URGENT NOTICE TO CARRATHOOL SHIRE COUNCIL RATE PAYERS
Council wishes to advise that from 1 July 2016, all BPAY’S for Rates, Water and Debtor accounts will be processed
electronically. It is important that the correct Reference Number is used. The use of an incorrect reference number
may result in interest being charged, due to the payment not being receipted to the correct account.
A notice was sent to all ratepayers stating this change, on this letter there was an EXAMPLE Biller code and
Reference Number, please do not use these numbers - this is only an EXAMPLE of what your biller code looks
like on your rates/water/debtor notices.
If you have used this number please contact council - proof of payment will be required
to transfer the funds to your assessment.
If you have any questions, please contact Councils Rates Officer, Gillian Gordon on

How to nominate for election as a Councillor
To nominate as a Councillor, you must lodge a nomination form and $125 nomination deposit with the Returning Officer from
Monday, 1st August to 12 noon Wednesday, 10th August 2016.
Where do I get a nomination form?
Nomination forms and other important nomination and electoral information are available from the Returning Officer or from
the New South Wales Electoral Commission website: www.votensw.info
Candidate Information sheets: Every candidate is required to lodge a candidate information sheet with their nomination.
Grouping of candidates and group voting squares: Two or more candidates may form a group. A group may, in certain cir-
cumstances, request a group voting square on the ballot paper. A request to form a group and have a group voting square on the
ballot paper must be lodged with the Returning Officer by 12 noon Wednesday, 10th August 2016. See www.votensw.info for

Your nomination form and deposit must be lodged with the Returning Officer at Griffith Region Returning Officer's Office, 12b
Kooyoo Street, Griffith NSW 2680. Nominations for councils that do not have the Returning Office located within the council

Council Meetings Agendas/business papers are available for public inspection on Council's website www.carrathool.nsw.gov.au, at the Goolgowi
Council Chambers, Hillston District Office and the WG Parker Memorial Library Hillston from the Friday prior to the Council
meeting. In the interests of good governance and under the Local Government Act 1993 Council is required to be open and
transparent in the conduct of its business. To facilitate this, residents and ratepayers are asked to address any correspondence for
consideration at a Council meeting or requests to address a Council meeting to the General Manager for inclusion in the agenda /
business paper to be received prior to the close of the business paper.
MEETING MATTERS
Presentation by Superintendant Michael Rowan from the Griffith LAC
Superintendent Michael Rowan from the Griffith Local Area Command was invited to address Council regarding crime statistics
for the Carrathool Shire Council area and general policing matters within the community. The statistics show that the Carrathool
Shire is a safe community.
Presentation by District Manager Kevin Adams from the NSW Rural Fire Service
District Manager Kevin Adams MIA District of the NSW Rural Fire Service (RFS) was invited to address Council regarding the
amendment to the Rural Fire Fighting Fund allocation methodology and other RFS topics of interest. The Council has received a
further increase to the RFS contribution to support the work of the RFS and volunteers.

2017-001 Major Plant – Prime Mover
2017-002 Major Plant – Motor Grader
2017-003 Water Mains Replacement Molesworth St. Hillston
2017-004 Water Mains Replacement Yoolaroi/Melbergen section.
Council resolved to call tenders for two (2) Major Plant Items (Prime Mover and Motor Grader) and Water Mains Replacement
on Molesworth Street Hillston and sections on the rural water schemes of Yoolaroi and Melbergen in accordance with the
Operational Plan 2016-17.
Development Application 2016/055 – Tourist & Visitor Accommodation
Council considered and subsequently granted conditional consent to the development of tourist and visitor accommodation at
Lot 26 DP 1136705, Corner Boundary Road and Lachlan Valley Way, Hillston. Consent was also granted for the development to
connect to the reticulate water and sewer systems. The facility will accommodate up to 50 people within motel style
accommodation units. The type of activity and use is considered appropriate to the site giving its current zone, location and
scale of the accommodation. There is no evidence to suggest that the proposal will have a negative effect on the local economy.
Affordable Housing Proposal
C2Hills Consultancy has approached Council about a possible affordable housing project in the township of Carrathool. This
will result in several dwellings being constructed within Carrathool. Council have resolved to:
a) Approve to support the affordable housing project in the Carrathool Village and agree to be nominated as the lead agency.
b) Authorise the General Manager to negotiate and sign all initial documentation for the project on behalf of the Council.
c) Should any financial contributions be required in the future a further report to Council is to be prepared and submitted for
consideration.
Further information on this exciting project will be made public as the details are finalised.

part of its commitment to provide employment opportunities
for the youth in our community.

The Position: To undertake both on and off the job training to
acquire knowledge and skills in Council’s Water and
Sewerage processes and procedures, and to apply such
knowledge and skills efficiently and accurately in support of
Council’s Infrastructure operations.
Salary & Conditions: Will be in accordance with the Local
Government (State) Award. Salary will be in the range of
$559.50 to $654.00 per week, plus allowances dependent upon
age and qualifications. The successful applicant will be
required to undergo a pre-employment screening at Council's
expense.
The Position: To undertake both on and off the job training to

processes and procedures, and to apply such knowledge and

Corporate & Community Services team in assisting with
customer service, recordkeeping, and secretarial tasks.
Salary & Conditions: Will be in accordance with the Local
Government (State) Award. Salary will be in the range of
$559.50 to $654.00 per week, dependent upon age and
qualifications. The successful applicant will be required to
undergo a pre-employment screening at Council's expense.

PUBLIC EXHIBITION
CONTAMINATED LAND POLICY
Notice is hereby given that Council intends to adopt the
Contaminated Land Policy following an exhibition for a period
of 28 days.
This policy is available for public inspection at the Goolgowi
Shire Office; 9-11 Cobram Street Goolgowi, Hillston District
Office; 190 High Street Hillston, and the Hillston Library;
175 High Street Hillston. The document will also be available
on Council’s Website www.carrathool.nsw.gov.au.
Any enquiries should be directed to Council on 6965 1900.
At any time during the public exhibition period, submissions in
writing will be received by Council and must be addressed to
the undersigned. Submissions can be sent by mail, fax or email
as shown below, and must be received by 4.00 pm on
Wednesday 24 August 2016. Prior to formal adoption of the
draft policy, Council will take into consideration any
submissions that have been received.

WATER & SEWER REPORT
Sewer Chokes
Council would like to remind residents not to flush anything that does not dissolve in water down the toilets into the sewer
system. These items include the following:
* Nappies * Plastic bags * Latex gloves
* Paper towels * Cigarette butts * Cotton makeup removing pads
* Tissues * Clothes dryer sheets * Cotton ear buds
* Sanitary products * Condoms * Any type of plastic
* Disposable wipes – including baby wipes & antibacterial wipes.
Council has spent a significant amount of time and resources cleaning out the
blockages in several of the sewer pumps in Hillston.
Pump Station 2, located in Shelley Street. The catchment area for this
pump station includes Byron St between Herrick St & Lytton St, Burns St
between Herrick St & Lytton St and Moore St between Herrick St &
Shelley St.
Pump Station 6 located in Haines St. The catchment area for this pump
station includes Molesworth St, Grattan St, McGregor St & O’Donnell St
between Regent St & McGee.
What if I can taste and smell chlorine in my water?
Drinking water which sometimes may taste or smell of chlorine is still safe to drink. The smell will evaporate simply by leaving
a jug of uncovered water in the fridge for a short period of time or just pour water from one jug to another several times. If you
are still concerned please don’t hesitate to contact Council on 02 6965 1900 or 02 6961 7600.
