Road Safety Audit Stage 1
1. Introduction 1.1 This report describes a Stage 1 Road Safety Audit carried out on a
proposed ghost island right turn lane on Burton Road, Branston, on behalf of WSP. The audit was carried out on 22nd March 2013 in the offices of TMS Consultancy.
1.2 The audit team members were as follows:-

1.3 The audit comprised an examination of the drawings and other information
relating to the scheme supplied by the design office, which is listed in Appendix A. The site was visited by the Audit Team on 21st March 2013. The weather was cloudy and dry. Traffic flows were moderate. Pedestrian and cycle flows were light.
1.4 The terms of reference of the audit are as described in HD 19/03. The
team has examined and reported only on the road safety implications of the scheme as presented and has not examined or verified the compliance of the design to any other criteria.
1.5 All of the problems described in this report are considered by the audit
team to require action in order to improve the safety of the scheme and minimise accident occurrence. The locations of specific problems are referenced on the plan in Appendix B.
1.6 The scheme consists of a proposed ghost island right turn lane on Burton
Road, Branston at the access of the existing Branston Depot Access. The new access will be for a mixed use development. A pedestrian crossing refuge island will be provided to the east of the access.

2. Items resulting from this Stage 1 Audit 2.1 PROBLEM
Location – Burton Road - Pedestrian Crossing Point
Summary: Potential vehicle to pedestrian conflict Stationary buses at the bus stop will overhang the pedestrian crossing point on the north side of Burton Road, which will prevent pedestrians being able to use the crossing whilst the bus remains. This may result in pedestrians having to negotiate crossing Burton Road at other locations (i.e. close to the taper to the right turn lane) which may result in a greater potential for vehicle to pedestrian conflict.
RECOMMENDATION The bus stop should be relocated further east.

2.2 OTHER ISSUES 1) The width of tactile paving on the footway on either side of the access
junction does not mirror the width of the pedestrian area on the refuge island. At detailed design stage the width of the crossing points and tactile paving should match the width of the pedestrian area in the refuge island. In addition, tactile paving should be provided in the refuge island.
2) There is a polished and slightly sunken service cover in the westbound running lane on Burton Road that may be within the right turn lane area. This may be a slip hazard to vehicles making right turn manoeuvres into the access. At detailed design stage the service cover should be repaired and made flush with the carriageway. A non-slip surface should be applied to the cover with a similar skid resistance to the surrounding carriageway.
3) The general carriageway surface condition in places on Burton Road and within the access is poor. The junction should be resurfaced as part of the works.
