Assessment of Annual Maintenance Need To assess need the following information
are updated annually
• Roughness Survey Data
• Road Surface Condition Data
• Traffic Survey Data
Computer software is used to assess maintenance need of each district network.
• Road attribute data like - surface type, connectivity with GC, RM & others socio-economic features, etc
Maintenance work program is then optimized as per budget provision
• Bridge/Culvert Condition Survey

Overlaying : A thicker layer of surfacing to improve structural integrity, about every 7 - 8 years, to restore smoothness and durability.
Periodic Maintenance
Resealing : Regular resealing with a thin film of surfacing, about every 3-5 years, to rejuvenate the road surface.

PBMC Challenges
1. Contractor does not address the repair work at once when necessary, due to lack of his own permanent working force, material stack yard & equipment.
2. To earn more profit, contractor does not take initiative to do the necessary repair work by himself until get instruction by the employer.
3. Contractor’s tendency is to get the monthly bill without or very less maintenance & management.
4. Road user’s monitoring feedbacks are not up to the expectation due to lack of conciseness.
5. Strong supervision necessary to keep the road serviceable due to lack of willingness of contractor.
BANGLADESH
BANGLADESH-LOCAL GOVERNMENT ENGINEERING DEPARTMENT (LGED)
LGED
Lesson Learnt
1. PBMC should be started after Monsoon (November)2. Contractors need extensive training on the Operation
of Pavement Repair Activities.3. To attract contractors, PBMC contract road length
should be more in order to engage their working force, Stock Yard & equipment round the year.
4. Its success fully depends on contractor’s attitude, willingness & technical know-how.
5. Further Piloting is required with 3-5 years period to assess the effectiveness of the PBMC.
BANGLADESH
BANGLADESH-LOCAL GOVERNMENT ENGINEERING DEPARTMENT (LGED)
LGED
Achievement
1. Based on Previous experience further piloting is being undertake by The World Bank Assisted Road Transport Improvement Project-II.
2. Target Length - 450km for 5 years.3. 167 km length is being processed for tendering.4. Work will commence by November 2013.

Rural Road Maintenance Challenges
1. Overloading and controlling of Vehicles on roads.2. Community Participations in controlling of vehicles
overloading.3. In-sufficient fund to minimize backlog resource gaps.4. Human resource development for efficient and
sustainable maintenance management system.5. Quality control and road safety issues.
Future Plan:
1. Include pavement deterioration model for multi year planning in RSDMS-VI.
2. Pavement design based on Road Deflection data.
