• To facilitate the successful implementation of the CSC Scheme, a Special Purpose

Vehicle (SPV) named “CSC e-Governance Services India Ltd.” by Ministry of

Electronics and Information Technology (MeitY), Government of India

• The primary role of the CSC SPV is to monitor the CSC Scheme and its outcomes on

behalf of the Government at the National and State levels.

• CSC 2.0 has been formulated in pursuance of the Government's commitmentto set up CSCs in all 2.5 lakhs Gram Panchayats to provide public e-services tocitizens in rural areas under the Digital India Programme. This would alsoinclude strengthening and integrating the existing one lakh CSCs alreadyoperational under the existing CSC Scheme and making operational andadditional 1.5 lakhs CSCs at Gram Panchayats (preferably at GP premises).

• This entrepreneurship model is essentially a service delivery oriented modelwith an effort towards optimum utilisation of infrastructure already createdin the form of SWAN, SSDG, e-District, SDC and other ICT infrastructures,including NOFN/BharathNet. It is envisaged as a service/transaction orientedmodel with a large bouquet of services made available for the citizens.

• If VLE is not registered in Interoperable FI solution he/she will register once using Ekyc, KYC will be done at the time of doing the first transaction.

• The KYC of the VLE will be done over Aadhaar Platform

• All payments related to Withdrawal Transactions will be Credited to theAadhaar linked Bank account of the VLE using AEPS- Aadhaar EnabledPayment System

• Principal & Commission amount will be transferred in the Aadhaar linkedbank account of the VLE which is registered before first transaction.

• At the Time of KYC, the VLE has to also provide other details related to theVLE like his Bank Account No, IFSC Code of the Bank, PAN No. etc…

If the PAN number is not provided by the VLE at the time of KYC, the TDS percentage will be 20% other wise it will be 10%.

VLE will update the corresponding registration form and submit it.

A collaborative approach to extend Digital Literacy to Rural Masses

Scheme has been formulated to impart basic ICT skills to 52.5 lakh citizens so as toenable them to actively and effectively participate in the democratic anddevelopmental process and also enhance their livelihood.

Making one person in every family digitally literate is one of the integral components of the Prime Minister 's vision of “Digital India”

“Digital Literacy is the ability of individuals and communities to understand and use digital technologies for meaningful

actions within life situations”

Registration

• Eligible candidates will be registered through Aadhaar authentication in NDLM Portal

Training

• 20 hours training will be provided to registered beneficiaries on basic level IT Literacy.

Examination

• Online webcam based exam

• Aadhaar authentication with superintendent

• Citizens between 14-60 years age

• Non-IT literate - Illiterate

• Only one beneficiary from a household to be selected. There shall be no two members of the same household to be registered.

• Preference to candidates with higher education to be given.

With the help of NDLM Digital Literacy training he sent WhatsApp message to concerned official for road repairing, as a result the road was repaired within a day.

It is mandatory for all existing VLE to Re-register.

Re-registration will help existing VLEs to update their information in the CSC platform and also entitle for generating a digital CSC identity certificate along with an official Digital Seva e-mail ID.

1.To get the online registration form, visit the URL http://register.csc.gov.in

2.Enter you Aadhaar number, OMT Id, select the authentication type and further add the Captcha Text. Click on “Submit” button.

3.After Aadhaar authentication, your Aadhaar information will be displayed along with the form.

4.Please fill the details under the tabs, Kiosk, Banking, Document and Infrastructure.

5.Review your details and click on “Submit” button to register yourself and an application ID will be generated.

6.You will receive an acknowledgement email regarding updation of your application on your registered email address.

This is done normally in November every year. CSC needs to take following steps-• Put posters regarding availability of the service• Distribute pamphlets on Jeevan Praman• Inform the pensioners through local media• Contact the District Ex-servicemen welfare officer and get details of defence pensioners• VLE may contact them and ask them to submit the Jeevan Praman through CSCs• For old and infirm pensioners VLEs may visit their house and create Jeevan Praman

VLE who refuge to do Jeevan Pramaan for any pensioners their OMT ID will be blocked

Pensioners from central government and employee provident fund can submit Jeevan Pramaan services certificate through CSC.

• DigiLocker is a Digital Indian Initiative

• It is a 1GB Cloud storage facility from Ministry of IT.

• Citizens can register with Aadhaar / Mobile no. and can storage all Important dos/ certificates like Education, Id, address and etc.

• Vikaspedia is a knowledge portal targeting specific country needs in the domain of social development. This multilingual portal is developed as a single-window access to information, products and services, with specific objective of reaching the ‘un-reached’ communities of India, especially poor. It catalyses the use of ICT tools for knowledge sharing, leading to development.

• As the rural landscape in India is set to take the advantage of the flourishing ICT initiatives pioneered by various institutions, more specifically the Common Service Centres (CSCs), Vikaspedia offers the much required content and services in local languages that makes the difference in the lives of the people.

• This portal is developed as part of the India Development Gateway initiative of the Ministry of Electronics and Information Technology, Government of India and implemented by Centre for Development of Advanced Computing (C-DAC), Hyderabad.
