CENTRAL LIBRARY, UNIVERSITY OF KALYANI: A PROFILE
The University Library system was initiated in the year 1961 after the establishment of the University of Kalyani in the year 1960. The
present library building was inaugurated in the year 1979. Now the Central Library is a three storied building.
Central Library was established in order to meet the academic and research needs of the Teachers, Research Scholars, the Students and
other staff members. In a lively University campus, the Central Library serves as the hive of academic activities for students, scholars,
staff and faculty members in pursuit of excellence in their respective area of studies. Central Library provides books, journals as well
as current information on various topics to fulfill the needs of the University Community.
There is a departmental reference library in each academic department. It is a matter of hope that the provision of supervision of
departmental reference libraries by professional staff under the direct control of the Central library has been envisaged in the new
statue.
There is a Library committee to regulate the policy and planning process and all the developmental activities of the library. It renders
instructions regarding management of funds set apart for the functioning of the University Library system. The Chairman of the
Library Committee is the Hon’ble Vice-Chancellor and the ex-officio Secretary is Librarian of the Central Library.
In June, 2008 the National Assessment and Accreditation Council (NAAC) team visited Central Library and appreciated various
activities and the services rendered by the Central Library.

Library Committee
The University Central Library has a “Library Committee “as a statutory body.
Presently the committee consists of the following members:
1. The Hon’ble Vice-Chancellor as Chairman of the committee
2. Deans of the Faculty Council for post –Graduate Studies
3. Five University teachers nominated by the Vice-Chancellor
4. Librarian as the Secretary of the committee (Ex-officio)
5. One nominee of the Kalyani University Students Union
6. One teacher nominee of each Faculty Council for post Graduate Studies
7. One Assistant Librarian of the Central Library nominated by the Vice-Chancellor
8. One full time Research Scholar nominated by the Vice-Chancellor
9. One person who, who shall be an expert in Information Science, nominated by the Executive Council

The Library Committee conducts their meetings at regular intervals to discuss on the needs of the users, present status of the library,
takes decision to purchase and subscription of library resources irrespective of print and non print resources and also discuss about the
development or improvement library system and services and assure involvement of appropriate authority for necessary measures.
Objectives:
To establish and maintain an effective relationship with students, faculty, researchers and staff of the University by ensuring
an informed and integrated approach through creation and delivery of information services.
To select, collect, create, organize, preserve, manage and provide access to information sources in print, non-print and digital
forms to support scholarly pursuit, learning, teaching and research in the University.
To facilitate and promote access to the fast grow9ing and expanding collection of primary and secondary information.
To develop and provide quality collections/resources, user facilities to maintain an environment conducive to the study and
research.
To create and deliver a range of netwo4rked information and document delivery services.
To manage the information resources effectively and activity to promote the optimum usage.
To serve as Learning Resource Centre in the area of study and research of the University.
To collaborate with other libraries, networks and consortia to optimize the access to knowledge base.
To evaluate services and resource provisions periodically to ensure relevance and cost effectiveness.

Library Automation
The idea of automation of Central Library was first initated under the auspices of INFLIBNET Programme. Central Library procured
CDS/ISIS software package developed by UNESCO initially. Thereafter Central Library procured SOUL (Software for University
Libraries) developed by INFLIBNET. SOUL software has already been implemented in different service points and housekeeping
activities of the library. Circulation work, searching by OPAC, printing of catalogue card and other works are being done successfully
through application of SOUL software. The modified and updated version of SOUL i.e. SOUL 2.0 is implemented in the month of
December, 2013.
The Library has already created different databases of books and theses.
The Library provides OPAC (Online Public Access Catalogue) service to our users in a full-fledged manner
Incorporation of the following during 2012-2016
.
UGC INFLIBNET SHODHSINDHU CONSORTIUM: The members of the Library can get a large number of online
journals at free of cost through UGC INFLIBNET SHODHSINDHU CONSORTIUM. The Library has introduced a very
important and useful service for the members by online printing the e-resources at a very nominal cost. Library has also
introduced pass book for printing section.
Open Access: To give the users an option to took through all their requirements. Library has provided open access facilities.
Thesis Index Database: Library has generated the complete thesis index database to create a common platform for all the
scholars to look through the index of their ancestors’ works and has also sent the same to the INFLIBNET Centre,
Gandhinagar for Union Database.
Membership Database: Library has generated the complete computerized membership database of all members by using
SOUL 2.0 software.
CCTV surveillance: CCTV surveillance for the Library resources and for library users.
E-resource section for Students, Teacher & Research Scholars: Library has introduced provisions to cheek mails, browse
nets and download e-resources for the University Students, Teachers and Research Scholars.
Bar Coding: Bar-coding of all books have been completed for fast and smooth circulation.
Contribution to Union Catalogue of INFLIBNET: University Library has contributed 92291 records with bibliographical
details regarding books, journals, theses in the National Union Database INFLIBNET till the date.
University Archive & Digital Repository: Library has initiated for the establishment of an University Digital
Achieve/Digital Repository to digitize theses, rare books, some University Administrative documents by using open source
software for D Space.
Digitization of Theses: Library is going to start the digitization of old theses under the Shodh Ganga Project of INFLIBNET.
Shodh Ganga Project of INFLIBNET: The library already signed MOU with INFLIBNET Centre, Gandhinagar on 24th
March, 2016 and till date uploaded 248 theses under Shodh Ganga Project of INFLIBNET Centre, Gandhinagar
Printing section: Printing of downloaded documents of library users
Reprographic section: Xerox service for books and printed journals and other hard documents of library users
Seminar room: For organizing seminar, exhibition, training, workshop and user orientation programme
Extension of library building: About 6ooo sq ft carpet area constructed on second floor of the Central Library during
this period
Air condition reading room: An air condition reading room constructed on second floor of the library
Extension of library service hours: Now library remains open from 9.00 a.m. to 8.00 p.m. for the interest of the
library users
Remote Access: Empower our library users with a power to access & download from subscribed e-journals, e- databases,
videos and e-resources anytime, from anywhere.

Activities during 2012- 2016
Generally Seminar /Workshop are organized every year in the Central Library not only for the users of the Central Library but also for
the professionals of the Central Library and colleges under this University.
A National Level Seminar was organized by the Central Library on 14 August 2012 on the theme”Rabindranath O
Granthagar” , “Rabindranath O Vigyansadhana” and “Rabindranatyer Utaradhikar” at Vidyasagar Sabhagriha of the
University.
INFLIBNET REGIONAL TRAINING PROGRAMME ON LIBRARY AUTOMATION during 2-6 December, 2013 in
collaboration with INFLIBNET CENTRE, Gandhinagar
A book exhibition was organized by the Central Library during 2-6 December, 2013 in the Central Library

commemorate William Shakespeare
A book exhibition was organized by the Central Library during 9-15 May, 2014 on Rabindranath Tagore on the occasion of
Tagore Birth Anniversary.
One day workshop on “User Awareness Programme on Access to E-resources under UGC-INFONET Digital Library
Consortium” in collaboration with the INFLIBNET Centre, Gandhinagar was held on 28th September 2015 in the Vidyasagar
Sabhagirha, University of Kalyani.
A book exhibition was organized by the Central Library during 22-30 September, 2015 in the Administrative Building,
University of Kalyani.
Library Rules
1. The Library is open from Monday to Saturday of the week.
a) The Library Hours: i) Monday to Friday 09.00 a.m. to 08.00 p.m
ii) Saturday 10.00 a.m. to 05.30 p.m
b) Lending Hours: i) Monday to Friday 09.30 a.m. to 07.30 p.m
ii) Saturday 10.30 a.m. to 05.00 p.m
c) Books for return are to be deposited at the counter at least 15 minutes before closing of the lending hours
d) The Library will close at 3.00 p.m. on the 3rd/4th Friday of every month to facilitate spraying of insecticide in the library. A prior
notice to this effect would be issued for the reader.
e) The Library will remain closed on declared holidays of the University.
f) The Library however may be opened later or closed earlier than the scheduled hours under urgent and unforeseen circumstances.
g) A warning bell will be given 15 minutes prior to the closure of the Library. After the warning bell goes, all the users must leave the
Library.
2. Membership & Borrowing facilities:
A person can enlist himself as a member in anyone of the following capacity:
**(a) Members of the Court, Executive Council, Faculty Councils for Post-Graduate Studies, Undergraduate Council and Board of Studies. They
will be eligible to borrow to the maximum limit of 2 books for 30 days during their membership period on deposit an amount of Rs.2000.00 as
Library Caution Money.
(b) (i) University permanent teachers including re-employed teachers of the University. They will be eligible to borrow to the maximum limit of 20
books from the Central Library and 5 books from the Departmental Reference Library at a time for one year. Overdue books must be returned by
December of the calendar year in order to avail borrowing facilities.
** (ii) Emeritus Fellows of the University. They will be eligible to borrow to the maximum limit of 5 books for 30 days during their fellowship on
deposit an amount of Rs.5000.00 as Library Caution Money.
** (iii) Contractual University teachers. They will be eligible to borrow to the maximum limit of 8 books for 30 days during their contractual period
on deposit an amount of Rs.3000.00 as Library Caution Money.
** (iv) Contractual University Officers. They will be eligible to borrow to the maximum limit of 8 books for 30 days during their contractual period
on deposit an amount of Rs.3000.00 as Library Caution Money.
(c) . University Officers. They will be eligible to borrow the maximum limit of 10 books for six months.
(d) Non-teaching employees of the university other than Officers. They will be eligible to borrow to the maximum limit of 3 books for 30 days.
(e) (i) Regular Research Scholars, Project Fellows, Teacher Fellows and Research Associates of this University. They will be eligible to borrow a
maximum of 6 books for 30 days on deposit an amount of Rs.2000.00 as Library Caution Money.
(ii) Research Scholars (non-regular) registered with the University are treated as Private Research Scholar/Part time Research Scholar. They
will be eligible to borrow to the maximum limit of 6 books for 30 days on deposit an amount of Rs. 3000.00 as Library Caution Money.
(f) (i) Regular M.Phil. Students of the University. They are required to deposit an amount of Rs.1000.00 as Library Caution money. They will be
eligible to borrow a maximum of 5 books for 30 days.
(ii) Regular Post-Graduate Students of the University. They are required to deposit an amount of Rs. 500.00 as library fee (non refundable). They
will be eligible to borrow to the maximum limit of 5 books for 15 days.
(iii) Self-financing Post-Graduate students of the University. They are required to deposit an amount of Rs. 500.00 as library fee (non refundable).
They will be eligible to borrow to the maximum limit of 5 books for 15 days.
(iv) Regular Post-Graduate Students who completed of their courses of study in the University but cannot appear at the final examination and
unsuccessful regular Students of the Post-Graduate examinations. They will be able to renew their membership on the recommendation of the
respective Head of the Departments. The tenure of such membership will be valid till the next final examination. They will be eligible to use the
Library Reading Room facilities only. .
** (g) Principals, Teachers and Librarians of the Constituent and Affiliated Colleges. They will be eligible to borrow to the maximum limit of 2
books for 30 days on deposit an amount of Rs.3000.00 as Library Caution Money on recommendation of the Head of the Institutions.
(h) Candidates who completed any Post-Graduate course of this university and who intend to use the library for competitive examination/higher
studies. They will be allowed to use the Library Reading Room facilities on deposit an amount of Rs.100.00 for six months (non-refundable).
(i) Any other person who intends to use the University Library: They will be allowed to use the Library Reading Room facilities for a period of 3
months subject to recommendation of the Librarian on deposit of Rs. 2000.00.
(j) Persons allowed by the Vice-Chancellor or the Library Committee .They will be allowed to use the Central Library.
(k) Students who passed from other Universities. They will be allowed to use the Library Reading Room facilities for a period of maximum six
months on the recommendation of their respective Heads of the Institution//Head of the Department/Research Guide on payment of Rs.500.00 (non-
refundable).
** (l) Retired Teachers, Officers and Staff of the University. They will be allowed to use the Library Reading Room facilities only. But, Retired
teachers (other than re-employed) and officers are also eligible to borrow to the maximum limit of 2 books for 30 days on deposit an amount of
Rs.1000.00 as Library Caution Money.
** (m)DODLStudents: They will be allowed to use the Library Reading Room facilities and the facilities of borrowing maximum limit of two books
for one month against the non-refundable library fee of Rs. 1000.00.
(n) Librarian may allow any person to use the Library Reading Room facilities for a period ordinarily not exceeding three months.
NB:The price of issued books should not exceed the amount deposited as caution money by the above mentioned ** marked users of the Central
Library.
3. Books of the Central Library may be lent to other recognized libraries on inter-library loan system on reciprocal basis.
4. (a) Persons eligible to be members under Rule 2 will apply for membership in the prescribed forms available in the Registration Section of the
Library and get their names registered as members on submitting required documents.
(b) Membership card(s) will be issued to the Library members.
(c) Students intending to be members shall obtain Membership Card (not transferable) from the Library on submission of their receipts of Library
Caution Money deposit. In case of loss of card they immediately report to the Librarian and also to the local police station. Duplicate cards may be
issued on payment of a fine of Rs. 100.00.
(d)Unauthorized person shall have no access to the Library. The visitors having no membership of the library should have to obtained permission
from the Librarian.
(e) A student should return the books within the due date. If he/she fails to return the book a fine of Re 1/- per day would be charged and he/she
would be debarred from borrowing the books until the deposit of fine.
(f) At the time of issuing clearance certificate for submission of thesis paper, library requires an application duly forwarded by the respective
H.O.D./Research Guide. Clearance Certificate will be issued normally within a week after obtaining application with requisite documents and return
of books.
(g) The Library shall maintain a day to day Attendance Register at the property counter to be signed by every member/visitor before entering the
Library. The registers may also be kept at other sections e.g., Periodical, Stack Room and Reference Room for the purpose of compiling Library
statistics.
(h) The Librarian may refuse admission in to the Central Library to any person infringing the rules of the library. The Librarian reserves the right to
suspend or cancel the membership of any member for violating library rules in any form but the matter is to be reported to the Library Committee as
early as possible.
5. Library caution money is refundable at any time to a member on his/her obtaining a clearance certificate from the Librarian.
6. (a) Access to the Stack Room(Open Access) is open for all (specially post graduate students and research scholar).
(b) Access to the Main Stack Room is generally restricted. However, Librarian can allow any person inside the Main Stack.
(c) Members should consult the Online Public Access Catalogue (OPAC) kept in the Gr. Floor,1st Floor and 2nd floor for finding out the library
documents.
7. Library documents requisitioned for reference use in the reading room cannot be taken out of the Library. If any member is found to do so he/she
may be permanently debarred from using the Library.
8. Subject to the permission of the Librarian a no-lending book may be issued overnight.
9. Books on loan to members may be recalled by the Librarian at any time if necessary’s.
10. At the time of borrowing a book, a member must examine the book carefully to see if there is any mutilation or defacement in the book. If such
defect is found, the borrower immediately draws the attention of the Officer-in-charge of the circulation section. The borrower to whom the book was
issued last will be held responsible for such mutilation. Persons held responsible for loss, damage, defacement of mutilation of books shall be liable
to compensate in this way:-
i) Replace the books/documents by same edition or later edition, or, ii) Reimburse the price (price as per Accession Register + @15% p.a. of the
price as penal charge from the accessioning date. Any fraction of a year is treated as whole year.
11. On returning the books at the circulation counter it is the responsibility of the borrower to get back the cancelled loan voucher.
12. A borrower shall not in any case sub lend any book borrowed from the Central Library. Every member of the Library shall be responsible for the
safe custody of the Library book borrowed by him/her for study in the Reading Room or for use at home.
13. A borrower is not allowed to bring his personal book inside the Library. A book which has already been borrowed from the Library cannot be
brought inside the Library except for the purpose of returning it.
14. A book may be reissued to the borrower if there is no demand for it.
15. A member may register a demand for any book which is out on loan, and the same will be issued to a member according to the priority of
demand.
16. Notice for overdue books may be sent at periodical interval to the members other than students requesting overdue returned within a month.
Overdue notice to students will be hung up in the Library notice board.
Cases of long overdue books shall be placed in the meeting of the Library Committee
17. Members will be able to use only the fully processed books.
18. Theses, Rare books, Reference books, books in constant demand, books reserved for binding, damaged books, current and back issues of
periodicals, books in reading rooms and manuscripts are not to be lent.
19. While in Library, all persons should observe the basic Principles of Library Rules. Silence should strictly be maintained in Library premises.
Smoking and mobile phone are strictly prohibited in the library premises.
20. (a) A member or visitor is required to deposit his/her personal effects e.g., attaché case, bags, folio bag, satchel, umbrella etc. at the property
counter. A numbered token will be issued to the depositor against the article/articles deposited. Members are allowed to carry with them only writing
papers, notebooks and laptop inside the Library.
(b) Articles deposited shall be taken back by the depositor when he/she leaves the Library or at most before the Library is closed for the day.
(c) Although all possible care will be taken for the safe custody of the articles deposited, the administration does not accept any responsibility for any
damage or loss of the articles deposited at the property counter.
(d) An amount of Rs. 100.00 will be charged for the loss of numbered token issued to a member.
(e) Loss of a token should immediately be brought to the notice of the Librarian as a precaution against wrong delivery of article or articles deposited
against the token to another person.
21. If the caution money is not claimed within three years of cessation of membership, the claim will be automatically lapsed.
22. A report consisting of the details of weeded out books will be placed by the Librarian in the meeting of Library Committee.
BOOK/PERIODICAL SELECTION & ORDERING:
23. A member may suggest titles to be purchased by the Library. A suggestion book shall be made available to the members for the purpose.
24. Heads of the departments, in consultation with the Departmental Committee, shall recommend books to be purchased or periodicals to be
subscribed in the library for their respective departments. All such recommendations must be within the budgetary provision. Requisitions of the
department should mention the price of books recommended. No order will be placed exceeding available funds. The Finance Officer will inform the
Librarian about the availability of funds.
25. Recommendations (under Rule 23) shall be verified with the existing holdings of the Library.
26. Reference books, periodicals and books on General subjects as provided in the Library budget will be selected and purchased by the Librarian on
the approval of the Vice-Chancellor.
27. The Librarian will place order for purchase of all books and for subscription of periodicals provided that the expenditure be within the budgetary
allocation.
28. Terms and conditions of supply of books and periodicals must be ascertained from the well-known and reputable publishers/booksellers and
subscription agents (preferred approved vendor lists approved by the Library Committee).
29. Following points must be especially ascertained from the vendors.
(a) Rate of conversion of foreign currencies as per GOC/RBI rate of the bill date.
(b) If there is price not mentioned in the books, submission of price proof is mandatory.
(d) The supply of books will be made free of freight, packaging and other charges.
30. Books may also be selected for purchase by the Head of the Departments for the department concerned. The selected books will be verified with
the existing stock and the final order will be processed by the Librarian.
31. Quotations for old and rare books and back volumes of periodicals will be invited from different booksellers. Order will be placed on the basis of
the lowest rates offered.
32. Price of the books supplied are to be verified with the official bibliographies and other tools e.g., British National Bibliography, Indian National
Bibliography, Books in Print, Websites, etc. In case of variation in price of books with the price mentioned in the bibliographies referred to, price
proof will be demanded from the vendor. .
33. For the books which are to be acquired through exchange and gifts, the Librarian will act according to the instructions to be laid down by the
Library Committee.
34. Books and journals will come direct to the Library. The Librarian will sign 'the vouchers/bills and send them to the Finance Officer for payment.
Purchase books/periodicals for Research Project(s):
35. (a) Researcher can either purchase the book(s) / periodical(s) from publisher(s)/vendor(s) directly or submitting list of book(s) / periodical(s)
through the University Library within the assigned budget head for the particular Research Project(s).
(b) Purchased book(s) / periodical(s) would be accessioned by the Central Library and bill(s) of book(s) / periodical(s) are to be sent to the Finance
Office for adjustment. The accessioned books will be received by the respective researcher.
(c) After completion of the Research/ Project(s), the book(s) / journal(s) should be returned to the Central Library.
Departmental Library/Departmental Reference Library:
36. (a) Head, Department of Education in consultation with the Departmental Committee shall recommend books to be purchased or periodicals to be
subscribed to the library for the department. All such recommendations must be within the budgetary provision. The list of the recommended books /
journals would be submitted to the Central Library for placing order. Having received the books / journals along with list, Central Library will
accession the books and recording the journals. Accessioned books and recorded journals would be taken by the HOD for the Departmental Library.
(b) Head, Department of Education in consultation with the Departmental Committee shall recommend books to be purchased to the reference library
for the department. All such recommendations must be within the budgetary provision. The list of the recommended books would be submitted to the
Central Library for placing order. Having received the books along with list, Central Library will accession the books. Accessioned books would be
taken by the HOD for Departmental Reference Library.
(c) Head of the Department shall sign the vouchers for taking books / journals on behalf of the Departmental Library/Departmental Reference
Library.
(d) Librarian or any Supervisory staff of the Central Library authorized by the Librarian may visit the Departmental Reference Libraries and the
Departmental Library of the Department of Education time to time and verify the stock.
(e) Departmental Librarian of the Department of Education and in-charge of the Departmental Reference Libraries will inform the Librarian of the
Central Library time to time regarding the routine activities (improvement of storage, maintenance and circulation of books), future plan, etc.
(f) Librarian, Central Library will take necessary action for betterment of the Departmental Library, Department of Education and the Departmental
Reference Libraries with the consultation of Head of the Departments.
(g) Departmental Reference Library will be used by the faculty members and may be extended for scholars also.
(h) Books of the Reference Library may be issued to the faculty members only. The maximum limit is 5 books for 30 days only.
(i) Reference Library will be maintained by the Head of the Department or any faculty member designated by the department for the purpose.
(j) Head of the concerned department will be the custodian for all documents of the Departmental Reference Library.
37. The Library Rules framed above may be altered / amended or new Rules may be added to the existing Rules by the Library Committee and such
Rules on approval of the Executive Council will be effective.
