This Plan would scrap the Articles of Confederation and create a new stronger national government.
This New Government would be organized like this:
•3 Branches of Government •Two houses of Congress •Representation in both houses based on Population.
Who supported it? •Large States •It gave them more power in Congress
Who opposed it? •Small States •They would be overruled in Congress

This Plan was offered as a counter to the Virginia plan by the smaller states.
Under this plan, the government would be organized like this:
•3 Branches of Government •One house of Congress •Each State would have one vote, Like the Articles of Confederation

Who opposed it? •Large States •They felt they deserved more representation due to their size and wealth

framework of our government.
Our new government would be organized like this:
3 Branches of Government Two Houses of Congress (The House of Representatives and the Senate)
Equal: 2 per state
