NORMS AND STANDARDS
The norms and standards used in Finnish Railway sector are based on several levels:
1. European union/ European Railway Agency: Technical Specifications of interoperability
a) Trans-European Conventional Rail Systems
b) High-speed rail systems
c) Safety in railway tunnels - SRT TSI
d) Interoperability relating to ‘persons with reduced mobility’ in the trans-European conventional and high-speed rail system
2. Finnish Transport Safety Agency Trafi issues permits, regulations, approvals and decisions and prepares legal rules regarding the transport sector
3. Finnish Transport Agency• Technical guidelines for railways in specific railway technical sectors
(RATO 1 … 21)• Project specific guidelines for railway planning
4. General technical specifications of infrastructure construction (InfraRYL 2010)

NEW PROCUREMENT MODELS
Finnish Transportation Agency (FTA) has been open-mindedly piloting new procurement models to enhance the productivity in the Finnish infra business:– PPP – model – mainly in big road projects– "Alliance model” – one pilot in railway and one in road sector– Design-Build – more common in road sector, but some cases also in railway sector
Most commonly used method has been the Design-Bid-Build (D-B-B) together with Construction Management services.
Normally designer is not closely involved in the procurement phase. The documents used for construction procurement are prepared by the FTA’ s Project Manager together with Construction management consultants.
Design work is commonly guided with external quality controler.
Only Finnish language is accepted in major part of the projects.

PROCUREMENT OF RAILWAY PROJECTS DESIGN
New projects are in normal case led by a FTA’s Project Manager who is usually supported by PM team of consultants
Tender requirements for design tasks are dependent of the style of the Project Manager and the type of the project. There is a lot of variation of the tendering documents
Quality aspect has lately been emphasized in the designer’s selection.
For railway projects there are about seven suppliers which are able to deliver reasonable size railway design projects.
Tight competition – price level in now lower than five years ago.
FTA expects the consulting organization to take responsibility of the late delivery in any case expect if the delay is caused by the FTA itself.

The design process is under a development phase. 3D modeling has been increased significantly under the last few years. Design work based on 3D models has already been done for several years.
Contractors have not been able to use the 3D models in construction, but now the utilization of these models has started.
Visualization of design has been increasing lately
For documentation and contracting traditional paper documents are still required
Town planning is on the responsibility of municipal authorities. This regulates strongly the realization of new railway lines.
The dialogue with the interest groups and the inhabitant’s is vital especially in the preliminary engineering planning phase, but also later until the commissioning of the new railway projects.

RAILWAY CONTRACTORS
There are two main contractors for railway specific projects:
1. VR Track Ltd, – State Owned Company – Descends from the late Finnish State Railways– Sister company of the railways main operator VR– Owns major part of the railway specific machinery– Has own designing unit which is the biggest in Finnish railway business– Operates the FTAs railway archives
2. Destia Ltd,– State Owned Company – Descends from the late Finnish National Road Administration– Has minor part of the railway specific machinery– Has own designing unit which is the biggest in Finnish railway business
Remarkable part of the construction projects can be performed without railway specific machinery. Normal civil work companies are able to tender in those projects.
