The Tenderer is referred to the relevant Clauses in the separate document Model Preambles for Trades (2008 Edition) and to the Supplementary Preambles which are incorporated in this Bill.
PREAMBLES FOR TRADES
The Model Preambles for Trades (2008 edition) as published by the Association of South African Quantity Surveyors shall be deemed to be incorporated in these bills of quantities and no claims arising from brevity of description of items fully described in the said Model Preambles will be entertained
Supplementary preambles are incorporated in these bills of quantities to satisfy the requirements of this project. Such supplementary preambles shall take precedence over the provisions of the said Model Preambles
The contractor's prices for all items throughout these bills of quantities must take account of and include for all of the obligations, requirements and specifications given in the said Model Preambles and in any supplementary preambles

SECTION B - MODEL PRELIMINARIES
Model Preliminary Document can be purchased from the Institute of Namibian Quantity Surveyor's offices situated at c/o Hugo Hahn St and Nelson Mandela Ave, Klein Windhoek, Windhoek during week days from 8H00 to 12H00.
All references in this document made to "the Architect" will mean Engineer, except where the profession is meant.

These Bills of Quantities contain pages and annexures as indexed on the flyleaf.
These Bills of Quantities are consecutively numbered and the Tenderer is required to check the number of pages and should any be found missing or in duplicate or the figures or typing indistinct or there be any doubt, obscurity or ambiguity as to the meaning or intent of the descriptions, particulars, etc. He must inform the Quantity Surveyor at once in writing and have the same rectified or explained as the case may be. No claim whatsoever will be afterwards admitted due to the Contractor having failed to comply with any of the above conditions.
No alterations, erasure, omission or addition is to be made in the text and conditions of these Bills of Quantities and should any such alteration, amendment, note or addition be made, the same will not be recognised, but the reading of these Bills of Quantities, as prepared by the Quantity Surveyor will be adhered to.
The items in these Bills of Quantities are to be read and priced in conjunction with and the descriptions regarded as amplified by the Model Preambles for Trades as recommended and published by the Institute of Namibian Quantity Surveyors, 2008 Edition, and no claim arising from brevity of description of items fully described in the said Model Preambles for Trades will be entertained.

Instructions issued on site are to be recorded in triplicate in a site instruction book which is to be maintained on site by the contractor

Warranties for material and workmanship235
Where warranties for materials and/or workmanship are called for, the contractor shall obtain a written warranty, addressed to the employer, from the firm supplying the materials and/or doing the work and shall deliver same to the engineer on the certified completion of the contract. The warranty shall state that workmanship, materials and installation are warranted for a specified period from the date of final completion and that any defects that may arise during the specified period shall be made good at the expense of the firm supplying the materials and/or doing the work, upon written notice to do so. The warranty will not be enforced if the work is damaged by defects in the construction of the building in which case the responsibility for replacement shall rest entirely with the contractor

Co-operation of contractor for cost management236
It is specifically agreed that the contractor accepts the obligation of assisting the engineer in implementing proper cost management. The contractor will be advised by the engineer of all cost management procedures which will be implemented to ensure that the final building cost does not exceed the budget. The engineer undertakes to make available to the contractor all budgetary allowances and cost assessments/reports to enable the proper procedure to be implemented and the contractor shall attend all cost plan review and cost management meetings. The contractor undertakes to extend these procedures, as necessary, to all subcontractors

SUPPLEMENTARY PREAMBLES, ETC.
Materials from the alterations, credit, etc:
Materials recovered from the alterations (except where described as to be re-used or to be handed over to the client) will become the property of the Contractor, who may allow credit in respect thereof where provided for in the bills of quantities. Such materials shall not be re-used in new work without written permission from the Architect.
Materials described as "removed" shall be removed from the site immediately.
Materials described as "handed over to the client" shall be carefully dismantled where necessary, neatly stored under cover on site where directed and protected from damage, until required.
Materials described as "set aside for re-use" shall be carefully dismantled where necessary, neatly stored under cover on protected from damage until required for re-use. Any damage caused to such materials during removal, storage or refixing shall be made good at the Contractor's expense.
In taking down and removing existing work the utmost care shall be observed to prevent any structural or other damage to remaining portions of the building, and the Contractor shall provide all shoring, needling, strutting, etc. to ensure the stability of all structure during alterations work.
Special care shall be exercised during the progress of the work to ensure that any electrical installations, water supply pipes, telephone and other services which may be encountered are not interfered with and notice shall given to the Architect if any disconnection or alterations becomes necessary.
The Contractor shall take all precautions necessary to prevent any nuisance from dust whilst carrying out the work.
Making good damaged work:
The Contractor shall make good in all trades to existing work where damaged or disturbed through the alterations with all necessary new materails to match the existing.

Disposal of debris, etc:
The Contractor shall be responsible for the removal from the site all materials, debris and rubbish resulting from the alterations.
Exposing of underground services:
The known services both underground and overhead will be pointed out to the contractor. The Contractor is hereby expected to include in his tendering price the cost of exposing of such services where expedient, be the services known or unknown, as long as it is deemed necessary.
Demolitions, etc:
Descriptions of demolitions give a rough guide only as to the scope of the work. Tenderers are therefore advised to visit the site before submitting a tender and to acquaint themselves with the nature and extent of the work to be done and the value of recoverable materials which are to be re-used or handed over to the Client and those which are neither to be re-used nor handed over to the Client. Unless otherwise stated, loose furniture, kitchen and other equipment, apparatus, machinery, etc. shall remain the property of the Client and the removal thereof does not fall within the scope of this Contract.
The Contractor shall completely demolish the buildings, etc. in a careful, skillful, practical and safe manner down to 150mm below ground level.
Description of demolitions shall be deemed to include breaking up and removing:
(1) all floors and surface beds
(2) all external screen and internal walls (clay brick should be set aside, cleaned, for re-use) steps, ramps, aprons, surface water channels, rainwater sumps, gulleys, etc. attached to the building to be demolished;
(3) all services, manholes, etc.in ground to a point not less than 1000mm beyond the perimeter of the building, including plugging of ends of remaing pipes, drains, etc.,filling in holes where necessary and ramming and levelling to the ground level.

SUPPLEMENTARY PREAMBLES
uPVC pressure pipes and fittings:
Pipes for water supply shall be of the class stated.
Pipes of 40mm diameter and smaller shall be plain ended with solvent welded uPVC loose sockets and fittings.
Pipes of 50mm diameter and greater shall have sockets and spigots with push-in type integral rubber ring joints. Bends shall be uPVC and all other fittings shall be cast iron, all with similar push-in type joints.
Copper pipes:
Pipes shall be hard drawn and half-hard pipes of the class stated. Class 0 (thin walled hard drawn) pipes shall not be bent. Class 1 (thin walled half-hard), class 2 (half-hard) and class 3 (heavy walled half-hard) pipes shall only be bent with benders with inner and outer formers. Fittings to copper waste, vent and anti-syphon pipes, capillary solder fittings and compression fittings shall be 'Cobra Watertech' type. Capillary solder fittings shall comply with ISO 2016. Only compression fittings shall be used in walls or in ground.
Fixing of pipes:
Unless specifically otherwise stated, descriptions of pipes shall be deemed to include for fixing to walls etc. casting in, building in or suspending not exceeding 1m below suspension level
Reducing fittings:
Where fittings have reducing ends or branches they are described as 'reducing'. In the case of pipes with diameters not exceeding 60mm only the largest end or branch size is given. Should the Contractor wish to use other fittings and bushes or reducers he may do so on the understanding that no claim in this regard will be entertained. In the case of pipes with diameters exceeding 60mm all sizes are given and no claim for extra bushes, reducers, etc will be entertained.
Flush pans:
Flush pans shall have straight or side outlets and 'P' or 'S' traps as necessary.

SUPPLEMENTARY PREAMBLES
All work to be executed in strict accordance with the specifications of Plascon Paints (Pty) Ltd. The coating systems are as per Plascon's 'List of Decorative Paint Products' unless otherwise specified. Full specifications are available on request from Plascon approved suppliers.
Primers and first coats may be thinned in accordance with the paint specifications of Plascon Paints (Pty) Ltd to aid the absorption of the paint.
All surfaces must be sound, clean and have a moisture content of less than 8% for walls generally and 3% for slabs/screeds etc.
Where surfaces of plaster etc are sandy / friable, the first coat must be replaced with 'Plascon Merit' plaster primer thinned 10% with turpentine.
All paints are to bear the SABS mark and are to be applied in strict accordance with manufacturer's instructions.
Prices for paintwork are to include for masking and protecting of all finished paintwork and all finished joinery, tiling, floor coverings, etc. during painting. Any damage to such finished work shall be removed, repaired or replaced at the Contractor's expenses.
Prices for painting are to include for painting a one square metre sample panel of all finishing coats and for repeating if required. Only after written approval from Architect may finishing coats be applied.
Prices for all paintwork are to include all colours which have a value of 8 or higher on the Munsell system in accordance with the relevant SABS specification.
The Contractor shall provide all necessary dust sheets, covers, etc. required during painting. All door handles, locks and other ironmongery, pelmets, electrical switch and socket covers, etc. are to be removed before commencing the painting. SUPPLEMENTARY PREAMBLES, ETC.
Materials from the alterations, credit, etc:
Materials recovered from the alterations (except where described as to be re-used or to be handed over to the client) will become the property of the Contractor, who may allow credit in respect thereof where provided for in the bills of quantities. Such materials shall not be re-used in new work without written permission from the Architect.
Materials described as "removed" shall be removed from the site immediately.
Materials described as "handed over to the client" shall be carefully dismantled where necessary, neatly stored under cover on site where directed and protected from damage, until required.
Materials described as "set aside for re-use" shall be carefully dismantled where necessary, neatly stored under cover on protected from damage until required for re-use. Any damage caused to such materials during removal, storage or refixing shall be made good at the Contractor's expense.
Making good damaged work, etc:
In taking down and removing existing work the utmost care shall be observed to prevent any structural or other damage to remaining portions of the building, and the Contractor shall provide all shoring, needling, strutting, etc. to ensure the stability of all structure during alterations work.
Special care shall be exercised during the progress of the work to ensure that any electrical installations, water supply pipes, telephone and other services which may be encountered are not interfered with and notice shall given to the Architect if any disconnection or alterations becomes necessary.
The Contractor shall take all precautions necessary to prevent any nuisance from dust whilst carrying out the work.
The Contractor shall make good in all trades to existing work where damaged or disturbed through the alterations with all necessary new materails to match the existing.

Exposing of underground services:
The known services both underground and overhead will be pointed out to the contractor. The Contractor is hereby expected to include in his tendering price the cost of exposing of such services where expedient, be the services known or unknown, as long as it is deemed necessary.
Demolitions, etc:
Descriptions of demolitions give a rough guide only as to the scope of the work. Tenderers are therefore advised to visit the site before submitting a tender and to acquaint themselves with the nature and extent of the work to be done and the value of recoverable materials which are to be re-used or handed over to the Client and those which are neither to be re-used nor handed over to the Client. Unless otherwise stated, loose furniture, kitchen and other equipment, apparatus, machinery, etc. shall remain the property of the Client and the removal thereof does not fall within the scope of this Contract.
The Contractor shall completely demolish the buildings, etc. in a careful, skillful, practical and safe manner down to 150mm below ground level.

(1) all floors and surface beds
(2) all external screen and internal walls (clay brick should be set aside, cleaned, for re-use) steps, ramps, aprons, surface water channels, rainwater sumps, gulleys, etc. attached to the building to be demolished;
(3) all services, manholes, etc.in ground to a point not less than 1000mm beyond the perimeter of the building, including plugging of ends of remaing pipes, drains, etc.,filling in holes where necessary and ramming and levelling to the ground level.
