Introduction

Link exists between transportation and land uses

Land use planning and transportation planning are not well integrated

Elected officials and the public do not understand models well

A visual approach is needed for decision making and public involvement

Goals and Objectives Provide information to decision makers and

the public concerning transportation investments

Develop a prototype computer visualization tool to study– feasibility– options of technologies– design and implementation issues

Technology Considered GIS

– visualization map based– desktop application

Web GIS– dissemination of information to the public– data sharing among government agencies

Multimedia– photo: site conditions– video: roadway operating conditions

Technologies Considered

Animation– complicated– scaling effect– low resolution

3D model– complicated, expensive– not feasible except for specific sites and

specific projects

Data Collection and Data Sources

Data sources include Miami-Dade County, FDOT, and USGS

Miami-Dade County– TAZ (MPO)– Census Tract (ITD, adjusted to base map)– FSUTMS network and inputs/outputs (MPO)– Major roads and detailed streets (ITD)– Libraries, schools, fire stations, hospitals, parks (ITD)– Public well field protection areas (ITD)– Trash centers and land fills (ITD)

Data Collection and Data Sources

– Flood zones– Hurricane evacuation zones– Public transit bus routes and stops (ITD)– Land parcels (partially owned by FP&L)– Property tax appraisal databases (TAO)– Building permits (PD)– Land uses (ITD)

Data Collection and Data Sources

FDOT (state roads)– Number of lanes and other RCI data– AADT– LOS– Speed

USGS– DOQQs

Conceptual Framework of VOLUTI

Design of Prototype Software

ArcView based Customized with Avenue Predefined queries Menu driven

Desired Functions

Queries of land use information Queries of demographic and socioeconomic

information Queries of transportation facilities Queries of accessibility Support for making changes in land uses Support for making changes in transportation system Evaluation of development projects (scenarios) Visualization of transportation project sites

View Menu

Theme manager Imagine background control Display extent control Redraw Clear queries

Land Use Menu

site photos zoning vacant land underutilized land dwelling units land use composition sales price history assessed values public facilities

ENVIRONMENT Menu

Flood zones Public well fields Trash centers and land fills Hazardous waste sites

SOCIOECONOMIC Menu

Traffic Analysis Zones Population statistics Employment statistics School enrollment Additional census

statistics in the future

TRANSPORT FACILITY Menu

Display different types of facilities Display attributes of special

interest

ACCESSIBILITY Menu

Currently a simple measure of presence of expressways and major arterials

Future– define major employment and

population centers– measure accessibility by travel

time

Data Issues

Lack of metadata Inaccurate data Incomplete data Out-of-date data Lack of historical data (land uses, land

prices, transportation projects in digital formats)

Lack of a formal mechanism for data sharing and exchange

Linkage between GIS and FSUTMS

GIS network and model network different Display model output Input into model - reevaluate accessibility

– transportation improvement– land use change

Technologies

ArcView is easy to use, quick to implement, but has some limitations

Animation Visualization in 3D

Future Work

Improve presentation by static photos and videos Support creation of various scenarios Study linkage between VOLUTI and FSUTMS Add decision support functions Complete web implementation Feedback from users Study portability of VOLUTI
