Procurement Review: 3-Year Plan
Phase School Year NSD Plan

receiving AR in SY 2015–16

2016 CASBO ANNUAL CONFERENCE & CALFORNIA SCHOOL BUSINESS EXPO 39
Procurement Reviews: 3-Year Plan
Action Year 1: SY 2015–16Technical Assistance (TA) and
Corrective Action
Step 1: Assess SFAs
(off site)
NSD sends mandatory SNAP Survey to all
sponsors receiving AR in SY 2015–16.
Survey asks if they have Code of Conduct
and Procurement Plan
SFA will receive TA as needed. SFA may
receive in-person or online ICN
Procurement 21st Century Training; AND if
applicable, develop a written Code of
Conduct (Code) and/or Procurement Plan
(Plan)
Step 2:
Monitor only SFAs that trigger
Comprehensive Reviews
NSD will assess only SFA responses and
assign TA/corrective action plan (CAP) as
needed to those that trigger Comp SNP ARs
If SFA has Code and Plan, but missing
components: SFA must complete six-part NSD
Webinar series and self certify completion.
Step 3:
SFA Complies with TA/Corrective
Action
NSD will track compliance with CAP for
SFAs ID’d in Step 2 only.
SFA must revise Code and Plan as needed,
and keep on file for CDE (during next review,
complaint, etc.)
Step 4:
Participate in USDA Pilot
(simultaneous w/Steps 1-3)
Randomly choose SFA and conduct pilot
with them and USDA
SFAs will be held harmless to a degree, unless
NSD finds egregious noncompliance
