Overview of the ASEAN ICT Cooperation

A significant advancement from an ASEAN regional integration into development of an ASEAN Community. ICT: an enabler and important sector to speed up the

ASEAN integration process ICT: the first economic sector in ASEAN to have its own

integration agreement “the e-ASEAN Framework Agreement” in 2000.

To realize (by 2015) a goal of creating an e-society in a “connected, vibrant and secure ASEAN Community” with free movement of goods, services, investment, skilled labour, and freer flow of capital.

Information & Communication Infrastructure

Facilitate high-speed connection among all national information infrastructure by 2010 and implement ICT measures as identified in the VAP (2004)

Deepen regional policy and regulatory framework to deal with the opportunities and challenges in the area of Next Generation Networks, including the interoperability of products/services, information systems and networks in the convergence environment.

Access to information and knowledge 

Encourage the participation of all stakeholders (people, communities, enterprises and public administrations) in utilisation and development of ICT applications and services on the regional information infrastructure

Capacity building

Regional activities to promote e-learning and a knowledge-based e-ASEAN

Implement capacity building programmes to increase ICT literacy in ASEAN, including women, children, the elderly and people with disabilities

Promote positive use of ICT in particular the Internet Encourage the introduction of ICT at all levels of

education Initiate the early use of ICT at the primary school Enhance the use of ICT to promote e-learning; and Develop a workforce and manpower with high levels

of ICT proficiency and expertise.

Building confidence & security in the use of ICTs

Establishment of Computer Emergency Response Teams (CERTs) in ASEAN Member States

Intensify capacity building and training programs for national CERTs and strengthen its capacity, cooperation and the coverage of the region’s cyber-security network, including expanding the ASEAN CERT Incident Drills (ACID) participation of Dialogue Partners

ASEAN Cooperation Framework on Network Security and its Plan of Action (and with Dialogue Partners)

To conduct annual ACID exercise (ACIDx)

ICT Applications

Support sectoral ICT applications (initially in key sectors such as customs, logistics, transport, content industry) to improve their effectiveness and productivity

Numerous programs for e-government An agreement to establish an ASEAN single window for

processing goods through customs ICT for Disaster Reduction and Management Reference framework for harmonized e-commerce legal

infrastructure and the enactment of domestic legislation to provide legal recognition of electronic transactions

Develop appropriate actions and preventive measures against the use of the internet and pornography which exploit women, children, and other vulnerable groups

Challenges for a Success 

Undertake and facilitate implementation of key/meaningful ICT actions to have significant/visible benefit for the people and businesses in ASEAN region

Identify cross cutting issues, and provide technical advice, to support ICT applications in other sectors

Encourage cooperation with Dialogue Partners, International Organizations, private sector and other stakeholders for shared visions and goals

Possible areas of cooperation Information infrastructure:

High speed connection of all national information infrastructures (ASEAN Broadbanded)

Universal service obligations/provisions ASEAN CERTs (agreement, plan of action and drills) ICT Skills Standards and Certification Broader participation of young generations of leadership,

entrepreneurship and innovation (CyberKids Camp, e-Youth Forum)

Digital content and Content Industry: Support local content development to increase ICT usage at all levels

of society Recommend incentives and policy guidance, in collaboration with the

private sector, for the development of local and ASEAN content and other applications to maximize use of existing and planned infrastructures for ICT, as well as to generate opportunities for business, livelihood and employment

Online transactions (e-commerce) and e-services: Create an enabling e-commerce environment (e-commerce law, digital

signature, cross-border recognition of digital signature, best practices on electronic contracting, etc.)
