Mrs. Carroll Miller, wife ofJohn Miller of Davis Avenue,Blue Point , died last Friday inher home. She was born 67years ago in Massachusetts andhad lived for the past six yearsin Blue Point.

She is survived by her hus-band , a daughter, Mrs. GuntherMohr of Chappaqua , N. Y. andthree grandchildren.

Services were held Mondayafternoon in St. Paul's EpiscopalChurch in Patchogue, the Rev.RicJiard C. Chapin officiating.Cremation followed in the Wash-ington Memorial Park Crema-tory in Coram under the direc-tion of the Pettit Funeral Home.

Mrs. Bertha Klecak, aged 80,of 19 Seaman Avenue, Bayport,widow of Joseph Klecak, diedlast Thursday at the Belle Hav-en Rest Home, Sayville, aftera brief illness. Born in Prague,Czechoslovakia, she came to thiscountry as a child, and had liv-ed in Sayville for more than 40years. Her first husband, JosephZinek, died in 1922, and hersecond husband, Mr. Klecak, in1944.

She leaves two daughters , Mrs.Cornelius Van Weele of Bay-port , and Mrs. Benj amin Dyk-stra of Islip, one brother, Jo-seph Prettel of Long Island City,two sisters, Mrs. Matilda Novot-ny of Little Ferry, N. J., andMrs. Louis Klecak of Arlington,N. J., two grandchildren andone great-grandchild.

Funeral services were held atRaynor's Chapel, Sayville, onSaturday with the Rev. JosephH. Bond, rector emeritus of St.Ann 's Episcopal Church of Say-ville, officiating. Interment wasin St. Michael's Cemetery, EastElmhurst on Monday morning.

Mrs. Elizabeth Rossell, 66, of271 Holbrook Road, Lake Ron-konkoma, died August ninth atthe Wittridge Nursing Home,Lake Ronkonkoma, after a longillness. She had lived here formany years.

She leaves her husband, re-tired U. S. Navy CommanderFrank Rossell, a niece, Mrs. Vir-ginia Wrigley of New York, anda nephew, George Steward ofNorwalk, Conn.

The Rt. Rev. Monsignor Mich-ael A. Heinlein, pastor of TheChurch of -the Holy Ghost, NewHyde Park, died on Sunday inthe rectory, after a long illness.Mons. Heinlein was born inBrooklyn, in 18 5 and summer-ed in Ronkonkoma as a youth.He was educated io Brooklyn,and ordained from St. John'sseminary in 1921. He served ascurate at All Saints Church, inBrooklyn, and St. Thomas theApostle Church, in Woodhaven.He received his first pastoratein 1940, when" he was appointedpastor of St: Joseph's Churchin Ronkonkoma. In 1944, hewas appointed pastor of TheChurch of the Holy Ghost wherehe remained until his death. Hisbody lay in state at his rectoryuntil Tuesday, when it wastransferred to the church. APontifical Solemn Requiem Masswas offered yesterday by HisExcellency, the Most ReverendWalter P. Kellenberg, D. D.Bishop of Rockville Centre, af-ter the chanting" of the DivineOffice at 10:30. A requiem massfor parishioners was sung yes-terday morning. Interment wasin St. John's Cemetery in Mid-dle Village.

Monsignor Heinlein is sur-vived by five sisters, and by twobrothers, Joseph J., of Sayville,and George W., of Ronkonkoma.

Bay Shore—The_S_uff9lk ,Coun-ty Medical Society announcedthis week that an unexpectedsurplus of more than $89,000received during the recent Sa-bin oral polio immunization pro-gram will be returned to thepeople of Suffolk Countythrough comprehensive commu-nity educational and scholarshipincentive programs. '

A total of 1,096,272 doses oithe vaccine was distributedwithout charge from March 15ththrough June 14th in one of themost successful community pre-ventive programs undertaken inthe state of New York. Volun-tary contributions totalled $247,-763, it was reported. Disburse-ments during the intensiveseven-month program amountedto $157,835.

that the Town Board of theTown of Islip, on August 11,1964 at 2:30 P. M., adopted thefollowing Ordinance;

ORDINANCE REGULATINGTHE OPERATION OF

- BICYCLES1. This Ordinance, applicable

to bicycles, shall apply when-ever a bicycle is operated onany street or upon any highwayor upon any sidewalk or anyplace where pedestrians walk.

2. RIDING ON BICYCLES ONROADWAYS.

(a) Every person operating abicycle upon a highway or roaddedicated or otherwise, shall op-erate , the same in strict obser-vance of all laws applicable tosuch vehicles and the use there-of and in compliance with allrules'of- the road applicable tothe operation of such vehiclesand in compliance with all traf-fic Ordinances except as tothose provisions of laws and or-dinances which by their naturecan have no application.

3. EMERGING FROM ALLEYOR A DRIVEWAY.

The operator of a bicycleemerging from an alley, drive-way or building which, uponapproaching a sidewalk, yieldthe right of way to all pedes-trians approaching on said side-walk.

4. STANDING OR PARKINGOF BICYCLES.

No- person shall stand, parkor otherwise place in a positionor temporary storage, a bicycleupon-the -highway or street, orupon the sidewalk or againstany building at the sidewalk insuch a manner which shall ob-struct pedestrian or vehiculartraffic. '5. RIDING ON BICYCLES.

LEGAL NOTICE

(a) No person shall ride abicycle upon a sidewalk withinany business district.

(b) Whenever any personshall operate a bicycle upon asidewalk such person shall yieldthe right of way to any pedes-trian and shall give audible sig-nal before overtaking and pass-ing such pedestrian.

6. LIGHTS AND OTHEREQUIPMENT

(a) No person shall operate abicycle at night time unless itshall be equipped with a lampon the front which shall emit awhite light visible at least 500feet to the front with a redreflector on the rear which shallbe visible from all distances,50 to 300 feet from the rearwhen directly in front of law-ful beams of headlights on amotor vehicle. A red light orlamp visible to the rear may beused in addition to the red re-flector.

(b) No person shall operate abicycle unless it is equippedwith a bell or other sound mak-ing device capable of giving asignal audible for a distance ofat least 100 feet. No bicycleshall be equipped with any si-ren or whistle.

7. EFFECTIVE REGULA-TIONS.

The parent of the child orthe guardian of any ward shallnot authorize or knowingly per-mit any such child or ward toviolate any of the provisions ofthis Ordinance.

8. PENALTIES.Any person or persons violat-

ing any provision of this Ordi-nance shall be guilty of an of-fense and shall forfeit and paya fine not to exceed Fifteen Dol-lars ($15.00) for each and everyoffense.

This Ordinance is to take ef-fect and be in force on and af-ter August 31, 1964.
