StateEmergencyManagementDirectorintroducedthenewDEMHSDeputyCommissionerReginaY.RushKittlewhobeganthemeetingwithanintroductionandbriefoverviewofherexperience.Directordiscussedtheimpendingwinterstormexpectedfortheweekend.

AmotionmadetoapproveSeptember20,2018MeetingMinutes.MotionmadebyDonDavis,secondedbyHarleyGraime,MotionCarried.

Co‐ChairDeputyChiefMarkAmatrudoannouncedhisplannedretirementfromWiltonFireDepartment.Hewillmaintainhisroleonthiscommitteeforthetimebeing.

III. DESPP/DEMHSGrantsReport:

RitaStewartprovidedanupdateofgrantsapprovedbytheStrategicPlanningandCommunityPreparednessUnitatDESPP.SheremindedthecommitteethatworkandservicespurchasedthroughCCP(HSGP)fundingmustbepre‐approvedbytheSPCPunit;teamscannotsubmitforworknotpre‐approved.

FinancialReportSeeattachedfinancialreportcompiledbyRitaStewart.ThetotalbudgetforFFY2016is$75,000andFY2017is$85,500.Ifalloftheapprovedprojectscomeinforreimbursementattheinitialamounttheywereapprovedfor,all2016fundswillbeexpendedwitharemainingFY2017balanceof$57,358.46.

Anadditionalallocationof$5,909.00wasapprovedatthemostrecentmeetingoftheHomelandSecurityWorkingGroupforFY2016,theseadditionalfundswillbeincludedinthenextfinancialreport.

AnewdeliverablebasedcompletionreportwillbeupdatedanddisseminatedtothecommitteeatthenextmeetingoftheSCCC.

TheannualCCPtrainingdayhasbeenpushedto2019,oncewepickadatewecanmoveforward.Thenextstepsaretosetupadate;determineandlineuptrainingclasses,andfindalargeenoughvenue.TheFireAcademyandtheStatePoliceTrainingAcademyarebothpossiblelocationsforthistypeoftraining.

SCCCBestPractices

ThepossibilityofcompilinganewslettertemplateforCERTteamsaroundthestatewasdiscussed.Thetemplatecanbedesignedtoincludespaceforlocalteaminformationandstatewideinformation.MRCcurrentlyhasanewsletter.

Anannualtrainingsubcommitteehasbeencreatedinthepast,wewillbediscussingtheformationofothersubcommitteesinthefuture

Backpacks‐InventoryStatus

FollowupwithDEMHStrainingandoperationstodetermineifbackpackshavebeenpurchasedandthecurrentnumbersofbackpacksinstorage.

2018AnnualActivityReport‐FormandProcess

Annualactivityreportshavebeensentout.Itwasmentionedthatsometeamsdidnotreceivethisform.EricScovillewillresendthisformtoSCCCmembersfordisseminationtotheirteams.

Thisisanongoingprocesswhichispartoftheannualactivityreportingprocess.Furtherinformationandupdateswillbeforthcoming.

MeetingSchedulefor2019

ThecommitteediscussedmovingtheSCCCmeetingtoaquarterlyscheduletobettermirrorotherDEMHSAdvisoryCommitteeworkinggroup/sub‐committeeschedules.Itwasmentionedthatwiththischange,specialmeetingcanbeheldforitemsneedingimmediateattention.AmotionwasmadeinsupportofchangingtoaquarterlymeetingschedulefortheSCCCwithmeetingsinMarch,June,andSeptemberin2019madebyDonJanelleandSecondedbyHarleyGraime,motioncarries.1abstentionbyJoelSeveranceisdulynoted.

AnupdatetotheSCCCbylawswilloccurafterconsultationwithDEMHSleadershipregardingthismotion.AnyupdateswillbemadeavailableattheMarchmeetingoftheSCCC.
