governmental units shall establish systematic and proactive programs for capacity assurance, management, operation, and maintenance for their sewerage systems.

the District for review the program management, overflow response, communications, audit, sewer system evaluation and capacity assurance, and infiltration and inflow management plans required by sec. 3.105, according to a schedule established by the District and provided to the governmental unit.
