make noise. Let’s cultivate a
culture of safety,” Dr. MarlaLitam said during a brief
press conference over the
weekend at her ofce.
While noting the drop in
the number of injuries caused
by recrackers, Litam said
there is still a need to inform
the public about the dangers
of recrackers, as evidenced
by a recent case of a boy in
Oas, Albay. (see separate
story)

of Health, along with the De-

BIKOL REPORTER2 DECEMBER 13-19, 2015OPINION
Last December 9, Manila Archbishop
Luis Antonio Cardinal Tagle openedthe Holy Door of the Manila Cathedral
signaling the start of the Jubilee Year of
Mercy of the Catholic Church.
The Jubilee Year of Mercy is a special
period declared by Pope Francis which
began last December 8 and will end on
November 20 next year. During this
period, Catholics are encouraged to do
more acts of mercy.
Among the acts of mercy raised by
Cardinal Tagle is respect, as he urged
the end to the exploitation and rape of
women and children.
His call is particularly resonant in the
recent revelation made by Camarines SurProvincial Police OIC- Provincial Director
SSupt. Walfredo Pornillos.
During the launch of the PNP’s Oplan
Lambat Sibat campaign last month,
Pornillos expressed concern over the
disturbing number of incestuous rape
cases in Camarines Sur which reached
233 in October this year.Certainly, 233 is more than just a
number. They are human beings whose
dreams perhaps, are now shattered to
pieces.
Certainly, any right-thinking human
being should not only express anger
over this bestiality, but should also do
something concrete.
For us in the media for instance,
perhaps, we should extend and stretch
the 18-Day Campaign to End Violence
Against Women (which started last
November 25 and ended December 12),
to a year.
Every day, we should pound on the
consciousness of everyone, through our
news on air and on print, that there are
laws which protect women from all these
unnecessary violence.
Yes, we should pray for mercy and pray
that we will not eventually want of it.

The PSE reminds stock investorsto open their own account with PSE-accredited brokerage rms andto transact only with said chosen
brokerage rm. SEC is also askingthe public to be wary of investmentsolicitations offering share prices atdiscounted prices. These schemesmay include supposed employeestock option plans. While these may
be offered at discounted prices, thePSE must rst approve them andprovided distribution is conned to
company employees. Keepsafeyour money always!
ARBITRATION: One of themost popular legal innovations incontracting is the inclusion of anarbitration provision (before engagingin court litigation). Amid the growingnumber of companies seekingarbitration against governmentagencies, there is now a call for
the Philippine government and theprivate sector to further scrutinize thecontracts being signed between themto avoid conicts that may eventuallylead to legal issues – and nally courtlitigation.
While businessmen believearbitration cases against thegovernment could negate the ow
of foreign direct investments (FDI)in the country, they also believe that
(Atty. APA – chairs Acyatan &Co., CPAs-DFK International – is
past chair of ASEAN Federation of
CPAs, PICPA past president andHall-of-Famer, and ACPAPP Lifetime
Achievement Awardee).
MIND-SETTING: There shouldbe a law regulating the conduct ofand free release of political surveyresults. Firstly, there must be strictguidelines on how the surveysare to be conducted, including thetype and manner of preparing the
questionnaires. These must not betilted to generate answers in favorof the survey sponsors. Thus, thesurvey rms must be required todeclare the name or the group whichcommissioned the survey.
Just like the warning required by theFDA in the sale of food supplements(that there are no proven therapeutic
guarantees) release of survey resultsmust contain the same “caveat”. Thisway – the readers of surveys resultswill be alerted on the potential swayand “bias” of the release. The so-called margin of error can be logicallyminimized if the minimum number ofrespondents for every survey can berequired by regulation. The areas
where the surveys are undertakenmust also be revealed.
SCAMS: The Philippine StockExchange, Inc. (PSE) advises thepublic to exercise caution in dealingwith individuals who are not licensedto solicit funds for stock marketinvestments. Reports of unscrupulouspractices perpetuated by scamagents indicated that losses to stock
market investors are aplenty. These practices do not only cheatvictims of their money but alsounduly stain the reputation of thestock market especially amongretail investors.
Campaigning Via Surveysarbitration is a practical way for
companies to settle disputes. TheInt’l Chamber of Commerce (ICC)said companies are now seekingarbitration from an internationalcourt to settle disputes with
government. They include the rateadjustment case of Maynilad andManila Water Co. vs. MWSS andthe P53B tax case between Shell
Philippines and COA.CLIMATE CHANGE: The
world is now aware of theadversities involving environmentaldegradation – caused by humanabuses against nature. During therecent world confab in Paris – Pres.P-Noy presented the Philippineexperience. Businesses wereurged to help communities to adapt
to climate change. From Filipinococonut growers whose trees werewiped out by Typhoon Yolanda
to palm oil prices squeezed by ElNiño-linked droughts, consumerproducts are being affected by theweather!
In the Philippines, industrialgiant Unilever has provided
storm-hit communities with newtree seedlings. In Tanzania, themultinational company is restoringdegraded land and supplyinghigher-yielding tea plants togrowers, as well as setting up afactory to buy excess productionthat are thrown away. Currently, there are excess banana harvestsin Mindanao and in some areas
in Luzon-Visayas. Government
must nd ways to deal with surplusharvests to insure continuing futureproduction.
WISDOM: When truth becomesuncomfortable to hear andinconvenient to bear, brute poweris resorted to!
Why? Because there was Death
Penalty The big drug Lord at that
time was Lim Seng and he was
sentenced to death by ring squad.
Since then, drug Lords especially
those from abroad were afraid
to bring their drug trade to the
Philippines. We only need to pass a law
imposing the death penalty on
those who violate the Anti-Illegal
Drugs Law.
I t is true we have the 5th
Commandment of God “Thou shalt
not kill”. But God did not say we
cannot kill to defend ourselves.
The law I am thinking is a
protection or defense against the
consequences of the availabilityand use of illegal drugs in the
country like the crimes committed
by drug addicts.
God will judge us on a case to
case basis. I believe God’s justice
will understand and will consider
this idea of a death penalty no as
a form of disobedience to Him but
only as a kind of self-defense and
to discourage illegal drug trade in
the country.
This is just thinking aloud
with this idea. It is better than
summary executions that are
happening and have happened in
Davao City without due process of
law as reported in the media.Judgment should be made by
the court and not by anybody
else. “Duterte’s Dirty Harry Style”
is not the right way to eradicate
criminality as it is not the legal
process. As the saying goes: “The
end does not justify means.”
It’s Christmas time, a time to
greet and honor Jesus Christ, our
Redeemer whose birthday falls on
December 25. Let’s thank Him forour loves and for the blessings he
has given us. I thank God for the
second life He gave me and for my
family and friends, my relatives,
my in-laws, doctors, nurses. I was
hospitalized for one week and now
I am back.
The birth of Jesus has made the
Blessed Virgin Mary, the Mother of
God and St. Joseph as his foster
father. Let us emulate their love,
care and respect for each other. I
have experienced the blessings of
having a family especially as sick
Mama. Let’s thank God for our
family. “Merry Christmas to all.”
*****We do not need death squads like
those of Davao City that is linked to
Duterte in order to eradicate illegal
drugs in the country.
Dur ing the pres idency o f
Ferdinand E. Marcos, illegal drugs
was nil. It was not a great menace.
No need for Death Squads like those
of Davao City, Death Penalty Law better

Garo baga sinasabing inaako o akseptado kan mgaPilipino an arog kaining klase nin paghanap nin hustisya.
Minahanga man ngani an kadaklan ta garo man nangadepektibo an kamot na batbat sa Davao ta matuninong daa sakamauswag an syudad.
Alagad pano man maipapasunod nintultol an leyes kan sarong vigilante na dae nganing galang sabill of rights kan satonng konstitusyon asin dae man tataongmagsunod o nagtutubod sa due process?
Dakula an pinagkaiba kan vigilanteng bida sa pelikula asinan sarong aminadong vigilante sa totoong buhay. An paragadanna vigilante sa totoong buhay saro man na kriminal. Ola, Legazpi City – The Po-lice Regional Ofce here in-vited some members of thetri-media from CamarinesNorte, Albay, Catanduanes,Sorsogon, Masbate, Cama-rines Sur and Naga City forthe launching and brieng of“OPLAN LAMBAT SIBAT”recently.
PRO5’s increasing crimerate situation is already treated
by drilling down ‘what’s work-ing, what’s not and I wish ap-
proach on its anti crime cam- paign. From the traditionalstatus quo approach of “Ba-ra-Bara” (Ad Hoc), “Kanya-Kanya” (Silos), and “Ningas-Cogon” (Sporadic), the PNP’santi crime campaign shifted to“Pagbabago”.
The PNP, through the lead-ership of the SILG, started torespond to the crime situationin the country. This “Pagba-
bago” approach was put intoaction through the integratedPolice Anti Crime Campaignwhich launched a Deliberate,Programmatic and Sustained(DPS) approach with OPLANLAMBAT SIBAT. This saidcampaign had its rst pilot testin the National Capital Regionsince it has a highest populationand biggest economic activity, which transcends to a highercrime rate compared to otherregions. The PNP also testedthis campaign in Region 3 andRegion 4A wherein at the pre-sentation conducted by PSupt.Jonathan O. Panganiban, OIC-ROPD shows a great declineon the number of crime rateslisted. It also shows that fromDecember 30, 2014 to August
2, 2015, the crime volumeswere reduced from 18% to40%. PSupt. Panganiban alsosays that they will implementthis campaign on Region 4B,Region 5 and Region 13.
OPLAN LAMBAT is awide dragnet across the me-tropolis combined with “HIN-
DI PATSAMBA” Operationssuch as increased in CHECK-POINTS in those considered aschokepoint or crime hotspot,MOBILE PATROL within thedesignated land based convey-ance, BEAT/FOOT PATROLSwithin the designated beat onfoot, OPLAN BULABOG –conduct saturation drive at theBarangays especially in thosecrime prone places, OPLANBAKAL/SITA on persons at
bar joints and/or areas consid-ered crime prone or hotspots,INTENSIFIED SERVING OFARREST WARRANTS in tar-geting criminal suspects, gangsand syndicates listed in thePNP Watch List, OPLAN KA-TOK for physical verication
and accounting of registeredrearms through house visita-tion, OPLAN GALUGAD isto conduct a saturation driveat critical areas or place whereactivities like illegal drug
pushing, illegal gambling andother street crimes are rampant,AGGRESSIVE ANTI-CAR-
NAPPING OPERATIONS,FOCUSED INTELLIGENCEOPERATIONS and POLICECOMMUNITY RELATIONS.
The PNP uses the termLAMBAT to symbolize theanti-crime strategies imple-mented within a particular areaor community with the purposeof preventing and reducing
crime rates.OPLAN SIBAT is an action
Intel-driven target focused onarresting Most Wanted Persons(MWP’s). Oplan Lambat Sibatalso addresses murder, rape, homicide, robbery, theft andcarnapping incidents. With thementioned campaign, the PNP
can now address the surgingcrimes and generate more citi-zen’s information and coopera-tion.
The PNP uses the term SI-BAT to symbolize the targetingof a particular wanted criminalor specic person of interest.
At the forum, PSSupt. Mar-lon Tejada, Chief, CIDG5 hada presentation on cold caseswherein he explains that thesenumerous cases are those whowere not solved with in a pe-riod of six (6) months. Thisis due to some reasons thatsome of the cases are politi-cally motivated. He also sharesthat Masbate province has the
biggest number of cold cases. He also mentioned that he fo-
cus on the Campaign againstMost Wanted Person, Cam- paign against criminal per-sons, Campaign against illegalDrugs, Campaign against looserearms and private armedgroups. PSSupt. Jacinto Culver
N. Sison, OIC – RCDS/Chief,RIDMD made a presentationon the comparative crime dataand situation report and PSupt.Edwin DL. Portento, OIC
– RID also made a presenta-tion on the accomplishmentsof Most Wanted Persons withcomparative reports.
PCInsp. Nannie Precy Al-cala made the presentation forcriminality situation in Bicol

in Naga City for the crimevolumes from Jan-Oct 2014at 5,993 to Jan-Oct 2015 at6,313. (Source: PPO/CPO).But the most alarming is thecrime against in person where-in rape cases increased by 8%from Jan-Oct 2014 at 14% toJan-Oct 2015 at 22%. Cama-rines Sur has a total of 241 rapecases followed by Albay with173, Masbate 107, Cam. Norte98, Sorsogon 64 and Naga City57. (Source: PPO/CPO).
