DISTRICT SURVEY REPORT OF RIVER SAND
SIMDEGA DISTRICT (As per Appendix -X of MoEF & CC Gazette Notification no.-125, dated 15.01.2016)
1. INTRODUCTION
Simdega District is situated in the south western part of the state of Jharkhand. It
borders with Orissa and Chhattisgarh states. It comprises of the area, which was erstwhile the
Simdega Subdivision of the Gumla District and was created on 30th April 2001. The district is
situated between 22 degree and 20 minutes to 22 degree and 51 minutes north latitude and 84
degree and 01 minutes to 85 degree and 05 minutes east longitude. It consists of ten
blocks/Circles namely Simdega, Kurdeg, Bolba, Thethaitangar, Kolebira, Bano, Jaldega,
Pakartanr, Bansjore and Kersai. The responsibility of General Administration of Simdega
District lies with the Deputy Commissioner. He is the Executive Head and carries out the role
of Deputy Commissioner, District Collector and District Magistrate. The Additional Collector,
MESO Project Officer, Executive Magistrates, Treasury Officer, District Panchayati Raj
Officers and many others assist the Deputy Commissioner in carrying out day-to-day work in
various fields. The Deputy Commissioner is the Chief Revenue Officer as District Collector
and is responsible for collection of Revenue and other Government dues recoverable as arrears
of Land Revenue. The District Rural Development Agency has also been created for the
implementation of Integrated Rural Development Programme. It has been the principal organ
at the District level to oversee the implementation of the anti-poverty programmes of the
Ministry of Rural Development. Under the Zila Parishad there are 10 Blocks and 94
Panchayats. The Chairman of the Zila Parishad committee is Smt. Menon Ekka and the Vice
Chairman is Sri Birsa Manjhi.
History of Simdega District
In the ancient times, Simdega District was known by the name of Biru-Kaishalpur
Pargana, which was reigned by Raja Katangadeo. After his demise, Maharaja Shivakarna
subjugated it. Munda Tribe and Kharia tribe entered into this part in 1441 A.D and Oraon tribe
settled here in about 1503 A.D from Rohta Tribe. For some time it was part of the Kalinga
Empire and subsequently in 1336 A.D Harideo of Gang dynasty that is the royal family of
Ganga Vanshi Gajapati of Kalinga-Utkala Empire was made king of Biru. The ancestors of
Royal family still reside at Biru. At present, Biru is situated at a distance of about 11 km from

District headquarter, Simdega. Ganga Bishun Rohilla was famous freedom fighter from
Simdega.
Geography of Simdega District
The landscape of Simdega District is formed of hills and undulating plateau. About
1194.50 sq. km areas of the district are covered under the forest. Simdega district is primarily
settled by the Scheduled Tribes with 70.2 per cent population. This is the highest among all the
districts of Jharkhand closely followed by Gumla district with 67.2 per cent Scheduled Tribe
population. The majority of the Scheduled Tribes belong to the Christian faith.
Demography of Simdega District
According to the 2011 census report the total population of Simdega district is 5,99,813.
It comprises of 2,99,905 male members and 2,99,908 females.
Economy of Simdega District
The agriculture in Simdega District is very primitive and under developed. Majority of
the rural population depends on traditional methods of agriculture. Other problems in the
agriculture sector include lack of irrigation facilities, absence of scientific inputs, poor
marketing facilities, under developed infrastructure etc. The agriculture is mainly dependent
on seasonal rain. Even though the average rainfall of the district is 1100-1200 mm due to lack
of rainwater harvesting techniques most of the rainwater remain unutilised. Despite a large
population of milk cattle, yield of milk in the district is very poor. Lack of awareness coupled
with local varieties of breed makes it less productive. Attempts are being taken to support the
dairy sector and make it more cost effective.
Jharkhand is known for its rich mineral resources. However, presences of important
minerals are yet to be explored in the District. The main mineral resources found in the district
are stone chips and river sands. Despite having potential natural resources and various raw
materials for small, medium and major industries the sector very much under developed in
Simdega district. There are no single industrial units present in the district. It clearly indicates
the lack of development of the district.
Tendoo leaves found in the district in major scale but all are exported to other states.
The district has also having favourable conditions of Tasar rearing, Lac cultivation, Timber
industry, Handicrafts, Electrical, Automobile etc. Simdega is very near to the state capital
Ranchi. It also shares the boundary with the industrial town Rourkela of Orissa and Jashpur

District of Chattisgarh. However, trade and commerce as a source of economy is still in its
infancy. The major exports of the district are paddy and other forest products. Food grains and
other things of daily use are imported on large scale. Even though the district Bazar Samitee
exists it lacks necessary infrastructure, staff and other facilities. Local trade and business is
mainly centered upon local hat bazaars and weakly Hats.
2. OVERVIEW OF MINING ACTIVITY IN THE DISTRICT
The mining activity in the district is only restricted to the mining of minor minerals i.e.
of Sand, Stone and Brick Clays. Altogether, there are 53 leases of Stones & Sands, which have
been granted to the district. The mining in all these leases is regulated as per different minerals
concession rules of Jharkhand. A total 23 Brick Making Units are also granted in the district.

At present 53 leases of Stones & Sands and 23 Brick Making Units are operational in
the district.

6. PROCESS OF DEPOSITION OF SEDIMENTS IN THE RIVERS OF THE
DISTRICT
The deposition of sediments in the River mainly occurs during the Rainy Season. The
quantum of deposition varies from River to River and is dependent on many factors like
lithology & extent of catchment area, rain fall, discharge, river profile and geomorphology of
the river course.
The deposition of sediments (fluvial) in the River comprises of three stages viz.
weathering & erosion, transportation and deposition. A river/stream in its course erodes the
country rocks through which it flows at early stage in hilly terrain when velocity of River is
very high. Erosion comprises of mechanical as well as chemical process. These eroded
sediments then transported by river in suspension or solution until the river runs outs of its
capacity to transport. When river enters to plane land, its velocity gets checked due to widening
of its channel and deposition of sediments takes place.
In addition to above, following important factors also effects the deposition of
sediments in a River -
i. Annual Rainfall
ii. Geographical Relief
iii. Lithology of the river course
iv. Discharge of river and its tributaries
v. Activities nearby rivers (Man-made activities; forestation/ deforestation, mining, Ghats etc.)
vi. Engineering structures (Dams, diversions etc.)
vii. Climatic conditions.
7. GENERAL PROFILE OF THE DISTRICT
A. District at a Glance
Simdega district ranks twenty-second in terms of total population in the state and
twentieth in regards to decadal population growth rate (2001-11) among the twenty-four
districts. With a sex ratio of 997, it ranks second in the state. The district comprises of ten
blocks namely, Simdega, pakar Tanr, kurdeg, Kersai, Bolba, Thethaitangar, Kolebira, Jaldega,
Basjor and Bano. As per Census 2011, the district has 449 villages and 1 town distributed in
two assembly constituencies. Census 2011 figure indicated that the percentage share of
scheduled caste population to total population was 7.45 percent while that of scheduled tribes
was 70.78 percent. Base on the number of total rural household while that of scheduled tribes

B. River and Forest
River:
The Major rivers of this area are Sankh, Deo, Girwa, and Palamara. Among these
rivers, Sankh is the main river of the district.
Forest: Simdega district has about 32% of forested area. Important forest products are Saal
seeds, Cocoon, Lac, Tendu leaves, Karanj, Chiraunji etc., The major trees are Sal, Bija,
Gamhar, Jackfruit, Jamun, Mango, Bamboo, Neem etc.
C. Sports Activities
Simdega District is called the “NURSERY OF GAMES (Khel Ka Nursury)".District
has setup a landmark in Hockey. Football is also played in Simdega.There are various Hockey
players who has played for country. They are : Michel Kindo (Olempian),Silbanus Dungdung
(Olempian), Kanti Baa, Masira Surin, Sumrai Tete, Justin Kerketta,Vimal Lakra,Virendra
Lakra, Edlin Kerketta, Asunta Lakra, Alma Guria, Puspa Topno, Sunita, James Kerketta,
Ashrita Lakra and so on.

Ram Rekha Dham Ram rekha dham is the holy place, which is about 26 km from simdega H.Q. People
says during 14 years BANWAS period lord Sri Rama, Mata Sita and Laxman had visited this
place and lived here for some time. Some archeological structures like agni kund, charan
paduka, sita chulha, gupt ganga etc. shows that during BANWAS period they followed this
path. People visited Ram rekha dham to view these archeological structures and temple of lord
Rama, Maa Sita, Laxman, Hanumana and Lord Shiva, which lies in a bowed cave. Every Year
on Kartik Purnima a Mela is organised here. People from different states and of all community
come here and pray to GOD for their happiness.
Bhairo Baba Pahari The Bhairo Baba Pahari is basically a cave, which is located in the village named
Phulwatanger of the Simdega Block. The shape of the cave takes the form of a living body.
Ketunga Dham
Ketunga Dham situated in Bano Block is very important historical place. The
archeological survey of India points out this place as the Land Of Buddha Period. At Ketunga
Dham many statue of Buddha were found. It is said that King Ashoka,Mourya Emperor)
established these statues while returning to Patliputra after Kalinga war.
Kelaghagh dam Kelaghgh dam is the most beautiful dam on Chhinda River in Simdega. It is situated at
a distance of 4 km from district H.Q. The lovely waterdam is surrounded by multiple hills
which attracts tourists very much. The district administration is providing the facility of motor
boating and parasailing. There is a plateau in Kelaghagh dam where a small and beautiful park
exists. At Kelaghagh dam, the construction of hotel is going on where the tourists can avail the
lodging and fooding facility. Simdega Notified area committee is making supply of drinking
water to simdega town from kelaghagh dam

Astroturf Hockey Stadium Simdega is also known as 'Cradle of Hockey' in the state. It have given top-notch
sportsman at Olympics representing the county. Sylvanus Dung Dung is former Olympian who
won Gold at 1980 Moscow Olympics in Hockey. Michael Kindo is another Olympian winning
Bronze at 1972 summer Olympics. Asunta Lakra captain of India's women Hockey Team hails
from Simdega.
Recently, the city has an 'Astroturf Hockey Stadium' for budding Hockey players for the
area. It has also an outdoor stadium named Albert Ekka Stadium for other sports namely
football and Cricket
Mazar of Anjan Peer Saheeb Mazar of Anjaam Peer Saheeb is inside the premise of Kolebira police station .This is
a great symbol of harmony, Social Policing and perhapes a single example of Mazar inside a
Police Station. Every Year Uras Mela is organised here and people of all community prays for
peace.
Bandurga Bandurga is the holy place of Goddess of SHAKTI, DEVI DURGA and situated in
Bolba Block. Here people come and pray to Devi Durga for their happiness. This place is also
a natural picnic spot.

Bhanwar Pahar Bhanwar Pahar is in Kolebira Block. Here lots of Black bees (Bhanwara) found and it
is said Bhanwar Pahar due to this. In ancient age, these flies were used as the soldiers. It is very
similar to Himachal Pradesh. Flowers of GULAITCHI on the small hill is nature's gift to
villagers living in the small houses on the hill. A small Natural pond exists in between the
stones on the hill. It is surprising to see the pond full of water in all seasons. Looking the ground
from the top of the small hill is a great feeling. One can feel the natural airconditioning system
inside the cave on Bhanwar Pahaar.

9. PHYSIOGRAPHY OF THE DISTRICT
The district consist of Simdega plateau with rugged topography with turbulent streams,
steep slopes, high cliffs and narrow valleys. The general slope of the district is from north to
South. The general elevation of the district is 300 to 700 m above MSL.
The district is forming Sankh sub basin of the Brahmni basin. The river Sankh is the
main river of the district, which flows north to south direction in the western part of the district.
The tributaries of the river Sankh are the Palamara, Girma, Chhinda, Lurgi and Dev Rivers.
The other important river of the district is the river South Koel which form the eastern boundary
of the the district. The river South Koel flows north to south direction and finally joint with the
river Sankh in Orissa state. All these drainage is characterized by rapid surface run off. All
these rivers are seasonal in nature. The drainage pattern of the district is dendritic.

11. GEOLOGY AND MINERAL WEALTH
Geology – Geologically the area is mainly comprised of granites and gneisses of Archaean
Age. The other rock type exposed in the region consist of mica schist, amphibolites, dolerites,
pegmatite and quartz veins. In the uplands considerable thickness of laterite of Pleistocene age
is also found along with the granite and gneisses. Alluvium of recent to sub-recent age is found
in the river valley. A generalised geological succession of the area is summarised below –

Mineral Wealth – The Jharkhand state is known for its rich mineral resources. However,
presences of significant minerals are yet to be explored in the District. The main mineral
resources found in the Simdega district are General Stones, Brick Clays & River sand. The
possibility of Ornamental Granite is also in the district for which Directorate of Geology is
doing exploration. At some place Laterite is also available in the district.
Larnprophyre dykes are reported from the Precambrian rnetamorphites of the
Chotanagpur Gneissic Complex near Simdega & Gumla district, Jharkhand. Petrological and
petrochemical studies indicate that they are calealkaline larnprophyres. The economic
significance of these lamprophyres is discussed in light of-their proximity to (i) the gold
prospects in its strike continuity and (ii) reported occurrences of diamonds in the major
drainage basins of the region. (Source- JOUR GEOL SOC lNDlA V 01.63 JUNE 2004)
Geological Survey of India (GSI) has undertaken exploration of Diamonds in Sankh
River bed in Simdega. GSI has identified Simdega to have huge and promising Diamond
Deposits. De Beers and Jindal Group have identified Simdega for Diamond exploration and
mining in Jharkhand and Jindal Steel and Power has obtained a reconnaissance permit to
undertake preliminary exploration of precious metals like gold, including stones such as
diamonds in Simdega. But significant output of all these efforts may come in future.

16. CATEGORIZATION OF SAND DEPOSITS OF UNSETALLED GHATS OF
SIMDEGA DISTRICT AS PER JHARKHAND STATE SAND MINING POLICIY 2017
As per directive given in the workshop held in the Meeting hall of Project
Building, Ranchi on 23/08/ 2017, in the first phase of survey, the committee has visited &
surveyed the all nine unsettled sand ghats of Simdega district. Out of these nine unsettled sand
ghats, one ghat was merged to nearby adjacent ghat making the number of unsettled ghats to
eight. Among these eight sand ghats, five ghats are very small and have very less sand deposit
to utilize it commercially. The width of these sand deposit are also very less. Therefore, these
Sand Deposits are kept in Category -1 by the Committee irrespective of their stream order in
which they are occurring. During the survey, it is also noticed that deposition of sand in the
district is negligible in the 1st and 2nd order of stream. So, the Committee has placed five non
potential sand deposits in Category -1 for non – commercial use. The rest three Ghats have
sufficient amount sand deposit and the committee has place them in to Category -2 for
commercial use and also recommended for mineral concession in the District Survey Report.

17. RECOMMENDATIONS:
As in the first phase of survey, the committee has visited & surveyed unsettled sand
ghats only, it is decided by the committee that Rest Rivers (settled, new or cancelled) of the
district should also be visited & surveyed by the committee in regular manner for preparation
of complete District Survey Report River sand.
