CHAPTER 1 INTRODUCTION
1.1 Background
Quang Ninh Province is one of the foremost production centers of coal in Vietnam and
plays a key role in the regional distribution system, where it has been functioning as a
main industrial development zone in northern Vietnam, and where urban
industrialization has progressed rapidly. At the same time, Quang Ninh Province is the
location of the Halong Bay World Heritage Site, and tourism is another important sector
in the province; therefore, provincial socio-economic development strategies should
harmonize with environment protection strategies.
In recent years, Quang Ninh Province has gained important achievements and
comprehensive development. The gross domestic product (GDP) growth is
approximately 12% per year on average. However, due to the requirements of economic
development, the impacts on the environment has recently become apparent, such as
deterioration of water quality due to domestic, industrial, and coal mining wastewater,
issues on generated municipal and industrial solid waste, air pollutants discharged from
thermal power plants and cement factories, impacts on regional natural environment and
biodiversity.
In line with the current situation mentioned above, Quang Ninh Province is proceeding
with the “Green Economy Approach”, the objective of which is to internalize
environmental protection measures into socio-economic development. To adopt the
“Green Economy Approach”, a provincial environmental master plan is expected to be
formulated to address actualized and potential environmental issues to be solved on air,
water, soil quality control, solid waste management, biodiversity conservation/forest
management, and climate change issues.
Based on the above matter, Quang Ninh province is plannig the Quang Ninh province
environment master plan to 2020 vision to 2030 and Ha Long Bay environment master
plan to 2020, vision to 2030. Pursuant to Notice No.108 - TB/TW dated on 01 October
2012 by Political Bureau of the Project “Rapid, sustainable socio-economic
development; ensuring strong defense, security and pilot building two administrative
units especially Van Don, Mong Cai”, it is required to clarify priority projects in the
above master plans.
1.2 Objectives of the Project
The goals are following the Environmental Planning to 2020 and vision to 2030.
Proposing projects in order to implement the Environmental Planning of Quang Ninh
Province and Environmental Planning of Halong Bay following goals set in the Planning
Environment Improvement Project in Quang Ninh Province

(Annexes attached).
The total number of proposed projects is 91, covering 7 fields:
(1) Water environmental management: 21 projects.
(2) Air quality management: 5 projects.
(3) Solid waste management: 16 projects.
(4) Forest management: 17 projects.
(5) Biodiversity conservation: 12 projects.
(6) Climate change mitigation and adaptation: 15 projects.
(7) Environmental monitoring: 5 projects.
1.3 Framework of the Environmental Planning of Quang Ninh Province
(1) Basic Policy and Strategy to be referred for Setting Goals and Vision of the
Environmental Plan for Quang Ninh Province
1) National Environmental Protection Strategy to 2020, with vision to 2030
Currently, the Law on Environmental Protection, the fundamental law for
environmental protection in Vietnam, is under revising for introducing latest ideas for
environmental protection and sustainable management. Such latest ideas were also
reflected to the national policy on environmental management, the “Decision No.
1216/QD-TTg of the Prime Minister approving the National Environmental Protection
Strategy to 2020, with a vision to 2030”, which came to force on 5th May 2012. The
strategy was recognized as a milestone in Vietnam to harmonize sustainable economic
growth with environmental protection by attaining the concept called “Green Growth
Strategy”, with aiming at reducing environmental pollution, the degradation of natural
resources and biodiversity by 2020, and at preventing and reversing these trends by
2030. The objectives and visions held in the national environmental protection strategy
should be referred to set goals and visions of the Environmental Plan in Quang Ninh
province.
(a) Objectives of the Environmental Protection Strategy to 2020
The objective of the environmental protection strategy to 2020 is as follows;
To fundamentally control and restrict increases in environmental pollution,
degradation of natural resources and biodiversity; to continue improving the quality
of the environment; and to improve capacities to proactively respond to climate
change, to achieve sustainable development of the country.
Under the above objective, the following specific objectives were set;
- To reduce environmental pollution sources significantly,
- To remediate and rehabilitate polluted and degraded areas,

- To improve people’s living condition,
- To reduce natural resources degradation and depletion levels, and control
decline of biodiversity condition, and
- To strengthen capacity to respond to climate change impacts with reduction of
greenhouse gas (GHGs) emissions levels.
Considering above objectives, the Environmental Plan of Quang Ninh province should
address on reduction of pollution sources, improving of people’s living condition,
conservation of provincial natural resources, natural environment and biodiversity
condition, and proposing mitigation and adaptation measures on climate change issues.
(b) Vision of the Environmental Protection Strategy toward 2030
The vision of the national environmental protection strategy toward 2030 is as follows;
Trends in increasing environmental pollution, natural resources degradation and
biodiversity decline should be halted and reversed; the quality of living
environments
should be improved; climate change should be proactively addressed; and basic
conditions should be created to develop a lower waste, low-carbon green economy
aiming at achieving economic prosperity and sustainable development of the
country.
The vision expects that the environmental management in Vietnam will contribute to
not only mitigating or preventing negative impacts by economical activities like
“passive environmental management, but also shifting economical activities
themselves to have environmental-friendly characteristics as “active environmental
management”.
2) Promotion of Green Growth Strategy
According to OECD, green growth is defined as “Fostering economic growth and
development while ensuring that natural assets continue to provide the resources and
environmental services on which our well-being relies. To do this it must catalyze
investment and innovation which will underpin sustained growth and give rise to new
economic opportunities..”1 The definition shows that green growth strategy covers
various fields not only environmental management sector but also different sectors
such as energy sector or economic sector. To achieve green growth strategy, all
relevant sectors should consider the way of contribution to achieve the Green Growth

Strategy. Environmental Plan of Quang Ninh province will be also expected to
contribute to actualize the Green Growth Strategy.
So far, Quang Ninh province has conducted the actions for actualizing the concept of
green growth strategy. On June 5, 2012, Quang Ninh Provincial People's Committee
held the Workshop on “Green Economy and Sustainable Development”. At this
Workshop, Mr. Dang Huy Hau, Vice-chairman of Quang Ninh PPC described about
the Green Growth Strategy of Quang Ninh Province. He stated that Quang Ninh
Province should shift the growing model from “Brown Growth“ to “Green Growth”
followed by the same concept with National Strategy of “Green Growth”. In order to
achieve the goal of "Green Growth", associating economic growth with sustainable
development, Quang Ninh Province considers some key tasks need to focus as
follows:
a) To find the solutions to overcome and minimize environmental pollution
b) To increase investment and strengthen socialization of environmental protection
activities
c) To promote scientific research and application of high technology, clean and
environment friendly technology
d) To deploy synchronic planning for environmental protection at provincial and
district levels
e) To promote communication, education, enhance awareness and sense of
responsibility for Environmental Protection
On December 16, 2012, Quang Ninh Provincial People's Committee held the seminar
“Green Growth and measures to attract Japanese investors to invest in Quang Ninh"
with Japan International Cooperation Agency (JICA), Japan External Trade
Organization(JETRO), Japan Business Association in Vietnam (JBAV) the Japan Inter
Culture Association, and representative companies from Japan. In this Workshop,
Quang Ninh province signed an agreement with JICA to cooperate for proceeding
relevant activities for Green Growth in Quang Ninh province.
Quang Ninh province prepares the Socio-Economic Master Plan to 2020 with Vision
toward 2030 (SEDP). In term of the relationship between the SEDP and Green-growth
Strategy, SEDP has been mentioned as follows:
a) Development scheme: SEDP states that 3 pillars of sustainable development,
those are economy, society and environment, are the key parts of the
master-plan The shifting of economic structure from “brown” to “green” that
reflects the tourism – service increasing, accounting for above 50% of GDP. The
open coal mining will be stopped by 2018 and some of mines will be planned to
be renovated as tourism spots.

b) Introduction of severe environmental standards: SEDP proposes to introduce
developed countries’ environmental and emission / wastewater standard at the
primary residential and tourism areas.
c) Promotion of green tourism / eco-tourism: SEDP recommends to promote green
tourism / eco-tourism as the dominant tourism activities for contributing not
only environmental protection but also economical development.
d) Proposal on environment protection measures: SEDP suggests to construct
water waste treatment plans and solid waste treatment facilities, and other
environmental protection measures such as promotion of composting,
improvement of environmental protection measures on coal mining related
facilities.,
As mentioned above, the Green Growth Strategy is one of the key concepts to prepare
vision and goal of the Environmental Plan of Quang Ninh province.
3) Adaptation on Announcement of Opinion of the Politburo on Socio-economic
Development on Quang Ninh Province
On 1st October 2012, the Central Executive Committee announced the opinion on the
project for rapid and sustainable socio-economic development to ensure the national
defense and security with setting up a pilot of the two special administrative -
economic units of Van Don and Mong Cai district in Quang Ninh Province. The
announcement stated that Quang Ninh province locates at the strategic important area
from the political and economical viewpoints, and has potential advantages compared
to other localities in the region. Quang Ninh Province is considered to perform a role
as the powerful economic center of the Red River Delta and the Northern Economic
Belt in Vietnam. To 2020, Quang Ninh Province is expected to become a province of
modern services, industry, an international tourist centre of the northern part of
Vietnam. Another important expectation in Quang Ninh Province is to develop
measures to shift economic structure from "brown" to "green". The living standards of
the people are also expected to be upgraded, and natural and cultural assets which are
represented by the world heritage site of Halong Bay should be preserved and their
worth would be maximized. The Environmental Plan of Quang Ninh Province should
contribute to actualization of these concepts suggested by the announcement.
(2) Goal and Target of the Environmental Plan of Quang Ninh Province
Considering the national environmental protection strategy and concept of green
growth strategy, tentatively, the goal of target of the Environmental Plan for Quang
Ninh province is proposed as follows;

Quang Ninh Province will be a key leading actor for successful implementation of
Environment Improvement Project in Quang Ninh Province

environmental protection targets within framework of green growth strategy
inVietnam; The province will have the capability to send information and experiences
to other countries, such as members of the Association of Southeast Asian Nations
(ASEAN).
Goal to 2020
Quang Ninh Province will be a leading actor in Vietnam for successful implementation
of environmental protection targets within framework of green growth strategy
inVietnam.
Targets by 2020
(1) Halong City: will be a typical locality in environmental protection field and
implementation of sustainable tourism in Quang Ninh Province.
a) Development and completion of wastewater collection and treatment systems
and solid waste management systems;
b) Development of sustainable tourism such as ecotourism combining with
environmental awareness raising;
c) Stopping of open mining, minimization of air environment pollution;
d) Construction of sustainable urban via ensuring of natural green areas, solid
waste sorting, limiting number of transportation means that cause smokes and
dust in the city center areas.
(2) Enhance values of provincial natural environment and provincial natural
resources management network
a) Implementation of sustainable management of natural resources and land on
the basis of the environmental zoning, multi-axis management consisting of
two headwater forests systems and three ecological corridors (mountain
ecological corridor, coastal ecological corridor and marine ecological
corridor);
b) Establishment, upgrading and expansion of natural protected areas in the key
areas of Quang Ninh Province; improve the natural conditions of important
headwater forests (special-use forest, protective forest, production forest) for
protection of water resources.
c) Enhancement of regional natural environment worth and sustainable regional
natural resource use by actualization according to categorized as an
internationally well-known criteria such as a Ramsar site or an ASEAN
Heritage Park.
(3) Mitigate the forecasted major environmental impacts in high-risk areas in the
future
a) Development of wastewater treatment facilities and sewerage systems in high
priority areas.
b) Development of solid waste management system in high priority areas.

c) Implementation of strategic environmental assessment (SEA) on major areas
affected by large-scale development such as in Quang Yen Town and Van Don
District.
d) Implementation of adaptation measures to address climate change issues.
(4) Approve the Provincial Green Growth Strategy and carry out implementation
a) Promotion to introduce an ASEAN Green Growth Center in Quang Ninh
Province.
b) Implementation of climate change mitigation measures using international
schemes.
(5) Enhance the provincial level capacity on environmental management and
monitoring
a) Establishment of geographic information system (GIS) center to supervise
environmental information in Quang Ninh Province.
b) Enhancement of environmental monitoring capacity to respond to
development targets of the country.
c) Participation in international environmental monitoring network such as Acid
Deposition Monitoring Network in East Asia (EANET) to address
inter-provincial environmental issues.
1.4 Long List of the Projects Proposed by the Environmental Plan of Quang Ninh
Province
Table 1.4-1 shows the long list of the projects proposed by the Environmental Plan of
Quang Ninh Province. Totally, 91 of the projects were proposed in the Environmental
Plan of Quang Ninh Province, comprising of 21 projects in water management sector,
5 projects for air quality management sector, 16 projects for solid waste management
sector, 17 projects for forest management sector, 12 projects for biodiversity
conservation sector, and 15 projects for climate change adaptation and mitigation
sector, and 5 projects for environmental monitoring sector.

1.5 Long List of the Projects Proposed by VINACOMIN
For sound environmental management in Quang Ninh Province, it is required to examine the
measures for harmonizing development of coal mining sector and environmental protection to
avoid serious impacts from coal mining sector. Therefore, under the Environmental Planning of
Quang Ninh Province, the proposal on environmental improvement projects concerned with the
coal mining sector are reviewed in September 2013 based on the instruction by the Department of
Natural Resource and Environment.
“The Master Plan on the Development of Vietnam’s Coal Sector to 2020, with Orientation toward
2030”, approved by the prime minister with Decision No.60 QĐ-TTg on 9th January 2012 states
strategies and plans of developing coal mining sector. The plan examines not only measures for
developing coal mining industry, but also examination of predicted environmental impacts. The
plan has a chapter describing environmental impacts, and the following general approaches to
avoid serious environmental impacts due to coal mining activity;
To control pollutants at pollution sources,
To apply advanced mining technology for environmental management of coal
mining,
To set higher priority on exploitation of underground mine than open mine,
To plan logical clusters of coal mining area and relevant infrastructures,
considering appropriate spatial plan and scheduling,
To plan reasonable transport routes and appropriate transportation mode such
as railroad and conveyor transportation,
To plan appropriate coal mining waste treatment sites, and
To plan operation and maintenance plan of coal mining facilities considering
environmental management.
Based on the master plan of development of coal mining sector, VINACOMIN has prepared “The
Planning for Environmental Protection of Quang Ninh Coal Mining Zone to 2020, Orientation
towards 2030”. The environmental protection plan has proposed the list of projects for
environmental protection, of which total estimated required costs are 1,601,840 million VND
from 2012 to 2015, 2,254,150 million VND from 2016 to 2020.

1.6 Proposed Priority Projects by the Environmental Plan of Quang Ninh Province
Table 1.6-1 to 1.6-7 show the list of proposed priority projects on each sector, comprising of 4
projects in water management sector, 3 projects for air quality management sector, 3 projects for
solid waste management sector, 5 projects for forest management sector, 3 projects for
biodiversity conservation sector, and 8 projects for climate change adaptation and mitigation
sector, and 2 projects for environmental monitoring sector.
In July 2013, Quang Ninh DONRE selected the important priority projects among the proposed
ones. The selected priority projects were as follows;

CHAPTER 2 PROPROTY PROJECTS ON WATER ENVIRONMENT
MANAGEMENT
2.1 Approach on Selection of Priority Projects
For improving water environment in Quang Ninh province, control of water pollution
sources should be enhanced. Especially, capacity for controlling organic pollutants and
suspended solids discharged from various pollution sources should be enhanced.
Regarding the impacts by coal mining wastewater, the streams affected by coal mining
wastewater are planned to be treated. Additionally, the projects proposed by “The
Planning for Environmental Protection of Quang Ninh Coal Mining Zone to 2020,
Orientation towards 2030” under the Decision No.60 QĐ-TTg in 2012 by
VINACOMIN are proposed to be implemented as priority projects, for preventing
erosion impacts, securing water course of relevant rivers by dredging, and treating coal
mining wastewater by construction of coal mining wastewater treatment plants.
2.1.1 Proposed Priority Projects
(1) Improvement of Domestic Wastewater Treatment Capacity
For improvement of domestic wastewater treatment capacity, the following projects
were proposed as the priority projects.

For the other areas than above areas, it is proposed that the feasibility study for
development of wastewater treatment system will be carried out by 2020. Based on
this proposal, for all areas of urban areas in Quang Ning provice, wastewater treatment
system will be developed or planned. By these activities, it is considered that Quang
Ninh Province can have the capacity to achieve developed countries standards in
provincial level.
(2) Improvement of Coal Mining Wastewater Treatment Capacity
For improvement of coal mining wastewater treatment capacity, the following projects
were proposed as the priority projects.

2.2 Improvement of Domestic Wastewater Treatment Capacity
2.2.1 Development of Wastewater Treatment System in Halong City (sub-component using

02 Necessity Wastewater from urban area is one of the major pollutant sources
of public water bodies such as creeks, rivers and inner bays in
Quang Ninh Province. However, only 14% of wastewater from
urban area in Quang Ninh Province is treated before discharging
as of 2012. Wastewater generation from urban area will be
estimated to increase more and more in accordance with the
growth of population and improvement of living standard, the
forecast of wastewater generation of whole Quang Ninh Province
in 2030 is more than three times of that in 2012.

Ha Long City is the center of politics, economics and tourism of
Quang Ninh Province, and the most populated in the province.
Therefore, the wastewater from the urban area of Ha Long City is
one of the most major sources of water pollution, and the
development of treatment system for urban wastewater will be
directly linked to the environmental improvement of Ha Long
Bay and the formulation of environmentally-advanced region.
In addition, the project for development of wastewater treatment
system in Hung Thang area in Ha Long City is being proposed to
JICA yen loan and requested to JICA from the government of
Quang Ninh Province. Therefore, this is the most urgent project
to improve the water environment in Quang Ninh Province.
03 Objectives In order to treat the wastewater from the urban area appropriately
before discharging to public water body, a centralized wastewater
treatment plant and sewer pipelines will be constructed.

directly linked to the environmental improvement of Ha Long
Bay and the formulation of environmentally-advanced region.
In addition, the project for development of wastewater treatment
system in Ha Tu area in Ha Long City is being proposed to JICA
yen loan and requested to JICA from the government of Quang
Ninh Province. Therefore, this is the most urgent project to
improve the water environment in Quang Ninh Province.

before discharging to public water body, a centralized wastewater
treatment plant and sewer pipelines will be constructed.

However, wastewater generation from Bai Chay area will be
estimated to increase more and more in accordance with the
growth of population and improvement of living standard as well

Uong Bi City is the center of coal mining and power generation
in Quang Ninh Province, many people related to these activities
are in the urban area. Therefore, Uong Bi City is more
populated than the other town and districts, the wastewater from
the urban area of Uong Bi City is one of the most major sources
of water pollution. To develop the treatment system for urban
wastewater in Uong Bi City will be directly linked to the
environmental improvement of public water bodies and the
formulation of environmentally-advanced region.

District will be one of the most major sources of water pollution.
To develop the treatment system for urban wastewater in Van Don

02 Necessity Coal mining activities impact strongly on the environment. The impacts not only to
the mining area itself, but in fact they significantly affect the basin systems,
especially in the downstream areas.
The waste dumping sites from coal the mines always have potential of risks and
complications. Height of many dumping sites is up to 200 meters with thickness
of a waste layer up to over 100m, large slopes at sides. When flood and rain,
under impacts of climate change, catastrophic phenomena of landslide and debris
flood can arise. Landslide occurred at the Phan Me dumping site in April 2012,
breaking of Khe Re dam in July 2006 causing a lot of damages, mental confusion
and anxiety for communities surrounding the mines are typical examples.
Due to active erosion and landslide phenomena in the coal mining areas, especially
at the dumping sites providing significant amount of materials to the streams and
rivers. In the rainy and typhoon seasons, materials from coal mining areas are swept
into the flows, brought to downstream, causing sedimentation of canals, economic
activities at downstream, especially causing sedimentation and pollution to the
coastal bays with serious impacts on mangrove forest ecosystems, such as in
estuaries of the Dien Vong River and Lo Phong stream.

Sedimentation from coal mining activities have caused substantial shallow and
narrow conditions of Cua Luc Bay area. Mong Duong River at the North of Cam
Pha previously been considered as a clean, transparent river but now it is muddy
flooded, dark water, drying up the flow. The cause is determined to be by waste soil
and rocks from the mining of coal production units in the area following stormwater
runoff into the river. Between the years of 2005-2007, the Mong Duong Coal Joint
Stock Company - Vinacomin has invested several billion VND for dredging and
building 4km of embankment along 2 sides where with densely populated area of
Mong Duong river. However, the large amount of sediment had been transported to
Bai Tu Long bay, widen quickly the sediment ground at the estuary.
To reduce source of deposition materials to Halong Bay, Bai Tu Long Bay,
renovating the mangrove ecosystems and especially creating environmentally
friendly landscaping in accordance with the World Natural Heritage Halong Bay,
need to make planning and renovate the environment at the frontier of estuaries at
downstream of rivers and streams derived from the mineral exploitation areas,
immediately in the areas which are at high risk of sedimentation and pollution such
as streams Lo Phong, Mong Duong river.
03 Objectives Evaluate status of landscape, environment and levels of impacts to the ecosystem of
Halong Bay, Bai Tu Long Bay by sediment transporting processes of river, stream
basins derived from coal mining operations; Make planning /designing the space of
land use which is environmentally friendly for estuaries and investment to
environment improvement model in the Lo Phong stream, Khe Re and Mong
Duong river towards environmentally friendly.

3.1 Approach on Selection of Priority Projects
Considering current status and characteristics of pollution sources, the most important
parameter to be taken cared is particle matters including PM10
from stationary sources,
such as thermal power plant, cement industry, and coal mining industry. Air quality
management will focus on this matter. Additionally, the capacity for environmental
inspection to confirm compliance on advanced environmental and emission standards
same level as the development country standards which are aimed to achieve them by
the Socio-economic Development Master Plan. The proposed priority projects are as

02 Necessity Some international projects in relation to capacity development
for environmental protection, emission control, planning of
monitoring and pollution source inventory were conducted
recently. But unfortunately the contents of activities are relating to
water quality only. It is indispensable for DONRE to have a
project or technical cooperation on capacity building for air
quality management field. Together with “the project for
construction of automatic environmental monitoring stations in
Quang Ninh”, Capacity Development on AQM (Air Quality
Monitoring) and PEM (Plant Emission Monitoring) for
DONRE/EMAC staff is required through technical support of
international expert, who has experiences in air quality
monitoring of the ambient air and stack emission measurement at
the factory, to solve the difficulties of dust measurement in field
and laboratory, and to promote smooth initial operation of “Auto
AQM station” and “Auto PEM Station.
In Vietnam, auto AQM stations had been established in HCMC
and Hanoi almost 12 years ago, the number of the stations in total
were more than 30. But most of them have been out of operation
now. Of course there are some Vietnamese experts in this field,
but taking account of the lesson learned in past 10 years,
international expert with enough experience is necessary.

“Auto PEM Station”.

CHAPTER 4 PRIORITY PROJECTS ON SOLID WASTE MANAGEMENT
4.1 Approach on Selection of Priority Projects
Although Quang Ninh province has made efforts to improve solid waste management,
several projects will be required to achieve targets in 2020. In the Environment Plan,
integrated solid waste management systems including collecting and recycling system
and final disposal site by sanitary measures are proposed. Additionally, advanced
measures for solid waste management are examined, such as development of regional
solid waste management system by cooperating of several adjacent administrations
such as Halong City, Cam Pha City, and Hoanh Bo District, districts.
Regarding the issues on coal mining solid waste, “The Master Plan on the
Development of Vietnam’s Coal Sector to 2020, with Orientation toward 2030”,
approved by the prime minister with Decision No.60/QĐ-TTg on 9th January 2012
states strategies and plans or management of coal mining solid waste. Based on the
master plan of development of coal mining sector, VINACOMIN has prepared “The
Planning for Environmental Protection of Quang Ninh Coal Mining Zone to 2020,
Orientation towards 2030”, and proposed projects for rehabilitation of coal mining
dumping site and expansion of hazardous waste treatment plant.
Considering above approaches, the priority projects were proposed.
4.1.1 Proposed Priority Projects
(1) Development of Solid Waste Management System
In the several local areas of Quang Ninh Province, the capacity of landfill site will be
finished soon. To address solid waste management issues in such areas, the advanced
solid waste management system including collecting and recycling system and final
disposal site by sanitary measures will be developed. At the same time, awareness
raising activities to promote 3R activities will be implemented. For the above activities,
the following priority projects are proposed.

The coal mining activities, especially opencast coal mining, always create the huge
volume of waste soil and rocks including hazardous waste. To improve coal mining
waste management, the following priority projects were proposed, cooperating with
VINACOMIN by “The Planning for Environmental Protection of Quang Ninh Coal
Mining Zone to 2020, Orientation towards 2030” of which legal basis is Decision
No.1052/QD-VINACOMIN in 2013.
Assessment of stability, identifying potential risks of soil and rock slides areas
and proposing prevention solutions for the Outer Dumping Sites in Halong and
Cam Pha areas.
The detail of all proposed priority project are described in the following section.
4.2 Development of Solid Waste Management System
4.2.1 Project on awareness raising on Solid waste management

3 Objectives In order to reduce the volume of wastes in the future, 3R activity
shall be promoted in Quang Ninh Province. 3R for waste
treatment is required to be promoted. Solid waste management
cannot be implemented smoothly without the cooperation of the
local resident and local community’s involvement. For promoting
3R and introduction of segregated collection in the future, the

following reasons:
Construction cost is a huge amount and the arrangement of

landfill.
3 Objectives It is recommend that landfills be operated jointly by small
districts. In this case a large scale landfill which has a capacity to

of grouping are essential for smooth implementation of the

01 Name of Project Assessment of stability, identifying potential risks of soil and rock slides areas
and proposing prevention solutions for the outer dumping sites in Halong and
Cam Pha areas.
02 Necessity Coal mining activities have been causing significant impacts on environment,
multiple and severe natural disasters (rock & landslide, debris flood… ) seriously
affect production, properties and lives of the adjacent residents, environmental
quality, sedimentation in Cua Luc Bay, Ha Long Bay and Bai Tu Long Bay, such
as:
- Coal mining activities create new terrains - the outer dumping sites stretching
from Ha Khanh of Hon Gai to Duong Mong of Cam Pha ..

- To be a province with the largest coal reserves with an output of nearly 16
million tons / year, profits from the coal industry has contributed significantly to
GDP of Quang Ninh province. However, the mining industry has generated
annually a great volume of soil and rock waste.
According to the development plan for Vietnam's coal industry to 2020, vision to
2030 , the amount of soil and waste rock in Quang Ninh from now until 2025 is
estimated at 7 to 8 billion m3. On average from 2005 to 2010, only in 5 major
mines of Cao Son, Coc Sau, Deo Nai, Ha Tu, Nui Beo, the volume of soil and rock
waste rock has been from 21-30 million m3 per year. This volume increases also
means the dumping sites areas grow continuously. Currently, the dumping sites
areas have been already in Cam Pha nearly 900 ha, Hon Gai nearly 750 ha, many
sites with the height up to 100 - 200m such as the Nui Beo, Deo Nai, Coc Sau
dumping sites. The dumping sites have created the high hills such as: Coc Sau
280 m high , South Deo Nai 200 m, East Cao Son 200m, and Nui Beo 250m
high ...
In rainy seasons, the dumping sites erode strongly, forming deep grooves from
2-5m wide. Soil, rock and sludge are washed away by rain water, brought to the
downstream causing sedimentation in flows, streams, rivers and arable land.
According to research, the average amount of soil and rock eroded from dumping
sites is about 2,960 tons/ha/ year. This eroded soil and rock amount is the basic
source of materials causing sedimentation and pollution in Halong Bay.
- Soil and rocks waste form the hill ranges, together with the heavy rainfall
intensity are the basic causes of cumulative impacts affecting largely to the
production and living of residents surrounded.
- To overcome the negative impacts of mining activities, the Government of
Vietnam has issued many policies and solutions related to environmental
restoration, being shown most clearly in the Decision No. 18/2013/QD, dated
March 29, 2013 of the Prime Minister on environmental renovation and
restoration and signing of Fund for environmental rehabilitation and
restoration for minerals mining operations; the Circular No.34/
2009/TT-BTNMT, dated December 31, 2009 of the Ministry of Natural
Resources and Environmental regulating on Establishment, approval,
inspection and certification of environmental renovation and restoration
projects and signing of fund for environmental rehabilitation and restoration
for minerals mining operations.
In the strategic environmental impact assessment of the Vietnam Coal Sector
planning as well as the environmental impact assessment report of the particular
mines also gave solutions to rehabilitate and restore of environment after the
mines closure, however, implementation has been difficult.
To minimize the adverse impacts of coal mining as well as of soil and rock waste
to the environment, need to have appropriate solutions. In addition to designing of
the dumping sites as height restrictions, appropriate layering as well as creating
drainage water channels around, tree planting and greening the dumping sites,
controlling erosion, landslides etc. Need to have the comprehensive solutions
towards coal mining with less adversely affect to the surrounding environment.
03 Objectives - Evaluate and identify potential areas of risk, the risks of soil & rock slides
and mud floods of the outer dumping sites due to opencast coal mining in
Ha Long and Cam Pha;
- Identify the space being affected by soil & rock slides, mud floods due to the
opencast coal mining in Ha Long and Cam Pha,
- Selection and application of engineering solutions, advanced and appropriate
technologies to minimize the adverse impacts on the surrounding areas and
the Cua Luc Bay, Halong Bay and Bai Tu Long due to transportation of

CHAPTER 5 PRIORITY PROJECTS FOR FOREST MANAGEMENT
5.1 Approach on Selection of Priority Projects
Quang Ninh province has a large potential of forest resources in inland area and
coastal area. These forests should be linked each other to sustain natural environment
of Quang Ninh province as good condition in provincial level. One of the key
approaches to link well-conditioned forest environment is to improve quality and
increase areas of protected area in the province, and make a network of suitable forest
environment. Inland forest and coastal forest including mangrove forest has close
relationship each other, so the approaches to protect both environments together are
proposed in the Environmental Plan. The priority projects were selected to secure the
required function of protected area by enhancing its characteristics on environmental
management in Quang Ninh province.
The forest management sector is also expected to contribute to reduce impacts by coal
mining activity by reforestation and developing buffer zone. From this viewpoint, the
several priority projects were proposed.
5.1.1 Proposed Priority Projects
The proposed priority projects in the forest management sector are as follows. Detail
of each project is shown in the following section.
(1) Enhancing Function of Protected Areas for Environmental Management
For enhancing the function of the protected areas for environmental management, the
following priority projects were proposed. These projects are expected to contribute
not only to environmental management of Quang Ninh province but also enhancing
natural resources for developing sustainable tourism.

(2) Enhancing Function of Important Forest Areas as Source of Domestic Water
The some forest areas such as headwater of Yen Lap lake have important role as
sources of domestic water for Quang Ninh Province. To 2020, required water demand
will be increase due to increase of population. Nevertheless, it is considered that such
forests are affected by industrial activities such as open coal mining, and current forest
conditions are considered to be improved. To actualize better management of such the
main forest areas supplying domestic water, the following project was proposed.

(3) Mitigating Impacts by Coal Mining Activities
In 2020, open mining activities will be prohibited based on the policy of Quang Ninh
Province. However, existing open coal mining areas will affect by erosion if no action
is implemented. To mitigate prospective impacts from existing coal mining area, the
following priority projects were proposed.

5.2 Enhancing Function of Protected Areas for Environmental Management
5.2.1 Project for Coastal Ecological Corridor Improvement

2 Necessity The marine ecological corridor includes marine protected areas (MPA),
areas designated for the marine resource conservation distributed from the
northern eastern part of the provincial marine area and the corridor

Hai Phong City. This corridor protects the marine resources and
biodiversity, ensuring the sustainable fishery activities for the people of
Quang Ninh Province and sustainable tourism for the province.
By the climate change, the impact on ecosystem may be expected, and
regular and continuous monitoring and careful resource management is
the key to sustain the fishery and tourism activities which are very
important economic sectors of the province.
The major areas included in this corridor are: Dao Tran and Dao Co To
Proposed National Park (proposed MPA), Bai Tu Long Bay National Park
(Currently National Park, and proposed as MPA), the core zone of Halong
Bay National Heritage and several areas for the marine resources
conservation.
Not only the marine environment, island ecosystem will also be conserved
such as forest ecosystem on Co To islands and the islands of Bai Tu Long
Bay National Park. The limestone islands in Halong Bay and Bai Tu Long
Bay are also so special that the further research and conservation which
contributes to the sustainable tourism activities are expected.

3 Objectives Mangrove and coastal forest in the province is rehabilitated and the
sustainable management model is established.
4 Scope of Work The main activities and primary estimated scope of work in this project
are as follows
1. 3,000 ha of mangrove and coastal forest are established, and 20,000 ha
is regenerated, or sustainably managed.
2. Model for community based coastal management is established
3. Technologies of mangrove-friendly aquaculture in the province
4. Plantation and rehabilitation technologies for mangrove and coastal
plantation is established and compiled as a manual.
5. In Tien Yen District, Quang Yen Town, the model of community based
mangrove management system through SATOYAMA initiative is
established and the area will be designated as Ramsar Site.
6. Peoples’ awareness on the importance of the mangrove and coastal
vegetation is enhanced.

closed sessions for each important species.

bay is not less important and precious than the world heritage Ha Long

ecosystem, it is proposed to change its status into Marine Protected
Area cum National Park to enhance its capacity to manage its marine

high level conservation and eco-tourism.
3 Objectives Management capacity of Bai Tu Long National Park is strengthened and
is registered as ASEAN Heritage Park.
4 Scope of Work The proposed project consist of 04 components with main activities as
follows:
1. Improve infrastructure facilities and services of conservation and
protection.
- Construct office house, forest rangers’ stations, forest-fire watch

10 Remark In order to register as the ASEAN Heritage Park, survey and procedure
should be proceeded to get an agreement by the ASEON (ASEAN
Senior Officials on the Environment) Working Group. The target area
covers the terrestrial and marine areas of Bai Tu Long National Park,
with potential expansion of the area.
In the National Park, it is planned to establish ex-situ conservation
facility and rescue center for better conservation of biodiversity. The
Bai Tu Long national park has the museum already, however the
exhibition facilities should be more developed for effective eco-tour and
environmental education.

5.2.3 Project for Management of Yen Tu National Forest

National Park. Since the record says that the forest cover change in
Dong Trieu District and Uong Bi City area are worse compared with the
other part of the province, the expansion of the national forest to a
national park is important, together with the buffer zone management.
The forest and ecosystem condition in this area is connected with the
ecosystem of Bach Dang River, Cat Ba and Ha Long Bay area of great
importance.
And, currently Yen Tu National Forest is one of the most popular
tourism destinations within the province, with the features of historical,
religious and natural importance. It is one of 34 special national
monuments in Vietnam. It has further potential as the attraction for the
people on mountain ecosystem and landscape with cultural, historical
and religious value. For the sustainable use of this tourism resource,
concept of eco and cultural tourism should be well developed
considering its carrying capacity.

5.2.5 Examination for Minimizing of Sedimentation in the Coastal Zone in Cua Luc Bay and
Halong Bay

Minimize sedimentation and sediment pollution in Halong Bay bottom
02 Necessity Halong Bay is formed and developed by the unique conditions of nature,
especially the geological - tectonic structures. The existence for thousands
years with not large sediment thickness, average water layer thickness of
15-20m, but little gets turbid due to alluvium even at rough
sea. Environment of Bay sediment and fresh water environment has
facilitated the development of the characterized abundant marine ecosystems
such as corals and mollusks with high value; to be the critical factors making the
most valuable asset of the World Natural Heritage Halong Bay.
However, in recent years the speed of sedimentation in the Bay bottom
increases significantly, some coastal areas arround the islands, have seen the
phenomenon of "being the swamps" of sediment with red mud layers exposed at
foot of the cliffs. Some of access channels to the port areas have been shallowed
up pretty quickly, and have to be frequently dredged.
The research results show that the sources of materials for the bay bottom
sediments have been increased primarily due to the streams, rivers estuaries
derived from coal mining areas in Quang Ninh, especially from the stream
branches at the East of Cua Luc Bay, the Lo Phong stream, the Mong Duong
river.
In addition to impacts from coal mining, tourism, aquaculture activities in the
Bay and the general operations on the shoreline are contributing to the
significant increase in the amount of sediment as well as hazardous substances
to the bottom environment of Halong Bay.
Sedimentation and pollution of the bay bottom has led to many consequences, as
shown clearly in degradation of ecosystems, threatening risks to landscapes,
biodiversity and environment of Halong Bay. The following example is on the
decline of coral reef ecosystems:

According to Dr. Nguyen Huy Yet, the boundary of coral reefs distribution in the
bay tends to shift rapidly from the shore towards the sea, reflecting the decline of
coral ecosystems due to impacts from the continent.
There must be positive solutions to reduce the harmful effects of sedimentation
and sediment pollution, contributing to create a clean and healthy environment
for Halong Bay, protect the biodiversity and the precious value of Halong Bay.
03 Objectives Evaluate the status, speed, sedimentation trends and bay sediment pollution,
identify causes and propose mitigation measures to ensure the stability and
sustainable development for the Bay Long are essential and urgent.

problem. Cam Pha City has identified environmental protection roadmap for the
period 2015-2020. Accordingly, Cam Pha will cease dumping waste in the South

planting protective trees for creating green trees belt, forming dust shield for

World Heritage, it is necessary to make planning for the green tree belt systems
as a buffer zone to isolate the coal mining areas from the residential areas at the

03 Objectives Create the green trees belt surrounding the dumping sites outside the Halong
and Cam Pha areas aiming the achieve double benefits:
- Minimize the negative impacts of rock slide, landslide and mud flood
hazards occurred from the dumping sites at the outside to residents and
production facilities at the surrounding areas when heavy storms, especially
in the climate change context.
- Ensure the green - clean – beautiful environment for the urban residential
areas.
- Ensure the coal mining production done according to the plan of the Coal
Sector.

5.2.8 Planning and Testing the Models of Land Use toward Environmental Friendly around
Closed Coal Mines

01 Name of Project Planning and testing the models of land use environmentally friendly after
closing the coal mines in Quang Ninh Province.
2 Necessity Coal mining activities cause significant impacts on environment, causing
many types of serious natural disasters. Soil quality in the coal mining areas
is increasingly depleted, the amount of nutrient is getting poorer, the soil
becomes dry and friable. The coal mining operations change dramatically the

topography surface, create deep pits, high coal waste dumps sites; causing
loss of vegetation carpets on the surface. The volume of soil and rock layers
taken off from open pit coal mines exploitation is very large, by disposal will
form the terrain hazards of landslides, flood flashs washed away together
with sand and mud, causing filling of surface flows, sedimentation of the
Bays. Together with these impacts is the deterioration of quality of
ecosystems on land and in water, shrinking areas of forests, especially
mangroves downstream.
To be a province with the largest coal reserves, with the mining output of
nearly 16 million tons/year, the profits from the coal industry has contributed
significantly to the GDP of Quang Ninh province. However the coal
mining industry creates a huge volume of soil and rock waste.
According to the Coal sector Dev.Plan to 2020, considering vision to 2030,
the amount of soil and rock waste to 2025 is estimated from 7 – 8 billion m3.
In average between 2005 to 2010, in 5 big mines of: Cao Son, Deo Nai, Coc
Sau, Ha Tu, Nui Beo only, the soil and rock waste volume is up to 21-30
million m 3/year. The rapid increase of soil and rock waste also means the
increasing of dumping area. Currently, the landfill area in Cam Pha City is
nearly 900 ha, Hon Gai city is 750ha; some dumping sites have the height
of 100-200m such as the dumping sites of Nui Beo, Deo Nai and Coc
Sau. The dumping sites create high hills such as: Coc Sau 280m, South Deo
Nai: 200m, East Cao Son: 200m, Nui Beo: 250m, ...
In rainy seasons, the dumping sites are eroded strongly, creating deep slots
from 2-5m wide, soil and sludge is washed away by rain water and moved
downstream and causing sedimentation in flows, streams, rivers and
cultivation land. According to research, the average amount of soil eroded
from the dumping sites is about 2,960 tons/ha/year. Eroded soil and rock
volume is the basic source of materials causing sedimentation, pollution in
Halong Bay.
Soil and rock waste are also the indirect causes leading to cumulative

air quality for urban coal resident areas, affecting the health and life of the
community.
- To overcome the negative impacts of minerals mining activities, the
Vietnamese Government has many advocates and solutions for
environmental restoration, is shown most clearly in the Decision No.
18/2013/QD dated 29/3/2013 of the Prime Minister issuing the Decision
on rehabilitation and restoration of environment and signing fund for

environmental rehabilitation and restoration for the mining operations;
the Circular No.34/ 2009/TT-BTNMT, dated December 31, 2009 of the
Ministry of Natural Resources and Environmental regulating on
establishment, approval, inspection and certification of environmental
renovation and restoration projects and signing of fund for environmental
rehabilitation and restoration for minerals mining operations.
In the strategic environmental impact assessment of the Vietnam Coal Sector
planning as well as the environmental impact assessment report of the
particular mines also gave solutions to rehabilitate and restore of
environment after the mines closure, however, implementation has been
difficult.
To minimize the adverse impacts of coal mining as well as of soil and rock
waste to the environment, need to have appropriate solutions. In addition to
designing of the dumping sites as height restrictions, appropriate layering as
well as creating drainage water channels around, tree planting and greening
the dumping sites, controling erosion, landslides etc. Need to have the
comprehensive solutions towards land use environmentally friendly.
03 Objectives Build up the land use planning in the direction of environmentally friendly of
the coal mining operations; Propose and test the model of land use
environmentally friendly in the key areas.

1. Investigate, evaluate the overall status (natural conditions, natural
resources, environment, ...) of the coal mines and the impact on the
environment around the mines;

6.1 Approach on Selection of Priority Projects
Quang Ninh province has various biological resources due to variety of natural
environment from mountainous environment to sea environment the province has.
These biological resources should be maintained for not only environmental protection
but also as important resources to shift economical structure of Quang Ninh province
from “brown growth” to “green growth”. Biodiversity conservation will have a key
role to proceed the green growth strategy. In this Environment Plan, the approach for
biodiversity conservation is proposed based on Japanese experience and idea, named
“SATOYAMA” initiative. The proposed priority projects are as follows;

7.1 Approach on Selection of Priority Projects
Quang Ninh province may be affected by climate change impacts, such as sea level
rising and increase risk on natural hazard. Adaptation measures on climate change
impacts are important to be examined to reduce such impacts. Regarding mitigation
measures on climate change issues, those have close relationship with proceeding the
green growth strategy. Currently, there is an idea to establish ASEAN green growth
strategy center in Quang Ninh province. If it is actualized, the impact on
environmental protection and proceeding the green growth strategy in Quang Ninh
province will be quite large. To promote this matter, the Environment Plan proposes to

Based on Decision No. 713/QD-UBND PPC, the organizational
structure has already been developed. Though the steering
committee is developed it does not work efficiently. To improve
the functions, first it is recommended to set up the annual working
plan and meeting schedule.
The Permanent Office for Steering Committee in Response to
Climate Change and Sea Level Rise is an advisory organization to
the steering committee. Its members are DONRE and DPI, but
their tasks are not articulated in the regulation. So, they need to be
clarified.
With regard to adaptation, the Natural Disaster Prevention and
Rescue Committee of Quang Ninh Province is established prior to
the establishment of a Permanent Office for Steering Committee
in Response to Climate Change and Sea Level Rise. Its focal
organization is DARD. It is crucial that these two offices
collaborate and share information closely.

7.8 Promotion of Efficient Operation of Tourist Boats in Halong Bay

1 Project Name: Promotion of an efficient operation of tourist boats in Halong Bay
2 Necessity Tourist boats in Halong Bay play a crucial role in the tourism
business. There is still some room for improvement in the
operation efficiency of these boats by reducing CO2 emissions.
Most of the boats are equipped with second hand engines
manufactured by Yanmar. However, currently, there are no
detailed data on the engine types and energy consumption of the
tourist boats. Thus, it is critical to survey these basic data for
further consideration to improve their operation efficiency. Based
on the survey results, several measures can be developed, e.g., set
a regulation of engine specification, support to renew old engines,
set a rule on boat operation in Halong Bay, etc.
On the other hand, DARD, DOT, and JICA have started the study
about the application of biodiesel to the tourist boats since June
2013. In the study, a total of two boats coming from a boat
company and from the Halong Bay Management Board will be
operated with biodiesel in Halong Bay.
The tourism boats in the Halong Bay play a crucial role in the
tourism business. There is room to improve their operation
efficiency aiming at reduction their CO2 emissions.
There are 86 registered private tourist boat companies in Quang
Ninh Province. The number of boats owned by a boat company
varies from 1 to 23 depending on the size of company. Currently,
there is the Ha Long Tourist Boat Sub-Association in the Quang
Ninh Tourism Association with a total of 15 members. There are
two types of tourist boats, day excursion boats and overnight stay
boats. According to DCST, the total number of registered tourist
boats was 509 consisting of 329 day excursion boats and 180
overnight stay boats in May, 2012.
To improve energy efficiency and to reduce CO2 emissions from
boat operation, activities below are proposed in this project.
3 Objectives To improve the operation efficiency of tourist boats and introduce
biodiesel aiming at reducing GHG emissions.

2 Necessity In 2010, the Resolution No. 51/2010/QH10, entitled Law on
Economical and Efficient Use of Energy, was promulgated.
Following the law, Decree No. 21/2011/ND-CP, or also known as
Detailing the Law on Economical and Efficient Use of Energy
and Measures for its Implementation, was issued in 2011.
According to the decree, industrial production establishments,
which annually consume energy of a total of one thousand tons of
oil equivalent or higher, are designated as major energy
consumers.
Therefore, they have the obligation to assign an energy manager,
and prepare the annual and five-year energy management plans
and reports, as well as conduct energy audit once per three-year.
Following the decree, DOIT has identified major manufacturers in
Quang Ninh Province.

CHAPTER 8 ENVIRONMENTAL MONITORING
8.1 Approach on Selection of Priority Projects
The Socio-economic Development Plan of Quang Ninh Province proposes to
introduce developed countries’ standards in the certain area of Quang Ninh province.
For actualizing this measure smoothly, enhancement of environmental monitoring
capacity is essential. Additionally, Quang Ninh province is expected to develop
environmental information system such as establishment of a provincial GIS center,
and enhance international cooperation for monitoring inter-provincial environmental
pollution. The proposed priority projects are as follows;

The detail of each proposed priority project is described in the following section.
8.2 Project for Construction of Automatic Environmental Monitoring Stations in
Quang Ninh Province

Quang Ninh Province
2 Necessity The Study Team has examined the contents of the project proposal
which were prepared by DONRE and it was concluded as quite
necessary. The project will help the environment management of
DONRE very much. The reasons are as follows:
Auto air quality monitoring (AQM) station can able to grasp air
quality such as Particulate Matter (TSP, PM10, PM2.5), ozone (O3),
CO, NOx, and SO2, together with some meteorological parameters
such as wind speed, wind direction, temperature, humidity, and rain
on semi-instant value, hourly average, daily average and annual
average.
By applying auto AQM station, DONRE can grasp the hourly, daily,
monthly, yearly or annual concentration of TSP, PM10, O3, CO, NOx,
and SO2, and then can compare it with air quality standards (AQS),
QCVN 05/2009/BTNMT. For applying stricter AQS than the
national standards to 2020, auto AQM station is essential.
3 Objectives The project will be implemented by construction and installation
of automatic environmental monitoring stations to grasp the
quality of air and water environment in Quang Ninh province.
(1) Automatic monitoring stations for measuring ambient air
quality: 10 stations located in populated area or the area impacted
by industrial activities.
(2) Automatic monitoring stations for measuring surface water (2
stations) and coastal water (5 stations)
(3) Automatic monitoring stations for measuring flue gases from
stacks of important thermo power and cement production plants:

12 Remark For sustainable operation of automatic monitoring station, the
following factors should be taken in consideration.
(1) High Humidity
Most of the equipment set up in “Auto AQM station” applies a
kind of sensor technology such as UV spectrometry, IR
spectrometry, Chemical luminescence, UV Fluorescence. As a
precondition of these technologies, sample gas should be Dry
condition, therefore dryer for sampled air such as silica gel, CaCl2
are needed to replace very frequently. In some case, if capacity of
dryer is not enough, the sensor will be damaged. There are some
famous manufactures in US, Germany, France, UK, Australia and
Japan. Continuous high moisture contents/humidity condition like
Vietnam is not observed in these countries, therefore operational
cost for dryer is higher than usual cost in these countries.
(2) Frequent Electric Power Failure:
Unfortunately frequent electric power failure is observed in
Vietnam, also in QN. Most of the equipment set up in “Auto
AQM station” is very weak for electric power failure. Although
UPS (Uninterruptible Power Supply) will be installed, the power
consumption of “Auto AQM station” is quite large; from 3kVA to
5kVA, the UPS can stand several 10 minute only. The electric
power failure will make damage to the equipment set up on
“Auto AQM station” Also it is not observed in these manufacture
countries at all. Therefore the repair cost is much higher than
usual cost in these countries. Alternative to use generator instead

during power failure is to be considered very carefully, because
generator will emit CO, NOx, SO2 and PM (TSP, PM10, and
PM2.5) and will affect the data. One of the solutions is to put
generator more than 50 m distance.
(3) In Terms of Consumable Auxiliaries, Spare Parts/Replace
First of all, continuous air quality monitoring analyzers such as
Particulate Matter (TSP, PM10, PM2.5), ozone (O3), CO, NOx and
SO2 Monitor are completely different from household appliances
like a refrigerator. It is very much money consuming equipment
to keep operation. For example, most of equipment, Particulate
Matter (TSP, PM10, PM2.5), ozone (O3), CO, NOx and SO2
Monitor in a) “Auto AQM station” and CO, NOx and SO2 in c)
“Auto PEM Station”, diaphragm pump is set as a suction pump.
Diaphragm which is a kind of membrane made of special rubber
needs to be replaced every 2 years. The cost of a diaphragm is US
few hundred dollars to US 500 dollars, in total
500x5x10+500x3x7=35,500 USD is needed every 2 years at a
maximum. As for cylinders for standard gases of CO, NO and
SO2, each station needs 3 cylinders. Cylinder of standard gas is
imported from Singapore and will expire in 2 years usually.
Approximately, one cylinder of standard gas costs 500 USD to
1,000 USD, in total, 1000x3x10=30.000 USD is needed every 2
years at a maximum. These are just examples of consumable
auxiliaries and spare parts, Based on the list of user’s manual
from manufacturer, many items are to be replaced periodically.
8.3 Development of Construction Plan of Regional GIS Center

2 Necessity Natural disasters in Quang Ninh Province have been limiting the
development of its economy, and damaging the environment,
ecology and impacting the social life of the province. Along with
impacts of global climate change, the level of natural disaster in
the country has worsened in general, particularly in Quang Ninh.
Recognizing this problem, the XIIIth Congress of the Quang Ninh
Provincial Party (2010–2015) had clearly stated the key tasks and
measures for sustainable development. One of the measures stated
in the congress was “Increasing investment in research,
application of scientific and technical advances, new technology
to serve leadership, management and administration in
agriculture, forestry, fishery production, administrative reform,
public services, and environmental protection”.
Currently, the baseline data on natural resources, environment and
the sea, and islands in the province is quite large. These data were
collected from several national level and provincial level topics,
projects and programs (annual projects and tasks of the province,
project on the development of a national database on natural
resources and environment, Scheme No. 47: Baseline Survey and
Marine Natural Resources and Environment to 2010, Vision to
2020, etc.). These products are quite diverse, including a database

on natural social conditions as well as a system of maps, satellite
images of all kinds, and software for managing the database based
on GIS technology.
3 Objectives The objectives of developing a provincial GIS center are to store,
analyze, update and utilize required data for;
(i) securing safety for tourism activities, (ii) planning and
implementing required measures to address climate change
impacts, (iii)
management of sea - island economy as well as support to people
who live along the coast line and on islands, (iv)
conducting disaster prevention measures, and (v) planning and
implementing measures on management of natural resources and
environment protection.

CHAPTER 9 SOLUTIONS FOR IMPLEMENTATION
OF ENVIRONMENTAL PLANNING
9.1. Solutions on investment capitals mobilization
- Propose to the Central Level for special sources of fund for environmental protection
activities;
- Active mobilization of funds from Sponsors; from the official development assistance (ODA);
from foreign direct investment (FDI);
- Promote the socialization of investment to the environmental protection projects: with funding
contributions from people, businesses and domestic investors (accounting for 30% of total
budget);
- Enterprises, Economic organizations of minerals production and trading to allocate sufficient
resources to carry out projects of environmental improvement due to impacts from activities
of mining, processing, transportation and consumption of minerals products in the province.
- Establish encouragement mechanisms, administrative remedies, and implement fairly and
reasonably for all state and private institutions when engaging in environmental protection.
9.2. Solutions on organization and capacity building for the environmental management
apparatus
- Establish an Unit for management Project Funds.
- Implement training, re-training and strengthening capacity of environmental management
specialized staff of the province.
- Improve effectiveness of law enforcement for environmental protection; specifically: on one
hand to improve the sense of law observance of citizens and businesses, on the other hand to
strengthen the supervision and management of the state agencies for law enforcement.
- Promote the use of economic instruments in environmental management: collection of
environmental protection tax and fees, natural resources tax for mining activities, the facilities
with large sources of waste water, waste gas...(under the Natural Resources Law, 2009,
Decree No. 74/2011/ND-CP dated 25/8/2011, Decree No. 67/2002/ND-CP.... ).
- Develop and expand international relations with international organizations such as the
Development Programme of the United Nations (UNDP), the Environment Programme (of
the United Nations UNEP), the World Bank (WB), the Asian development Bank (ADB), the
Global Environment Fund (GEF), the Government organizations, other NGOs to mobilize all
resources through specific investment projects and schemes.
