This parking sign does not regulate the parking spaces opposite 154 Haven Avenue (as entered on the parking ticket)

This parking sign does not regulate the parking spaces opposite 154 Haven Avenue because the arrow points across the street not down the block !Was this a legal parking sign installed by the NYC DOT? If so, why wasn't it displayed on the NYC DOT Parking Regulation Map? (Exhibit 5)
