Pastors and District Leadership is Friday in the RCN atrium. Limited seating. CHILDCARE – Childcare will be available in the Children’s
Center (Birth – Kindergarten). See Page 4 for hours and registration. RESTROOMS - Restrooms are available in the Lobby,
and on the second floor above the Foyer. WI-FI – Complimentary wireless access is available. From

Nominations Committee
A Nominating Committee selected in accordance with the Manual, met on June 6, 2015, at Richardson Church with the following persons present: Dr. Curt Lewis, Mrs. Cheryl Adams, Rev. Giovanni Monterroso, Dr. Michael Gentry, Rev. Jim Henvey, Dr. Robert Simmons, Rev. Sal Pimentel, Rev. Jim Fitzgerald, Rev. Larry Williams, Charles Randall, and John Westmoreland. We, the District Nominating Committee recommend to the District Assembly that the duties of the Mission Action Team (MAT), be assumed by the District Advisory Board (as allowed in Manual.) We, the District Nominating Committee recommends to the District Assembly that the size of the Dallas District Finance Committee shall be 18 member; with an equal number of ministers and laypersons (as provided by the Manual,) and shall be comprised of the eight members of the District Advisory Board (DAB), the three district department heads (NMI, NYI, and SDMI) and seven “At-Large” members. We, your Committee on Nominations, recommend that the election of district officers and board members be by plurality. We recommend that whenever an elected nominee declines the nomination, the District Superintendent shall be empowered to select the nominee who received the next highest number of votes. We recommend the following nominees for district offices and boards:

District Advisory Board
The Dallas District Advisory Board met 9 times in the past fiscal year (4 meetings and 5 conference calls) for the purpose of facilitating the ministries of the Dallas District Church of the Nazarene. The following are the major action items of those meetings:
1. Approved the reallocation and investment of property sale proceeds by the McKinney New Life Church.
2. Approved refinance of indebtedness for Ovilla Road Church. 3. Approved the loan for Denison Church for remodeling and expansion. 4. Approved the purchase of additional adjacent property by Restauracion Church; and approved
the loan for same. 5. Approved the purchase of property (land only) for the Lone Star Cowboy Church of Grayson &
Cooke Counties; and approved the loan for same. 6. Approved the sale of the church property by Cornerstone Church; and the purchase of land and
a building for relocation.

7. Approved the marketing for sale of the former North Texarkana Church. 8. Approved the renewal of mortgage loan for Frisco New Start Church. 9. Approved the organization of six church-type missions into fully-organized church status:
a. Lone Star Cowboy Church of Collin County b. Lone Star Cowboy Church of Ellis County c. Lone Star Cowboy Church of Hunt County d. Lone Star Cowboy Church of Limestone County e. Lone Star Cowboy Church of Navarro County f. Round-Up Cowboy Church
10. Approved the launch of two new church-type missions: Plano Primera, and Iglesia Estrella Solitaria.
11. Approved the District Treasurer to order the annual review by the auditors of the District Treasury.
12. Monitored the monthly reports of all the Church Type Missions. 13. Appointed Bob Snodgrass to fill a vacancy on the District Court of Appeals. 14. Appointed Mission Area Connectors (formerly “Coordinators”) for 2015-2016. 15. Approved the District’s partnership with other Texas Nazarene Districts to establish the Peniel
School of Ministry for the education of ministers in training. 16. Approved a plan for graduated District Tithe payment goals for newly-organized churches. 17. Approved a grant to the Scottsville Camp Manager for emergency medical expenses. 18. Approved site for the 2015 District Assembly at Richardson Church of the Nazarene. 19. Accepted the resignation of District Superintendent Dr. Rob McDonald; and approved a
transition compensation package for him. 20. Approved the donation of used furniture and equipment items to Lone Star Cowboy Church of
McLennan & Hill Counties. 21. Approved both Scottsville Nazarene Camp and District 2015-2016 Budgets to the District
Finance Committee. 22. Approved changes proposed by the District Board of Ministry to the Board of Ministry Policy
Manual regarding background checks and examination of ministerial candidates. 23. Approved a recommendation from the Board of Ministry to recognize the ministerial credentials
of: Rev. Hermes Cayelo Cassio (from another denomination), and Rev. Samuel Martinez Morejon (Elder transfer from Cuba District.)
24. Advised the District Superintendent on various issues and items of concern on the District. 25. Appointed and approved the 2015 Committee for District Nominations. 26. Met with Dr. Bob Broadbooks, USA-Canada Region Director, as part of the larger District
Advisory Council to discuss the transition in the Dallas District Superintendent position. 27. Recommends to the District Assembly the following two name changes of local churches:
Mount Pleasant Church to “Mount Pleasant Journey Church of the Nazarene”
Iglesia del Nazareno Vaquera to “Iglesia del Nazareno Rios de Agua Viva” 28. Recommends to the District Assembly the dropping of the following church-type-missions:
a. Rest Ministries b. Lone Star Cowboy Church of Smith County c. LifeHouse Church d. Yeshua Nazar Church
29. Recommends to the District Assembly that the duties and functions of the Mission Action Team be assumed by the District Advisory Board
The District Advisory Board of the Dallas District Church of the Nazarene has faithfully endeavored to fulfill all duties as outlined in the Manual.

Finance Committee
1. Finance We, your District Finance Committee, submit the following report:
A. General Information
1. We recommend that the District Treasurer arrange for an annual audit or review of the district treasurer's books by a CPA with approval of the District Superintendent and the District Advisory Board. 2. We recommend that mileage to and from all official district meetings of boards and committees be reimbursed at the current standard mileage rate for business purposes set by the IRS. 3. We recommend that all local churches contribute annually to Nazarene Bible College, Nazarene Theological Seminary and International Literature Fund on the designated special dates or at some other suitable time. 4. We recommend that the local church pay all expenses of all its official representatives to district functions. 5. We recommend that each church promote stewardship and that the materials available from the Nazarene Publishing House be used. 6. We recommend that the insurance program for the Dallas District be administered by the District Superintendent and the District Advisory Board. 7. We recommend that the local church consider methods of assistance for retired elders and spouses to specific local, district, and general church functions. 8. We encourage every church to utilize the Church of the Nazarene Foundation to facilitate planned and deferred gifts from their members to any Nazarene ministry, if that organization does not have its own endowment program, including gifts to the local church, and to use the Foundation to manage investment accounts, endowments, or charitable trusts. B. District Superintendent 1. We recommend that the District Superintendent be reimbursed in full for his Social Security payment from the District Unified Funds by the District Treasurer. 2. We recommend that the cost of the District Superintendent’s family health insurance be paid from the District Superintendent’s compensation package. 3. We recommend that the District Superintendent take a one-month vacation at his discretion.
C. Ministerial Support
1. We recommend that each local church reimburse its pastor for the entire amount of his/her Social Security payments, including parsonage, rental allowance, and utilities, in the basic income figure in calculating the Social Security; that this reimbursement be made regularly; that in case of pastoral change during the year, Social Security payments shall be brought up to date on the basis of months of service rendered. 2. We recommend that the local church board or appropriate committee take time once a year to give full consideration to all aspects of the pastor's financial situation--salary, fringe benefits, expenses, etc.; that adjustments be made on the basis of rising costs of living; and that raises in salary be given. Also, consideration shall be given to providing car and professional expenses required in the church work, since these are the obligations of the local church. 3. We recommend that each local church provide a minimum paid vacation each year (including paying guest minister) of two weeks for its pastor; that consideration be given for longer vacations commensurate with years of service rendered in the ministry on the following basis: 1 to 5 years, two weeks; 6 to 15 years, three weeks; over 16 years, four weeks. Time used for attending district and general functions should not be counted as vacation time. A provision for a love gift at Christmas of at least one week's salary and benefits should be made. We recommend that a pastor’s years of service

be considered in the provision of a sabbatical during the pastor’s 7th year of service to the local congregation and that the District Superintendent be available for consultation if necessary. 4. We recommend that each local church consider setting aside monthly in a savings fund a predetermined amount, looking forward to paying the pastor's expenses in attending the General Assembly. 5. We recommend that each local church give financial assistance to its pastor to attend district, college, and general church functions where they are expected to be in attendance and where their attendance may bring benefit to the local church. 6. We recommend that each local church board provide the pastor funding for a retirement plan. 7. We recommend that each local church pay the premiums for the term life insurance offered by the general church and accidental death and dismemberment and long-term disability insurance offered by the general church. 8. We recommend that each local church pay the pastor and dependents' health insurance coverage, as well as eligible staff and dependents' group insurance coverage, as billed by the insurer and the cost of such be considered in setting the annual compensation package. 9. We recommend that each local church give careful consideration to paying a minimum to an evangelist twice the weekly salary of the pastor, plus travel expenses one way. 10. We recommend that each local church that calls a commissioned, registered or tenured evangelist pay Social Security to him or her on the same basis as is recommended for the pastor in proportion to the remuneration paid. 11. We recommend that each local church remember the evangelists who have served them during the year with a Christmas check of appreciation. 12. We recommend that Sections “A,” “C,” and “E” of this Finance Committee report be sent to the secretary of each church board to be distributed to each board member. This letter will be sent from the District Finance Committee Chairperson. The District Office will also send a copy to each local church treasurer.

Directive to District Advisory Board We direct the District Advisory Board to 1) carefully review its financial and cash flow procedures with respect to the District Advisory Board's approval of all commitments and expenditures made of District funds, all budget amendments made during the year and the District's financial support of Scottsville Camp and Conference Center, and 2) review the current budgets to see if adjustments should be made to reduce the budget deficit to $50,000, and 3) prepare a budget for the 2016-2017 fiscal year that is balanced with respect to operations.

Scottsville Camp and Conference Center
It is hard not to be encouraged about the campground. Souls are being saved. People are being called into ministry. Spiritual lives are being rejuvenated. These things seem to happen regularly on the campground in answer to the prayers of God's people.
My stroke in September was a major setback for me and the campground. It caused the income to come down and the expenses to go up. God is helping though and I have dramatically improved. Please continue to pray for my physical condition.
In the last fiscal year, the Halliburton Dorm has been totally renovated. Two cabins, 12 and 13, have been changed from ugly to beautiful. Our 2nd Staff house has been gutted, new wood floors added and repainted. A diverter wall has been added in front of 2a, 2b, 3a, 3b, 4a and 4b to stop dirt and mud from getting on the porches and entering the buildings.
God's hand is still on Scottsville Camp. Many great things are ahead for this facility.

District Hispanic Ministries
“And they sang together by course in praising and giving thanks unto the Lord; because he is good, for his mercy endureth forever toward Israel. And all the people shouted with a great shout, when they praised the Lord, because the foundation of the house of the Lord was laid.” (Ezra 3:11) (KJV) Dear Sisters and Brothers, Once again, this year the Lord showed mercy on us in different ways. He is working between and through the churches and the Nazarenes Hispanic Ministries. The Lord blessed us again with the fellowship among the Hispanic Pastors. We were gathering at least nine times in the year with the Hispanic pastors, and most of their spouses, for a sharing time of prayer, planning and eating. As congregations, we had time for fellowship during the Nazarene Hispanic Family Camp on the Fourth of July weekend at Scottsville Camp. The youth had the opportunity to enjoy fellowship through the Nazarene Youth Event (EVEJUNAZ, in Spanish). This year we invested more than twenty hours in classroom training with the Hispanic pastors the first part of the session “Churches Planting Churches” from Dynamic Church Planting International (DCPI), and this New Year, we are going to complete the track. Moreover, thanks to Cynthia and Alex Marquez, a good group from several Hispanic churches learned how to “Tell the Story”. Encouragement and blessings came again to the Hispanic Zone through the women’s event coordinated by Rev. Sigrid Blandon. The Congress “Renew You” was a time for the women of the Dallas and West Texas Districts to gather and challenged to be people of prayer. The positive results are evident in several churches where we see the hunger for prayer is increasing. Praise be to the Lord, he is answering prayer and showing us his providence and grace to overcome the challenges faced in the past months.

In less than one month, two churches faced pastoral changes. The Lord allowed them to see His mercy by giving them the right pastor in the fastest way. The Church “House of Prayer” in Oak Cliff (Casa de Oracion) has its new pastor, Rev. Hermes Cayalo. Also the former Hispanic Cowboy Church (Vaquera) is to be renamed at District Assembly to “River of Living Water” has its new pastor, Rev. Samuel Martinez. I give thanks to the Lord for the service rendered by the former pastors of these two beloved congregations: Rev. Eduardo Rojas (move to Mt. Vernon, NC) and Rev. Arnulfo Rodas, took a health retirement and moved to Knox, TX. The last year marked a new time for the Hispanic Zone. Again, the Lord showed his mercy and allowed us to see the start of two new works in pursuing the goal to have at least one Nazarene Hispanic Church in every city in the Dallas Metroplex. Mesquite and Plano began to see the Nazarenes sharing the holiness message in Spanish. I give thanks to the Lord for the men who have taken the challenge: Hector Hernandez leading the work in “New Roads Church of the Nazarene” (Camino Nuevo) in Mesquite, and Bernie Flores opening his home to have the first group for the “Plano First Church of the Nazarene” (Plano Primera.) Yes, the Lord again showed us his mercy. Please continue to pray for our Hispanic Ministries on the Dallas District.

Dallas District Women’s Ministry
The movement of the Holy Spirit was alive and active in FaithLift 2015. We were blessed by Beth Ann Jones as she allowed the Lord to use her at the retreat. It was evident that the presence of the Lord was with her. In the first session she talked about FORGIVENESS. The women responded in such a way that the heavens opened and poured out blessings on all who surrendered to Him. The second session was on SUDDEN BLESSINGS and she reminded us of how the Lord can bless those who believe even in the midst of the storm. She gave an illustration of how we can imprison ourselves into a room and how satan will use his deceitful spirit to trap us in. BUT GOD! God will give us a sudden blessing that will not only deliver us from bondage, but will bless us with His strength and power to move forward in His name. He will close the door that once imprisoned us so that we will not have the desire to reenter. It didn’t stop there. The music was AWESOME! The Lord conditioned the voices of the singers and the hands of the musicians to deliver praises to the women (both in Spanish and English) that enhanced the Spirit in that place. We had 3 young ladies that worshipped the Lord in dance. The prayer times were a blessing to each of the ladies. I don’t believe that anyone left that place in the same condition that they came. To God be the glory. We believe the Lord for another blessing in 2016. We are looking forward to seeing every woman at FaithLift 2016. Praise the Lord!

Dr. Duarte will serve as the presiding General Superintendent for this year’s 2015 Dallas District Assembly. Dr. Duarte is a general superintendent in the Church of the Nazarene with an office at the Global Ministry Center in Lenexa, Kansas, USA. He was chosen for the highest elected office in the church at the 27th General Assembly held in Orlando, Florida, USA, in 2009. At the �me of his election, Dr. Duarte was serving as the Africa regional director for the denomination. Prior to that assignment he was the director for the Africa West and French Equatorial Fields, where he facilitated the expansion of the church into Sierra Leone and the Reunion Islands and developed a strategy to enter Guinea Bissau. Dr. Duarte has also served as director for the Africa Lusophone Field, directing the start of our work in Equatorial Guinea, and as field director for Central Africa. Before this he was a teacher and the director of the Seminario Nazareno de Cabo Verde (SNCV), district superintendent of Cape Verde, and pastor of the Porto Novo and Mindelo Churches of the Nazarene. Duarte was born in Brava, Cape Verde, and accepted Christ under the ministry of the Church of the Nazarene at the age of twelve. He received his call to preach shortly after his conversion, was mentored by his pastor, and was ordained by Dr. Orville Jenkins Sr. in 1981. He studied at SNCV and received his Master of Arts degree from Azusa Pacific University, California, USA. In 2012 he received his Master in Business Administration from Northwest Nazarene University, Nampa, Idaho, USA. He was bestowed the honorary Doctor of Divinity by Africa Nazarene University in May 2006. Dr. Duarte and his wife, Maria Teresa, moved from Johannesburg, South Africa, to the Kansas City area in the fall of 2009. They have three sons, Sergio, Francisco, and Richard, and two grandsons, Gabriel and Ben Amar.
