November 30, 2015The public notice of a regular
meeting of the Village Board of Trustees was posted in the US Post Office, Outlaw Cafe and the Community Hall on November 23, 2015. The Trustees con-vened in open and public ses-sion at the Community Hall for a regular meeting at 7:30 p.m. Chairman Randall Horst called the meeting to order. Trustees present were Randall Horst, Richard Egging, Jon Schwaderer, Lloyd Searles and Eli Weyerts. Also present were Leigh Niekum, Village Clerk. Mark Lind was excused. E’laine Weyerts, Bernice Russell, Doug Hart-Cheyenne County Roads, and Nate Fox-LARM were also in attendance.
Chairman Randall Horst announced the Village of Gurley would follow the State mandate for open meetings. Declared the Open Meeting Act is posted on the east wall of the Community Hall Meeting Room.
Minutes of the October 26, 2015, regular meeting
were read and minutes were approved with corrections.
Disbursements were reviewed. Public Forum:Bernice Russell reported that
the Gurley Alumni Association was disbanding and they used the excess funds to purchase a stove and refrigerator for the Community Hall. Both applianc-es have been installed and they would also like to replace the
formicain the kitchen with the remaining funds. Board mem-bers expressed a big thank you for the generosity of the alumni. E’laine Weyerts reported on the bid to finish the Community Hall floors and presented the Board with donations from individuals, local businesses, and groups.She also reported that Dick’s Flooring was willing to donate some linoleum to replace the toe kicks on the back stair-well. Discussion was held. A motion was made by Searles and seconded by Schwadererto refinish the hall floors. Roll call votes: Horst, Egging, Weyerts, Schwaderer, Searles– all Yea. Nay-None. Motion carried.
Old business:Niekumreported on the Audit
Waiver. Rauner’s have it com-plete and it will be mailed this week.
New Business:Doug Hart presented the
Board with the NBCS annual report. Certification was signed by Chair and Clerk.
Nate Fox with LARM pre-sented a bid for insurance. Discussion was held. A spe-cial meeting will be held on Monday, December 7, 2015, to hear bid from Points West Bank insurance. A final deci-sion on an insurance carrier will be made no later than Monday, December 21, 2015.
Discussion was held regard-ing the Gurley Volunteer Fire Department stag feed to be held on January 30, 2016. A motion was made by Egging and seconded by Weyerts to allow a special deisignatedliquor license for the event. Roll call vote: Horst, Egging, Weyerts, Schwaderer, Searles– all yea. Nay-None. Motion Carried.
Discussion was held regard-ing the December meeting date. Everyone agreed to December 21, 2015 at 7:30 p.m.
Employee Reports:Niekumreported on the
2016 cost for health insurance. Discussions was held and it was decided to pay the additional increase. Niekum also reported on using PayPort and the 2016 Election.
Discussion Items:Discussion was held regard-
ing half rate, water well rates for oil wells, and trash pickup schedule for the holidays.

Carlson is named as “Lessee”; and also consisting of various items of personal property generally described as two pumping units, two storage tanks and related miscellaneous equipment. I will sell said property at public auction on the 18th day of December, 2015, at 9:00 a.m. at the east door of the Courthouse in Sidney, Nebraska, said sale to remain open for thirty minutes and as long thereafter as active bidding continues.
