2013 National Town Meeting on Demand Response and Smart Grid

July 11, 2013Washington, DC

Community Profile • 53 sq miles• Population: 131,000• Median age 29.4 yrs.• 48.2% 4+ yrs. of college• 280 m of bike trails• 300 days of sunshine• Fort Collins Utility:

– 62,000 homes and businesses– Nearly all underground system

City of Fort Collins Energy Policy

• Energy Policy• 1.5% energy savings• Reduce system peak by 5% by 2015 / 10% by 2020• Develop renewable resources to meet the Colorado

Renewable Energy Standard • Provide Highly reliable electric service

• Comprehensive Plan Policy• Remain at the forefront of Smart Grid technologies and

participate in Research and Development partnerships.

RDSI Background – Fort Collins

• DOE awarded $6.3M; local entities contributed $5.1M.• City of Fort Collins is project lead.

Main Goals: Demonstrate coordinated

system of mixed Distributed Energy Resources

Intentional islanding Reduce peak load by

>20% - 30% (>3.5 MW)

Demonstration Results

RDSI Secure Microgrid Demonstration Project

• Demonstrate – intentional islanding of a portion of the Utility

distribution system as a microgrid.– value of microgrids in peak load management.– advanced Cyber security solutions for microgrid

operations

Microgrid Resources

• Colorado State University – Engines and Energy Conversion Lab– 50-80 kW Load– 240 kW Diesel Generation

• City of Fort Collins – Northside Aztlan Recreation Center- 80-140 kW Load- 50 kW PV Generation

RDSI Microgrid Architecture

Some Issues And Questions

• Distributed Systems Management - Coordination and Communication– Who pushes the button?
