a passage in more remote areas, mariners shouldnote:

i) any caution embedded in an ENC, advisingof the need to refer to larger scale charts forsome areas, and

ii) any areas within an ENC showing no datawithin that scale band (usage code).

Where any signi cant area needs to be traversedusing ECDIS in RCDS mode, mariners shouldcritically consider the ability of their ECDIS toprovide an adequate ‘look-ahead’ capability and,if necessary, acquire appropriate paper charts.

When referring to RNC or appropriate paper charts,they should be maintained up to date in all cases.

6. SOLAS chart carriage requirement

Until 1 July 2012 (and until 2018 for other ships,as per the implementation timetable set out inSOLAS), passenger ships, tankers and cargo shipsof 500 gross tonnage and upwards engaged oninternational voyages, have three options to meettheir SOLAS obligations for the carriage of nauticalcharts and publications:

i) adequate and up to date paper chartsnecessary for the intended voyage; or

ii) a type approved ECDIS operating with ENCsand a second IMO compliant ECDIS as anadequate and independent back-up; or

iii) a type approved ECDIS operating with ENCand with adequate and up to date paper chartsto serve as a back-up necessary to completethe intended voyage.

7. ECDIS training requirements

The Manila Amendments to the InternationalConvention on Standards of Training, Certi cationand Watchkeeping for Seafarers 1978 (STCW) andSTCW Code will enter into force from 1st January2012. This will make ECDIS training mandatoryfrom 1 July 2013 for all of cers serving on boardECDIS tted ships. All of cers in charge of anavigational watch, both at the management and

operational level, will be required to undertakeECDIS training, as described below:

7.1 Generic ECDIS training: All masters andof cers in charge of a navigational watch should,as a minimum, complete generic ECDIS trainingthat follows IMO Model Course 1.27 and conformsto the relevant STCW requirements.

7.2 Type speci c ECDIS training: In accordancewith IMO Circ. SN.1/Circ 276 (Transitioningfrom paper chart to Electronic Chart Displayand Information Systems (ECDIS) navigation)shipowners and operators should ensure that theirship masters and navigating of cers are provided

with a comprehensive familiarisation programmeand type-speci c training. ‘Trickle-down’ training(i.e. one of cer training another) is not acceptablewithout a structured and formalised process beingin place to facilitate such training. If the generictraining includes training on the type of ECDISequipment installed on board, then the trainingdocumentation must indicate this clearly.

7.3 On board familiarisation: In accordance with

the ISM Code, the company should establishprocedures to ensure that personnel are givenproper familiarisation with their duties andequipment. ECDIS familiarisation training inthe safe and effective use of shipboard ECDISequipment should be clearly documented.

8. Port State control inspections

With a phased carriage requirement for ECDIScommencing in 2012, AMSA’s PSC inspectors will

increasingly focus on the means by which shipsmeet their SOLAS chart carriage requirements andthe effectiveness with which the navigational taskis being conducted.

The following is a list of ECDIS issues which AMSA’s PSC inspectors pay close attention to:

• appropriate declaration in Form E

• ECDIS type approval certi cate, con rming thatthe ship’s ECDIS complies with the relevantIMO performance standards and IEC teststandards

• maintenance of the ECDIS equipment to thelatest applicable IHO standards

• use of ENCs, including their latest editions andcorrections to the latest available notices tomariners

• adequate independent back-up arrangements(as detailed on Form E), ensuring safenavigation for the remainder of the voyage inthe event of an ECDIS failure

• documentary evidence of generic and typespecific ECDIS training undertaken by themaster and navigating of cers

• evidence of familiarisation training for the use

of ECDIS equipment carried onboard• documented procedures for navigating of cers

using ECDIS

• listing of ECDIS as critical equipment in theship’s Safety Management System

• conformance and alignment with input fromsensors (e.g. heading, speed, rate of turn etc.)and its presentation on the ECDIS display

• evidence of periodic tests and checks of the

ECDIS equipment that need to be carried outas part of the Safety Management System

• demonstration of operational competencyby the ships navigating of cers (e.g. safetychecking of a voyage plan)

9. ECDIS ow charts

The attached ow charts outline ECDIS relatedimplementation and operational issues and therelated de ciencies that could be invoked by AMSAPSC inspectors. The assessment of any ECDISrelated deficiencies (along with any remedialaction determined) may vary, depending on thecircumstances of each case.
