities available, and financial institutions, cash flow, etc. The Institute, during the year
2017-18, conducted 13 Entrepreneurship Development Programmes, in which total 298
persons, were provided training.

2.1.3 Entrepreneurial Skill Development Programme (ESDP):-
Comprehensive training programmes are organized to upgrade skills of prospective
entrepreneurs, existing workforce and also develop skills of new workers and technicians of
MSEs by organising various technical cum skill development training programmes with the
basic objectives to provide training for their skill upgradation and to equip them with better
and improved technological skills of production. The specific tailor made programmes for the
skill development of socially disadvantaged groups (OBC, ST, ST, Minorities and women) are
organized in various regions of the states, including the less developed areas. The Institute,
during the year 2017-18, conducted 32 Entrepreneurship Development Programmes, in which
total 729 persons, were provided training.

2.1.4 Management Development Programme (MDP):-
Management Training course on various areas of industrial management are devised for
owner-cum-manager and supervisory level personnel of small scale industries. These training
programmes are designed keeping in view the demands of the area and the local requirements
of the industries. The various topics covered under these training programmes pertain to
various Management functions like Industrial Management, Human Resource Management,
Marketing Management, Export Management & Documentation, Materials Management,
Financial Management, Information Technology & Exports, ISO 9000, WTO, IPR etc. The
Institute, during the year 2017-18, conducted 6 Management Development Programmes, in
which total 139 persons, were provided training.

2.2 Vendor Development Programmes
Vendor Development Programmes covers following activities:

2.2.1 State Level Vendor Development Programmes (SVDP)
The Institute conducted the 12 SVDPs during 2017-18. About 985 Industrialists/Delegates
participated and were benefitted from these programmes.The detail is annexed at Annexure I.

2.2.2 National Level Vendor Development Programmes (NVDP)
MSME-DI, Jaipur organized a National Vendor Development Programme on Processed Food
& Allied Industry (4th
Food Tech 2017), in association with Rajasthan Electronics &
Instrument Ltd, (REIL),National Small Industry Corporation (NSIC), Rajasthan Khadya
Padarth Vyapar Sangha & Department of industries (Govt. of Rajasthan) from 1st to 3
rd
December, 2017 at Jaipur. During the programme, Buyer Seller Meet was organized with
CPSUs/Govt Dept. Also technical sessions were organised on Innovation in Food Technology,
Employment & Investment Opportunites in Food & Allied industries and a Start-up fest
Contest. 102 exhibitors participated in the programme. Approximately 10000 visitors visited
the 3 day mega event and 7765 trade enquiries were generated during the event.
MSME-DI, Jaipur also organized a National Vendor Development Programme on Textile &
Garment Sectors (Jaipur Paridhan 2018), in association with National Small Industry
Corporation (NSIC), Department of industries (Govt. of Rajasthan), Confedaration of Women
Entrepreneurs (COWE), Garment Exporters Assosciationa of Rajasthan (GEAR), Jaipur Kurti
Association, and Jaipur Embroidery & Textile Association from 27th
to 29th
January 2018 at
Jaipur. During the programme 1 Buyer-seller meet & 2 seminars were conducted and 107
exhibitors participated in the programme. Also technical sessions were organised on Product
design, trends & latest technological innovations in Textile and garment Sector and Investment
and self-employment opportunities cum Start-up Fest Contest. Approximately 12000 visitors
visited the 3 day mega event and 2804 trade enquiries were generated during the event.

2.3.1 Lean Manufacturing
During 2017-18, two Awareness Programmes were organised on Lean Manufacturing

2.3.2 Intellectual Property Rights (IPRs)
The Institute organized one day Awareness/ Sensitization Workshop on Intellectual Property
Rights in support with Confederation of Women Entrepreneurs of India (COWE), Rajasthan
Chapter, Jaipur, on 19-07-2017, at Jaipur. 81 participants attended the Workshop and took
part in discussion.
2.3.3 Marketing Assistance & Technology Up-gradation (MA&TU)
2.3.3.1 Bar Code Re-imbursement
Under this scheme the Institute during the year 2017-18 disbursed an amount of Rs 9,98,340/-
as reimbursement of Bar Code registration. List of MSE beneficiaries of Bar-code
reimbursement during the year 2017-18 is enclosed at Annexure II.
2.3.3.2 MATU- Re-imbursement of Participation in Exhibitions (Domestic Fair)
The Institute motivated the MSME units of the state to avail financial assistance for
participation in various Exhibitions. Under this scheme, the Institute processed the cases of 31
MSEs amounting to Rs. 6,89,530/-. Details are appended at Annexure III.
2.3.3.3 MATU- Re-imbursement of Participation in Exhibitions (International Fair)
Manufacturing Units in the small & micro scale sector get an opportunity for exhibiting their
products in the International Trade Fairs and abroad. In such exhibitions, MSEs
(Manufacturing) not only get an opportunity for exposure of their products but also know
latest development and the trends in the design / manufacture of the items and the requirement
of foreign buyers. During the year 2017-18 out of 8 applications of MSEs forwarded to O/o
DC MSME for participation in 37th
India International Trade Fair, (IITF), 2017, 4 units were
approved to participate. Out of 45 applications forwarded to O/o DC MSME for International
Trade Fair/Exhibitions 41 units participated and 29 units got subsidy payments under MATU
(International Trade Fair component) amounting to Rs. 42,40,590/- The list of units
recommended for participation in International Trade Fair are appended at Annexure IV.
2.3.3.4 National Seminars
i) National Seminar Product Innovation Trends, New Marketing tech. & Export Potential in
Garment & Textile Sector at Jaipur on 30.10.2017, in which 132 participants participated.
ii) National Seminar Product Innovation Trends, for Handicraft Sector at Jodhpur on
10.11.2017, in which 110 participants participated.

2.3.4 Support for Entrepreneurial & Managerial Development of SMEs through Incubators
The scheme endeavours to provide early stage funding for nurturing innovative business ideas
(new indigenous technology, processes, products, procedures, etc.) which could be
commercialised in a year. Under this scheme financial assistance is provided for setting up of
business incubators.

2.3.5 Design Clinic Scheme
The Design Clinic Scheme has been framed to enhance the understanding and application of
design and innovation in MSMEs. It aims to promote design as a value adding activity and
integrate it into mainstream by bringing Indian MSMEs and the design experts on common
platform. This enables the MSMEs to access expert advice and cost effective solutions for
their real time design problems, with some financial support from the Government thereby
resulting in new product development or value addition of existing products.

2.3.6 ZED Certification Program
Addressing the nation on India's 68th Independence Day, Hon'ble Prime Minister Shri
Narendra Modi urged the industry, especially the Micro, Small and Medium Enterprises
(MSMEs) of India, to manufacture goods in the country with "zero defects" and to ensure that
the goods have "zero effect" on the environment. Henceforth announced a budget of Rs. 491
Crores (including Government of India contribution of Rs. 365 Crores) to implement the ZED
Certification Scheme for 22,222 MSMEs unit

2.4 Economic Investigation
The Economic Investigation Division is entrusted with work like preparation of District
Industrial Potential Surveys, State Industrial profile, Industrial Climate report, Advice /
Guidance on MSME Policy Issues, Guidance on facilities available with Banks, Financial
Institutions, Convening & attending various meetings viz -SLAB, SLBC, RBI empowered
committee, Dissemination of Information of Ministry of MSME among Industry associations
and other stake holder, reply of Parliament questions, etc.
2.5 International Co-operation Scheme
Under this scheme MSME business delegations are deputed to other countries for exploring
new areas of technology infusion/upgradation, facilitating joint ventures, improving market
for MSME products, foreign collaborations, modernisation and promotion of exports of

Status of Applicants for National MSME Award -2016
This Institute has received Fifty Six (56) applications for National MSME Award-2016. Out
of 56 applications, 12 applicants are qualified and same are recommended by the state level
selection committee for National MSME Award -2016.
2.7 Public Procurement Policy
Office of the DC (MSME) framed and promulgated Public Procurement Policy 2012 which
came into effect on 1st April 2012 and became mandatory from 1
st April 2015.
As per this policy the Central Government, Ministries, Departments and Public Sector
Undertakings shall procure minimum of 20% of their annual value of goods or service from
Micro and Small Enterprises of which 4% has been earmarked for procurement from MSEs
owned by SC/ST enterprises. During the year 2017-18, MSME-DI Jaipur organized two
National Level Vendor Development Programmes with focus on Textile and Processed Food
at Jaipur and 12 no. of State level Vendor Development Programmes were organized in
different parts of Rajasthan Sate.

2.8 Common Facility Services
The common facility services are the significant elements of Promotional Activities of the
Institute. It covers services like Workshop Facilities and Skill Development Training
Programmes (Specialized).
2.8.1 Workshop Facilities
Some of the important services rendered by the workshop in the field of skill development are:
CAD Training, i.e. AutoCAD, CATIA, PTC Creo, and CAM Trainings using CNC Machines
like CNC Turning Centre (HMT Pushkar 200), HMT Vertical Machining Centre (VMC-400),
Electronica WireCut Machine and EZNC Spark Erosion Machine, Installation and
Maintenance of Solar Plant and Equipments, Financial Accounting on Tally ERP 9.0, GST,
and on Robotic Applications. Apart from that two batches of enterpreneurship and skill
development training on Solar LED/CFL, Lantern and Home Light System are also being
organised during the FY17-18 in which 36 persons were trained.
Common facility services are provided on CNC Machines as well as on Vertical Surface
Grinder, Tool Cutter Grinder and other machines. During the 2017-18 the total revenue earned
from the Workshop was 14,00,197/- against the target of Rs. 5.5 lakhs. In the Institute through
its Engineering Workshop 140 jobs were undertaken, 98 units were benefited.

2.9 Cluster Development Programme
The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India (GoI)
has adopted the cluster development approach as a key strategy for enhancing the productivity
and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) and
their collectives in the country. Clustering of units also enables providers of various services
to them, including banks and credit agencies, to provide their services more economically,
thus reducing costs and improving the availability of services for these enterprises.

(MSME) on 22-01-2016. However as per the decision taken
in the 40th steering committee meeting, soft intervention will

The project has been undertaken for soft intervention by the
State Government.
MSME –DI jaipur has helped the implementing agency for
identification of resources persons specially for product

The Micro, Small and Medium Enterprise Development (MSMED) Act, 2006 contains
provisions of Delayed Payment to Micro and Small Enterprise (MSEs). (Section 15- 24). State

2.12.1 Official Visit of Union/State Ministers‟ during 2017-18

28.01.2018.
Hon‟ble Chairman, Sh, Meghraj Lohiya, RAJSICO, held a meeting with Director MSME-DI, Jaipur on 13.02.2017 to discuss about MATU scheme in r/o Pachimi Rajasthan Udyog Hast Shilp Mela.
2.12.2 Other Visits:
Officers of MSME-DI, Jaipur had a meeting with JDC, O/o DC(MSME) with
ACS(MSME), GOR on 06.03.2018 to discuss and find out the possibilities for
developmental activities with the help of the O/o DC(MSME).
Meeting of Sh Sudhir Garg , ADC, DC-MSME, with Sh Rajeev Swarup IAS Chairman &
Managing Director RIICO to discuss the scope of developing 10 Mini Tool Rooms in
Rajasthan.
Sh. Piyush Srivastava, ADC(MSME) visited Jaipur on 29/09/2018 and had a meeting
with Sudarshan Pura and 22 Godam Industrial Association on 30/09/2017 for review of
CLCSS and Lean Schemes of MSME.
Sh. Piyush Srivastava, ADC(MSME), visited Alwar on 01/10/2017 and had a meeting
with some of Industrialists of Alwar for review of CLCSS and Lean Scheme of MSME.
ADC, also visited some of Lean beneficiaries units at Alwar and interacted with them
about the benefits accrued in Lean Schemes.
2.12.3 Participation in MSME Conclave at Jaipur
This Institute actively participated in MSME Conclave organized by Udyog Vibhag, GoR, at
Jaipur on 17.09.2017. This programme was inaugurated by Hon‟ble Industry Minister, GoR.
2.12.4 Live Talk Show on Doordarshan TV
One officer of this Institute participated as panel expert at a Live Talk Show on Doordarshan
TV on Self-employment opportunities for youth on 8th

2.12.5 New initiative in the year 2017-18
A. Start-up Fest Contest
MSME-DI Jaipur organized two Start-up Fest Contests, one on 2nd Dec, 2017, during the 4th
edition of National Exhibition - cum - Vendor Development Programme on Processed
Food & Allied Industry-2017 in which 15 participants participated and other on 29th
January,
2018, during a Natinal Garment Expo-Paridhaan, 2018, in which 10 participants participated
held at MSME Development Institute Campus, Bais Godam Industrial area, Jaipur.
The aim of the contests‟ has been to provide a common platform to Incubators &
Accelerators, Angel Investors, VCs, Private Equity Firms, Innovators, Students, Academicia,
Budding Entrepreneurs, etc., for Interacting/Exchanging/Sharing Business
ideas/Knowledge/Corporate Practices and Showcasing the Innovative Business Models etc. In
this Contest a Technical Session on Investment and Employment Opportunities and on
Venture Capital Fund was scheduled. Officers/top Management from SIDBI, Rajasthan
Venture Capital Fund(RVCF), Grand Thronton and Trade Innovations presented their views
as well as solved the queries raised by the Start-ups. To judge the Start-up Fest Contest, a
panel comprising of eminent persons from Academia, Incubation and Industry has been
formed. In the Contests‟ the Start-ups selected by the jury were given an opportunity to
present their ideas in front of Angel Investors, VCs, Private Equity Firms, of which top 3
ideas/start-ups were duly awarded.
B. Training course on “Financial Accounting on Tally and GST
As Government of India has introduced new system of taxation i.e. GST, Central workshop
introduced training in the field of “Financial Accounting on Tally and GST Practioner” in
FY17-18. In this program practical training is given through latest Tally ERP.9 & GST
software to prospective GST practioner as well as industry people.An amount of Rs.63,720/-
was incurred for establishing of Tally Lab. During the Financial Year 2017-18, five training
Programme on Tally & GST were conducted, in which 61 persons were trained and revenue of
Rs.2,65,000/- has been earned.

C. Setting up of Robotics Lab:
Today robots are widely used for the industrial purposes i.e. Material Handling, Assembly and
inspection, Hazardous fettling applications, etc. 2D and 3D vision systems can effectively be
coupled with robots to provide an intelligent system capable of mimicking human-like
capabilities. Based on the requirements of Graduate & under graduate engineers and to bridge
the gap between academic and industry by exposing aspiring engineers to the latest
technological advancements in the fields of Robotics & Aerodynamics, a new Robotics Lab

has been established in FY17-18. An amount of Rs.97,800/- was incurred initially for
establishing Robotics Lab. The Robotics Lab is having 9 Robotics Kits with CNC Plotter,
Robotics Arm, RC Plane & Drone training module. During FY17-18 one training Programme
was conducted in Robotics Lab, in which 7 persons were trained and revenue of Rs.42,000/-
has been earned.
D. Initiatives to promote Swachh Bharat Abhiyaan
Swachh Bharat Abhiyaan was started by Hon‟ble Prime Minister; Shri Narendra Modi in
2014 on the birth anniversary of Mahatma Gandhi with an objective of changing the world‟s
perception about India. With an objective to translate this great vision of Hon'ble Prime
Minister to reality this Institute not only organized cleanliness drives in its office but also in
the industrial clusters, industrial estates. Awareness was being created amongst MSMEs about
the importance of setting up of effluent treatment plants and adopting waste management
techniques. This is one such initiative to create a healthy competition amongst industrial
clusters and estates and offices for Swachhata. Various programmes organized to promote
Swachh Bharat Abhiyaan are given in the table below:

iv. Interaction with Industries Associations of the State
Different Industries Associations are interacted by the officers/Director of Institute from time
to time either for getting varied information concerning their industry to have first- hand
knowledge or to participate/organize various programmes with their cooperation. In 2017-18,
MSME-DI Jaipur interacted with 170 Industry Associations.
v. Meetings with various Central/State Government/MSEFSc/SLAB
Under this activity, officers of the Institute participated in various meetings of the Committees
constituted by different Central & State Government Organisations to help them in
implementing Government policies for the development of MSME sector. During the year
2017-18:
108 meetings were held with the State Government Organizations.
10 meetings were held with the Cental Government Organizations.
vi. Single Points Registration/NSIC Scheme
To increase the share of purchases from the small-scale sector, Government Stores Purchase
Programme (GSPP) was launched in 1955-56. NSIC registers Micro & small Enterprises
(MSEs) under Single Point Registration scheme (SPRS) for participation in Government
Purchases. The units registered under Single Point Registration Scheme of NSIC are eligible
to get the benefits under Public Procurement Policy for Micro & Small Enterprises
(MSEs). Under this scheme units are evaluated for their capacities in terms of quantity and
quality. MSME-DI Jaipur recommended 50 units for registration in SPRS out of 70 cases
forwarded by NSIC, thus earning revenue of Rs. 1,56,290/-.
