Barbara D. Miller is the Vice President and Associate General Counsel of Federal Home Loan Bank of Atlanta. FHLBank Atlanta is a U.S. government-sponsored enterprise that provides funding to financial institutions to support housing finance and community investment. Miller advises FHLBank Atlanta on a variety of complex transactional, regulatory, compliance, and policy matters, including capital markets and securities transactions, derivatives, secured lending, custodial

arrangements, employment law matters, and corporate governance. Miller is a member of FHLBank Atlanta’s Diversity and Inclusion Council and Development Advisory Council. She earned her J.D. from Columbia University School of Law and her B.A. from Harvard University.
