AREA OF EXPERTISE Darrin has more than 20 years of experience in commercial real estate and has provided consulting and transaction advisory services to government agencies and private clientele on a national and international basis. Over the last several years at Colliers, he co-founded and developed GSAXCHANGE, a division of Government Solutions specializing in investment sales and financing of government-leased properties. The GSAXCHANGE team has sold more than $125 million in government-leased properties for valued clients. Darrin is integrally involved on a daily basis with the procurement and execution of GSAXCHANGE listing and buyer representation assignments.
PROFESSIONAL ACCOMPLISHMENTS Since joining Colliers International in 2001, Darrin’s accomplishments include:
• Co-founder and developer of GSAXCHANGE, a division of Government Solutions specializing in investment sales and financing of government-leased properties on a national basis.
• Led the Colliers FDIC team which provided comprehensive turn-key management, marketing and disposition services to the FDIC on a national basis under a multi-year contract resulting in the sale of more than 180 properties.
• Delivered more than $10 million in real estate and financial advisory services to federal agencies such as GSA, USACE, OSD and the Departments of the Army, Navy and Air Force to primarily assist with procurement of facilities, revitalization of existing real estate assets and disposition of surplus properties.
• Led Colliers team to provide extensive real estate staffing services to GSA Region 9 to support its newly created Real Estate Division headquartered in San Francisco under a three year contract.
• Served as engagement leader on multiple, multi-year Department of Defense contracts, under which he provided comprehensive real estate consulting, lease procurement and financial advisory services to the Army relative to the development of its build-to-lease program in Korea. Under these Darrin completed the first lease procurement and financing of a BTL project for the Army in Korea.
• From early 2002 to mid-2004, he also directed Colliers’ efforts as a financial advisor to the Department of the Army and U.S. Army Corps of Engineers relative to its housing privatization procurement activities under the Military Housing Privatization Initiative (MHPI) and the Residential Communities Initiative (RCI) Program.

PROFESSIONAL BACKGROUND Bob joined Colliers International in 2000 to support the establishment of the company’s investment sales capability. In 2009, Bob, help create and launch the GSAXCHANGE platform, specializing in the government-lease asset marketplace. In his current capacity, Bob is involved on a daily basis with the procurement and execution of office and industrial investment sales assignments, primarily government-leased properties through the GSAXCHANGE platform - incorporating his extensive financial analysis background and transaction experience in all facets of commercial real estate.
Prior to joining Colliers, Bob began his career in 1989 as a financial analyst for Carter & Associates, focusing on the company’s development and joint venture activities. In 1993, Bob was part of the group that formed Ben Carter Properties, and served as its Director of Investment Services, participating in development, acquisition, disposition, financing, and brokerage activities. In 1997, Bob became the Chief Underwriter for DECK Realty Group (now Kaufman Realty Group) and was responsible for evaluating all potential real estate acquisitions for the company’s investment portfolio.

kurt Stout represents private-sector lessors and investors engaged in government-related transactions. The government Solutions group has also completed a wide variety of transactions and consulting assignments throughout the united States for government agencies including the FdIC, IRS, u.S. postal Service and the gSa. kurt has completed a wide variety of transactions including leasing, subleasing, lease terminations, property sales and acquisitions, easements and air rights transfers.
prior to joining the government Solutions team, kurt was the grubb & ellis director of Research and Client Services overseeing a 10 person staff providing all financial analysis, market studies and marketing activities in the Washington–Baltimore region. he has authored over 100 market studies and lectured in the graduate real estate and facilities programs at johns hopkins and george Mason universities.

PROFESSIONAL BACKGROUND Jarrett Morrell joined the Colliers Government Solutions team in 2011, and provides leasing and transaction expertise to tenants and owners in the public- and private-sector.
Prior to joining Colliers International, Jarrett was Senior Associate with the Global Corporate Services group at CB Richard Ellis (CBRE) where he served as the primary interface with GSA Management, Contracting Officers, Realty Specialists and General Counsel. In addition to completing multiple leasing transactions, Jarrett led several other projects for the GSA, including the site selection process for the HHS Twinbrook renewal as well as managing all components of the project’s execution. He was also a primary participant in the 935,000 RSF NOAA headquarters renewal in Silver Spring and the 668,000 RSF Tricare lease in Falls Church.
Prior to working with CBRE, Jarrett served as Vice President at Eastdil Secured, participating in marketing and disposition assignments across multiple asset categories, including: office, multifamily, hospitality, senior living, and retail. In addition, he served as team leader on bank valuation work for the Federal Deposit Insurance Corporation (FDIC).

at CBRE under GSA’s National Broker Contract, Jarrett was a principal negotiator in the three largest leases GSA executed during that period.

Shanna Markwell | Marketing Specialist
Shanna Markwell assists and supports the Investment Services group to win new business and achieve selling goals. Shanna manages active accounts via RCM, Saleslogix, and Salesforce. She is responsible for the completion of offering memorandums and BOvs, in addition to developing, implementing, and maintaining property marketing materials such as flyers, postcards, brochures, website design and development, and e-blasts.
prior to joining Colliers, Shanna was the advertising Coordinator for The Tennessean and new Media Creative director for Banniseter publications. She holds a BS in Marketing from kentucky Wesleyan College.
katherine Seastrom | project Coordinator
katherine Seastrom works closely with the Colliers International asset manager for gSaXChange and FdIC assets on the nationwide FdIC account. She also develops promotional material for various FdIC properties, crafts and monitors marketing messages from the field to the public. katherine manages the marketing and disposition efforts for over 15 brokers across 25 states including advertising, negotiations, and the completion and submission of sales contracts.

in 2012, the GsaxcHanGe team was engaged by Glenmark Holding llc to represent their offering of two Gsa-leased properties located in Morgantown, West Virginia. the 34,904 sf usda facility was built in 2009 and was leased for 15 years (11 years remaining) with three 5-year renewal options, and the 19,969 sf MsHa facility was built in 2003 and had recently renewed for 5 years firm with an additional 5 year option. after a thorough marketing campaign that generated highly competitive offers, the seller made the internal decision to delay the transaction. in october 2013, the transaction was restarted with the lead bidder, at a higher purchase price, and completed in less than 60 days.

in 2013, the GsaxcHanGe team was engaged by fd stonewater to represent their offering of the 58,990 square foot u.s. department of energy office of legacy Management administrative and record storage facility located in Morgantown, West Virginia. the facility was constructed in 2009 and was leased for 15 years with a 5-year renewal option, and involved a conversion from leasehold to fee simple ownership. a thorough marketing process achieved significant interest in the property that drove the initial cap rate on the contract price below 6.75%.

in 2012, the GsaxcHanGe team, in cooperation with the dallas office of colliers international was engaged by spire realty Group to represent their offering of the headquarters building for the texas lottery commission (tlc), located in the state capital of austin. the 89,000 square foot three-building office complex was built in 1982 and renovated for tlc in 1997, and has 8 years remaining on the lease. the marketing process, despite being executed during the middle of the summer, achieved significant investor interest that drove the winning bid above the asking price.
