Why the Change?

• Disparity between states in the level of CNMP development and implementation. New guidance is meant to bring more consistency by requiring standardized CNMP Template.

• Attempts to meet the EPA Clean Water Act and National Pollutant Discharge Elimination System (NPDES) criteria.

New CNMP Policy References

• Title 190, Part 405, Comprehensive Nutrient Management Plans, Subpart A, General, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25619; Subpart B, Policy, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25620; Subpart C, Responsibilities, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25625; and Subpart D, CNMP Financial and Technical Assistance, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25626

New CNMP Policy References • Title 190, Part 304, Comprehensive Nutrient

Management Plan Technical Criteria, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25686

Title 190, Comprehensive Nutrient Management Planning Field Handbook, Part 620, Comprehensive Nutrient Management Planning, Subpart A, Introduction, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25628; and Subpart B, CNMP Development Process, http://directives.sc.egov.usda.gov/viewerFS.aspx?hid=25650

Software Options for CNMP Development

1. Use Purdue Manure Management Planner (MMP), this is the national supported NRCS software.

2. Use SD Electronic CNMP Workbook

3. Use your own but must include all elements and items within each element.

What’s the Plan in SD?

• Release new SD CNMP electronic workbook for official use in SD on October 1, 2012. Until then continue using current CNMP workbook or use Purdue Manure Management Planner (MMP).

• If you need a new workbook contact me at john.lentz@sd.usda.gov

New 590 Standard • National 590 (Nutrient Management)

standard has been released. SD will be working on our 590 this spring/summer and plans to release officially on or before October 1, 2012.

Need to consider use of grass buffers more when doing initial planning!

Application of Manure on Frozen or Snow Covered Ground Continues to

Be an Issue!

Encourage Use of Cover Crops (Prevent Nutrient Loss, Improve Soil

Quality, Provide Forage!!!)

Educate Producers On Value of Manure

Keep Thinking Outside the Box
