IT infrustructure inadequate (PCs, internet,
equipment, etc.)
HR (not everybody has elementary computer skills)
Finding leading agency for such reforms
Corruption (as a result of it – resistance, because of
loss of additional income)
Fear to lose power

No trust of data and no will to share data.
Funding/costs (IT is not priority for Government,
only way is PPP, but Gov-t doesn’t allow private
sector into procedures). No trust of each other!

Why Estonia helping us? Because Estonian
Customs officers had similar internship in Sweden
