Top Major Accomplishments•EPS developed a 3-phased DUSHOM Action Item requiring each site to:oHost a “Stand Up for Cleanliness Awareness Event”oConduct a detailed EM Program Self-Assessment/Gap Analysis with sustainable action plans to

meet those gapsoConsolidated VISN After Action Report (AAR)

•EPS collaborated with VCS to deploy third party audits of every VHA Canteen facility focusing on

over 100 Food Safety and Sanitation vulnerabilities resulting in a score per site•EPS standardized EOC Rounding for VHA by deploying an EOC Rounding software platform

with multiple EOC Checklists using mobile device technology •EPS enhanced Regulated Medical Waste management throughout VHA by: oEstablishing a National BPA for On-site Regulated Medical Waste (RMW) Treatment systemsoImplementing the GreenHealth Tracker waste and recycling data to provide the “Waste

Minimization and Compliance Report” data in accordance with Presidential Executive Orders

and VA Directives•EPS led an initiative to complete detailed Sanitation Task Frequency Analysis (TFA) at 50% of

VHA facilities •EPS developed the Patient Centered Care Branding Guide

Program Office ScopeTop Challenges

• Lack of support/resources to complete Task Frequency Analysis (TFA) for the remaining networks

• Recognition of the software needs for the Interior Design program• Lack of a standardized approach within the Interior Design Program

& Solicitation of the VHA Healthcare furniture procurement streamlining process

• No National Standard exists for VHA Sanitation • Lack of support/resources for conducting Program Site Reviews to

validate program effectiveness• Lack of support/resources for alternative mobile devices to support

EOC Rounding due to the prior device reaching “end of life”• Lack of support/resources to further proactive EPS Program

initiatives

Environmental Healthcare Sanitation

EPS provides oversight for VHA Healthcare Sanitation by establishing objectives, developing management systems and procedures to ensure program functions can be effectively implemented and sustained. The effectiveness of EM operations directly impacts the image of VHA, as patients, visitors, employees and the public often base their impression of the adequacy of the medical care upon the appearance and cleanliness of the medical facility.

Environment of Care (EOC) Monitoring

EPS has led the process of standardizing the EOC Rounding for VHA. This is being done to ensure all facilities have appropriate systems in place to meet the Joint Commission (TJC) requirements for the EOC, as well as our own requirements for providing a safe, clean, and high quality care environment. Over the years, the VHA program for monitoring the EOC has moved well beyond TJC Environment of Care (EC) standards. The VHA program includes not only the EC standards, but also addresses additional areas, including nursing care, infection control, patient safety, employee safety, utility management, medical equipment management, cleanliness, facility security, as well as patient considerations such as privacy, dignity, respect, and confidentiality of personal information.

Bed Management Solution

28

• VHA requires a comprehensive approach to the management and tracking of patient beds.

• EPS has been working to ensure processes are in place for the tracking of bed cleaning through the Bed Management Solution (BMS) System

• Evidence has shown that the Environmental Management Service (EMS) personnel consistently face issues in gaining access to the BMS system

• The BMS Room Readiness Device interface (wall mounted or desk mounted) device will support the EMS operations as well as EMS Program Offices and employees.

• Currently this device is being Piloted in three VAMC locations (Reno, Minneapolis & Jesse Brown VAMCs)
