DEFINITIONS
Annual Cost Savings is the amount of energy cost savings during a year that results from the
implementation of a renewable energy system. This value is calculated by multiplying the expected
net change in kWh, Therms, and/or kW peak demand by the customer’s historical cost per kWh, kW,
and therm. In the case of biogas or biomass systems, recurring expenses or income from the sale of
byproduct may be included in this value.
Applicant(s) means a potential Customer submitting a proposal for the Business Programs:
Renewable Energy Competitive Incentive Program.
Baseline means the current or projected energy usage without the proposed renewable energy system.
Biogas means a mixture of gases created during the anaerobic digestion of nutrient rich materials.
Anaerobic digestion generates methane and other flammable gases that can be combusted to generate
energy. Biogas systems often produce other non-energy related byproducts that can be sold; these
byproducts may be quantified and the $/quantity provided within the proposal.
Biomass system means equipment that utilizes biological materials, including trees, grasses, and
agricultural wastes, among others. Systems that use coal, fuel oil and propane, or other non-
Renewable Fuel sources such as used tires, will not be eligible.
Business Day(s) means days not including Saturday, Sunday, or a Federal Holiday.
Completion Date is the date that the project will be entirely constructed and operational.
Cost-effectiveness compares the relative benefits of an investment with the costs. Focus on Energy
looks at cost-effectiveness from a both a program perspective (total annual kBTU produced or offset /
incentive $) and a customer perspective (total annual kBtu produced or offset / Total Project Cost
excluding any incentive monies). The higher the kBtu produced or offset per dollar spent, the more
cost-effective the project.
Customer(s) means a current non-residential ratepayer within the service area of a Participating
Utility.
Date of Award means the effective date an official notice to proceed is issued by Focus on Energy
for projects selected by Focus on Energy under this solicitation.
Focus on Energy refers to Wisconsin utilities’ statewide energy efficiency and renewable energy
program specified under Wis. Stat. § 196.374(2)(a).
Free Rider means a Program Customer who would have installed Program Measure(s) in the
absence of the Program.
Geothermal systems utilize the ground as an efficient energy transfer element and heat sink.
RECIP@focusonenergy.com

Group 1 Renewable Projects include biogas, biomass, and large geothermal technologies as defined
by the Commission’s April 27, 2012 Order in Docket 5-GF-191.
Group 2 Renewable Projects include solar photovoltaic, solar thermal, and wind technologies as
defined by the Commission’s April 27, 2012 Order in Docket 5-GF-191.
Measure --for purposes of the Renewable Energy Competitive Incentive Program (RECIP), measure
refers to qualified renewable energy Projects. Measures include Biogas, Biomass, Geothermal,
Solar Photovoltaic, Solar Thermal, and Wind renewable energy Projects.
Net-Change for purposes of this RFP is the result of energy consumption before minus energy
consumption after the implementation of a renewable energy technology. These net-changes are
calculated for each energy source (electricity, natural gas, etc.). This program expects a positive Net-
Change value from projects that receive funding. Some technologies may have a negative Net-
Change for Therms or kWh, but a positive Net-Change for kWh or Therms respectively.
Participating Utility is an electric or gas utility that participates in Focus on Energy. A list of
participating utilities is available at: http://focusonenergy.com/about/participating-utilities.
Payback (simple payback) means the amount of time (in years) needed for Annual Cost Savings
derived from the Renewable Energy Project to equal the Total Project Cost. For purposes of this
Program simple payback does not include the Focus on Energy or any other incentives.
Program(s) means the Focus on Energy Business Programs: Renewable Energy Competitive
Incentive Program.
Program Administrator means the Contractor hired by the Statewide Energy Efficiency and
Renewables Administration to develop and administer the statewide Focus on Energy energy
efficiency and renewable energy programs under Wis. Stat. §196.375(2)(a). Under this Request for
Proposals, Shaw Environmental & Infrastructure, Inc., dba CB&I, is Program Administrator.
Project means a Measure or a group of Measures included within a single Customer’s Proposal.
Ramp-up activities refer to the first step(s) taken toward implementation of a renewable energy
Project. Examples include issuing Purchase or Work Orders, filing for Building Permits, and
soliciting bid proposals.
Renewable Fuel(s) means fuel sources that are generated from renewable sources; this does not
include oil, natural gas, or gasified coal.
Simple Payback refers to payback.
Solar Photovoltaic systems capture solar radiation and convert it into electrical energy.
Solar Thermal systems capture solar radiation and convert it to heat energy in fluids.
RECIP@focusonenergy.com

Total Project Cost includes renewable energy generating equipment, materials, and any ancillary
improvements required to construct a fully functional renewable energy system, as well as installation
labor costs. Feasibility studies and other investigation costs are not included in Total Project Cost. If
costs would be incurred in the absence of the renewable energy system, they are not considered part
of the Total Project Cost.
Wind systems harness wind energy and convert the mechanical energy into electrical energy through
an electrical generator.

SECTION 1. GENERAL INFORMATION
1.1 Introduction to RECIP
The goal of the Renewable Energy Competitive Incentive Program (RECIP) is to provide
financial support to applicants that propose the most cost-effective renewable energy projects to
be installed and operational at eligible business (non-residential) customer facilities. The purpose
of this document is to provide guidance and information to applicants to submit complete project
proposals.
1.2 Background
On April 27, 2012, the Public Service Commission of Wisconsin (hereafter, Commission) issued
an Order in Docket 5-GF-191 establishing requirements for the inclusion of renewable energy
technologies in the portfolio Focus on Energy programs. Per that Order, renewable technologies
have been classified into two groups based on cost effectiveness in Wisconsin; Group 1
technologies (biomass, biogas, and geothermal technologies) and Group 2 technologies (wind,
solar thermal, and solar photovoltaic). The following parameters are outlined in the Order:
Group 1 technologies (biomass, biogas, and geothermal technologies) must account for
75% of incentives and Group 2 technologies (wind, solar thermal, and solar
photovoltaic) must account for the other 25% of incentives on an annual basis.
The Focus on Energy portfolio-wide benefit-cost ratio (B/C) must remain at 2.3 or above
with the incorporation of renewable energy incentives.
The Focus on Energy portfolio-wide reduction in energy savings due to the inclusion of
renewable energy (compared to an efficiency-only program) must not decrease more than
7.5 percent.
Based on the parameters outlined in the Order, Focus on Energy estimates that up to $4.5 million
may be allocated for renewable energy projects closing in 2014. Focus on Energy is offering two
(2) separate programs for renewable energy projects:
Prescriptive Renewable Energy Program. Eligible residential Customers may apply for
prescriptive renewable energy incentives. Information is available on the Residential
Renewable Energy Program website.
Business Programs: Renewable Energy Competitive Incentive Program. Eligible
business (non-residential) Customers may apply through a competitive proposal process
for renewable energy incentives. Focus on Energy reserves the right to release
subsequent requests for proposals in order to meet the requirements of the Commission’s
Order in Docket 5-GF-191 for maintaining a cost-effective portfolio.

Line (a) x Line (c) + Line (b) x Line (d)
Where:
Line (a) = Net change in electricity (kWh) from renewable technology
Line (b) = Net change in natural gas (Therms) from renewable technology
Line (c) = $/kWh proposed (up to $0.50/kWh)
Line (d) = $/Therm proposed (up to $1.00/Therm)
Projects with parasitic energy loads (additional kWh or Therms used as a result of the
project) should enter a negative kWh or Therm value in the equation above so that the
parasitic loss is deducted from the final incentive amount. Enter total incentive amount
requested in line (e) of Table 5.2 – Key Project Metrics. Up to 25 points may be awarded
to applicants based on the project’s cost effectiveness to Focus on Energy.
5.3.5 Project Budget
Please provide a description of the Project Budget, as well as an itemized list of proposed
equipment and the Total Project Cost. Total Project Cost includes renewable energy
generating equipment, materials, and any ancillary improvements required to construct a
fully functional renewable energy system, as well as installation labor costs. Feasibility
studies and other investigation costs are not included in Total Project Cost. If costs
would be incurred in the absence of the renewable energy system, they are not considered
part of the Total Project Cost.
Table 5.3- Total Project Costs is provided below as a template. Additional lines may be
added to this table. Once Total Project Cost is calculated, enter the total amount into line
(f) of Table 5.2 – Key Project Metrics. Up to 25 points may be awarded to applicants
based on the project’s cost effectiveness to the customer.

5.3.6 Project Timeline and Completion Date
Please submit a detailed Work Plan that describes all tasks, deliverables and Project
milestones for the proposed system. A sample project timeline table is provided as Table
5.4; however Applicants may submit a Gantt or equivalent. Enter the estimated project
completion date in line (g) of Table 5.2 – Key Project Metrics. The project completion
date is the date the project is fully installed and operating and all paperwork has been
correctly submitted to Focus on Energy. Up to ten (10) points may be awarded to an
applicant for project completion date.
Table 5.4 Project Timeline
The applicant commits to having this project fully installed and operating and all
paperwork correctly submitted to Focus on Energy by the date specified in line (g) of
Table 5.2 above. If the applicant fails to meet the project completion date, the applicant
agrees that the Focus on Energy incentive for the project may be reduced by Focus on
Energy by (select one):
___ 0% = 0 points
___ 5% = 2 points
___ 10% = 4 points
___ 15% = 6 points
___ 20% = 8 points
___ 25% = 10 points
All applicants awarded an incentive must sign a formal statement committing to the
agreed upon penalty above for failure to meet project completion date (statement to be
provided upon notification of award).

Up to ten (10) additional points may be awarded to applicants who commit to a specific
penalty if the project completion date is surpassed for any reason. Enter the specific
penalty that the applicant agrees to in line (m) of Table 5.2 – Key Project Metrics.
5.3.7 Focus on Energy Impact on Project
Please describe why Focus on Energy funding is needed to move forward with the
project, including the likelihood of the project to move forward with and without Focus
on Energy funding. Please identify any other additional funding sources in Table 5.5 –
Funding Sources. Additional lines may be added to this table. Up to ten (10) points may
be awarded to an applicant based on Focus on Energy impact on the project.

5.3.8 Utility History
Please attach utility statements for all energy consumption in 2012 (January 1, 2012
through December 31, 2012). If statements for all of 2012 are not provided then the
proposal may be disqualified. Enter the 2012 annual electricity consumption and natural
gas consumption in line (k) and (l), respectively, in Table 5.2 – Key Project Metrics.
If the proposed system is to be installed as part of a new construction project that does
not have 2012 utility data, please explain the expectations of annual energy consumption
for the facility. This is required to determine a ratio of the effects of the installation of
the renewable energy technology compared with the projected energy consumption for
the space. Please indicate whether the project is associated with new construction by
answering yes or no in line (j) of Table 5.2 – Key Project Metrics.
5.3.9 Input Tracking
Applicants that are proposing a biomass system must provide a detailed plan of tracking
all Renewable Fuel inputs into the biomass system. This requirement is only applicable to
biomass projects.
5.4 Supporting Documentation (All attachments required unless explicitly stated otherwise)
Copies of utility data (not required for new construction facilities, defined above)
