Incident Objectives1. TESTING: Develop community testing and point prevalence surveillance strategies in
accordance with the Governor’s priorities.
2. CONTACT TRACING: Develop a contact strategy to keep the rate of spread within the
capability of existing healthcare capacity.
3. MEDICAL SURGE: Continue to support and refine medical surge plans in collaboration with
hospitals, long-term care facilities, correctional facilities and other congregate settings in the
community..
4. EQUITY: EQUALITY AND ETHICAL CONSIDERATIONS: Ensure all operations are actively
centered on and consider impacts to the most under resourced individuals and communities.
Integrate, prioritize, measure, and validate equitable and ethical practices for all response and
recovery decisions, actions, and resource allocation.
5. SUPPLY CHAIN MANAGEMENT: Maintain and adapt strategies to ensure supplies of goods
and materials can meet an evolving demand environment.
6. FEDERAL AID AND RECOVERY PROGRAMS: Begin working with local governments and
other eligible applicants for federal aid.
7. SUSTAINMENT: Prepare to maintain operations for the remainder of the year and respond to
any secondary outbreaks and other emergencies.

• The Virginia Hospital & Healthcare Association (VHHA) has launched a new online data
dashboard focused on statistics associated with COVID-19 cases in licensed nursing
facilities across the Commonwealth. The data that populates the new dashboard is
voluntarily supplied by licensed nursing facilities in the Commonwealth and flows through the
Virginia Healthcare Alerting and Status System (VHASS). The dashboard does not reflect
conditions at assisted living facilities.
• The VDH Office of Communications will host a media telebriefing on May 21 from 10:30 -
11:30 a.m. This briefing will focus on Virginia's contact tracing efforts and will feature VDH
subject matter experts to explain recruitment efforts and contact tracing in Virginia. An MP3
digital download and written transcript of the tele-press conference will be posted at:

COVID-19 Workgroup Updates
• Healthcare Coordination
• A second shipment of remdesivir from HHS was received by VDH on Friday, May 15.
VDH and VHHA are working together to distribute the medication based on the random
selection model as determined by the VDMAC.
• VDH, DMAS and other healthcare coordination workgroup members are working to
implement a Buoy Health application intended to assist with triage of ill callers and
routing of patients to the most appropriate test sites.
• Public Health Surveillance & Guidance
• As most of Virginia enters into Phase One of easing restrictions, the workgroup
continues to ensure that case investigation, contact tracing, monitoring, point prevalence
surveys, and public health and commercial laboratory testing efforts are expanded
through additional staffing, resource acquisition, and public outreach and education.
• Guidance for local health districts, healthcare providers, community settings and the
general public continues to be developed and maintained.
• Community Mitigation
• Guidance continues to be developed for various business sectors, communities and
congregate settings around implementing non-pharmaceutical interventions.
COVID-19 Workgroup Updates
• Testing Capacity & Coordination
• Targeted outreach is occurring to clinicians (based on zip codes) in areas with pharmacy
chain testing sites to make them aware of this available free testing supported by HHS
(sites include: Walmart sites in Prince William (2), Culpeper and Olney, as well as Rite
Aid sites in Virginia Beach and Colonial Heights).
• Virginia’s public health laboratory (DCLS, UVA, VCU, VT, Fairfax) testing capacity is now
1,470 tests per day.
• Provider Outreach & Detailing
• The Medical Reserve Corps (MRC) continues to recruit and deploy medical and non-
medical volunteers to bolster the work of local health departments, hospitals, and
healthcare providers. As of May 17, there are 17,668 approved MRC volunteers and
750 new volunteer applications currently being processed.
