Important to submit as early as possible before the close of the Cluster window, or you will have to wait until after the Cluster process.

Site Exclusivity can be met via documentation ONLY

Electrical Independence is met by passing flow impact and short circuit test

Scoping Meeting bring engineers together in prep for study work

System Impact Study (Section 4.4) includes short circuit, stability, and power flow analysis

Facilities Study (Section 4.5) specifies and estimates cost of equipment, engineering, and construction work.

ISP Behind-the-meter expansion

Tariff allows existing facility to increase up to 125% of original project capacity. Total project expansion cannot exceed 100 MW.

Expansion is after COD

Expanded capacity needs separate breaker and meter

ISO can trip if project goes above studied capacity

No increase in NQC

Appendix DD Section 5

EO = Energy Only

No larger than 5MW with Energy Only deliverability; however, it can be an expansion to existing project/resource, but overall size cannot exceed 20MW.

Only documentation can be used to satisfy Site exclusivity for FT projects, just like ISP. No deposit in lieu.

Screens must be met… Screens are detailed in Section 5.3

Customer Options meetings are needed if they fail the screens.

Supplemental Review is meeting based on the outcomes of the Customer Options Meetings (includes a short study process and additional deposit for estimated costs)

NQC = Net Qualifying Capacity

Deliverability is the difference between a project that is Energy Only and Full Capacity.

EO simply allows the energy to flow on the grid.

FC allows a resource to help meet Resource Adequacy requirements; the incentive is that the resource can receive NQC payments above what they receive for supplying energy.

EO = Energy Only

TP = Transmission Plan

GIA = Generator Interconnection Agreement

Annual Process follows the Cluster process and actually uses the same IR application.

Payment of study fee does not guarantee of deliverability

Previously studied for EO

Option A not allocated TP Deliverability that converted to EO

Option B which chose Partial Capacity deliverability, now wants additional deliverability

Both Option A and B must have GIAs in good standing.

BA = Balancing Authority

Rare, since most transmission is on PTO facilities, rather than Non-PTO facilities.

Projects wish to obtain FC or Partial Capacity.

Must submit CAISO IR since we do the Deliverability studies for all study processes.

This process is not part of GIDAP (Appendix DD); the process is outlined in CAISO Tariff Section 40.4.6.3

UDC manages the application process and assignment of deliverability subject to the CAISO Tariff.

CAISO reviews the applications and validates assignments.

Only applies to distribution level projects ONLY.

Qualifying Facilities (QF) conversions have grandfathered deliverability.

DG must complete New Resource Implementation Checklist to utilize the assigned deliverability
