As I begin my term as President, I would like to start by expressing my gratitude and appreciation to the Nominating Committee, the Houston BOMA Board of Directors and the membership for giving me the honor and opportunity to serve you in 2016. It is not a position I take lightly; leading an organization of this caliber is a big responsibility.
One of the first questions I was asked regarding my new role was, “What do you want to accomplish as president?” I have given this a lot of thought over the past months, and the conclusion I reached is it is not about what I want to accomplish. Because it’s not about me, it’s about you, the members. The members and their participation is what will allow this organization to survive and thrive. We have to continually seek what you want and need out of BOMA.
With that in mind, in the summer of 2015, Tammy retained a consultant to interview several anonymous focus groups, made up of Houston BOMA members with varying tenure and participation, to ask pointed ques-tions intended to solicit feedback on what is done well and what needs to improve. The feedback received during those sessions was reviewed by the 2016 Board of Directors
during our Board retreat and used to develop the 2016 Strategic Plan.
We have given ourselves aggres-sive goals for the year focused on technology improvements, recruit-ing, leadership development and increased inclusion for our Allied Professional members.
You will see positive changes to the Houston BOMA website, intended to make it mobile-friendly and more intuitive so you feel better connected to what is going on at Houston BOMA. Educational and in-formational videos will be developed where appropriate and posted on a Houston BOMA YouTube channel for your reference. The Houston BOMA Staff will build community through social media channels to encourage two-way member communication.
One of the largest challenges identified by our Principal and Affiliate (property management) members is the workforce turnover as experienced, tenured employees retire, creating position openings that need to be backfilled. Houston BOMA intends to be the leader in industry recruitment by establish-ing a Career Fair Program targeted towards local colleges. Additionally, the Houston BOMA Foundation has been launched to provide funding for research, education and scholarships
and collegiate outreach to spread the word about property management as a career choice. Regarding leader-ship development, we will continue providing educational offerings for career advancement of Affiliate mem-bers, and a subsequent leadership development program for Leadership Lyceum graduates is in the works.
Finally, our Allied Professional partners voiced the desire for more involvement in the organization. In order to increase inclusion, we have made a couple significant changes. First, we increased committee partic-ipation to a maximum of 10 members with a ratio of 7 Principal/Affiliate members to 3 Allied Professional members (previous ratio was 6:2). Secondly, we established the Allied Professional Advisory Committee comprised of the top two tiers of the annual sponsorship program, intended to be a means of providing feedback to the Board of Directors.
I believe that these goals will take us the right direction in 2016. Howev-er, if along the way, if you think that we’re off track, tell me. Your feed-back regarding what you need from BOMA is invaluable to our success.
We’re going to have a fantastic year, and we’re going to do it together. n

TOBYThe Outstanding Building of the Year (TOBY) Awards are the most prestigious and
comprehensive programs of their kind in the commercial real estate industry. The pro-gram recognizes outstanding performance in buildings and rewards excellence in building management. Buildings can enter in a category based on size or other classifications such as Suburban Low and Mid-Rise, Corporate, Medical, Industrial, Retail, Renovated, and Earth.
These buildings were judged by our panel of TOBY Judges, and the winners will be announced at our annual TOBY Awards Gala.

The property was built in 1984 by a former Lieutenant Governor of Texas. Because of this, the property is great-ly themed with Texas hints throughout including Lone Stars cast into the exterior of the property and Texas pink granite used through-
out the interior. It’s also one of the only buildings in Houston where the original architect firm is still a tenant!The building renovation was completed in 2012 with Stream Realty Partners and DRA Advisors. In
2014, Principle Financial Group purchased the property and Stream Realty Partners was retained to manage the project.
Stream Realty Partners is the management company and the team consists of Scott Francis, Jason Mock, Jr. and Josh Newboles, with Principle Financial Group as the owner. The property has about 25 tenants, which consist mostly of law firms and energy companies.
What makes the Bellevue property stand apart from the competition, is that it has no competition! As the only Class-A commercial office building in the heart of River Oaks, if you want to live in the most sought after subdivision in Houston and have a quick drive to work, The Bellevue is where to go. With unencumbered views on all 4 sides, the property offers every office with impeccable views.
For the 2nd year in a row now, the property is participating in Operation Stocking Stuffer in conjunction with the Houston Fire Department which helps bring toys to needy children locally.
Bellevue has a state of the art Notifier fire panel, and a beautiful, open lobby that is great for hosting tenant events. The building also has modernized all 4 elevator banks that were originally run off of boat batteries, and now include backup generator service through a new Caterpillar generator.
While the tenant mix is mostly law firms and energy companies, The Department of Homeland Security has 1/3 of the building. “Our tenants love us as much as we love them, and we all love the beauty, uniqueness and location of The Bellevue.” n

Esperson is one of the very few commercially viable historic buildings in Houston that has preserved its 1920s and 1940s period design. The Property’s physical condition, configuration, strong, and unique design continue to make Esperson attractive to both small and large prospective tenants, as well as extremely competitive in attracting new tenants versus other top tier office towers in the CBD. The Property features a superior amenity base and benefits from the unique historic atmosphere of the Esperson legacy. The history and design of the Property cannot be replicated.
Originally constructed in 1927 and 1941 by Mellie Esperson, The Esperson Buildings are historic landmarks within Houston, representative of Texas’ rich oil history. In 1998

approximately $5.7 million of extensive renovations and restoration begun while original finishes of both the Neils and Mellie Esperson Buildings were painstakingly preserved and restored. All architectural features of the Mellie Esperson Building were restored between 2002 and 2003. In 2013 a third lobby was constructed and an escalation connecting the tunnel systems was installed. The current management staff, Cameron Management, has been onsite since July 2012.
Cameron Management has an attentive and skilled “hands on” team of property managers, engineers and construction staff who
receive great satisfaction from managing and redeveloping commercially viable,
historic office buildings including Esperson. Cameron Management’s team serves the community by extending the life of its historic and irreplaceable assets. Tenants take advantage of Esperson’s rare historic features to construct lease spaces that are unique in style. Long standing tenant for over 65 years, Eastham, Watson, Dale & Forney LLP has a more standard tra-ditional space while Dancie Perugini Ware Public Relations and Interior Architects Inc. are recent tenants with more modern buildouts.
“Esperson communicates the renaissance of Downtown.”At the time of its construction, the Niels Esperson Building was far
more superior from almost every standpoint to most buildings in the United States. Its foundation rests upon 1,300 reinforced concrete piles which are 46 feet below the surface. The Building’s reinforced concrete and steel grillage was one of the most massive in the nation at the time. The Building’s 411-foot steel pier structure contains 60 percent more steel than required to support the structure.
In 1939, in her 25th-floor Niels Esperson apartment, Mellie Esperson consulted with her architects to design another building, but she cautioned, “It must not be as tall or as magnificent as Mr. Esperson’s building.” This new structure became the Mellie Esperson Building, which officially opened in 1941, standing 250 feet high with 19 stories of office space. This was the largest building erected in the southwest after the Great Depression and was the first large building to be constructed with air conditioning. During the official opening of the Mellie Esperson Building, Mrs. Esperson said, in part, “These buildings do not stand to Niels and Mellie Esperson. Rather they are practical, operating developments in a city that has been good and fair to us, and to which we owe so much.”

light, and variable speed drives. A three thousand gallon condensate recovery system allows for zero potable water use for exterior landscaping.
In addition to being certified LEED Platinum and Energy Star, 717 Texas tenants participate in the Hines
Green Office program (Hines GO). Hines GO is a voluntary initiative adapted for Hines tenant spaces, which measures and rewards the sustainability efforts in leased spaces.
Our location, amenities, efficient operations, sustainability, tenant mix, and quality customer services make 717 Texas one of the top buildings in Houston.

Vintage Park Shopping Village is a lifestyle shopping center consisting of sixteen buildings with pedestrian friendly walkways and convenient public parking. The center is the retail portion of a master planned devel-opment, The Vintage, and consists of approximately 324,000 square feet of ground floor retail and medical space and 24,000 square feet of second story office space.

Built from 2009 to 2011, and opened in 2011, BG Place is the tallest and most architecturally significant building built in Houston since 1987. BG Place is truly state of the art, with word class architecture, top notch operations and service, excellent location, and a 99% occupancy rate.

Stream Realty Partners co-developed the building with Redstone / TRC Capital Partners and provides leasing, management, and construction services. The building was owned by the developers along with an institutional investor represented by L&B Realty out of Dallas until recently being sold to a private investor. The building tenant base is almost entirely international with BBVA Compass as the anchor tenant including tenants from Spain, Turkey, Japan, China, Mexico, and India.
The building was developed to create a truly exceptional Class AA+ experience and as the first office development in the West Loop submarket in 30 years, a great deal of attention is placed on the building. No expense was spared when selecting materials and equipment resulting in a beautiful finish and highly efficient performance. The team was selected based on their inherent customer service abilities, financial acumen, and proven operations skill to deliver a first class experience. The tenants have embraced the opportunity and frequently state how glad they are to have chosen BBVA Compass Plaza as their new home.
Events include Houston Food Bank collections, Star of Hope collections, and Salvation Army Angel Tree program.
Sustainable programs include day cleaning with green products, reactive pest control, full recycling, lighting control system, and a separate condenser water loop with heat pumps to eliminate running the central plant after hours.
The building has earned LEED Gold, BOMA 360, HBJ Landmark, Stream Cup, and many other awards and certifications.
BBVA Compass Plaza was designed, built, and operated to be outstanding so it is natural to seek out recognition from TOBY. The building and its location is how Houston will look in the future, with a beautiful design, efficient operation, great staff, wonderful tenants, and tremendous clients! n

Pennzoil is known world-wide for its iconic building design, and because of the Owner’s capital investment is recognized as the most technologically advanced building in Houston. People from all over the world come to visit Pennzoil because of its unique design. In 2013, Shell, a major tenant relocated to consolidate its operations. Knowing this well in advance the Metropolis Investment Holdings, Inc. and the Transwestern team began working on a leasing strategy that leased over 330,000SF of vacant space in 2.5 years.
Built in 1975, bought by Metropolis Investment Holdings in 1999, the building began major renovations to the infrastructure in 2010. The transition of the Transwestern Management team occurred in May 2009.
There is a strong sense of community and environment of comradery that the tenants and building staff experience at Pennzoil. With the whirlwind that was 2015 coming to a close, Houston BOMA is gearing up to launch bigger and better plans for our members in 2016. Our goals for 2016 are unprecedented and will pay dividends on meeting our member value proposition.
First and foremost we are forming the Houston BOMA Founda-tion. The Foundation will serve as a funding agent for many timely and worthwhile projects within our organization. The goal of the Foundation is to assist real estate professionals by providing educational schol-arships and research tools to advance careers and add value to the property our members manage and operate. Through donating to the Foundation, you have the opportunity to help us continue making a positive impact for years to come. Here’s what we have planned:
Research: the Foundation will provide tools such as our annual Salary Survey and Economic Impact Study to real estate professionals that add value to the properties they own, manage, and operate. The Foundation’s research studies and white papers also help real estate professionals and companies stay competitive in the continually evolving real estate marketplace.

Education: the Foundation will advance real estate education through awarding scholarships and providing funds for real estate professionals to use to support their enrollment in designation and certificate professional development programs.
Leadership Development: the Foundation will address the needs of leadership training within the commercial real estate industry by providing a comprehensive leadership development program including the Leadership Lyceum program, and the Advanced Leadership program.
Outreach: the Foundation will embark on an outreach program to promote property management as a career in local colleges and schools thus developing industry talent through engagement at the collegiate level.
Big picture items on the immediate forefront are education and engagement of the C-Suite to provide an opportunity for feedback on BOMA programming
and advocacy, and to encourage company involvement.
Also of note is that we will spend a lot of time in 2016 preparing for the 2017 leg-islative session. Property valuations and tax-es are already targeted issues in the interim session and Houston BOMA plans to be heavily involved in the conversation. We will also continue our public relations campaign Taxed Out of Town to continue to spread the word that commercial real estate really does pay its fair share and to combat the ongoing “class warfare” being promulgated by the SEIU and other like organizations.
And last, but certainly not least, the SEIU janitorial contract expires May 2016. SEIU members have already been busy canvass-ing buildings and distributing literature advising building owners well in advance they will be negotiating for $15 per hour. The current hourly wage for Houston janitors is $9.35. While Houston BOMA
CRE members do not employ janitors directly and thus have no part in negotiations, this has not stopped the SEIU from protesting against building owners directly. Houston BOMA will monitor activities and provide necessary resources to our members regarding protests and activities.

By George Morgan From the outside, the two-story Cook & Collins building looks like every other bar on
the Louisiana/Brazos strip. With neighbors like Pub Fiction and Gas Lamp close by it’s easy to think it’s just simply another “bar”. Maybe it’s the area, or perhaps this reviewer’s lack of “perceiving class”, but all of these establishments on the strip are really starting to blend together. But what makes Cook & Collins unique is its take on making sustainable local ingredients into “Fun American Fare”.
If I had to explain Cook & Collins to someone, I would compare the experience to eating at a food truck on steroids. Comfort food made from high quality ingredients. With dishes like Mac & Cheese “Crab Rolls” or Angry Birds, two dishes that are simple yet stunning, but fare named and marketed as if it was a culinary creation for the ages. The “crab rolls” (quotations included) were crunchy, cheesy, and full of flavor. While the Angry Birds, which in reality were boneless chicken thighs with “sweet heat”, pineapple, almonds, and cilantro also were a hit for its subtle but effective take on the classic buffalo wing. Other appetizers include Duck Tacos (exactly what it sounds like), Blacked Eyed Hummus, and Red Eye Fries (thick-cut fries with a buffalo/valentia kick and some egg) are all excellent choices to start the evening.
When looking at entrees at Cook & Col-lins, the specialties can be a bit tough to pick out. American favorites like a “3” Cheese Burger and sides like Crock O’ Mac & Cheese rub elbows with lighter fare such as a Pear & Pecan salad and the Quinoa Burger. Flat-breads are a popular choice, as all of the flatbreads are inventive and fun as well as being served on house crafted dough…oh and they’re absolutely enormous. Huge.
Some personal favorites would be the Steak & Fries, which is literally a thick piece of steak sliced and cooked to perfection with toasted garlic brown butter atop a mountain of thick-cut fries. Needless to say this was a simple dish that really worked well. Another delightful entrée was the Ahi Tuna with chilled rice noodles, kimchi and pickled shitake mushrooms. Wasn’t super happy with the tuna portioning, but the overall dish compliment-ed itself well enough for it not to matter.
For a quick and reasonably priced bite to eat on your way down Louisiana/Brazos, Cook & Collins should definitely be given a try as it has figured out how to market themselves to not only the trendy, but also the hungry. With over 15 years of service, Tammy Betancourt has driven this association forward through her vigilance, flexibility, and fortitude. As more and more legislative and developmental challenges appear on the horizon, Tammy’s role has been realigned so that she can champion association advocacy efforts, develop corporate outreach programs, and spearhead industry talent develop-ment on behalf of Houston BOMA.
