CLAMS & SBM Single Bay Management

Integrated local management for Aquaculture

Dave Jackson

Single Bay Management ( an Irish Solution)

Integrated management rather than

treatment to control disease and parasites.

Introduced to control sea lice infestations in

Irish farmed salmon.

S.B.M. techniques were progressively

introduced from 1992 to 1994.

Key Attributes:

Locally based.

Integrated approach.

Optimisation of conditions in the bay.

Control of disease and parasites.

More efficient production.

Co-operative ventures.

Conflict Avoidance/resolution.

What does it do?

Information exchange.

Agreed code of practice.

Single generation sites.

Early harvest of two sea winter fish.

Annual fallowing of production sites.

There is an SBM plan for each bay with

salmon aquaculture, updated every year.

PROGRAMME

Overlapping generations due to:

-late tranfer of all 04 stock

-input of 05 S1/2 & 05 S1's

- transfer of 05S1/2 before 04's harvested

- Input of 06 S1/2 with previous generation

These four sites are run by the same company.

Features which make SBM Work

Co-operative approach state agencies, industry, fish health professionals

Part of a larger management framework Bay agreements, SBM, C.L.A.M.S., DAFM

Must have teeth –license condition Instructions to treat, management cells, sanctions

Advisory Component to farms Development of treatment strategies etc

Does it work? ( snapshot year 2000 !)

Reduced sea lice levels

Pancreas Disease eliminated by fallowing

Furunculosis virtually eliminated by Fallowing

Vaccination

Single generation sites

SBM a key in settlement of litigation

C.L.A.M.S.

Co-ordinated Local Aquaculture Management.

Developed from Single Bay Management.

Extended SBM to shellfish sector.

Provides a focus for aquaculture management.

Could be integrated with Coastal Zone

Management and County Development Plans.

What does it do?

Develops agreed codes of practice.

Incorporates the Single Bay Management Plan.

Sets out Work Programmes.

Produces an agreed, published Document.

Acts as a Contact Point for Aquaculture.

Allows for discussion of issues and so avoids

conflict.eg. Sub-group and potfisherman.

Clew Bay

CB Pot fishermen

Oyster farmers

Mussel farmers

Trout farmers

Salmon farmers

Management Issues Addressed

Attainment of Best Practice by all sectors.

Navigation Hazards

Pier Issues, optimal use for multiple users.

Biotoxin Monitoring, early warning system.

Currently 10-12 active CLAMS groups

Key recent achievement – SUMS special

unified marking schemes (Navigation)

What has the process taught us?

Locally based integrated management is essential.

It is a key to unlocking support for management

initiatives.

Requires appropriate husbandry practices and

close co-operation.

Leads to a high level of local participation and

associated sense of ownership.

Must be a living document, which evolves as

circumstances and methods change.

Address concerns and avoid conflict.

Thank you
