1. Purpose
The purpose of this report is to seek Trustee approval for the transition of students, beginning with the current grade 8 students, at the feeder schools of Lord Elgin PS and Roland Michener PS, from J. Clarke Richardson Collegiate to Ajax HS, effective September 2018. Appendix A outlines the feeder school areas and boundary revision.
2. Background
A report presented to Trustees, on November 6, 2017, commenced the community consultation process following Board Regulation #3313: School Boundaries. The process entailed gathering community input regarding the proposed transition of feeder schools (Lord Elgin PS and Roland Michener PS) from J. Clarke Richardson Collegiate to Ajax HS, beginning with current grade 8 students. A map provided as Appendix A outlines the feeder school areas.
2.1 Overview of Ajax Secondary Schools
As identified in the September 18, 2017 Board Report entitled “Accommodation Plan: Trends, Issues and Future Opportunities 2017-2021 Report”, the enrolment in Ajax secondary schools is not balanced and there continues to be surplus in the south (Ajax HS), while the central and northern secondary schools (J. Clarke Richardson Collegiate and Pickering HS) continue to experience enrolment greater than capacity.
In 2014, Trustees approved boundary/program revisions to provide needed relief to Pickering HS, however there was still an imbalance at Ajax HS and J. Clarke Richardson Collegiate.

2.1.1 J. Clarke Richardson Collegiate
J. Clarke Richardson Collegiate opened September 2002, with Grades 9 – 11 and 1,111 pupils. Growth in north Ajax resulted in enrolment remaining over the Ministry Rated Capacity of 1,401 since 2003.
In 2006, Trustees approved the relocation of Cadarackque PS’s English program to Ajax HS. This boundary revision, along with portions of the J. Clarke Richardson Collegiate’s community maturing, is evident in the enrolment figures from 2006 onwards as identified in Table 1. However, the school continues to experience enrolment over capacity.

Without any revisions to J. Clarke Richardson Collegiate’s boundary, this trend of enrolment greater than capacity is projected to continue for the school based upon 5-year enrolment projections, as identified in Table 2.

2.1.2 Ajax HS
Ajax HS continues to decline in enrolment. The school has capacity available to accommodate enrolment as identified in Table 3.
A Youth Hub has been established with the grand opening scheduled for January 2018 to support the DDSB's commitment to equity. The Youth Hub resulted in renovations to the school and re-allocation of room use. Moving forward, Ajax HS’s capacity is reduced to 1425, from 1443, to incorporate the renovations/re-allocation of rooms use.

Without any revisions to Ajax HS’s boundary (status quo), the trend of enrolment greater than capacity is projected to continue for the school based upon 5-year enrolment projections, as identified in Table 4.

2.2 Revised Boundaries for J. Clarke Richardson Collegiate and Ajax HS
To address the imbalance, as identified in the enrolment projections, Table 2 (J. Clarke Richardson Collegiate) and Table 4 (Ajax HS), staff propose that the Lord Elgin PS and Roland Michener PS feeder schools be redesignated from J. Clarke Richardson Collegiate to Ajax HS, as identified in Appendix A.
The enrolment projections for both schools, incorporating the relocation of feeder schools/boundary revision is provided below in Table 5. It is proposed that students be transitioned gradually, starting with current year (2017/18) grade 8 students, as per current practice.

3. Analysis
Board Regulation #3313: School Boundaries outlines the parametres used for revising school boundaries. The school boundary regulation includes a consultation process to receive various levels of consultation and feedback.

3.1 Consultation
Following Board Regulation #3313: School Boundaries, staff discussed the proposal with Ajax Trustees and Durham Student Transportation Services (DSTS) staff. On November 15, 2017, Superintendent Robinson and Planning staff invited the School Community Council (SCC) executive of both secondary schools; Ajax HS and J. Clarke Richardson Collegiate, and both elementary schools Lord Elgin PS and Roland Michener PS to meet, outline the proposal and to gather any input.
An Open House held November 22, 2017, from 7PM until 8:30PM, in the (north) gym at Ajax HS, provided information on the boundary proposal for community/stakeholders. The notice of the meeting (including the proposed boundaries) was available on the Board website and the schools’ websites. Provided, as Appendix B is a copy of the meeting notice.
At the Open House various Board staff were present to provide information and to answer questions. The Open House format was facilitated through multiple stations where the community/stakeholders could read information provided and ask staff questions informally. Staff in attendance included Superintendent Robinson, Administrative Officer Fitchett, Planning Staff, DSTS staff and Administration from Ajax HS, J. Clarke Richardson Collegiate, Lord Elgin PS and Roland Michener PS.
As part of the Community Consultation process input was received at the Open House through comment sheets, and via a dedicated voicemail and email line. The community was invited to provide their feedback until November 30, 2017.
Anyone attending the Open House was asked to sign in. A total of twelve community members (including students) attended and signed in at the Open House. Everyone attending the Open House identified his or her school affiliation as Roland Michener PS.
3.2 Community Input
Community input was gathered from November 6, 2017, when Report to commence the Community Consultation process was presented to Trustees, until November 30, 2017. Input was gathered through a dedicated email line, voicemail line and at the Open House via comment sheets.
A summary of all input is provided in Table 6. Input noted is based on ‘individuals’ providing input. If an individual provided input more than once, their input and concerns have been grouped as one. A detailed summary of the input is provided in Appendix C.

The proposal to transition students one grade at a time, beginning with current grade 8 students, affects 39 (count as of October 31, 2017) grade 8 students currently at the two schools; Lord Elgin PS and Roland Michener PS. The full transition of secondary students (Grade 9 – 12), from J. Clarke Richardson Collegiate to Ajax HS will take four years.

3.2.1 Community Concerns
Community concerns received regarding the proposal, to relocate the feeder schools of Lord Elgin PS and Roland Michener PS from J. Clarke Richardson Collegiate to Ajax HS, are outlined below. As identified in section 3.2, a detailed summary of the input provided as Appendix C.
a) Eligibility for Transportation (2 individuals)

b) Children Split Between Schools (3 individuals)
Parents are concerned that they will have children in two or three schools, depending ongrade and number of children in family.
Difficult to drive children to more than one school.
Younger child/children were looking forward to attending school with sibling.
Would like to have special consideration for siblings to attend same school.
c) Fraser Report/EQAO Results (1 individual)
Disappointed that children are proposed to attend Ajax HS as Fraser Report/EQAO results arelower than J. Clarke Richardson Collegiate.
As a result, it will be difficult for children to get good grades and attend a good College.
3.3 Analysis of Community Concerns
a) Eligibility for Transportation
Durham District School Board’s Transportation Policy and Regulation #3545 outlines the parameters for student’s eligibility for transportation. At the secondary level, students are eligible for transportation if their primary address is more than 3.2 kilometres to their designated school.
Identified in Table 8 are the number of students within the walk zone based upon current boundaries (J Clarke Richardson Collegiate) and recommended boundaries (Ajax HS). The data is as of January 10, 2018 for students attending J. Clarke Richardson, Grades 9 through 12. The current dispersion of students will vary from year to year given student location.

b) Children Split Between Schools
Three families identified a concern of having their children split between two schools. Two of the families would have children in two different secondary schools for one year, and one family would have children in two different secondary schools for two years.
Staff recognize that this can be an inconvenience for families. The fact of having more than one child would typically mean that at some point children would be in different schools, due to age/grade difference (elementary versus secondary) and/or program choices.
There is space available at Ajax HS. In order to accommodate the families’ concerns, current J. Clarke Richardson Collegiate students, residing within the feeder school boundary of Lord Elgin PS and Roland Michener PS, would be given special permission to attend Ajax HS.
c) Fraser Report/EQAO Results
The Fraser Report provides a very limited view of the school performance and only reports on EQAO data. It would be important to consider various aspects of school data such as graduation rates, credit completion and factors that are school-specific, like the prevalence of ESL or students with special needs for a more fulsome view of the school learning community.
Ajax HS has set goals for improving student achievement and has targeted intervention strategies. To assist in attaining these goals, Ajax HS has identified tools to prepare students for the EQAO assessment including; using support material, and implementing teaching strategies (such as levelled literacy intervention for gap closing and the inclusion of a diverse set of resources) to better meet student needs.
3.4 Transition Considerations
Pending approval of the relocation, and transition, of feeder schools (Lord Elgin PS and Roland Michener PS) from J. Clarke Richardson Collegiate to Ajax HS, Principals of the affected schools will work with staff, students, SCC members and parent representatives to develop a transition plan to accommodate a smooth transition for students.

7. Conclusion
To address the imbalance between J. Clarke Richardson Collegiate and Ajax HS, staff proposed that the feeder schools (Lord Elgin PS and Roland Michener PS) be re-designated from J. Clarke Richardson Collegiate to Ajax HS with a gradual transition of students, starting with current year (2017/18) Grade 8 pupils. A map identifying the proposed boundaries is provided as Appendix A.
A report, presented to Trustees on November 6, 2017, commenced the boundary and community consultation process. Board Regulation #3313: School Boundaries outlines the process for gathering community input regarding the boundary revisions. In order to provide information and gather feedback, an Open House was held on November 22, 2017. There was also the opportunity for the community to provide input via a dedicated email, voicemail line and comment sheets. A summary of the feedback gathered has been provided in Appendix C. Section 3.3 of the report provides an analysis of community input.

Boundary Consultation Process
There will be an Open House to gather community input on the gradual transition and relocation of feeder school boundaries from J. Clarke Richardson Collegiate to Ajax HS, for September 2018.
Wednesday November 22, 2017 Drop in between 7:00pm and 8:30pm
located at Ajax HS (in the north gym) 105 Bayly Street East, Ajax
The purpose of the Open House is for Durham District School Board (DDSB) staff to show information and gather feedback regarding the proposal to relocate feeder schools (Lord Elgin PS and Roland Michener PS) from
J. Clarke Richardson Collegiate to Ajax HS with a gradual transition of students, starting with current year (2017/18) Grade 8 pupils.
The Open House format provides an opportunity for parents to circulate between DDSB staff and view information set up at stations.

A boundary map outlining the proposed relocation is attached.
A dedicated email address and phone line have been created to collect feedback from the community regarding the proposal. Feedback will be collected until November 30, 2017 and summarized into a report for Trustee consideration. Comment sheets will be available at the Open House for community feedback.
Final approval on the boundary is scheduled to occur on January 22, 2018 by Durham District School Board Trustees. All feedback will be collected and summarized into a report for the Trustees consideration.

Our children attend Roland Michener PS. Disappointed they now have to attend Ajax HS. It
is a big downgrade for our children. Fraser Institue shows a ranking of 5.4 for Ajax HS while
JCR has a ranking of 6.8. Meanwhile we live closer to Pickering HS. The decision to relocate
boundaries will make it harder for my children to get good grades and go to a good college .

My daughter attends Roland Michener PS and was scheduled to attend JCR for September
2018. Her brother currently attends JCR and she was excited to join her brother at JCR. Now
she is proposed to move to Ajax HS. Not good for many resasons but most of all I want both my
kids at same school. I am a working mom who works (shift work) around my kids schedule . I
hope there are exceptions to let my daughter go to JCR. She is stressed about this propsal.
Attended the Open House, glad I attended, very informative. Want both kids to go to same
school.

transportation next year to Ajax HS.

My son is not eligible for transportation however his friend who lives down the street is. Are
there any special considerations for transportation , given my concerns (many books to carry,
IEP), even just for the transition to grade 9?
